Armenia suffered over 120 casualties during so-called peace time, MP tells OSCE

Armenian MP Lilit Galstian of the opposition Hayastan bloc urged the OSCE Minsk Group mediators to reaffirm their commitment to resume negotiations on a comprehensive settlement of the Nagorno-Karabakh conflict based on the principle of self-determination in her remarks at the OSCE Parliamentary Assembly on Tuesday. Her full statement is provided below.

“Honorable president, dear colleagues,

Armenia acceded to the OSCE motivated by the goals and purposes of the Organization, as well as by the principles of the UN charter.

We were convinced that our commitment is being shared by all member countries and double standards have no place in an organization with an undeniable reputation.

Regrettably, this reputation was shattered when faced with the reality – the OSCE was unable to condemn the aggression unleashed by Azerbaijan and Turkey and its backed terrorist fighters in the fall of 2020. It remained silent to the racially motivated crimes by Azerbaijan with the use of chemical weapons and cluster munitions against the peaceful population of Nagorno-Karabakh.

The 9 November ceasefire stopped the bloodshed in Nagorno-Karabakh, but contrary to the Azerbaijani claims, the conflict is not over. In fact, the security challenges in Armenia and Nagorno-Karabakh have increased, and are no less important than those in the Eastern Europe.

During the so-called peace time the Armenian side has had more than 120 casualties, Azerbaijan is repeatedly making territorial claims against Armenia, conducting a policy of ethnic cleansing, misappropriation and destruction of cultural and historical monuments, and continuing the aggressive rhetoric and hatred towards Armenia and Armenians.

No one should be under any illusion that the results of the use of force could ever become the basis for sustainable peace. Any agreement under force and against the will of the people cannot guarantee against new confrontations and aggression. The right of an entire nation to life and self-determination cannot be sacrificed to geopolitical or economic interests. It cannot be held hostage to discord between any regional or global actors. Armenians, that have survived the first genocide in the 20th century have vivid memories of the dire consequences of such calculations.

The Co-Chair countries of the OSCE Minsk Group should reaffirm their commitment to resume negotiations on a comprehensive resolution of the conflict based on the principle of self-determination.”

Armenian opposition holds march in support of Constitution

Members and supporters of the opposition resistance movement held a march in support of Armenia’s Constitution in Yerevan on 5 July marked as Constitution Day in the country.

The protesters headed towards the Constitutional Court holding posters that read “Arrests can't intimidate us!”, “No to dictatorship!", "Freedom to political prisoners!", “Armenia is a country of political prisoners” and the like, as well as a large model of the Constitution in chains. Also, they held photos of scores of arrested opposition activists.

Speaking to reporters at the march, ARF activist Sevak Nazaryan accused the current authorities of repeatedly violating the Constitution and seizing the country’s supreme court.

"The incumbent authorities have been trampling and distorting the Constitution in an effort to maintain their grip on power,” he said.

Protesters leave pens, cucumbers outside Armenian top court and presidential palace

Members and supporters of the opposition resistance movement left a large model of the Constitution in chains and pens outside the Constitutional Court of Armenia while protesting near the top court building on July 5 marking Constitution Day.

"We are leaving pens here which are a symbol of the violation of constitutionalism,” ARF activist Sevak Nazaryan announced, recalling that Hrayr Tovmasyan was ousted as the top court chairman after the story of an “expensive pen” which he allegedly gifted Nikol Pashinyan.

Addressing the protest, MP Aram Vardevanyan accused the incumbent authorities of ignoring and violating the Constitution.

“They have no idea what the Constitution is and they don't even want to know it," Vardevanyan said, adding it is possible to defend the Constitution only by fighting.

The opposition protesters next marched to the presidential palace and left cucumbers outside it.

"Although the president should be engaged in protecting the Constitution, he is the representative of vegetable crops in Armenia, as he does nothing and carries out the orders of one person. We have brought him this vegetable as a symbol of his inaction," Nazaryan noted.

The demonstrators threw cucumbers on the ground and marched to the Armenian parliament.

Preliminary hearings on producer Armen Grigoryan’s case set for July 15

The preliminary court hearings on producer Armen Grigoryan's case have been scheduled for July 15, lawyers Ruben Melikyan and Armen Mashinyan said in a statement on Tuesday.

They will be held at the Kentron residence of the Yerevan Court of General Jurisdiction. The case has been assigned to judge Mnatsakan Martirosyan.

Armen Grigoryan was arrested on 17 May on charges of “humiliating national dignity” of the residents of Shirak and Ararat Provinces and questioning their national identity in various interviews.

“Under the new Criminal Procedure Code, the measure of restraint, among other things, will be discussed at the preliminary court hearings," the statement reads.

Newspaper: Why US Congress members did not come to Armenia?

YEREVAN. – Hraparak daily of Armenia writes: A visit of US Congress members to Armenia was supposed to take place at the end of June. We had written that they were planning meetings with both the President of the National Assembly [(NA)] and the leaders of the three NA factions (…).

