Azerbaijani press: Azerbaijan, Iran discuss prospects for railway sector co-op

The Azerbaijani Railways and the Islamic Republic of Iran Railways (IRIR) have discussed prospects for cooperation in the railway sector, Azernews reports.

The discussion took place as part of the visit of the Azerbaijani delegation, led by Deputy Prime Minister Shahin Mustafayev, to Iran.

The parties discussed prospects for the development of the International North-South Transport Corridor and the construction of the Rasht-Astara railway line, which is an integral part of the corridor.

Moreover, they exchanged views on the current situation of the construction of a cargo terminal in the Iranian city of Astara, as well as the acceleration of work in this sector.

The North-South Transport Corridor was established on the basis of an intergovernmental agreement signed on September 12, 2000, by Russia, Iran, and India. Azerbaijan became a party to this agreement in 2005. The corridor’s goal is to reduce cargo delivery times from India to Russia, as well as to northern and western Europe. Given the current global situation and sanctions, this route and Azerbaijan’s role as a transit country have become critical for Russia.

It should be noted that 2022 marks the 30th anniversary of the establishment of diplomatic relations between Azerbaijan and Iran.

After liberating its lands from the Armenian occupation in the 44-day war in 2020, Azerbaijan regained control over the 132-km section of the Azerbaijan-Iran border. The re-establishment of control over the state border opened up new prospects for deeper cooperation between the two countries.

The trade turnover between Azerbaijan and Iran in 2021 was $440.8 million.

As a regional power, Russia retains a major impact on the Armenia-Azerbaijan conflict and seems reluctant to abandon influencing post-Soviet conflicts, Azernews reports.

However, amid the ongoing Ukraine war, Russia’s influence is dwindling down, and the European Union is viewed as an alternative platform for making peace between Azerbaijan and Armenia and succeeding in finding a final solution to the conflict.

After Azerbaijan’s brilliant win in the 44-day second Karabakh war, Azerbaijan is resolutely advancing towards the demarcation of the borders and the signing of a peace deal with Armenia with the mediation of European Council President Charles Michel and the parties have already managed to hold three meetings though real success has not yet been registered.

Though Moscow was viewed as the only solid platform for Baku and Yerevan to hold meetings, now the European Union also acts as a mediator. Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev met in Brussels in early April on the initiative of EU Council President Charles Michel. After the 4.5-hour negotiation, the leaders agreed on instructing their foreign ministers to work on a peace agreement, as well as establish a bilateral commission to delimit and secure the border by the end of April.

The active involvement of the EU in the Azerbaijan-Armenia peace talks has also been evaluated by the Azerbaijani President Ilham Aliyev as a “turning point in the process”.

However, it seems that Russia attempts to take the EU’s initiative in the development of the peace negotiations between Armenia and Azerbaijan and more often refers to the trilateral statements signed between Baku, Yerevan, and Moscow rather than the agreement achieved in Brussels.

In an interview with the TASS news agency, Russian Deputy Foreign Minister Andrei Rudenko again highlighted Russia’s role in peace talks in line with the trilateral statements, signed by the parties following the 44-day war in 2020.

“We continue to work systematically at all levels to implement the November 9, 2020, January 11, and November 26, 2021, trilateral agreements at the highest level. The leaders are in constant contact. We do not rule out the organization of a face-to-face meeting should the need arise,” Rudenko said.

He went back to recall that Russian Foreign Minister Sergey Lavrov discussed a whole range of issues related to the normalization of relations between Baku and Yerevan during his talks with colleagues from Azerbaijan and Armenia on the margins of the CIS Ministerial Council, on May 12, in Dushanbe.

Russia favors reinstating the OSCE Minsk Group, which has been tasked with resolving the conflict since 1992 and has not produced real progress.

Following the 44-day war between Armenia and Azerbaijan, the Minsk Group practically seized functioning – Azerbaijan has openly refused to cooperate with this organization, and Yerevan’s attempts to renew the talks in this context have failed. Although the three co-chairs verbally supported the format, it lost its significance after Russia’s attack on Ukraine.

In April, Russian Foreign Minister Sergei Lavrov accused the United States and France of abandoning the format. Washington and Paris have denied the allegations, but the current level of relations between NATO and Russia is unlikely to make the Minsk Group more relevant.

