Former Prime Minister of Armenia believes that Armenia should withdraw from CSTO

ArmInfo.Former Prime Minister of Armenia, leader of the "Republic" party Aram Sargsyan  suggests the authorities of the country to consider the issue of  withdrawing from the CSTO. He wrote about this on his Facebook page. 

According to him, the United States is appointing the former Deputy  Secretary of State as the new American co-chair of the OSCE Minsk  Group. The United States and France, which are co-chairs of the OSCE  Minsk Group, have a telephone conversation before the meeting between  Pashinyan and Aliyev in Brussels and confirm their readiness for a  peaceful settlement of the Nagorno-Karabakh problem. The US and  French ambassadors reject the invitation of the Azerbaijani Foreign  Ministry to visit Shushi. The United States defends the approach to  resolving the issue of the status of Artsakh and emphasizes the right  to express the point of view of the Artsakh people.

Russia and Azerbaijan consider the status issue settled, and they  make this clear in press conferences following the tripartite  meetings in Moscow and in an interview with Russian President  Vladimir Putin about the future of Nagorno-Karabakh within  Azerbaijan. The Russian Ambassador to Baku gladly accepts the  invitation and visits Shushi. <These are facts, not a subject for  discussion, but these facts make it possible to conclude that the  meeting in Brussels will be about status and a final settlement,  which Aliyev will try to oppose. Unlike the meeting in Brussels, they  will try to organize a meeting in Moscow, where they will try to put  pressure on Armenia>, the politician noted.

He considers the decision to go beyond the framework of the  Russian-Turkish agreements with possible options. <We should withdraw  from the CSTO in order to increase the political, military and  economic influence of the West, because the Russian Federation still  does not sell weapons to us, the CSTO does not fulfill its  obligations to ensure the security of Armenia, and being in the CSTO  prevents the country from receiving more serious military assistance.  Studying the indicators of US and French military support to friendly  countries, one can be convinced that in the event of a withdrawal  from the CSTO, Western military assistance to Armenia could be in the  range of 350-400 million dollars a year, add the cost of training in  the tactics and strategy of modern warfare: I am sure that such  armaments, acquired for one year's money, are enough for Baku and  Moscow to change their tone, restraining their appetites. I know that  my proposal is risky, but if you leave everything as it is, it will  end with the loss of Artsakh, the redrawing of the borders of the  Republic of Armenia with Russian maps to the detriment of us and the  loss of the sovereignty of the Republic of Armenia, >,Aram Sargsyan  believes. 

Former commander of Artsakh Defense Army released from custody

ArmInfo.Former commander of the Artsakh Defense Army Mikayel Arzumanyan has been released from custody.

His lawyer Yerem Sargsyan told journalists about this on August 31.

According to him, the term of detention of the former commander,  chief adviser to the President of Artsakh, Mikayel Arzumanyan, has  expired, and he has been released from custody. The lawyer added that  the prosecution filed a motion to apply arrest as a measure of  restraint, which will be considered later.

Sargsyan emphasized that Arzumanyan does not accept the accusations  against him.

Yesterday, the law enforcement agencies of Armenia detained  Arzumanyan when he was heading from Artsakh to Armenia. The RA  Investigative Committee accuses the former commander of official  negligence during the defense of the city of Shushi in the fall of  2020. Lieutenant General Arzumanyan was appointed commander of the  Defense Army in October 2020 and was relieved of his post in  September 2021. 

Armenia former ruling party official: Brussels photo series is telling again

The opening photo series of the trilateral meeting that started in Brussels is again telling. Armen Ashotyan, vice-chairman of the former ruling Republican Party of Armenia, wrote this on Facebook—and with respect to the ongoing meeting in Brussels between Prime Minister Nikol Pashinyan of Armenia, President Charles Michel of the European Council, and President Ilham Aliyev of Azerbaijan.

"I say again that the being who became the cause and symbol of [the Armenian side’s] defeat [in the Artsakh (Nagorno-Karabakh) war in the fall of 2020] has no right to continue negotiations.

