As Armenia moves to open border with Turkey, Azerbaijan closes its own

Turkey and Armenia have agreed to partially open their mutual land border, which has been closed for nearly three decades.

The two countries announced on July 1, in identical statements, that they had agreed to “enable the crossing of the land border between Armenia and Turkey by third-country citizens visiting Armenia and Turkey respectively at the earliest date possible.”

The border has been closed since 1993, when Turkey closed it in support of Azerbaijan during the first war over Nagorno-Karabakh.

Following the second war, in 2020, Turkey and Armenia began to explore a process of normalizing their relations. The two sides appointed special envoys for normalization in December and they met for the first time in January.

July 1 was the fourth meeting between the two envoys, Ruben Rubinyan of Armenia and Serdar Kilic of Turkey. After the initial meeting in Moscow each of the subsequent meetings has been in Vienna, with no mediators. The border opening agreement was the first concrete result from the talks.

Rubinyan and Kilic also agreed to commence direct air cargo trade between Armenia and Turkey “at the earliest possible date” and “discussed other possible concrete steps that can be undertaken towards achieving the ultimate goal of full normalization between their respective countries.”

The statement also reiterated the agreement “to continue the normalization process without preconditions.”

The border opening could come soon: In a July 4 interview on public television, Rubinyan said: “I consider it logical that these arrangements should be implemented during this summer.”

The Turkey-Armenia normalization process has been conducted in parallel to another diplomatic effort, negotiations between Armenia and Azerbaijan over a peace agreement to formally end their conflict. That latter process has yet to achieve any results.

While the two processes are ostensibly separate, and Armenian officials insist that they are independent from one another, they have obvious resonances with one another. Turkey is a close ally of Azerbaijan, and Turkish officials regularly weigh in on the Armenia-Azerbaijan negotiations.

“We always state that Armenia now must respond to these well-intentioned approaches and we do encourage these,” Turkish Foreign Minister Mevlut Cavusoglu said on June 20, referring to the talks with Azerbaijan. “We see that the Armenian administration is under pressure by radicals within the country as well as the diaspora outside.”

In the interview, Rubinyan was asked if Kilic had linked the two processes. "No, these two processes are separate,” he said, adding that recent statements by Turkish officials could lead to contrary impressions, “which can not positively affect the settlement process.” Rubinyan also denied that pressure from the protests of the domestic opposition, which get substantial support from the diaspora, was influencing the course of the negotiations.

More questions about the linkage were raised when Azerbaijan, on the same day that Turkey and Armenia made their announcement, said it was closing its border with Turkey.

On July 1, Azerbaijan’s State Border Service announced that it was closing its narrow, 13-kilometer border with Turkey. That was the only one of Azerbaijan’s land borders that had been open; those with Russia, Georgia, and Iran have been closed since the start of the pandemic.

The border service cited COVID as the justification for closing the border, noting that the Cabinet of Ministers had prolonged the “special quarantine regime” in the country until September 1. But that announcement was made on June 20 and did not mention the Turkish border.

The border was closed so suddenly that many Azerbaijanis hoping to cross were stranded there.

The implausible COVID explanation led some to speculate that the real reason was the Armenia-Turkey announcement.

President Ilham Aliyev “couldn’t stand the softening between Turkey and Armenia so he shut the border, just like he increased the gas price for Turkey in 2008” when Turkey and Armenia also were pursuing an ultimately failed plan to reopen the borders, wrote activist Giyas Ibrahim on Facebook. In response to the post, however, many noted that Ankara-Baku ties are much closer now than in 2008 and Baku would have other ways of registering its disapproval.

Azerbaijani pro-government media only covered the Turkey-Armenia announcement as straight news without commentary. In Turkey, too, there was little official comment of the Azerbaijani border closing, with the governor of Turkey’s Igdir district confirming the news and saying they are “trying to understand what’s going on.” Turkey’s embassy in Baku told local news outlet Qafqazinfo that the decision was made by Azerbaijan but did not comment further.