It is good that the Minsk Group does not operate. The co-chairs, like the goose, cancer, and fish in the famous illustration, were steering the discussions in opposite ways. For the first time in 30 years, direct conversations are possible between the sides, Azerbaijani political analyst Shahin Rzayev said.

He also noted that the foreign ministers of the two countries had a telephone conversation for the first time in a long time, and Armenian Security Council Secretary Armenia Armen Grigoryan and Azerbaijani presidential aide Hikmet Hajiyev met in Brussels to discuss the future peace agreement.

President Ilham Aliyev also wants meetings without mediators, saying that Azerbaijan and Armenia should clarify the relations between themselves, and whoever wants to help let him do so.

Aliyev has repeatedly criticized the Minsk Group, saying: “Before the Second Karabakh War [2020], the Minsk Group operated for 28 years. During these years, the co-chairs visited Azerbaijan and Armenia hundreds of times. The result is obvious – zero.”

On the other hand, Russia is uninterested in the involvement of non-regional countries in the South Caucasus and promotes the regional “3+3” consultation platform (that includes Azerbaijan, Armenia, Georgia, Russia, Iran, and Turkey) rather than third powers.

Rudenko described the regional consultative platform “3+3”, established in December 2021, as a popular and promising mechanism for regional cooperation.

“We plan to actively use it to develop interaction between the South Caucasus countries and their neighbors. The logic of such cooperation presupposes collective consideration of issues of common interest, which do not exacerbate political differences and facilitate mutual trust. We are talking, above all, about the search for answers to regional challenges and the resolution of emerging problems by the regions themselves,” Rudenko said.

According to him, the involvement of all the regional countries creates favorable conditions for establishing a dialogue, for example, between Yerevan and Baku, Yerevan and Ankara through the implementation of mutually beneficial projects in the fields of trade, energy, industry, innovative technologies, and infrastructure modernization. Additional opportunities for cooperation between the South Caucasus countries and their neighbors are associated with the disclosure of the region’s transit potential, and interaction in the fight against new challenges and threats.

“At this stage, we are preparing for the second meeting of the format. We expect to hold it by the end of the first half of the year. As for the unblocking of transport and economic ties, a trilateral working group co-chaired by the Deputy Prime Ministers of Russia, Azerbaijan, and Armenia is working on this issue. A lot of work has been done in this area. We are working towards the adoption of a specific decision as soon as possible, which will allow us to start implementing specific projects in the region,” Rudenko added.

On May 23, Azerbaijani President Ilham Aliyev made a phone call to President of the Republic of Turkiye Recep Tayyip Erdogan, Azernews reports, citing the presidential press service.

President Ilham Aliyev updated the Turkish leader on the meeting between the President of Azerbaijan, the President of the Council of Europe, and the Prime Minister of Armenia held in Brussels the day before. The President of Azerbaijan touched upon the preparation of a peace agreement between Armenia and Azerbaijan, the presentation by Azerbaijan of five principles based on international law, the normalization of relations between the two countries, the opening of transport corridors, and the delimitation of borders discussed during the meeting. President Ilham Aliyev gave a positive assessment of the results of the trilateral meeting.

The President of Azerbaijan also noted that an order had been issued earlier today to establish a State Commission on the delimitation of the state border between the Republic of Azerbaijan and the Republic of Armenia.

President Ilham Aliyev said that the parties had agreed on the opening of the Zangazur corridor, including the construction of both railways and highways.

Turkish President Recep Tayyip Erdogan thanked his counterpart for the information about the trilateral meeting and gave a positive assessment of the results achieved at the meeting.

The Presidents of Azerbaijan and Turkiye stressed the importance of achieving peace in the region as soon as possible.

During the telephone conversation, the heads of state exchanged views on issues of bilateral friendly and fraternal relations and future contacts.

The policies of “Muslim middle powers” can no longer be dictated by Western nations, while these nations should focus on connectivity, boosting their economies, and coming together for “mutual interests,” a Pakistani senator said.

Calling Turkish President Recep Tayyip Erdogan a “lion of Asia” who has a “vision and will,” Mushahid Hussain Sayed told Anadolu Agency: “We have what I call ‘Muslim middle powers’ emerging like Pakistan, Turkiye, Iran, and Saudi Arabia… and these are important elements who are playing a role for stability.”

