Yerevan expects political will and concrete steps from Ankara: Mirzoyan

ArmInfo.In order to achieve success in the normalization of Armenian- Turkish relations today, a political will and readiness to undertake concrete steps towards this  process are necessary. The Armenian side has repeatedly demonstrated  both and we expect the same from the Turkish side. Armenian Foreign  Minister Ararat Mirzoyan stated this in an interview with the Greek  "Kathimerini" newspaper. The press service of the RA MFA reports.

The Head of the  RA MFA noted, that the leadership of Armenia stated  many times and it is also mentioned in our Government program that  Armenia is ready for the establishment of diplomatic relations with  Turkey and opening of the border between our countries that Turkey  unilaterally closed back in 1993.

The Minister also recalled that, the Special Representatives have  been appointed for the process of normalization of relations between  Armenia and Turkey and four meetings have already been held where the  sides reiterated their commitment to continue the process without any  preconditions with the goal of opening the borders and establishing  diplomatic relations. "To give a positive dynamic to that process I  accepted the invitation of the Foreign Minister of Turkey to  participate in the Antalya Diplomatic Forum and met with my  counterpart on the margins of the Forum.  Today, a political will and  readiness to undertake concrete steps towards normalizing relations  are necessary for the success of the process. The Armenian side has  repeatedly demonstrated both and we expect the same from the Turkish  side," he noted.

It should be reminded that on July 1 the fourth meeting of Special  Representatives for the process of normalization of relations between  Armenia and Turkey, Vice-Speaker of the National Assembly of Armenia  Ruben Rubinyan and Ambassador Serdar Kilic took place in Vienna. The  parties agreed to ensure, as soon as possible, the possibility of  crossing the Armenian-Turkish land border for citizens of third  countries visiting Armenia and Turkey, respectively, and decided to  start the necessary processes in this direction. They also agreed to  start as soon as possible the implementation of direct air  transportation of goods between Armenia and Turkey and decided to  start the necessary processes in this direction. Finally, the parties  reiterated their agreement to continue the normalization process  without preconditions.  The start of the normalization process was  announced on December 13, 2021 by Turkish Foreign Minister Mevlut  Cavusoglu. At the same time, he stressed that Ankara will act in  coordination with Azerbaijan regarding steps to normalize relations  with Armenia.

ArmInfo.Armenia fully supports the territorial integrity and sovereignty of the Hellenic Republic. This was stated by Foreign Minister Ararat Mirzoyan in an interview to the  Greek "Kathimerini" newspaper , referring to the position of the  Republic of Armenia on the most sensitive issues for Greece at the  moment, such as the ever-growing tension on the Greek-Turkish border  and the Cyprus issue. The press service of the RA MFA reports.

"Armenia considers unacceptable any actions and steps that can  grossly violate the norms of International law, the Law of the Sea,  as well as the UN Charter;" the head of the foreign policy department  noted.

"As for the Cyprus issue, as in the Nagorno-Karabakh issue, in this  case, too, any attempt to present the consequences of the use of  force as a solution is unacceptable to us. Armenia and Cyprus always  mutually supported each other on bilateral and multilateral  platforms," the Minister pointed out.

Referring to the rounds of "Armenia, Greece and Cyprus" trilateral  talks and the development of relations in the future, Ararat Mirzoyan  noted: "Armenia attaches great importance to the trilateral format of  cooperation. By now we have successfully conducted several Trilateral  Ministerial meetings. We are looking forward to hosting the Summit of  the format on the level of the leaders of our three countries.

Our nations have rich experience of collaboration and mutual support  and we believe that our states have huge potential to promote  stability, security, and peace in the region, through enhanced  political dialogue and cooperation of Armenia, Greece, and Cyprus. We  also acknowledge the importance and efficiency of trilateral  cooperation in defense, diaspora, parliamentary ties, emergency  situations, IT, healthcare, investments, tourism, education, and  culture. I am confident that the format is destined to succeed," he  stated.

