YEREVAN, MAY 24, ARMENPRESS. The Governor of the Syunik Province Robert Ghukasyan held a meeting with United States Ambassador to Armenia Lynne Tracy in Kapan.

During the meeting, the United States Ambassador said that she understands that now is a period of time full of challenges for Syunik, the Governor’s Office said in a press release.

Ambassador Tracy added that the US embassy continues providing assistance through various US government agencies.

Governor Ghukasyan thanked for the projects implemented in Syunik with US investments, especially for the USAID work in villages. The Governor said he hopes these projects will be continued.

Governor Ghukasyan attached importance to the Ambassador’s periodical visits to Syunik, noting that these visits are a certain indicator for the local residents.

Ghukasyan and Ambassador Tracy discussed a number of issues aimed at the province’s socio-economic, road construction, agricultural sectors, diversification of economy, educational and youth issues and the directions of developments of the Syunik province.

The United States Ambassador attached importance to tourism development in Syunik, saying that in this context the province has big potential which should be presented to people.

An agreement was reached to continue cooperation and partnership.

YEREVAN, MAY 24, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan held a telephone conversation with United States Secretary of State Antony Blinken, the PM’s Office said.

The US Secretary of State highly appreciated the efforts of the Armenian government aimed at establishing peace and stability in the region, as well as the process of the democratic reforms in Armenia.

The sides exchanged views on the settlement of the Nagorno Karabakh conflict, the opening of regional communications and the regional security-related issues.

Prime Minister Pashinyan shared his impressions from the trilateral meeting held in Brussels on May 22, stating that overall he assesses the meeting as positive, but notes that unfortunately, interpretations having no connection with the content of the discussions were made after the meeting.

The Secretary of State reaffirmed the US readiness to continue the support to Armenia’s democratic reforms, the settlement of the Nagorno Karabakh conflict, the Armenia-Azerbaijan border demarcation, the opening of regional communications and the establishment of regional stability.

The phone talk also touched upon the current Armenia-Turkey discussions at a level of special envoys.

PM Pashinyan and Secretary Blinken agreed to continue the Armenia-US high level contacts.

EEU energy ministers to discuss common oil and gas market in Bishkek

The energy ministers of the Eurasian Economic Union member states will take part in the Eurasian Economic Forum to be held in Bishkek on May 26, and the meeting of the Council of Energy Ministers and the Eurasian Economic Commission will be held a day before, on May 25, to discuss the issues related to the creation of a common Eurasian oil and gas market, ARMENPRESS reports Daniyar Turusbekov, Director of the Organizational Support and Protocol Department of the Eurasian Economic Commission said during the Bishkek-Yerevan-Minsk-Nur-Sultan video bridge organized at Sputnik Armenia multimedia center.

The first Eurasian Economic Forum will be held in Bishkek, Kyrgyzstan, on May 26, focusing on the further development of Eurasian economic integration and the revised priorities for overall economic development in the EEU. The conference was postponed for two years due to coronavirus restrictions. About 2,500 people from the EEU member states, including the Republic of Armenia, as well as from Latin America and South Asia applied for participation in the forum. There will be 6 panel discussions and 21 thematic sessions during the conference. About 10 documents will be signed within the framework of the event.

Prime Minister Nikol Pashinyan attended the event dedicated to the presentation of the report of the 3 years of activities, 2019-2021, of the State Interests Fund of Armenia (ANIF), during which all the programs implemented by ANIF during the reporting period were summarized, ARMENPRESS was informed from the Office f the Prime Minister.

In his speech, Prime Minister Pashinyan reminded that ANIF was established three years ago, during this period the Government has had great expectations from it and continues to have. “But we must emphasize that there are many skeptics, critics, and events that ensure accountability for what has been done during this period are very important.

I want to also say what was the reason behind the decision to establish the foundation. Because both in the system of public administration and in the economy, we see that the most important thing is to have the determination to overcome inertia. Because if we do not show that determination, political will, we will just have to follow like an observer what is happening with our economy, what are the effects, and just collect data. But ANIF was created with the sole purpose of overcoming that inertia, trying to provide a new course for our economy, a new logic, a new mood. I hope we have already approached the line after which we will see results,” the Prime Minister said.

Taking the opportunity, Nikol Pashinyan referred to the impact of several previously adopted decisions on the economy. “For example, in 2018 we made a political decision to introduce a flat income tax in the Republic of Armenia. Do you remember there was a lot of criticism then, a lot of pessimism, but I must say that, for example, according to the data for April, we have a new absolute record in the Armenian labor market. In other words, the absolute number of jobs registered in the Republic of Armenia as of April is greater than ever before. Usually, we consider the last such record to be in December 2021, which is traditionally the month with the highest number of jobs, but already in April we surpassed the previous record by more than 5,000 jobs, and compared to 2018, the number of jobs in the Republic of Armenia has increased by 123.310. I am talking not only about registered jobs, but also about paid jobs, because there are jobs from which no income tax is generated,” Nikol Pashinyan said.