“Their policies can no longer be dictated by people sitting in London, Washington or New York or Brussels,” said Sayed, who was visiting Istanbul for a meeting on Palestine with lawmakers from several other countries.

Citing the “role” of Turkiye and Pakistan in Azerbaijan’s second Nagorno-Karabakh war which started on Sept. 27, 2020 and lasted 44 days to recapture its territory from Armenia, Sayed called for greater cooperation on regional connectivity, the economy, defense, and issues of the Turkish Republic of Northern Cyprus (TRNC), Palestine, and Kashmir.

‘Relations between Turkiye and Pakistan not dependent on respective governments’

Sayed, who also chairs the Pakistani Senate’s Defense Committee, said Turkiye and Pakistan enjoyed “a rather unique relationship.”

“It predates the existence of even Pakistan,” he noted.

Recalling the help extended by South Asian Muslims during Turkiye’s war of liberation, he said “this relationship, irrespective of any government in Turkiye or in Pakistan, is always a strong bond.”

“It’s now strengthened through mutual interests. The mutual interests are linked with our worldview,” he said.

Sayed said the two countries “have similar positions on the issue of Palestine, Kashmir, and the TRNC.”

“This relationship has been reinforced by our cooperation in the fields of economy, defense, diplomacy, and in the field of regional connectivity, and that is extremely important,” he said, citing the resumption of the Istanbul-Tehran-Islamabad (ITI) freight train as one example.

“When Azerbaijan was fighting the Armenian aggression and occupation of the homeland, Pakistan Turkiye were two countries which rose to the occasion,” he said, adding “because of this move,” the flags of Turkiye and Pakistan were raised in Azerbaijan when they celebrated the Nagorno-Karabakh victory.

Sayed said Pakistan was the first country to send a delegation of parliamentarians to “express solidarity” with Turkiye after the failed coup by the Fetullah terrorist organization in July 2016.

“I, myself, in my speech at the Asian Parliamentary Assembly in Cambodia, said that President Erdogan is ‘the lion of Asia’,” he recalled. “I meant it because he is a man who has vision, like (former Malaysian Prime Minister) Dr. Mahathir Mohamad.”

Sayed said Erdogan is “a man who takes positions on issues, and he has shown the vision and will to do that.”

Acknowledging that progress in bilateral relations between Turkiye and Pakistan faced “bureaucratic obstacles,” Sayed, however, said, “there are no limits to Pakistan-Turkiye collaboration.”

He said the two countries should sign a free trade agreement “and we should cut through the bureaucratic red tape.”

“It’s not a decision for bureaucrats. It is a political decision,” he asserted.

“And there is the issue of dual nationality, which should also be there,” he said. “I will work on these issues.”

Sayed said Istanbul and Turkiye are “the favored destinations of Pakistanis when they go abroad because of love, esteem, and respect.”

“Two big anniversaries are coming up and we are celebrating them together,” he said, referring to the 75th anniversary of the founding of Pakistan in 2022 and the centenary of the founding of the Republic of Turkiye in 2023.

“We will be there with our Turkish brethren to celebrate the historic anniversary because Quaid-e-Azam Muhammad Ali Jinnah had said that when Mustafa Kemal Ataturk died in October 1938, that this is a day of mourning for the Musalmans (Muslims) of India,” said Sayed, a renowned political commentator.

“That is how high in esteem the father of our nation held the father of the Turkish nation.”

‘Element of racism in Ukraine war’

Commenting on Russia’s war on Ukraine, the Pakistani senator said Pakistan and Turkiye “have broadly similar positions on the issue of the Ukraine war.”

“Of course, nobody can endorse any invasion of any foreign country. But there’s a context to that. And Pakistan, therefore, abstained on that issue because basically, we see it as a European war,” said Sayed.

“We are also concerned! I, as a Pakistani, and as a person who has links with the media, believe that there are, unfortunately, a lot of double standards in the Western media’s coverage of the Ukraine war, because there is an element of racism — as if the lives of Europeans in Ukraine are perhaps more precious than the lives of non-Europeans, be they Kashmiris or Palestinians or Afghans or Syrians or Iraqis,” he said. “That needs to be put on the record.”

Sayed said there is the “context of the NATO expansion” around the Ukraine war.

“We wish that it should not become a part of another new Cold War,” he said.

