Diplomat: It is pointless to talk about the security guarantees of the Artsakh people in the absence of the status of Artsakh

Against the backdrop of Baku’s desire to force to renounce any status of Artsakh, dilute it with the rest of Azerbaijan, holding Artsakh people as hostages,  Armenian interests in this matter have not even been formulated yet.  Ambassador Extraordinary and Plenipotentiary, former Foreign Minister  of Artsakh Arman Melikyan expressed a similar opinion to ArmInfo.

“And the fact that before the 44-day war these interests were  expressed in the maintenance of the status quo, the preservation of  which was guaranteed by external, and not by our own forces, is the  biggest problem of the Armenian statehood. Having a formal toolkit  for conducting foreign policy, our state has all these years did not  even try to form an alternative agenda, although such ideas were  proposed. As a result, today the restoration of sovereignty requires  a lot of consistent work,” he said.

In the opinion of the diplomat, in today’s realities, this work, the  search for ways to outline the most important problems and ways to  solve them, should be carried out outside the state and political  institutions by a professional team. While, unfortunately, the expert  and analytical circles in Armenia are busy serving either the  interests of the authorities or the interests of external forces, but  certainly not the interests of Armenia. Moreover, in both cases this  is done by analytical justification of already committed, rather than  predicted actions.

Meanwhile, according to Melikyan, it is pointless to talk about the  security guarantees of the people of Artsakh if Artsakh does not have  a status. While in the current situation, Baku not only does not  intend to do this at all, but also claims that even the NKAO does not  exist, referring to the decision to disband it, taken back in the  early 1990s. While according to Melikyan, Artsakh should have a  status in any case. Just like ithad it, starting with the formation  of the USSR. In this light, it is impossible to consider Artsakh as a  part of sovereign Azerbaijan under any circumstances.  “Another  important problem is Baku’s attempts to draw parallels between the  rights of Artsakh people and, for example, Azerbaijanis who  previously lived in Syunik. One should never confuse the issue of  human rights with the right of a particular territory to have state  status. Meanwhile, unlike the Azerbaijanis living in Armenia earlier,  the Artsakh Armenians had this right yesterday and still have it  today. And Armenia abandoned its natural mission of protecting the  rights of more than half a million Armenian refugees from Azerbaijan,  and thus provided Baku with the opportunity today to express its  readiness to protect the rights of all Armenians in Azerbaijan  without granting the status to Artsakh,” the diplomat summed up.

ArmInfo.Armenian President Vahagn Khachaturyan gave a interview to response to the Public Television of Armenia. 

“We should be realists,” he said in response to a question about the  opposition’s argument that Artsakh can never be part of Azerbaijan. 

“If you state this, you lose room for maneuver. We should be capable  of differentiating between policy, diplomacy and populism and public  statements. But we are not doing so. We should not disable the people  responsible for the country and participating in the negotiations.  The premier was courageous enough to say it straightforward. What is  bad about it? Not everything should be made public. At present I am  not reporting the details of my private meetings as I had no  agreement with that person and I have no right to speak about that.  But I realize the risks of saying something aloud. The difference is  great,” the president said. 

And opposition members are perfectly aware of that. Some of them  found themselves in similar situations, and in this respect their  behavior is giving rise to questions. 

“If we take the Artsakh problem to heart – and I am sure we all do so  – this concern must be reflected in each of us doing what they  should. The opposition has its own business, the authorities are well  aware of their role and our society has its work to do,” the  president said. 

As to the possibility of establishing a dialogue with the opposition,  Mr Khachaturyan stated his readiness. 

“But provided that it is a civilized dialogue, in a civilized  language. I am not going to educate anyone. We are too old for that,”  Mr Khachaturyan said. The opposition has been refusing to start a  dialogue since the very beginning, he added.

ArmInfo. It is high time for Yerevan to get rid of illusions on the issue of normalizing relations with Turkey. Victor Nadein-Raevsky, Ph.D. in Philosophy, director of  the Institute of Political and Social Studies of the Black  Sea-Caspian region, senior researcher of IMEMO RAS (Russia) expressed  a similar opinion to ArmInfo.

“Everything, literally everything, is on the surface and is visible  even to the naked eye. Turkey and Azerbaijan act in a single bond and  pursue a rather ingenious policy in all vectors, including the  Russian one. Their cooperation with the West is also similarly  situational, which Ankara and Baku also bring under their interests.  Against such a background, the current policy and calculations of  Yerevan, to put it mildly, raise questions,” he said.

The expert believes that Ankara’s periodic mention of the absence of  prerequisites for the process of Armenian-Turkish normalization is  Turkey’s desire to formalize this process properly, first of all, for  its visual perception by the West. While in reality there is simply  no meaningful meaning in these statements, in his opinion. Since the  mere linking of Turkey’s own interests in this matter with the  interests of Azerbaijan is already a precondition.

