Armenian authorities looking for excuses for failure of peace agenda, opposition MP says

Armenia – June 16 2022

The Armenian authorities are now looking for excuses for the failure of their peace agenda, Tigran Abrahamyan, an MP from the opposition Pativ Unem bloc, said on Thursday.

“In fact, the “peace agenda” promoted by the government has no grounds whatsoever. Simply put, the desire for peace is there, but all paths leading to it are ‘mined’,” he wrote on Facebook.

Abrahamyan quoted Prime Minister Nikol Pashinyan as saying in the parliament on Wednesday that “no one can guarantee that the peace agenda will succeed”.

“No one can guarantee that we will be able, will manage, because peace is not a one-sided movement, but the result of cooperation. We have no illusions, we see that the number of those who want to destroy us is greater than we can imagine. And the agenda of peace is an attempt to manage or neutralize the desires to destroy us that exist in the world,” Pashinyan noted.

“The authorities’ confession is an important indication, because the main reason why the public, disliking the authorities, supports them or takes a passive stance is because people thought that they could bring peace at any price,” Abrahamyan said.

“However, the authorities are gradually abandoning their former confident position and are now looking for excuses for the failure of the peace agenda, blaming it on the countries hostile to Armenia and the “international community”.

“The “era of peace” promoted by the authorities is actually an agenda for the surrender of Armenia and Artsakh, which must be stopped,” the MP said.

Iran is there for all its friends in tough times, president tells senior Armenian MP

Panorama
Armenia – June 16 2022

Iran stands with all its friends in hard times, Iranian President Ebrahim Raisi said hosting an Armenian parliamentary delegation led by Speaker Alen Simonyan on Thursday.

“We are there for all our friends in tough times. On our happy days everybody can be next to everybody, but the real companionship and friendship are displayed during the hardships,” the Armenian National Assembly quoted his as saying.

Raisi attached importance to the cooperation of the legislative bodies in strengthening of the current warm relations between Armenia and Iran.

The officials referred to the bilateral economic relations and the implementation of the joint infrastructure projects.

The Armenian side highly values the mutual agreements in the spheres of energy and transport, the parliament speaker said.

“I should also note that in the context of the development of transport communications the establishment of the railway link between Armenia and Iran is among issues high on our agenda,” Simonyan noted.

He briefed the Iranian leader on the situation in the wake of the war unleashed against Artsakh by the Azerbaijani-Turkish tandem, the humanitarian problems and the issue of protection of the Armenian historical and cultural heritage fallen under Azerbaijan’s control. Alen underscored that Azerbaijani authorities destroy the valuable heritage, and Iran can serve as an example to Azerbaijan regarding the matter.

At the meeting, the consistent efforts made by Iran in establishing peace and stability in the region were highlighted.

Dozens of families displaced from Artsakh may end up homeless

Panorama
Armenia – June 16 2022

Dozens of families, who were displaced from Artsakh during the 2020 war and took temporary refuge in Armenia, may become homeless. They have to leave the hotels, community and other buildings in different parts of Armenia where they live temporarily.

Presumably, those are the people who have been unable to live with their relatives or cannot afford to rent a house, thus the deprivation of shelter would cause serious social problems for them.

Deputy Head of the Operational Headquarters of Artsakh in Armenia Sasun Savadyan told Panorama.am that the idea of expelling the Artsakh people from these buildings originated earlier this year after it was decided to make the hotels and hostels serve their purpose.

As of June 1, there are 5,902 families or 20,016 people displaced from Artsakh living in Armenia.

“Most of them have rented houses or live with their relatives. There are Artsakh people living in hotels, state and community buildings who are now forced to leave them, waiting for the children to finish classes. I can’t provide an exact figure, but there are not many of them, some 100-150 families,” he said.

Savadyan said in the near future a decision will be made in Artsakh to provide each displaced family with 40,000 drams from July 1 for renting and other social problems. According to the official, it’s possible to rent a house for 40,000 drams, for example, in the villages near Masis.