Aliyev has said he favors the process of Armenia-Turkey normalization. “We are talking about the possible opening of the Armenian-Azerbaijani border. If the Armenian-Azerbaijani border can be opened, there is no need for the Turkish-Armenian border to remain closed,” he told journalists in February 2021. “However, this is Turkey's own decision. Azerbaijan does not have any special opinion on this issue. Moreover, whatever happens for the benefit of Turkey, it is also for our benefit.”

While Armenia and Turkey say that the talks are being conducted “without preconditions,” analyst Areg Kochinyan told RFE/RL that Turkey does de facto have one precondition: "The process should be acceptable for Azerbaijan,” he said.

"No turning points in sight" – what to expect from ongoing Armenian-Turkish normalisation process

The fourth meeting of Armenian-Turkish special representatives

Special representatives of Armenia and Turkey on the normalization of relations between the two countries met for the fourth time. But for the first time after the meeting between Ruben Rubinyan and Serdar Kylych, information about specific agreements appeared.

  • “enabling the crossing of the land border between Armenia and Turkey by third-country citizens visiting Armenia and Turkey”;
  • “commencing direct air cargo trade”.

The official statement of the Ministry of Foreign Affairs of Armenia also says that, as a result of the meeting held in Vienna, the parties decided to start the necessary processes in these two directions “at the earliest date possible”:

“Furthermore, they discussed other possible concrete steps that can be undertaken towards achieving the ultimate goal of full normalization between their respective countries. Finally, they reemphasized their agreement to continue the normalization process without preconditions”.

Moreover, after all the previous meetings, the MOFAs of both countries distributed identical information without specifying any concrete decisions. In these statements, the last phrase about the continuation of the negotiation process without preconditions was always repeated.

The practical stage of the normalization of Armenian-Turkish relations began at the end of 2021. Then Yerevan and Ankara appointed special representatives to start bilateral negotiations. The two previous meetings of Ruben Rubinyan and Serdar Kylych took place in Vienna, and the first one in Moscow.

The only visible result of the six-month negotiations was the restoration of direct air communication between the two countries.

Armenian expert community does not expect any turning events in the near future, but they positively evaluate the process of normalization and all the steps on this path.

Turkey officially recognized the Republic of Armenia on December 24, 1991. However, diplomatic relations between the two countries have not yet been established. The land border between the countries has been closed since 1993.

Talks about the normalization of Armenian-Turkish relations intensified after the second Karabakh war. Although the negotiations take place in a bilateral format, the Turkish side does not hesitate to state that it agrees with their agenda with Baku.

Political context; differences between the main actors; the role of external players, and most importantly, Azerbaijan – analysis of the Armenian-Turkish “normalization” process

The agreements reached at the last meeting cannot bring significant changes to the Armenian-Turkish relations, political scientist Areg Kochinyan believes. But, he says, it is important to understand the “direction and philosophy” of the process.

“Any step towards positive regulation, especially one beneficial to Armenia, comes from the country’s state interests. Even the smallest achievements are better than their absence”, said the expert in response to JAMnews’ request to comment on the results of the last meeting.

According to the political scientist, it is not necessary to wait for turning events yet, but it is possible that small movements will be recorded at the next meetings.

Areg Kochinyan notes that this is the logic of those small steps, which Prime Minister of Armenia Nikol Pashinyan spoke about during his last press conference.

“I will say more, we are now in such a position that if we are shown the door, we will have to climb in the window. We have to move towards regulation at any cost”, stressed Areg Kochinyan.

During an online press conference on June 27, Prime Minister Pashinyan stated that there is an opportunity for the normalization of Armenian-Turkish relations and everything must be done to use it. “If we are conducting negotiations, then there is an awareness that regulation is possible, it is possible to move forward with small steps”.

Nikol Pashinyan also spoke about concrete statements from Turkey that “create a negative background” and hinder the process of normalization. But he emphasized that this does not mean that the dialogue would be stopped at Armenia’s initiative.

According to the political scientist, it is difficult to assess the situation in general not only because there is little information. In his opinion, the important thing is not official messages, but the analysis of the interests of major players:

“The normalization of Armenian-Turkish relations is a phenomenon that contradicts the interests of the Russian Federation. One of the main reasons for the presence of Russia in the region and the level of its influence is that there are no relations between Armenia and Turkey, or, so to speak, Armenia is afraid of Turkey.