The Minister of Foreign Affairs points out: "Greece is one of  Armenia's most important partners in Europe and in the world. The  relations between Armenia and Greece are underpinned by millennia-old  shared history and values, friendship, and solidarity between our two  peoples. Throughout the centuries, Armenians and Greeks peacefully  lived next to each other, collaborated to create value and  prosperity, and fought together against external oppressors. In this  context, I want to stress that we will never forget the wholehearted  support the Greek people and the government provided during very  tough times in our nation's history, the most recent example being  the war of 2020."

The Minister recalled that this year Yerevan and Athens are  celebrating the 30th anniversary of the establishment of diplomatic  relations between the republics. "Over these three decades, more  than 40 documents have been signed between the two countries and  we've developed robust interstate relations and a solid bilateral  agenda ranging from active political dialogue to partnership in  different areas, including defense, economy, education, culture, and  many other fields, as well as mutually beneficial collaboration on  multilateral platforms. During my recent working visit to Greece, I  held very productive talks with President Katerina Sakellaropoulou  and Prime Minister Kyriakos Mitsotakis, as well as in-depth  discussions with my colleague and good friend Minister Nikos Dendias.  We've made progress and reached a common understanding on a number of  important issues and will continue to work to deepen our relations  further.  Also, I believe that we should mull over raising  Armenia-Greece cooperation to a significantly higher level, which  could be proper for strategic partners. I am confident we should work  in this direction in the near future,"he concluded.  

Newspaper: Authorities attempting to use currency situation in Armenia for another bluff

YEREVAN. – Past daily of Armenia writes: For a long time, the situation in the Armenian financial market has been quite volatile; day by day we witness the devaluation of the [US] dollar and the euro.

Among specialists, there is an opinion that some circles of the authorities are quite skillfully "warming [their] hands" in this market. Such opinions among the public have started to worry the authorities, and, as it seems, no matter how strange it sounds, they are attempting to use this currency situation for another bluff.

According to Past newspaper’s information, in recent weeks the authorities are assigning special "emissaries" to spread information among the population in the provinces that the devaluation of the dollar and the stabilization of the [Armenian currency] dram, against its background, will lead to a decrease in the prices of [natural] gas and electricity.

Moreover, we also have information that during the past one month, some satellites serving the authorities are spreading and circulating this topic on virtually all possible internet platforms. Our source conveys that the said "emissaries" are also attempting to convince the population that the authorities are already taking concrete steps in this direction, as if even a delegation went to Moscow to negotiate in connection with the topic.

However, a number of specialists in this domain emphasize that this is another bluff, as in this matter, an important circumstance is how long the strengthening of the dram will continue; after all, in the short term, that effect cannot be large, which can have no effect whatsoever on the price of [natural] gas, in particular.

US envoy to Armenia MP: I appreciate your constructive efforts towards democratic agenda

We expect political factions to work within the democratic processes available to them in parliament. This noted in US Ambassador to Lynne Tracy’s reply to the urgent letter by nonpartisan Taguhi Tovmasyan, Chairperson of the Standing Committee on Protection of Human Rights and Public Affairs of the National Assembly (NA) of Armenia. Tovmasyan wrote as follows on Facebook:

“After putting into circulation the draft resolutions submitted by the ruling faction on recalling opposition MP Ishkhan SAGHATELYAN from Office of NA Vice President and Termination of Powers of RA NA opposition MP Vahe HAKOBYAN as Chair of Standing Committee on Economic Affairs, I urgently prepared and sent letters to the international organizations, Ambassadors accredited in Armenia.

With the letters I drew my colleagues’ urgent attention to the draft resolutions submitted by the ruling faction and noted that as the justifications of the Draft Decisions make it clear, the ruling faction takes such initiatives because of the opposition MP’s boycott of parliamentary work (not participating in the voting, absences from the NA Council Sessions, absences from the Standing Committee sessions), opinions and statements made during the rallies.

Referring to the boycott I stressed that according to the European Court’s position a boycott is a form of expressing a protesting opinion which is protected by Article 10 of the Convention and that especially the parliamentary boycott has been practiced in all democratic states. 

