Armenia`s premier puts Armenia, Nagorno-Karabakh up to geopolitical auction – Resistance Movement

ArmInfo. The results of the Pashinyan-Aliyev meeting mediated by President of the European Union Charles Michel have once more proved the statements that the  Armenian-Azerbaijani negotiations on normalization of relations are  progressing in line with Azerbaijan’s agenda, reads a statement by  the Resistance Movement. 

“To retain his post, Armenia’s Premier Nikol Pashinyan has put  Armenia and Nagorno-Karabakh up to geopolitical auction. Armenia has  reached the line when not only Nagorno-Karabakh’s future, but also  Armenia’s sovereignty and its being an independent entity in the  South Caucasus will be questioned.

“Charles Michel’s statement does not mention the Nagorno-Karabakh  people’s right to self-determination, which is incorporated in the  legally binding Armenia-EU agreement, or the OSCE Minsk Group  co-chairs’ mandate. It does not contain a single word about a need  for determining Nagorno-Karabakh’s status, which is in conflict with  the statement by the European Union on November 19, 2020. The parties  also avoided using such terms as ‘Nagorno-Karabakh’ and ‘people of  Nagorno-Karabakh’. Instead, it contains the phrase ‘ethnic Armenian  population in Karabakh’ in the context of Azerbaijan ensuring the  security and rights of the Karabakh Armenians. It means that, under  the Pashinyan-Aliyev agreement, the Karabakh Armenians are a national  minority in Azerbaijan,” reads the statement. 

Mr Michel’s statement also mentions “transit.between different parts  of Armenia via Azerbaijan,” which entails extremely dangerous  consequences, including a possibility of Azerbaijan’s further illegal  claims to Armenia’s sovereignty and territories. 

“Stating that Nikol Pashinyan’s policy is in conflict with the  interests of Armenia and Nagorno-Karabakh and poses a threat to our  state and may result in Turkification of Armenia, facilitating  Armenians’ expatriation from Artsakh, we reaffirm the following: 

“Nikol Pashinyan is not legitimate and has no mandate by the Armenian  people to make further concessions and serve the Turkish-Azerbaijani  agenda. The agreements reached with him do not reflect the Armenian  people’s opinion and are not valid. Karabakh cannot be part of  Azerbaijan regardless of its status nor will Armenia’s territories be  surrendered to Azerbaijan,” the statement reads. 

The authors stress that the Armenian-Azerbaijani relations must not  be normalized under threat of force or use of force. Under the  circumstances, Nikol Pashinyan’s removal from power and formation of  a government of national agreement is the only solution, they state. 

According to the statement by President of the European Council  Charles Michel following his meeting with the Armenian and  Azerbaijani leaders, “the leaders agreed on the need to proceed with  unblocking the transport links. They agreed on the principles  governing transit between western Azerbaijan and Nakhichevan, and  between different parts of Armenia via Azerbaijan, as well as  international transport through communications infrastructure of both  countries. Notably they agreed on principles of border  administration, security, land fees but also customs in the context  of international transport. The Deputy Prime Ministers will take this  work forward in the coming days.”

The statement does not contain a single word about Nagorno-Karabakh’s  status. In his statement, Mr Michel used the term “Karabakh” instead  of “Nagorno-Karabakh”. The statement does not mention either the  trilateral agreements between the Armenian, Azerbaijan and Russian  leaders or other settlement principles. 

Moreover, after Mr Michel issued his statement, Google maps showed  the Armenian settlements and government agencies in Nagorno-Karabakh  under Azerbaijani names.

Armenia MoD confirms: Year ago Azerbaijani Armed Forces advanced in Vardasar region

The Armenian Defense Ministry in response to Sputnik Armenia’s request confirmed the fact of another advance of Azerbaijani troops in Syunik – in the area of Mount Vardasar.

“At the beginning of May, we reported that the Azerbaijani Armed Forces or border guards had infiltrated the Armenian territory much to the south – near the height south of the villages Tsav and Nerkin Khand – about a year ago.