Complimenting Turkiye for its role in attempting to diffuse the situation, Sayed said “Turkish drones are playing a very important role.”

“The Bayraktar drone has been very effective. It has been used on almost 80 occasions in the Ukraine war, and this drone was also effective in the Azerbaijan war,” he said.

“It is a tribute to Turkish technology that it is so sophisticated. And we as Pakistanis, who are brothers and friends of Turkiye, take pride in the achievements of this country.”

Sayed said President Erdogan is “among those leaders… Perhaps the only international statesman who has the capacity…who has the vision, and who has the will to bring both parties (Russia and Ukraine) to the conference table.”

He warned that “prolonging the war is part of a new Cold War.”

“We do not agree with that view because prolonging the war would create other complications like shortages of oil and food. And it is in that context, it is important that President Erdogan play that role. He has already done it at the level of foreign ministers,” Sayed said, referring to a meeting of the foreign ministers of Russia and Ukraine on the eve of the Antalya Diplomacy Forum in March.

“I hope that if there is a summit between (Ukrainian) President (Volodymyr) Zelenskyy and (Russian) President (Vladimir) Putin that it will be President Erdogan who will host it, Insha Allah!”

‘Resurgence of the East’

Lauding the vision of Pakistani philosopher and national poet Sir Muhammad Iqbal, Sayed said: “this great Muslim philosopher saw it 90 years ago that the sun is rising in the east.”

“I think he was referring to the resurgence of Asia and the emergence of the Asian century,” he said.

Pointing to President Erdogan’s slogan “the world is bigger than five,” Sayed said: “What we are seeing today in the world, and what President Erdogan alluded to, is that it has become a multipolar world where — and this is very important — the balance of economic and political power is shifting from the West to the East. And by the West, I mean the United States of America and Europe.”

He said there were “multiple power centers now…no one superpower, self-styled, can control what is happening today.”

“We see the decline of the US… We see the decline of Europe also, in front of our own eyes. It’s their political clout that is limited… their economies are in bad shape,” he said, citing Brexit as an example.

“In that context,” Sayed emphasized, “I feel that the world has to adjust to new powers, especially in the Muslim world.”

He quoted a remark by Pakistan’s founder, Muhammad Ali Jinnah, during an interview with an American magazine in October 1947, in which Jinnah said: “Pakistan will be the pivot of the world placed on the frontier around which the future geopolitics of the world will revolve.”

“You can see that today when we talk of regional connectivity… we are the hub of regional connectivity,” he said, referring to initiatives like the China-Pakistan Economic Corridor (CPEC) and the Economic Cooperation Organization (ECO), which was earlier known as the Regional Cooperation for Development (RCD).

In 1964, said Sayed, “Pakistan, Turkiye, and Iran launched the first initiative in the Muslim world for regional connectivity — the RCD.”

Later on, the RCD evolved into the ECO with the participation of the Central Asian republics, Azerbaijan, and Afghanistan.

The over $50 billion CPEC is the flagship project of China’s multi-billion-dollar Belt and Road Initiative (BRI).

“The train, which leaves London, reaches Beijing in 10 to 12 days. And Turkiye is the center,” he said.

He said thanks to these initiatives, a “greater South Asia” was emerging which “was not a geographical concept that is just a South Asia.”

“It’s a geopolitical concept,” he noted. “This regional connectivity is driven by the economy, energy, roads, railways, ports, and pipelines.”

“A whole new world is opening. And we are at the center of that. So Pakistan and Turkiye, together with countries like China and Iran as well as Central Asia, have to play a historical role,” said Sayed. “This is the need of the hour.”

‘Reject new Cold War era’

Sayed, known for his sharp analysis of China’s socio-politico-economic development, said two “visions were emerging.”

“One is a vision of a new Cold War, conflict, confrontation,” he said, adding this phenomenon was already “happening in Europe, where they see Russia as the enemy.”

“The hawks in Washington talk of China as the enemy… We reject this kind of thing,” he emphasized, arguing that “after so many years of conflict, we cannot have a return to a Cold War…a zero-sum game mindset.”

“We’re talking of regional connectivity, connectivity based on cooperation, based on consultations, and it is connectivity among countries, civilizations, and continents,” he added.