Referring to the opinions and calls by the opposition MPs during the rallies, they are also protected by the Article 10 of the European Convention for the Protection of Human Rights and Fundamental Freedoms (Freedom of _expression_). And if the members of the ruling faction think that they contain violation of criminal law, then a criminal-legal assessment of their actions should be given. If not, then they are fully protected by internal and international norms on freedom of _expression_ especially for MPs and therefore an MP should not be punished for the freedom of _expression_. 

On this matter I requested Madam Ambassador to come up with a public statement on such a behavior by the ruling party which is against democratic principles. 
In reply, Ambassador Tracy informs: ‘The United States is committed to partnering with Armenia to strengthen democratic institutions that reflect our common values. We expect political factions to work within the democratic processes available to them in parliament, as established under Armenian law. 

We defer to relevant Armenian bodies on the legality of the decisions taken in parliament on July 1 to remove opposition Members of Parliament from their positions. We also stress that a constructive opposition plays an important role in any democracy’. 

The Ambassador sums it up: ‘The United States is committed to supporting the Armenian people as they continue to pursue a democratic agenda. I appreciate your constructive efforts towards this end’”.

Airline board chairman: FlyOne Armenia’s Yerevan-Istanbul flight was canceled by aircraft commander’s decision

The Yerevan-Istanbul flight of FlyOne Armenia airline was canceled Friday, its passengers were taken off the plane, and no information was provided for three hours.

This flight was canceled by the aircraft commander's decision. Aram Ananyan, the chairman of the board of FlyOne Armenia, stated about this on Facebook live.

"The commander of the aircraft, seeing certain differences in the data sensors of the aircraft, decided to abort the flight. We believe it is a correct and justified decision. The RA [(Republic of Armenia)] aviation authorities have been informed about what happened, and after a few hours the flight will take place, all our passengers will reach the places where they had planned to leave," Ananyan said.

Armenia PM: New kindergarten being built within framework of subsidy programs in Gay village

Prime Minister Nikol Pashinyan visited Gay village during his working visit Saturday to Armavir Province of Armenia.

"A new kindergarten is being built within the framework of subsidy programs in Gay settlement of the enlarged Araks community. With the co-funding of the government and the community, a new health center will also be founded here," he wrote on Facebook.

Pashinyan toured the half-built kindergarten.

"Mr. Prime Minister, the dream of this village is coming true," a woman from those assembled told Pashinyan.

Yeraskhahun village resident to Armenia premier: You have saved us from ‘hell’

Prime Minister Nikol Pashinyan had an “unscheduled stop” in Yeraskhahun village during his visit to Armavir Province of Armenia. Pashinyan informed about this on Facebook, and added that he paid tribute to the heroes who died in the 44-day (Artsakh) war in the fall of 2020.

Pashinyan inquired about the problems of the villagers. In response they said, "We have a water problem."

It turned out that there is no school or kindergarten in this rural community either. Pashinyan assured that a school and a kindergarten will be built in this village as well in the near future.

"We believe in you, you have saved us from ‘hell,’" said a man from the village—addressing Pashinyan.

Also, the Yeraskhahun residents raised the issue of electricity.

"Why is there no electricity [in the village]?" the PM asked in surprise, and assured that all the problems will be resolved one by one.

Gagik Tsarukyan says ‘nothing changes’ on demand for Pashinyan’s resignation

The head of the Prosperous Armenia Party, Gagik Tsarukyan, said nothing has changed in his de the resignation of Armenian Prime Minister Nikol Pashinyan even after the end of the war.

“In June 2020, when I demanded the resignation of Armenian Prime Minister Nikol Pashinyan, I said that we have 4 months, we are in danger, and after 4 months the war began,” Tsarukyan said.

As for the government's project regarding the compensation of duty debts of the Shangri La casino owned by Tsarukyan from the state budget, the head of the party did not elaborate.