“For example, I am a displaced person too. I rent a house from the very beginning. I work. These people may say they don’t work, but they may actually have a job. If five thousand families can rent an apartment or live with relatives, they can do it too, using the 40,000 drams in financial aid. In Azatashen and Khachpar villages, which are just 5-7 kilometers away from Yerevan, you can rent a house for 30,000 drams. Artsakh people have rented houses there and have been living there for over a year now,” Savadyan said.

He says no inventory of the needs for Artsakh people living in hotels and community buildings has been conducted.

“This deadline has been postponed since the beginning of the year. Now I can’t give a deadline when they have to vacate the buildings,” Savadyan added.

Government-proposed "era of peace" actually agenda of peaceful surrender of Armenia and Artsakh – MP

ArmInfo. After the 44-war war, especially during the 2021 parliamentary elections, the government put into circulation an obviously false wording, “era of peace,”  Tigran Abrahamyan, a member of the opposition faction With Honor,  writes in a Facebook post.

Speaking of countries in post-war periods, especially of the ones  defeated in the war, he said that the factor of peace is an urgent  issue, and the government is using it to blackmail and presenting as  “a dilemma between war and peace” in the government-opposition  confrontation.

According to him, the government-proposed “peace” has no real  grounds.

“In other words, all the ways to peace are ‘mined’. Moreover, the  government admits it is their desire. But the other negotiator has an  entirely different attitude. Can we succeed? No guarantee. Peace is  not one-way traffic, but the result of cooperation. We do not have  illusions, we can see those wiling to destroy us are many more we can  imagine. The ‘peace agenda’ is an attempt to destroy us. No one can  guarantee it will succeed,” Mr Abrahamyan wrote.

The government-proposed “era of peace” is actually an agenda of  peaceful surrender of Armenia and Artsakh, which must be opposed, Mr  Abrahamyan wrote.

Aliyev threatens Armenia with new war

ARMINFO
Armenia – June 16 2022

ArmInfo.Azerbaijani President Ilham Aliyev assures that the declaration resulting from the trilateral meeting between EU Council President Charles Michel, him  and Prime Minister Pashinyan in Brussels clearly shows that the  rights and security of the Armenian population in Karabakh will be  taken into account.

Thus, the permanent leader of Azerbaijan, speaking at the opening of  the IX Global Baku Forum on the topic “Threats to the global world  order”,  threatened Armenia with new military operations in case of  failure to fulfill the Azerbaijani agenda.

Aliyev Jr. suddenly started talking about the Azerbaijani  constitution, which allegedly will take into account the interests of  the Armenians of Nagorno-Karabakh in the future. “Our Constitution  ensures the rights and security of the entire Azerbaijani people. For  many years, our Constitution ensures the equal rights of all peoples,  including the Armenians living in Azerbaijan (who not only cannot  live there, but they are even forbidden to enter this country, ed.  note). Therefore, Of course, we will take care of their rights and  security,” Aliyev stressed, keeping silent about the atrocities that  the Azerbaijani authorities have committed and are committing against  Armenians, not remembering this Constitution.

At the same time, the Azerbaijani leader went further and called  Armenia’s statements about the status of Nagorno-Karabakh  unproductive. In this vein, he threatened Armenia with a new war, in  case of any reference to this issue. According to him, the Armenian  government “should understand this and stop trying to rewrite  history.” Apparently Aliyev meant Azerbaijani mythical history, far  from reality. He apparently does not know that, according to the same  history, Nagorno-Karabakh held a referendum and left the Soviet Union  according to all the procedures by which all the countries of the  USSR left it, and almost the entire population of Nagorno-Karabakh  voted through a plebiscite for secession from the Azerbaijan SSR and  declaration of independence.