However, June 30 passed, whereas the Congress members never arrived in Armenia. It turns out that the visit of the Congress members has been postponed. NA press speaker Tsovinar Khachatryan told us that the cause was Covid. Moreover, at first it was decided that they would come with five people, then the makeup of the delegation increased—becoming to 17, but in the end they informed that they could not come to Armenia at the moment.

"They informed us that the visit is postponed due to the illness of the aircraft crew. But they have not specified who are infected with Covid—possibly the pilot as well," said the NA press speaker. Also, she noted that the Congress members had petitioned to the NA President with a request for a meeting on June 30, which, in fact, did not take place.


Newspaper: Which roads will link Turkey to Azerbaijan via Armenia territory?

YEREVAN. – Hraparak daily of the Republic of Armenia (RA) writes: As it is known, the unblocking of all economic and transport links in the region is planned according to point 9 of the trilateral statement of November 9, 2020. (…).

Although the RA authorities are not in a hurry to inform about where the unblocked roads will pass from—that is, by which roads will be connected from Azerbaijan to Turkey and vice versa—, they say in Syunik [Province of Armenia] that 4-5 road options are being discussed whereby they will allow Azerbaijanis to move freely through the territory of Armenia. (…).

One [option] is the Kubatlu-Orotan-Khot road; the other—the Bichenek/Nakhchivan/Karvachar direction.

Third, from the intersection of Noravan village in Sisian, the interstate motorway is connected with Nakhchivan and Karvachar.

The fourth—from Kubatlu to Berdzor region [to] Lachin, which passes near Khndzoresk village.

There is talk also about the construction of a road stretching from Berdzor region to Karvachar, as well as the section stretching toward Karvachar from above Jermuk.

Dutch-Armenia Business Days Summit 2022 Today

The 2022 Dutch-Armenian Business Summit will be held today in Yerevan, Armenia.

Talks will focus on furthering Dutch investment in the commercial, construction, agriculture, and technology sectors. It comes as part of Europe’s attempts to expand influence in the Caucasus region through the mediation of Armenia-Azerbaijan tensions. While Armenia is normally seen as pro-Russian when compared to pro-Turkish Azerbaijan and pro-Western Georgia, it has maintained neutrality in the ongoing Russia-Ukraine war. This neutral stance indicates its close ties with Russia have partially cooled and that Armenia wishes to avoid the effect of Western sanctions.  Further Dutch investment in Armenia is likely to be complemented by investments from other EU member states.

While Armenia lacks the oil and natural gas reserves of neighboring Azerbaijan, it has significant gold and copper reserves. Gold is particularly important for Europe as the EU looks to extend existing bans on Russian oil onto Russian gold, diversifying import sources. This will also further target Russian export revenue – Russian gold exports form its second largest export revenue source after energy.  Therefore, expect the Dutch delegation to lay the foundation for increased EU-Armenian trade focused on gold exports.


 

Top Iranian Security Official to Visit Armenia

Shamkhani is planned to pay a visit to Armenia on Thursday, July 7, Nournews reported on Wednesday.

He will travel to Yerevan at the invitation of Secretary of the Security Council of Armenia Armen Grigoryan.

Shamkhani is scheduled to hold talks with his Armenia counterpart and with Prime Minister of Armenia Nikol Pashinyan to discuss bilateral, regional and international issues.

After the trip to Armenia, the senior Iranian security official will travel to a number of other Caucasus countries.

Iran’s top security official is set to visit Armenia for talks with high-ranking officials of the neighboring country on bilateral and regional topics.

Secretary of Iran’s Supreme National Security Council Ali Shamkhani will travel to Yerevan on Thursday at the official invitation of his Armenian counterpart, Armen Grigoryan.

The visit is part of Shamkhani’s plan for a tour of the Caucasus countries.

During the trip, the Iranian security chief will also sit down with Armenian Prime Minister Nikol Pashinyan for talks on issues of bilateral, regional and international significance.

At the end of his trip to Armenia, Shamkhani will also visit some other Caucasus countries.

Azerbaijani press: Azerbaijan increases childbirth benefit

Azerbaijan has increased the childbirth benefit by an additional four million manat ($2.35 million) bringing it to AZN24 million ($14.12 million) in total, Azernews reports.

President of Azerbaijan Ilham Aliyev has approved amendments to the Law "On the state budget of the Republic of Azerbaijan for 2022".

The amendments are related to increasing the childbirth allowance from AZN200 ($117.7) to AZN300 ($176.57) from the beginning of 2022.

Over the past four years, the national average wage has grown by about 40 percent, the median wage has increased by 74 percent, and the minimum wage has multiplied.

The minimum pension increased 2.2 times, while the median monthly pension increased by 65 percent. Allowances and pensions for low-income groups increased by 2.5 to 3 times on average, and by more than 3 times in some cases.

Social support measures taken by Azerbaijan’s Labor and Social Security Ministry covered more than 30,000 citizens, including members of martyrs’ families, war veterans, and civilians affected by the Armenian aggression since the end of the 44-day war with Armenia in November 2020.