Meanwhile, according to Nadein-Raevsky, the interconnectedness of the  processes between Armenia, Turkey and Azerbaijan is already quite  openly mentioned in the administration of the Azerbaijani president.   And before that, this was quite clear based on the statements of  Turkish high-ranking officials. All this together allows us to assert  that without the consent of Baku, Turkey will not make a single step  towards the Armenian direction.  “In other words, it is obvious that  Baku will give Ankara consent to the same opening of the Armenian-  Turkish border only when an agreement is reached in the  Armenian-Azerbaijani direction. Opening the border between Armenia  and Turkey without negotiations over the signing of a peace treaty  between Armenia and Azerbaijan is impossible. This is a reality that  cannot be ignored. Everything else in the Armenian-Turkish  normalization is derived precisely from this reality,” the  orientalist summed up.

Gunshots in Yerevan: One person hospitalized with gunshot wounds

Shots were heard in Yerevan today, around 8:00 p.m. the police received a report from “Erebuni” medical center saying a man was wounded by gunshots, Shamshyan.com reported.

At the hospital, doctors told the police that the wounded man was not able to testify about what had happened.

First Deputy Chief of Police of Armenia, Colonel Aram Hovhannisyan and other policemen arrived at the scene of the shooting, located near the territory of the former Spayka Company.

Investigators are currently examining the scene.

The police and investigative department are establishing the identity of the victim.

“Mark Chenian, a member of the board of the Union of Armenian Friends, one of the goals of which is to develop and position Armenia’s economy, has formed a large group of 156 scientists, whose summit will be on Lazarus Island, which was one of the islands of Julfa. This is a continuation of the network. Another important circumstance is that we cooperate with venture companies, banking companies, and the Central Bank of Armenia. There are various matters whereby all companies can create power together to bring wealth and prosperity,” said the Orion Worldwide Innovations CEO.

How to become a unicorn company?

A startup can go on the road to become a unicorn company if it aims to become a global company. Emma Arakelyan notes that their various investors are encouraged to invest in both Armenian companies operating in Armenia and Armenian companies not operating in Armenia in order to strengthen the Armenian potential. “That is, we unite our entire collective force—with 10-12 million Armenians, circling distances that are not important because we live in a digital economy. We have to think globally,” she said.

Although there are many trends in the IT sector in the world right now, Orion Worldwide Innovations is ready to support, create investment opportunities for companies that are particularly interested in artificial intelligence. “Artificial intelligence is having an increasingly profound effect on all economies and companies. Artificial intelligence is very important, security solutions, FinTech, etc. We are interested in such companies, which have attracted some attention,” says Emma Arakelyan.

What is the state of education in Armenia?

“Basic education in Armenia is well-founded,” says Emma Arakelyan. However, in order to be ready for the challenges of the world market, to achieve success, it would be good for Armenia’s universities to create continuous programs, pay great attention to the teaching of mathematics, and offer innovative approaches in education.

“Along with all this, I see that some companies—such as Picsart and Synopsys—offer their lessons, which is very welcome; and we have founded the BAJ Unicorn Academy, and realizing what specialists the unicorn companies need, after consulting and analyzing all this, we decided to found it. We work with the faculty of the Armenian Code Academy. Today we will have 19 graduates. This is our first class, which started in January. Our goal is for them to get a job at one of these companies; if not, they will have a big impact on the market. We will, of course, continue this program. We will make sure that at least 20-25 students graduate once a year,” she says.

How will all the initiatives be connected in one system?

The Orion Worldwide Innovations team has decided that such summits will be held in various countries of the world. The next one will be held in 2023 in New York, then in Frankfurt, and so on. Donfried: US is open to discussions with Russia, France on how we can best help Armenia, Azerbaijan find peace

We urge the dialogue between Armenia and Azerbaijan to continue and for the parties to intensify their diplomatic engagements in an effort to find comprehensive solutions to all outstanding issues related to and resulting from the Nagorno-Karabakh conflict. Karen Donfried, Assistant Secretary of State for the Bureau of European and Eurasian Affairs at the US Department of State, said this in an interview with Armenian News-NEWS.am. Below is the text of this interview. 

The US has numerously stressed the Nagorno-Karabakh [(Artsakh)] conflict is not resolved, and the final status of Nagorno-Karabakh should be determined. What kind of status can lead to a lasting peace and stability ensuring the core rights of the Armenian people of Nagorno-Karabakh, if Azerbaijan excludes any possibility to self-determination? 

We urge the dialogue between Armenia and Azerbaijan to continue and for the parties to intensify their diplomatic engagements in an effort to find comprehensive solutions to all outstanding issues related to and resulting from the Nagorno-Karabakh conflict.  We remain ready to assist Armenia and Azerbaijan with these efforts, including in our capacity as a co-chair of the OSCE Minsk Group. 

The Co-Chairmanship of the OSCE Minsk group doesn’t function, in fact. The US has welcomed the mediation of the EU in Armenia-Azerbaijan talks. What is Washington’s position on the mediatory role of Russia which brokered the ceasefire of November 9, 2020 and has a peacekeeping mission in Nagorno-Karabakh. Do you see opportunities to cooperate with Russia towards Nagorno-Karabakh conflict resolution and normalization between Armenia and Azerbaijan? 