“Therefore, if Armenia demands a status for the Armenians of  Karabakh, then why shouldn’t Azerbaijan demand a status for  Azerbaijanis from Western Zangezur? Because only Azerbaijanis lived  there. Thus, this can create a hopeless situation. I think that the  Armenian government should not forget the lessons of the Second  Karabakh war, should learn these lessons well and give up any  territorial claims against Azerbaijan,” Aliyev said, forgetting that  the Azerbaijani nationality as such formed only in the early 1920s.

Referring to the normalization of relations with Armenia, Aliyev said  that negotiations will begin as soon as Yerevan establishes a  commission on a peace treaty. “Azerbaijan has already established a  peace treaty commission on its part, and we expect that the same step  will be taken by Armenia. If this is done or as soon as this is done,  negotiations will begin,” he said.

At the same time, taking advantage of the opportunity to manipulate  the territory of the Syunik region in Armenia, Aliyev assured that it  would be very difficult to talk about peace without opening a  corridor.  “Azerbaijan’s efforts aimed at a normal neighborhood with  Armenia will be in vain.” Thus, it turns out that Aliyev is trying to  get peace, while seizing the sovereign territories of Armenia in the  Syunik and Gegharkunik regions, otherwise threatening to start a new  war. And all this is happening against the backdrop of the inaction  of the international community, which, in the pursuit of  petrodollars, does not notice Azerbaijani encroachments and threats  against Yerevan.

“If we are not given this entry-exit (through the Armenian Syunik  edition), then it will be very difficult to talk about peace, and all  the efforts of Azerbaijan aimed at normal coexistence, normal  neighborhood with Armenia will be in vain. This is another important  issue, and Azerbaijan has the right to demand it. The Armenian  government signed a corresponding statement. Secondly, Azerbaijan, as  a country that “won” the war, has the moral right to demand,” Aliyev  assured.

In conclusion, he traditionally lashed out at the OSCE Minsk Group  and assured that Azerbaijan had settled the Nagorno-Karabakh conflict  and there was no need for this international format anymore. The head  of state noted that, in particular, “after the Russian-Ukrainian war,  everyone understands that it is impossible to hold a meeting with the  participation of all three co-chairs of the Minsk Group.” “We have  already been informed that the institution of the co-chairs of the  Minsk Group will no longer function. It is time for them to retire.  Thus, I want to express our position that any speculation in Armenia  about the Minsk Group or in some another country only causes  irritation in Azerbaijan. We have settled the conflict. The Madrid  principles developed by the Minsk Group have been resolved. Now we  need to think about ways to normalize relations with Armenia, sign a  peace treaty,” Aliyev concluded.

Jean-Christophe Buisson criticizes UNESCO for its inaction against destruction of Armenian cemeteries by Azerbaijanis in occupied territories of Artsakh.

ArmInfo. Deputy director of the authoritative French Le Figaro magazine, journalist Jean-Christophe Buisson criticized UNESCO for its inaction against the backdrop of  the destruction of the Armenian cemetery by the Azerbaijanis in the  occupied territories of Artsakh.

“Hello UNESCO! Can you solemnly ask the Baku authorities why the  Armenian cemetery in the village of Hin Shen of Artsakh  (Nagorno-Karabakh) occupied by Azerbaijan since November 2020 has  disappeared?  If not, what are you doing?” Buisson wrote on his  microblog on Twitter.  It should be noted that despite the trilateral  agreements at the level of the leaders of Armenia, Azerbaijan and  Russia dated November 9, 2020, so far the UNESCO mission has not been  able to visit the region.  Azerbaijan is torpedoing the visit in  every possible way, while at the same time erasing the traces of the  Armenian presence in the territories of Artsakh seized as a result of  the war.  Back on November 20, 2020, UNESCO Director General Audrey  Azoulay announced the readiness of the organization to send a mission  to Karabakh to help restore the cultural and historical heritage of  the region.  And already in December of the same year, Deputy  Director General of UNESCO Ernesto Ottone noted that the organization  “so far is only waiting for Azerbaijan’s response so that UNESCO can  continue to work with sending a mission to the field.” In turn, the  Azerbaijani Foreign Ministry, in a communique issued on December 22,  2020, called on UNESCO not to politicize the issue of protecting  cultural heritage in Karabakh and stated that Baku “is open to a  constructive dialogue to discuss the details of organizing the  mission.” The Russian Foreign Ministry has also repeatedly stated  that Moscow expects a UNESCO mission to visit Nagorno-Karabakh in the  near future.