Referring to the next important result, the Prime Minister said, “Once we were discussing, it was widely accepted, we were warned that we have risks, we may lose budget revenues, but in terms of income tax, in 2021 we collected by 120 billion AMD more than in 2018. This is very important to show why we need to overcome inertia, why we need to go beyond standards. There are examples that have been applied in other countries – we need to be very careful and take a creative approach in terms of localization, because fortunately there are various models of economic development tested in the world. Of course, we need to be careful, but on the other hand, we should introduce our own handwriting in the process.

In spite of everything, it seems that the economic mood in our country is not bad, because according to the data of the first quarter, we have a real GDP growth of 8.6%, and in Armenia, while according to the data of the first 4 months, we have an additional trade turnover of 574 billion AMD against last year. This shows that there is a certain mood. In the near future we are expecting a number of interesting investment programs of the Armenian Government, ie the launch of the new airline founded by ANIF. We hope that the presence of ANIF in the Armenian economy will become more and more visible, of course, with positive and bright indicators.”

In general, ANIF invests $ 214 million in various sectors of the Armenian economy through joint projects with partners, of which 91% – by partners, 9% – by ANIF.

During the 2.5 years of activity, ANIF has signed more than a dozen memoranda of cooperation and documents with internationally recognized companies.

Thanks to ANIF, two major investment projects of strategic importance for the country have been launched.

– Construction of a 200 MW solar power plant “Ayg-1” in cooperation with Masdar company in the territory of Talin and Dashtadem communities of Aragatsotn Province.

– Establishment of “Fly Arna” Armenian National Airlines jointly with Air Arabia.

ANIF’s subsidiary “Entrepreneur + State” Investment Fund continues to support local companies through investments. To date, the fund has implemented an investment program of about $ 10 million in 6 companies, as a result of which more than 170 jobs have been and will be created together with “Father and Son Yeremyans”, “Amber Capital”, “Food Republic”, “Apaga Projects” “, “Global Connect” companies.

The purpose of the Fund is to foster the inflow of private capital into the economy, thereby ensuring sustainable long-term capital growth.

In order to promote the development of the investment environment in Armenia, the ARFI (Armenian Financed) program will be launched this year, which aims to spread investment activities on the online platform as well, increasing the scope of potential investments.

YEREVAN, MAY 24, ARMENPRESS. A consultation chaired by Prime Minister Nikol Pashinyan was held, during which issues related to fiscal policy and the tax reform agenda were discussed, ARMENPRESS was infomred from the Office of the Prime Minister. 

The analysis of the Ministry of Finance on the concept of tax revenue management, the revised draft of the Medium-Term Expenditure Framework for 2023-2025 and on the state budget execution in the first quarter of 2022 was presented.

Minister of Finance Tigran Khachatryan referred to the structure of tax revenues, the goals of the reform of a number of types of taxes, the opportunities for improving the tax-to-GDP ratio based on that. The process of evaluating the MTEF expenditure quotas and the evaluation process of the applications submitted by the departments, which were carried out based on the Government Action Plan 2021-2026, sectoral strategies, regulations, cost planning, and the realism of the applications was reported. It was mentioned that the revision of the fiscal framework of the MTEF for 2023-2025 is also conditioned by the international economic situation and the forecasts on the economic growth of the partner countries. Forecasts on macroeconomic indicators, economic growth, opportunities and risks to meet the Government’s targets in terms of current and capital expenditures were presented.

State budget execution report for the first quarter of 2022 was discussed. The Prime Minister was presented with the performance of revenues and expenditures by departments. It was noted that based on the results, the macroeconomic impact was assessed, and proposals for improving the expenditure process were developed.

During the exchange of views, issues related to the programs and reforms envisaged by the Government’s Action Plan were discussed.

The Prime Minister drew the attention of the concerned officials to the performance of expenditures provided for by the State Budget 2022, instructed to be consistent so that both current and capital expenditure programs are fully implemented. Nikol Pashinyan noted that there was no program that was not implemented due to lack of financial resources and the government will continue this approach. At the same time, it’s necessary to focus on the content of the programs and the quality of the work, as well as the reforms in other areas.

Summing up the consultation, the Prime Minister instructed to continue the discussions.

Narine Nazaryan and Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to Argentina Hovhannes Virabyan first visited the Armenian Cathedral of St. Gregory the Illuminator in Buenos Aires, where the clergy addressed a prayer to God on the occasion of the guest’s visit from Armenia. They were then received by Archbishop Gisak Muradyan, Primate of the Diocese of the Armenian Apostolic Church in Argentina and Chile, wishing the Armenian state news agency good luck in its patriotic mission.

The meeting was attended by the President of the “Armenian Center” Carlos Vardi Manukyan, churchmen, members of the Board of Trustees. The role of the “Armenian Center” with its 100-year-old biography was greatly emphasized in the community life.

Narine Nazaryan presented the agency’s work in recent years, both in terms of content diversification, the use of wider dissemination tools, the introduction of new languages, coverage of community structures and coverage of events in the Armenian communities around the world. The first meeting of the Deputy Prime Minister of the Republic of Armenia Mher Grigoryan and the Deputy Prime Minister of the Republic of Azerbaijan Shahin Mustafayev took place on May 24 at the Armenia-Azerbaijan interstate border within the framework of the joint work of the commissions on Armenia-Azerbaijan border demarcation and security, ARMENPRESS was informed from the Ministry of Foreign Affairs of Armenia.