Russia is against and will always be against the normalization of Armenian-Turkish relations, and the United States or the collective West is in favor of it, simply because this will weaken Russia’s position in the region”.

Areg Kochinyan says that both Armenia and Turkey are under pressure, a complex system of counterbalances is being formed. According to him, time will tell how “everything crystallizes”.

According to economist Armen Ktoyan, the currently discussed option of cargo transportation cannot have a significant impact on Armenia’s economy.

The expert explains that the volumes of cargo air transport in Armenia are small, and moreover, they are more expensive than land ones. According to him, a system solution is necessary with unblocking of transport communications. In this case, there may be an economic benefit.

“If we are talking about complex unblocking of communications, yes, we can count on profit. This may contribute to the diversification of our foreign trade. Now we have an extraordinary concentration, mainly in the direction of Russia and the EAEU [an economic union operating under the auspices of Russia]”, stressed Armen Ktoyan, commenting on the question at the request of JAMnews.

Because of the transport blockade, Armenia has problems in European and some other directions. However, these markets will become available only if there are inexpensive communication routes.

“We should consider the possibility of direct cargo transportation between Armenia and Turkey by land. Only then we will be able to get economic benefits”, the expert believes.

The Armenian market is small, and there are risks, of course. The economist claims that the devaluation of the Turkish lira and the strengthening of the Armenian dram, observed recently, have aggravated the situation. And there can be no question of unconditionally agreeing to all proposals, the Armenian side must not retreat from its interests.

“I think that the meaning of these negotiations is that there should be clarification on specific types of production. It is necessary to evaluate what competitive advantages there are according to specific types of our products – or there are none. And what to do if they are not.

Armenia’s vulnerable position should not be the starting point of negotiations. Turkey should not consider the unblocking of communications as a way of obtaining political dividends and promoting its economic interests”, the expert said.


 

India-Armenia Sign MoU On High Impact Community Development Projects In Armenia

The eight-session of the India-Armenia Intergovernmental Commission on Trade, Economic, Scientific and Technological, Cultural and Educational Cooperation was held in Yerevan yesterday.

Both sides discussed and reviewed the current state of cooperation in diverse fields such as trade, investments, health, tourism, infrastructure, culture, connectivity, information technology, agriculture, fintech, and education. India and Armenia also signed an MoU on High Impact Community Development Projects in Armenia with financial and technical assistance from India.

Armenian Foreign Minister Ararat Mirzoyan led the Armenian delegation. The Indian delegation was led by Secretary (West), Sanjay Verma. Secretary (West) also called on Deputy Prime Minister of Armenia Hambardzum Matevosyan. He paid floral tributes to the statue of Mahatma Gandhi. Later, he inaugurated a Mahatma Gandhi Auditorium at the Yerevan State Medical University along with the Rector of the University. He also interacted with Indian students studying at the University.

Armenian and Egyptian weightlifters shine in landmark mixed event at USA National Championships

Olympic medallists were among weightlifters from seven countries who competed at – but not in – the USA National Championships in Las Vegas.

In a landmark event on the weightlifting calendar, the inaugural USA Weightlifting (USAW) Friendship Cup, international mixed gender teams of two performed alongside Americans who were competing in their own competition.

The format was devised by Ursula Papandrea, USAW's general secretary who was recently elected first vice-president of the International Weightlifting Federation (IWF).

The Friendship Cup was not an IWF-sanctioned event but mixed gender competitions and new formats have been discussed within the weightlifting community in recent months and its status could change before the 2023 version is held, possibly at The Arnold strength sports festival.

Papandrea, who will attend her first IWF Board meeting in her new role this week, said: "At a time when the weightlifting community seems quite fractured, I hope the Friendship Cup highlights the similarities between athletes as opposed to their differences.

"The intent is to bring a sense of unity among athletes, who are the potential leaders of tomorrow.

"There should be a bond between all weightlifters that outweighs any of our differences."