The information about the locations of the positions coincides with the former ombudsman Arman Tatoyan’s data. Tatoyan said so on 11 April, after Azerbaijani guards moved into the area of Nerkin Hand in March.

However, when Sputnik Armenia asked, the Defense Ministry said that “there are no Azerbaijani positions on the territories adjacent to the village of Tsav, and there never was any.”

Moreover, when asked if there were other areas of Azerbaijani armed forces intrusion, except for the Vardenis community (Kut, Verin Shorzha and others) in Gegharkunik, Sev lich, Ishkhanasar and Nerkin Hand areas in Syunik, then the Defense Ministry said that “except for the incursions on Armenian territory in the past, no other cases were recorded”.

After examining the satellite maps, on 10 May we decided to send a request to the Defense Ministry again with a satellite picture and indication of the areas of engineering works near Vardasar.

We asked for clarification whether Azerbaijani positions were visible in the photo and (if so, when the incursion took place). The reply was: “Enemy military positions at the points indicated by the arrows were deployed in May-June 2021.

We should note that during the last year there was no official information from the Armenian authorities about an Azerbaijani invasion in this region, as in the case of the Nerkin Hand village area.

Artsakh MPs: Charles Michel’s statement is cause for bewilderment

Charles Michel’s statement on the results of the trilateral meeting held recently in Brussels is a reason for bewilderment from the point of view of distorting the essence of the settlement of the Karabakh problem and heritage, 4 factions of the Artsakh Parliament said in a statement.

The statement says, in part:

The unified position of the people and authorities of Artsakh was presented in the statement of the National Assembly dated April 14 of this year, thereby confirming that the agendas of discussions and negotiations held in international instances are acceptable to us only if they are comparable with the provisions set out in the above statement.

Charles Michel’s statement on the results of the recent trilateral meeting in Brussels is a reason for bewilderment from the point of view of distorting the essence of the settlement of the Karabakh problem and the legacy accumulated over 30 years of the negotiation process.

For the first time in the negotiation discourse, an attempt is made to abandon the political and geographical concept of “Nagorno-Karabakh” and the phrase “ethnic Armenian population of Karabakh” is introduced into circulation. All this is completely in tune with the theses spread by the leadership of Azerbaijan before the Brussels meeting and recently in general and testifies to the retreat of the current authorities of Armenia from the foreign policy vector.

The active role of the Council of Europe in the issue of opening the “epoch of peace” between Armenia and Azerbaijan at an accelerated pace could be understood if the response to the aggression provoked by Azerbaijan against the people of the Republic of Artsakh in September 2020 would be heard with the same consistency. The emphasis on security and protection of rights during the 44-day war would be acceptable to some extent for the people of Artsakh, who are defending their sovereignty.

In the current circumstances, the authorities of Armenia are obliged to act solely from the standpoint of promoting and protecting the right of the Artsakh people to self-determination in international instances, based on the decision of the Supreme Council of the Republic of Armenia on July 8, 1992, according to which “any domestic or international document is unacceptable for Armenia, in which Nagorno-Karabakh is celebrated as part of Azerbaijan.”

For the authorities acting both in Artsakh and Armenia, the priority should be declarations on the proclamation of two Armenian republics, the values enshrined in the decision of September 2, 1991, and the independence referendum of December 10, 1991. Not a single official, not a single political force is authorized to independently decide the future of the Motherland, for the formation of which thousands of the sons of our people did not spare their lives.

We are faced with the imperative of making historic decisions, and no one can evade responsibility to generations.

Subway: protesters glued emblems with flag of Artsakh on cars

Representatives of the Resistance Movement held an action of disobedience on the territory of the Yeritasardakan station of the Yerevan subway.

“This time we will not stop the operation of the subway, as soon as the cars arrive, we will stick emblems with the flag of Artsakh. Remember how yesterday they ripped off the flag of Artsakh from the carriage, well, let them do it now,” Hovhannes Harutyunyan, the founder of the Voice of Youth initiative, said live on his Facebook page.