Lauding what he called the “historic visit” of Chinese Foreign Minister Wang Yi to Islamabad, where he attended the Organization of Islamic Cooperation (OIC) Foreign Ministers Summit in March this year, Sayed said: “I do recall that President Xi Jinping hosted a conference on the dialogue among civilizations in 2019.”

“He talked of how Islamic civilization has enriched the Chinese civilization — the Confucian civilization. He talked of the Great Mosque of Makkah. He talked of the Indus Valley Civilization. He talked of Ibn Batuta, the traveler who went to China and who has written about China in the past,” said Sayed.

Wang was the first Chinese top diplomat to represent his country at the OIC at this level.

“So there is a lot which is linking the Chinese civilization with the Islamic civilization,” he said.

Sayed said Xi had also presented “for the first time a peace plan for the Middle East on the issue of Palestine.”

He said China was the “first country to support” the war of liberation by Palestinians on the first of January 1965 while Pakistan was the first country which hosted the Palestine Liberation Organization (PLO) under Yasser Arafat in April 1974 in Lahore at the Islamic Summit, where the PLO was accepted and recognized as the sole legitimate representative of the people of Palestine.

“Pakistan’s support to Palestine predates the creation of our country because Quaid-e-Azam Muhammad Ali Jinnah, the father of our nation, gave that support to Palestine,” he recalled.

“In that context,” he said, “there are a lot of commonalities between the positions of Pakistan, Turkiye, and China viz-a-viz Palestine.”

“This needs to be taken forward. This initiative of inviting Chinese Foreign Minister Mr. Wang Yi to Pakistan was very important. And that has reinforced this relationship and together with the BRI, together with the $400 billion China-Iran agreement,” he said, calling it “extremely important.”

Referring to the Beijing Olympics held this February, Sayed said China-Saudi relations and China-UAE relations also add to this phenomenon.

“Pakistan, Egypt, the UAE, Saudi Arabia, Qatar, other countries. And Turkiye was also represented there.”

“This camaraderie is developing. And interestingly, when Mr. (Samuel P.) Huntington talked in a negative way about the clash of civilizations in 1993, it seems that the Confucian civilization and Islamic civilization are moving closer together, not against anybody, but for the common good. For connectivity, for cooperation, for strengthening development in these countries,” he said.

‘Kashmir and Palestine are inextricably intertwined’

Sayed said the issues of Kashmir and Palestine “are inextricably intertwined.”

“They are both linked with peace, security, and stability in South Asia and the Middle East, respectively,” he added.

“Both (of) our lands are under brutal foreign occupation,” he said, referring to UN Security Council resolutions that grant the peoples of these lands the right of self-determination.

He said Palestinians and Kashmiris were facing “human rights sufferings” while the “demographic balance is sought to be changed by Israel in Palestine and by India in occupied Kashmir.”

“There is a genuine, popular, indigenous, spontaneous resistance to this repression.”

As a result of the discussion, agreements were reached on the further course of work on the opening of regional communications, on the launch of the work of the Commission on Border Demarcation and Security, the Prime Minister’s Office said in a press release.

Issues related to the preparations for the negotiation process on normalization of relations between the two countries, humanitarian issues, as well as the settlement of the Nagorno Karabakh conflict were also discussed.

An agreement was reached to continue the trilateral meetings, scheduling another meeting for July or August.

YEREVAN, MAY 23, ARMENPRESS. European Council President Charles Michel released a statement after hosting Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev for trilateral talks in Brussels.

“Today I hosted President Aliyev of Azerbaijan and Prime Minister Pashinyan of Armenia again. This was our third discussion in this format. We focused on the situation in the South Caucasus and the development of EU relations with both countries as well as the broader region.

The discussion was frank and productive. We reviewed the entire set of issues. We had a detailed discussion on humanitarian issues, including demining, and efforts to free detainees and address the fate of missing persons.

We reached the following outcomes:

Border issues
The first joint meeting of the Border Commissions will take place on the inter-state border in the coming days. It will address all questions related to the delimitation of the border and how best to ensure a stable situation.

Connectivity
The leaders agreed on the need to proceed with unblocking the transport links. They agreed on the principles governing transit between western Azerbaijan and Nakhichevan, and between different parts of Armenia via Azerbaijan, as well as international transport through communications infrastructure of both countries. Notably they agreed on principles of border administration, security, land fees but also customs in the context of international transport. The Deputy Prime Ministers will take this work forward in the coming days.