The winners were Sara Samir (who competes as Sara Ahmed) from Egypt and Andranik Karapetyan of Armenia.

Another Armenian, the super-heavyweight Gor Minasyan, paired with the American Madeline Staniszewski – in her first international competition – for second place, and the third place went to Maddison Pannell of the host nation and Joshua Uikilifi of Tonga.

Friendship Cup athletes lifted in their respective bodyweight sessions of the US Championships, and their team score was achieved by combining their Sinclair points totals – a global measure of performance across all weight categories.

The 16 athletes, drawn into eight mixed teams, came from seven countries in four continents.

The field included four Olympians, four world medallists and medallists from the African, European, Oceania and Pan American Championships.

Armenia sent five men to the Friendship Cup, while the US entered four women.

Egypt and Tonga each fielded two athletes while Botswana, Kenya and Uganda had one each.

All four of the American women who took part in the Friendship Cup also won medals in the National Championships – the 55kg national champion Pannell, 87kg gold medallist Laura Alexander, 64kg clean & jerk silver medallist Maddie Staniszewski and 76kg snatch silver medallist Allee Tallman.

Kuinini Manumua, a 2020 Olympian for Tonga who holds dual citizenship, won the women’s +87kg title at the National U-25 Championships and placed fourth in the Friendship Cup with the Armenian Samvel Gasparyan, the 2021 European champion at 102kg.

It was a rare appearance on the platform by Samir, who became the first woman from the Arab world to win a weightlifting medal at the Olympic Games in 2016 and is one of Egypt’s top female sports stars.

She has not competed since August 2019 in an IWF event.

Egypt was banned from international competition for two years in 2019 because of a doping scandal in 2016, in which Samir was not involved.

Samir was then one of six Egyptian athletes who tested positive for a stimulant at the African Games in Morocco in 2019.

She and the others agreed to serve a two-year suspension that expired in January this year.

Because the substances detected were not steroids, the standard length of ban was halved.

In videos posted on social media in March, Samir showed herself lifting 150kg in the 76kg category, which would have won her the gold medal in clean and jerk in three weight classes – 76kg, 81kg and 87kg – at the 2021 IWF World Championships.

In Las Vegas, where the competition ended on Sunday, Samir weighed in at 80kg and made 110-147-257, earning the top female Sinclair score of 297.

The best men’s performance was from the super-heavyweight Varazdat Lalayan of Armenia, who made 201-220-421 for 424 Sinclair points.

Meanwhile, another big star of Egyptian weightlifting, the 2016 Olympic medallist Mohamed Ehab, has announced his retirement.

He is expected to go into coaching and has been appointed to a development role by the Egyptian Sports Ministry.

Jane Fitz cancels performance at Sensor Festival in Armenia

Jane Fitz has announced that she will no longer be performing at the inaugural edition of Sensor Festival, scheduled to take place 10-12 September at a disused space telescope at Mount Aragats in Armenia.

In a statement published via Instagram, Jane Fitz shared “Over the past 24 hours I have learnt that a festival I was booked to play in Armenia in September is in fact Russian-backed and promoted. As a long-time visitor and financial beneficiary of Ukraine, who has raised funds for the war effort, it’s absolutely impossible for me to play and get paid at this festival and so I’m cancelling this booking immediately.”  – (read statement)

Azerbaijani forces open fire in the direction of Armenia’s Vayots Dzor

On July 4, around 9:15 p.m., units of the Armed Forces of Azerbaijan opened fire from various types of weapons, including large-caliber rifles, at Armenian military positions located in the western part of the Armenian-Azerbaijani border, specifically in the Khachik village of Vayots Dzor region, as well as in the direction of the road leading to the village.

The car of the community head was damaged in the shooting.

The fire of the Azerbaijani units was silenced by the retaliatory actions of the Armenian side. There were no casualties on the Armenian side.

Expert condemns Armenian authorities’ failure to respond to Cavusoglu’s remarks on opposition

The Turkish leadership on Monday again interfered in Armenia’s internal affairs, Varuzhan Geghamyan (Ph.D.), an expert on the Middle East and the South Caucasus, said on social media on Tuesday.