Here again, everything is clear already from the photos.

The body language just screams about it.

Let's wait for another defeatist statement [for the Armenian side] in the evening," Ashotyan added.

State Minister of Artsakh calls talks about return of Azerbaijani refugees provocative gossip

Rumors about Azerbaijani refugees returning to Ivanyan or other communities under the control of Artsakh authorities have nothing to do with reality, Artsakh Republic State Minister Artak Beglaryan said, Artsakhpress reported.

According to Artak Beglaryan there is no such an issue on the agenda of Artsakh authorities.

"We consider unacceptable to spread such provocative gossip in the society in this difficult period. As it is, we have numerous unresolved problems, security issues, the burden and responsibility for solving which lies first of all with the authorities. But for successfully overcoming the existing challenges, we all have to concentrate our forces together and recognize that only by supporting each other we can ensure our national and state interests," Beglaryan said.

Artsakh Ombudsman: More than 112 crimes committed by Azerbaijan since ceasefire

Artsakh Human Rights Defender Gegham Stepanyan published an extraordinary report in three languages (Armenian, Russian, English) "On violations of the rights of the Artsakh people by Azerbaijan in August 2022", which was sent to the co-chairs of the OSCE Minsk Group, structures with a primary mandate to protect human rights and international human rights organizations.

The first section of the report presents the facts of the systematic and continuous crimes committed by Azerbaijan against the people of Artsakh since the adoption of the trilateral statement. Since the establishment of ceasefire by Azerbaijan more than 112 crimes were committed which caused heavy human and material losses, as a result of which 3 civilians and 15 servicemen were killed, 126 people (48 civilians, 78 servicemen) were subjected to attempted murder, 65 people (14 civilians, 51 servicemen) received gunshot wounds of various degrees of severity or were subjected to physical abuse. Also the next aggression unleashed by Azerbaijan against the people of Artsakh in August 2022 and its consequences were mentioned.

In the second section the vital importance of the corridor (Lachin corridor) connecting Artsakh with Armenia and the inadmissibility of changing its legal status, as well as the unlawful demand of Azerbaijan to change the route through the corridor before the deadline established by the trilateral statement. It is recorded that to put forward their unlawful demands the Azerbaijani side has constantly resorted to the use of force or the threat of the use of force, which is a gross violation of international law.

The third section speaks about the expulsion of Armenians under the threat of force from peaceful settlements – Berdzor, Aghavno and Nerkin Sus communities, as a result of which the basic human rights were violated, directly contradicting the interim measure of the European Court of Human Rights of September 29, 2020 and the expanded interim measure of November 3 the same year, according to which the parties were called to refrain from such actions which could result in violation of the rights of civilians, protected by the Convention.

Section 4 provides evidence of a sharp increase in hate speech and other manifestations of Armenophobia by Azerbaijani state and public figures during the August escalation. There is a clear disregard by Azerbaijan of the judgment of the International Court of Justice of 7 December 2021, in particular the requirement laid down in paragraph 2 of the judgment, according to which Azerbaijan must: take all necessary measures to prevent incitement and propaganda of racial hatred and discrimination against ethnic Armenians, including by officials and state institutions of Azerbaijan.

Section five of the report talks about the need to clarify the mandate of the Russian peacekeeping mission, which would provide effective mechanisms for properly countering ceasefire violations and ensuring full peace.

The report is based on the research conducted by the Office of the Human Rights Defender, visits to civilian settlements, personal interviews with citizens, information received from public authorities, and is aimed at documenting the violations of the rights of the inhabitants of Artsakh by Azerbaijan and their various manifestations, as well as at drawing the attention of international structures and human rights organizations to the situation in Artsakh.

Lawyer touches on statement about arrest of former Artsakh army chief

Lawyer Arsen Babayan, a senior member of the opposition Homeland Party, has touched on the statement of the Investigative Committee regarding the arrest of a former Artsakh army commander.

Lieutenant-General Mikayel Arzumanyan was arrested on Tuesday on charges of negligence and dereliction of his official duties during the 2020 war. The Investigative Committee essentially blamed him for the fall of Shushi during the 44-day war.