Peace Agreement

The leaders agreed to advance discussions on the future peace treaty governing inter-state relations between Armenia and Azerbaijan. Teams led by the Foreign Ministers will take forward this process in the coming weeks. In addition to this track, I also stressed to both leaders that it was necessary that the rights and security of the ethnic Armenian population in Karabakh be addressed.

Socio-economic development
The EU will take forward with both parties the work of the Economic Advisory Group, which seeks to advance economic development for the benefit of both countries and their populations.

I also stressed the importance of preparing the populations for long-term sustainable peace. The EU is ready to step up its support.

We agreed to remain in close contact and will meet again in the same format by July/August,” Michel said in the statement.

“Davit Bek (date of birth unknown, died at the end of 1728) – a leader of the Armenian national liberation movement, a military commander.

He served in the army of the king of Georgia Vakhtang VI. At the request of the Armenians of Syunik, he entered Sisian and Kapan with his military force in 1722 and led the armed popular struggle against foreign occupiers.

In 1722-1725, Davit Bek liberated all of Syunik from the Iranian troops andMuslim invaders. In a short time, he organized regular Armenian contingents and a professionally trained army, restored old fortresses and fortifications, created new military strongholds, and established an independent Armenian principality with its center in Halidzor.

In 1725-1727, the Ottoman army attempted to seize Syunik. Starting from February 26, 1727, Davit Bek and his forces put up a heroic resistance to the numerically superior enemy who surrounded his major fortress of Halidzor, and on March 4, with a sudden counterattack, they defeated the invaders and threw them out of Syunik. In the battle of Halidzor 13000 Turkish soldiers were killed. The Armenians counted 148 military bannersamong the captured materiel. This victory contributed to the consolidation of the Armenian liberation movement in Syunik and Artsakh and to further successes of the Armenian troops.

Davit Bek is a symbol of patriotism and the national liberation struggle of the Armenian people.

The historical novel by Raffi “Davit Bek”, the eponymous opera by Armen Tigranyan and the feature film by Hamo Beknazaryan are dedicated to Davit Bek.A monument to Davit Bek is erected in the city of Kapan (Syunik region), streets in Yerevan and in other settlements of the Republic of Armenia are named after him”, the statement says.

Collector coins are made of precious metals and are issued to present to the society the national, international, historical and cultural, spiritual and other values of the country, to immortalize these values in the metal and to meet the demands of the numismatic market.

Like any other currency the collector coins have face value which makes them the means of payment. However, the face value of these coins is much lower that their cost price which includes the cost of the precious metal used for manufacturing of the coin, mintage and other expenses. Low face value and high cost price allow these coins to be considered as the items of collection and not the means of payment used in money circulation. The collector coins have also the sale price set by the Central Bank of Armenia.

As the items of collection the collector coins are issued in very restricted quantities and are not reissued.

Numismatists, collectors and all interested persons can buy the Armenian collector coins in the sales salon  which is in the building of the Central Bank of Armenia and is open for everyone.

Armenian President participates in opening of World Economic Forum in Davos, Switzerland

YEREVAN, MAY 23, ARMENPRESS. President of Armenia Vahagn Khacahaturyan, who is in Switzerland on a working visit, participated in the opening of the World Economic Forum, the Presidential Office said.

This year the Forum is dedicated to the topic “History at a Turning Point: Government Policies and Business Strategies”.

The security and urgent humanitarian issues, the post-pandemic recovery of economy, climate change and the use of technologies of the 4th industrial revolution will be discussed during the Forum.

More than 2000 representatives of governments, international organizations, business community, as well as heads of 50 state and government will participate in the discussions.

The Armenian President is expected to have several bilateral and multilateral meetings on the sidelines of the Forum.

Armenia appointed member of WHO General Committee for first time

YEREVAN, MAY 23, ARMENPRESS. Armenia has been appointed a member of the General Committee of the World Health Organization (WHO) for the first time, the Ministry of Healthcare said.

Armenia has been appointed a member of the Committee within the frames of the 75th World Health Assembly.

The delegation of Armenia led by Minister of Healthcare Anahit Avanesyan is in Geneva, Swizterland, on a 7-day official visit.

The General Committee consists of 25 members.