Young people attached stickers with the flag of Artsakh to the walls of the Yeritasardakan station of the Yerevan subway. The protesters are also chanting “Armenia without Nikol [Armenian PM Nikol Pashinyan – ed.].” 

Armenian Deputy PM meets his Azerbaijani counterpart on interstate border

Armenian Deputy PM Mher Grigoryan met his Azerbaijani counterpart Shahin Mustafayev on Tuesday on the interstate border of Armenia and Azerbaijan.

The meeting took place as part of the implementation of the agreements reached between the two countries, on the basis of relevant instructions, on within the format of joint work of commissions on border security issues and the Armenian-Azerbaijani state border delimitation.

As the Armenain MFA reported, the parties reaffirmed their readiness to work within the commissions on border demarcation and other relevant issues, including border security issues.

The two also discussed organizational and procedural issues of joint activities of the commissions.

Along with meetings at the interstate border, the interlocutors agreed on the expediency of using various venues for further meetings of the commissions. An agreement was reached to hold the second meeting in Moscow, and the third in Brussels.

Klaar on Brussels meeting: To my knowledge, the issue of exclaves/enclaves wasn’t discussed

The particular issue of exclaves/enclaves was reportedly not discussed by the leaders during the meeting of the head of the European Council with the leaders of Armenia and Azerbaijan in Brussels, EU Special Representative for the South Caucasus and the Crisis in Georgia Toivo Klaar told Armenian News – NEWS.am.

“The leaders looked at broad principles which would provide a framework to govern future transit and international transport once the connectivity infrastructure is unblocked. Details will be worked out by Deputy Prime Ministers.

“To my knowledge, the particular issue of exclaves/enclaves was not discussed by the leaders during their meeting on 22 May in Brussels. I believe it was not particularly discussed by them as a separate agenda point on previous occasions either,” he said.

When asked if he was aware of any agreement on the opening of the so-called Zangezur corridor, which was announced by the President of Azerbaijan Ilham Aliyev, and which was denied by the Armenian side, Toivo Klaar said: “On this particular aspect, I want to reiterate that the discussions in Brussels addressed the issue of connectivity and principles for reopening communications between Armenia and Azerbaijan based on the sovereignty of both countries.”

“The EU also sometimes uses the term “transport corridor” when talking about roads or railways inside the EU.

“It is important to stress here that both sides explicitly acknowledged that there were no extraterritorial claims in relation to the communications that would be reopened. It is good to be clear about that as this allows us to address concerns and misperceptions which are sometimes raised in this context where confidence still needs to deepen.

“The parties also discussed practical arrangements for border controls, fees, safety and security, and in the case of international transport to third countries, also customs.

“On our side, we hope that the discussion between the leaders on Sunday will pave the way to unblocking these roads as the connectivity potential, also with an emphasis on the growing opportunities of the “Middle Corridor” transit between Central Asia, the South Caucasus, and the EU in mind.

“We warmly welcome the first meeting of the border commissions that took place today, 24 May, on the inter-state border between the Deputy Prime Ministers of Armenia and Azerbaijan.”


Azerbaijani press: President Ilham Aliyev receives Uzbek Deputy Prime Minister

Azerbaijani President Ilham Aliyev has received Deputy Prime Minister, Minister of Tourism and Cultural Heritage of the Republic of Uzbekistan Aziz Abduhakimov, Azernews reports, citing Azertac.

The meeting underscored the successful development of friendly relations between Azerbaijan and Uzbekistan in the political, economic, and transport sectors, and highlighted the importance of reciprocal visits.

During the conversation, they touched upon the importance of the selection of Shamakhi as the Tourism Capital of the Turkic World by the Organization of Turkic States and the holding of the 7th meeting of the Ministers of Tourism of the member countries of the organization there. The sides expressed confidence that this event would contribute to the expansion of cooperation in the field of tourism between the member states of the organization.

President Ilham Aliyev praised the initiative of the Uzbek president to have a school built in Fuzuli District liberated from Armenian occupation.