"They don't even notice how, by releasing official statements on every "exposure" they reveal the crimes they themselves have committed,” Babayan wrote on Facebook.

He cited the statement as saying that Shushi had already been captured by Azerbaijani forces before November 7.

“And now let's recall the date the famous phone conversation featuring the Artsakh president was released and what he said, or rather what he asked Nikol Pashinyan for and was denied,” Babayan stressed.

“Let us compare with this with Nikol Pashinyan’s statement posted on Facebook on 8 November: "The fight for Shushi is ongoing". In fact, everything is pretty clear and disclosed.

“After the ouster of the current government, under new and objective conditions, all the episodes and the circle of those responsible for them will be established through not particularly large-scale investigative measures,” the lawyer noted.

Azerbaijanis set fire to Armenians’ houses in occupied Artsakh settlement

The upper Taghavard community in Artsakh’s Martuni region, which fell under Azerbaijani control following the 2020 war, was shrouded in smoke on Tuesday as Azerbaijani occupants set fire to the barns, gardens and several houses belonging to the Armenians forcibly displaced from the area, Rudik Badasyan, a resident of Taghavard village, told Pastinfo on Wednesday.

"It was about 2:30pm when we noticed smoke in the Azerbaijani-held upper part of the village. Suddenly we saw houses burning: one had a barn, another a garden and the third a house. We stood and watched as our houses were set on fire,” the man said.

“At least 8-10 houses were burnt. Probably they [the Azerbaijanis] saw that people had gathered and were looking in their direction. After a while a fire truck arrived, but they did absolutely nothing, no one even took the hose in their hands for show,” Badasyan added.

The Artsakh resident, whose house is also located in the Azerbaijani-held part of Taghavard, said Tuesday’s incident was the most painful after the war as the “enemy burnt down everything we had created during our lifetime before our eyes and we could not do anything about it.”

Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev were in Brussels for a meeting organized by European Council President Charles Michel.

The Prosecutor General’s office has filed a lawsuit requesting the authorities confiscate over $47 million in properties and investments linked to Surik Khachatryan, the former governor of Armenia’s Syunik region.

Mikayel Arzumanyan, who served as Karabakh’s Defense Minister during the 2020 war, was detained in Karabakh on the order of Armenia’s Investigative Committee for “negligence” during the conflict.

The judge presiding over opposition activist Avetik Chalabyan’s case postponed making a decision on Chalabyan’s appeal without explanation.

Air raid sirens go off in US embassy in Iraq

YEREVAN, AUGUST 30, ARMENPRESS. Air raid sirens went off in the US embassy located in the "green zone" of Baghdad, TASS reports citing SHAFAQ News.

According to the report, explosions are heard in the "green zone," where government buildings and foreign embassies are located. Meanwhile, Al Arabiya reports that rockets were fired at the "green zone."

A security source told Al Arabiya that multiple launch rocket systems were fired at the "green zone," causing the embassy sirens to go off.

No further details are currently available. There were no reports of killed or injured in the strike.

On Monday, hundreds of supporters of Shia imam Muqtada al-Sadr, who announced his decision to quit politics, have occupied Baghdad’s "green zone," where government buildings and foreign embassies are located, surrounded the Republican Palace and entered the building. Despite the nationwide curfew, clashes continue in the capital and a number of regions of Iraq. According to the latest reports, 20 people were killed in armed clashes, and over 300 were injured.

YEREVAN, AUGUST 30, ARMENPRESS. Members of Parliament of Armenia Eduard Aghajanyan and Armen Gevorgyan will depart for Izmir, Turkey, to take part in the session of the Committee on Social Affairs, Health and Sustainable Development of the Parliamentary Assembly of the Council of Europe (PACE).

Speaker of Parliament of Armenia Alen Simonyan signed a respective order on sending the lawmakers to Turkey.

The session of the PACE Committee on Social Affairs, Health and Sustainable Development will take place on September 21-24.