Turkey expects improvement of relations with Armenia

ArmInfo. ” We act in cooperation with Azerbaijan in the process of normalizing relations with Armenia,” Efkan Ala, Turkey’s ruling Justice and Development  Party (AKP) vice-chairman, stated.

According to him, meetings within the process of normalization of  relations with Armenia continue.

“Meetings of special representatives took place. We expect  improvement in relations. I hope that the other side is also focused  on this. Results will be achieved that are useful not only for the  two countries, but also for all states of the region,” Ala said,  Haqqin.az reports.

It should be noted that on May 3 the third meeting of the Special  Representatives of Armenia and Turkey to normalize relations, RA NA  Vice Speaker Ruben Rubinyan and Ambassador Serdar Kilic took place in  Vienna. The special representatives confirmed that the ultimate goal  of the talks is a full-fledged settlement between Armenia and Turkey,  which was agreed upon during their first meeting in Moscow on January  14.

The start of the normalization process was announced on December 13,  2021 by Turkish Foreign Minister Mevlut Cavusoglu. At the same time,  he stressed that Ankara will act in coordination with Azerbaijan  regarding steps to normalize relations with Armenia.

At the same time, Yerevan considers it unconstructive to link the  normalization of Armenian-Turkish relations with the processes  between Armenia and Azerbaijan.

Turkish press: Azerbaijani leader warns Armenia against territorial demands over Karabakh

BAKU, Azerbaijan

Azerbaijan’s president warned Armenia on Thursday against making territorial claims from Karabakh, a region liberated from nearly three decades of Armenian occupation in 2020.

Speaking at the opening ceremony of the ninth Global Baku Forum themed Challenges to the Global World Order — organized by the Nizami Ganjavi International Center in the capital Baku — Ilham Aliyev said that if Yerevan continues to question the territorial integrity of Azerbaijan, Baku would also question Armenia’s territorial integrity.

“If Armenia continues to question the territorial integrity of Azerbaijan, Azerbaijan will have no other choice and will question the territorial integrity of Armenia,” he said.

Doing so would be a “useless and dangerous approach” for Armenia, said Aliyev, asserting that “the government of Armenia should understand this and stop trying to rewrite history.”

The Azerbaijani president also argued that Baku, on the other hand, had historical grounds to call the territory of Armenia into question.

“The history of the last century clearly shows that the Soviet government cut off Zangezur, the historical region of Azerbaijan, in 1920 and gave it to Armenia. Therefore, if Armenia claims a status for Armenians in Karabakh, why shouldn’t Azerbaijan claim a status for Azerbaijanis from West Zangezur?” Aliyev asked, underlining that Azerbaijanis have lived over a wide geography.

“This issue can lead to a dead end. The Armenian government should not forget the lessons of the second Karabakh War. Learn these lessons well and avoid any territorial claims against Azerbaijan,” he added.

Relations between the two ex-Soviet countries have been tense since 1991, when the Armenian military occupied Nagorno-Karabakh, also known as Upper Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

New clashes erupted in September 2020, and a 44-day conflict saw Azerbaijan liberate several cities and over 300 settlements and villages that were occupied by Armenia for almost 30 years.

A tripartite agreement was brokered by Russia to bring an end to the war in November 2020.