President Ilham Aliyev said that given the existence of a large number of historical sites and historical monuments of world importance in the two countries, there was good potential for expanding cooperation in the tourism sector.

The Uzbek official pointed to the effective cooperation between relevant agencies of the two countries in the tourism sector and expressed his satisfaction with his participation in the event in Shamakhi.

Turkish press: Armenian protesters block Foreign Ministry in Yerevan

Anti-government protesters in the Armenian capital blocked the entrances to the Foreign Ministry.

According to a news report by the Armenian news outlet Armenpress, the protesters led by the vice speaker of parliament, Ishkhan Saghatelyan, gathered in Yerevan’s France Square in the morning to march toward the ministry, chanting slogans.

They blocked the building’s entry and exit ways and then returned to the square after opposition lawmakers Saghatelyani Hayk Mamijanyan and Aram Vardevanyan entered the ministry and conveyed the demonstrators’ message.

Protesters have been holding demonstrations in the capital since May 1. Police authorities had announced earlier that 426 protesters have been taken into custody in the following days.

The opposition members criticize the government for its foreign policy in the region and called on premier Nikol Pashinyan to step down after Azerbaijan’s victory in the Karabakh region and the following negotiations.

Relations between the two former Soviet countries have been tense since 1991 when the Armenian military occupied Nagorno-Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

New clashes erupted in September 2020, and the 44-day conflict saw Azerbaijan liberate several cities and over 300 settlements and villages that were occupied by Armenia for almost 30 years.

A tripartite agreement was brokered by Russia to bring an end to the war in November 2020.

Turkish press: Turkey confirms UK lifted embargo on defense exports

The top defense body on Friday confirmed that the United Kingdom has lifted all restrictions on arms exports to Turkey.

Foreign Minister Mevlüt Çavuşoğlu last month said that London had lifted the ban, as contacts intensified between the two governments amid Russia’s invasion of Ukraine. Çavuşoğlu had also hinted that Canada was also aiming to loosen its embargo.

“It felt more positive to see that positive steps that were promised earlier have been taken, implemented and removed, especially regarding some restrictions imposed on Turkey,” said Ismail Demir, the head of Turkey’s Presidency of Defense Industries (SSB).

The British government in December announced it would resume exports but said new export licenses would be assessed on a case-by-case basis.

It had halted exports to Turkey after its military operation seeking to clear northern Syria of the terrorist organization PKK’s Syrian wing, the YPG, in 2019.

“It is important to take these positive steps, to act in the spirit of alliance, and we have seen how positive a positive agenda can be formed if the U.K. side behaves in accordance with this spirit,” Demir told reporters during his visit to London.

He said important details on technical issues were discussed, and at the same time, steps were taken in principle to bring bilateral ties to a higher level in the field of defense. The meetings also addressed cooperation opportunities in other countries, Demir said.

Turkey and the U.K. have been engaged in close defense cooperation as British engine maker Rolls-Royce is said to be involved in the process to produce an engine for Turkey’s National Combat Aircraft (MMU).

The U.K. has also expressed interest to buy Turkish-made armed drones, which U.K. Defense Secretary Ben Wallace had called a “game-changer.”

Turkey has sold its drones to many countries, including Ukraine, after they proved effective in conflicts in Syria, Libya and Karabakh, previously referred to as Nagorno-Karabakh.

Previously, Canada had canceled export permits for drone technology to Turkey after concluding that the country sold the equipment to the Azerbaijani military forces during the war in the Armenian-occupied Karabakh region.

The parts under the embargo included camera systems for Baykar-made unmanned aerial vehicles (UAVs). Export licenses were suspended in 2019 during Turkish military activities in Syria. Restrictions were then eased but reimposed during the Karabakh conflict.

Turkish defense companies acted to produce the embargoed parts within the country. There are already Bayraktar TB2 UAVs in the Turkish military’s inventory that was equipped with the leading defense firm Aselsan-developed Common Aperture Targeting System (CATS), replacing Canadian-made ones.