The United States stands ready to engage with Armenia and Azerbaijan in any format, including via the OSCE Minsk Group Co-Chairs, in which progress towards a resolution can be forged. 

The United States is open to discussions with fellow Minsk-Group Co-Chairs Russia and France on how the international community can best help Armenia and Azerbaijan find peace.    

What prospects do you see for Armenia-Turkey normalizations? 

The normalization in relations between Armenia and Turkey is important to ensuring peace, stability, and prosperity for the wider region.  We welcome the Turkish-Armenian dialogue and applaud both countries for engaging in diplomacy and dialogue to resolve their differences.

Armenia MP: I’m surprised how our women colleagues at PACE can speak in support of war, violence

Sona Ghazaryan, a member of Armenia’s delegation to the Parliamentary Assembly of the Council of Europe (PACE), addressed the PACE plenary session.

“At the beginning of the 20th century the movement for women’s right to vote was spreading worldwide.

I’m very happy to say that Armenia was already having success.

In 1919, the first direct parliamentarian elections were held under the universal suffrage.

Every person over the age of 20 had the right to vote, regardless of gender, ethnicity or religious belief.

Three female deputies were in the parliament.

Among them, was Ms. Berjouhi Barseghian, whose grandchild many of you will recognize as the city mayor of Strasbourg – Jeanne Barseghian [who] was her granddaughter.

Diana Abgar, another Armenian strong woman, took a different path to public life. On Friday 2 July 1920, she was appointed Armenia’s envoy to Japan. Serving until 1921, she ranked as one of the world’s first female ambassadors.

Nowadays, currently in our parliament, women’s representation is higher than ever, but still not enough at 35%.

Highly appreciating the role of women, civil society organizations were actively engaged with them in the law-making process, so that will lead to even more women’s participation in legislative bodies.

Having peace agenda as one of the main agendas for our ruling party, I can reassure you that women MPs are also engaged in the decision-making processes.

The Republic of Armenia has also developed the second national action plan on the implementation of the United Nations Security Council Resolution 1325, reaffirming its readiness to continue its work on peace and security.

The program addresses the issues and challenges faced by women displaced from Nagorno-Karabakh as a result of the devastating war unleashed by Azerbaijan against Nagorno-Karabakh in the autumn of 2020.

As the result of the aggressive war, more than 91 000 people were forcibly displaced and received asylum in Armenia, 88% of whom were women and children.

The war of aggression started during the Covid-19 pandemic. That is complicating the difficult situation for women and girls.

The program presents the problems of women and girls in crisis, addressing their security component.

The program addresses the issue of forcibly displaced women, the security challenges posed by the new border situation, and their impact on women and girls.

Considering the above-mentioned, I need to be very sincere and to tell you that I’m very much surprised to hear how our women colleagues here at the Parliamentary Assembly and other high-Ievel female officials in the neighboring countries can speak in support of war and violence, finding justifications—this should not be acceptable,” the Armenian MP stated, in particular.

Armenia economy minister: I will bear accountability if necessary

If necessary, I will bear the accountability provided by law within the framework of the criminal case initiated on the organization of accommodation and food for the citizens isolated as a result of the coronavirus. The Minister of Economy of Armenia, Vahan Kerobyan, told this to a press briefing Thursday.

He asked to wait for the results of the work of the relevant agencies.

“The contracts were signed before I became a minister. After some time, this function was transferred to the Ministry of Health,” the minister added.

Kerobyan assured that the guilty will be punished.

According to law enforcement agencies, officials from the Ministry of Economy caused more than 20 million drams (approximately US$50,000) in damage to the state as part of measures to provide accommodation and food to the people who were isolated in Armenia due to the coronavirus. A criminal case has been launched in this regard.


Sports: Boxing school named after Vic Darchinyan to open in Armenia’s Vanadzor

A sports school named after world-famous boxer Vic Darchinyan will be opened in the city of Vanadzor in the near future, Prime Minister Nikol Pashinyan said at the Government sitting today.

“We plan to open a boxing school after Arthur Abraham. As a result of discussions, we came to the conclusion that we should establish a school after Vic Darchinyan in Vanadzor,” said the Prime Minister.

“We have to talk to our champions as well, because they should also be involved in further management of the schools,” he said.

Last week the Government approved plans to open a sports school after Arthur Abraham in Yerevan’s Shengavit community.

Vic Darchinyan, a former professional boxer, held multiple titles in two weight classes, including the IBF flyweight title from 2004 to 2007; and the WBA (Undisputed, later Unified), WBC, IBF, and lineal super-flyweight titles between 2008 and 2010.

Additionally, he held a record four IBO titles at flyweight, super-flyweight, and twice at bantamweight between 2005 and 2011. A southpaw with a highly unique fighting style and formidable punching power, Darchinyan became the first Armenian boxer to win a world title in 2004.