OSCE Minsk Group

Speaking on the activities of the Minsk Group, a body under the Organization for Security and Co-operation in Europe (OSCE) tasked around three decades ago to solve the Karabakh dispute, Aliyev said the group had achieved no results in 28 years.

“Since Azerbaijan has resolved the Karabakh problem, the Minsk Group is no longer needed. Everyone understands that it was not possible for the Minsk Group co-chairmen to come together since the (beginning of the) Russia-Ukraine war. We have received some messages that the co-chairmanship of the Minsk Group will not operate. It’s time for them to retire now,” he said.

The OSCE Minsk Group, co-chaired by France, Russia and the US, was formed on March 24, 1992 to find a peaceful solution to the conflict, but to no avail. The co-chairs of the Minsk Group, who visited both countries periodically and met with the authorities, did nothing more than issuing warnings to the parties to abide by the cease-fire each time.

Also speaking at the forum was Vaira Vike-Freiberga, a former president of Latvia and co-chair of the Baku-based Nizami Ganjavi International Center.

Attending the forum were also Albanian President Ilir Meta, Bosnia and Herzegovina Presidential Council Chairman Sefik Djaferovic, Georgian President Salome Zurabishvili, and Binali Yildirim, deputy chairman of Türkiye’s Justice and Development (AK) Party.

Turkish press: ‘Azerbaijan retaking Karabakh territories vital for regional stability’

Deputy Foreign Minister Yavuz Selim Kıran speaking in Shusha, Azerbaijan, June 15, 2022 (AA Photo)

The end of the Armenian occupation in the Karabakh region is not only important because Azerbaijan regained its lands and displaced can return but also for regional peace and stability, Deputy Foreign Minister Yavuz Selim Kıran said Wednesday.

At a conference on the occasion of the first anniversary of the Shusha Declaration signed between Turkey and Azerbaijan, Kıran said: “The ending of the occupation does not only mean Azerbaijan rejoining its lands, only our displaced brothers returning to their homes but at the same time presents a valuable opportunity for our region to turn into a belt of peace and stability on a large scale.”

Raising relations between Turkey and Azerbaijan to the level of an alliance, the Shusha declaration was inked in a ceremony attended by the two countries’ presidents in the Azerbaijani city of Shusha. The Shusha Declaration focuses on defense cooperation and establishing new transportation routes, affirming the two armies’ joint efforts in the face of foreign threats, and the restructuring and modernization of their armed forces.

“While realizing this success, it is clear that the international community must rethink some issues. In fact, the end of the occupation in Karabakh could be the result of diplomacy failing. Because for years, the United Nations in ignoring their own decisions as well as the OSCE Minsk Group established for the solution of this problem, encouraged no solution but rather the continuation of the status quo,” Kıran underlined indicating that for years these institutions have not facilitated a way out of the dispute between Azerbaijan and Armenia.

“President (Ilham) Aliyev seeing that these diplomatic efforts do not bear fruits and gaining this success in 44 days is a milestone.”

Turkey was a key backer of Azerbaijan during the 44-day Karabakh war between Baku and Yerevan, which erupted on Sept. 27, 2020, and ended with a Russian-brokered cease-fire on Nov. 10. During the faceoff that started in September 2020, Azerbaijan liberated several cities and 300 settlements and villages that were occupied by Armenia for nearly three decades. The peace agreement is celebrated as a triumph in Azerbaijan.

After the conflict ended, Azerbaijan launched a massive reconstruction initiative in the liberated Karabakh region.

Speaking on joint projects between Turkey and Azerbaijan, Kıran added: “With the capacity, we displayed on the table and on the field, we try to put into effect even greater steps through diplomacy to turn this victory into welfare for the region’s people, one step of which is the 3+3 platform.” Kıran was referring to the six-nation platform comprising of Turkey, Russia, Iran, Azerbaijan, Georgia and Armenia for permanent peace, stability and cooperation in the region, which Ankara has been calling for and seeing as a win-win initiative for all regional actors in the Caucasus.