Meta’s Multilingual Translation Machine Struggles with Armenian, Greek, Oromo, and Others: Here’s Why

The owner of Facebook, Instagram, and WhatsApp, Meta Properties released a 190-page opus describing its latest efforts when it comes to machine translation. Although it was capable of translating 202 languages, there were a few of them that the translation machine really struggled on.

According to the story by ZDnet, the opes described how the state-of-the-art translation machine was able to learn different languages that were considered "low resource" languages. The opus described the company's latest effort in machine learning for languages with low resources.

The languages that were considered "low resource" were the following::02

  • West Central Oromo – spoken in the Oromia state of Ethiopia
  • Tamasheq – spoken by several parts of Northern Africa and even in Algeria

  • Waray – spoken by the Waray people of the Philippines

The report coming from Meta researchers was uploaded to Facebook's AI research website. The study also came with a blog to provide more thorough information to better understand what Meta is doing.

As written in their mission statement the "broadly accessible machine translation system" is capable of supporting around 130 languages while they aim to increase that number all the way up to 200.

As reported by ZDNet, Meta is still open-sourcing its data sets as well as neural network model code on GitHub. They are also offering a massive $200,000 award to those that decide to use their technology outside.

The company has also partnered with the owners of Wikipedia, the Wikimedia Foundation, in order to provide a much better translation of Wikipedia articles. ZDNet notes that Meta uses automated methods in order to compile a data set of different bilingual sentence pairs for all their target languages.

The sets included some interesting statistics including the fact that there are 1220 language pairs in total or about 2440 directions for training. The 2440 directions equal to over 18 billion total sentence pairs and the majority of the pairs actually have much fewer than a million sentences and are considered low-resource directions.

The authors reportedly use the data to be able to train the NLLB neural net as well as employ a particular hand-crafted data set of transactions that are expected to be built by human translators.

The whole human element called the NLLB-SEED data set turns out to be quite important. As written "despite the considerably large size of publicly available training data, training on NLLB-Seed leads to markedly higher performance on average."

Meta is not the only one trying to chew on these gigantic data sets as Google scientists could also be unveiling something similar when it comes to multilingual effort. The research had low results when trying to study Greek, Armenian, Oromo, and other languages.

GOVERNOR NEWSOM SIGNS STATE BUDGET
WITH $10 MILLION FOR ARMENIAN AMERICAN MUSEUM

 

Glendale, CA (July 7, 2022) –
California Governor Gavin Newsom has signed the 2022-2023 State Budget with $10
million in new funding for the Armenian American Museum currently under
construction in the City of Glendale. The new funding brings the State of
California’s total investment in the cultural and educational center to $19.8
million.

 

Governor Newsom first proposed the new
funding for the museum in the May Revised
Budget proposal
for the State of California. Last week, the Governor made the additional
funding official with the signing of the state budget.

 

“We extend our sincere gratitude to
Governor Gavin Newsom for his strong leadership and unwavering support of the
Armenian American Museum,” stated Executive Chairman Berdj Karapetian on the
heels of the major announcement. “We also extend our special thanks to Senator
Anthony Portantino for his long standing advocacy in support of the project.”

 

Senator Anthony Portantino, a longtime
champion of the museum, has been collaborating with the Governor’s office to
educate state officials and colleagues on the historic significance of the
project.

 

“I am deeply appreciative to Governor
Newsom for proposing and signing $10 million in new state funding to support
the Armenian American Museum,” stated Senator Anthony Portantino. “The Governor
recognizes the major impact the institution is going to have on all
Californians and once again has proven his commitment with this critical and
timely investment.”

 

The Armenian American Museum is a
world class cultural and educational institution that is currently under
construction in the museum campus at Glendale Central Park. The museum will
offer a wide range of public programming through the Permanent Exhibition,
Temporary Exhibitions, Auditorium, Learning Center, Demonstration Kitchen,
Archives Center, and more.

 

The museum celebrated its historic
groundbreaking and commenced construction on the project in Summer 2021. The
Phase I construction of the semi-subterranean parking garage and foundation is
on schedule to be completed in Summer 2022. The next major phase of the project
will be the Phase II construction of the two-level 50,820-square-foot museum
complex.