Turkish Foreign Minister Mevlut Cavusoglu said that the Armenia’s opposition groups are an “obstacle” to the Armenian-Turkish normalization process.

“Moreover, he labeled the opposition as "extremist groups on Armenian streets". Of course, Armenian MFA raised no voice to prevent this verbal intervention,” Geghamyan tweeted.

He accused the authorities of collaboration and failure to defend the interests of Armenian citizens. 

“Let’s not forget about more than a hundred Armenian men have been held in Baku’s prisons for almost two years and whose "status" the capitulant [Nikol Pashinyan] and his regime lowered from "prisoners of war" to "persons held in Azerbaijan", which deprived them of additional legal protection and now no one even talks about them,” Geghamyan wrote on Telegram.

“Happy Constitution Day of the Republic of Armenia, a state that has ceased to exist for more than a year!” he added.

Sports: Armenia international Sargis Adamyan joins FC Köln

FC Köln have signed Sargis Adamyan. The versatile attacker joins from TSG Hoffenheim and signed a deal until 2026 on Tuesday afternoon. The 29-year-old, who will wear the number 23, will join pre-season preparations this afternoon and take part in his first training session under FC head coach, Steffen Baumgart.

FC Managing Director, Christian Keller said: “We are very pleased that Sargis Adamyan will be wearing FC colours in the future. Sargis isn’t just a great player, who can up the performance level in our team, but also a great person who is down to earth and loyal. In sporting terms, his pace, ability to go deep, his attacking one-on-ones, finishing and also his aggressive, sprint-intensive work against the ball are his key traits. The fact that he can play in almost every attacking position gives us even more room to work with as well.”

Sargis Adamyan said: “One of the main reasons for my move to FC was that I already know Steffen Baumgart and Christian Keller. Steffen was previously at Hansa Rostock as assistant coach and I know Christian from the two years in Regensburg. My family also wanted to return to Germany. Therefore, I am really happy that the move to FC worked out. I’ve already experienced the incredible atmosphere in the stadium here. I am really looking forward to getting to know the city and the fans. Now, it’s important to get fit as soon as possible and work towards the club goals with my team-mates.”

Sargis Adamyan was born on 23rd May 1993 in Yerevan, Armenia. At the age of five, he moved to Germany with his family. The forward was part of the academies at 1. FC Neubrandenburg 04 (2005-09) and FC Hansa Rostock (2009-12), where he then made his first appearance in professional football during the 2012-13 season. Through TSG Neustrelitz and TSV Steinbach, he joined SSV Jahn Regensburg and immediately became a key part of the team. He made his 2. Bundesliga debut on 29th July 2017 and went on to feature 66 times in the second tier, scoring 20 goals and setting up a further 15. The 33-time Armenia international played himself into a Bundesliga move and joined Hoffenheim in 2019. He made 53 appearances across all competitions for Hoffenheim, scoring 11 times and recording five assists. During his loan at the current Belgian champions, Club Brugge he made 16 appearances and scored six goals.

Armenian referee Kristine Grigoryan will officiate a semifinal match of the UEFA Women’s Under-19 Championship, the Football federation of Armenia informs.

The semifinal matches of the UEFA Women’s Under-19 Championship will take place on July 6 in the Czech Republic. Kristine Grigoryan will serve as an assistant referee of the match between Spain and Sweden.

Azerbaijani forces open fire at Armenian positions, village road

The Azerbaijani military opened fire at Armenian positions in the western section of the Armenia-Azerbaijan border near the village of Khachik in Vayots Dzor Province late on Monday, the Armenian Defense Ministry said in a statement on Tuesday.

Shots were also fired at the road leading to the village, damaging the car of the village mayor, Hovik Smbatyan.

The Azerbaijani troops also used large-caliber firearms, the ministry said.

“The Azerbaijani fire was suppressed after Armenia’s retaliatory measures. There are no casualties on the Armenian side,” the statement said.

Earlier, the village head turned down a request from Panorama.am to comment on the shooting reports, urging it to contact the Defense Ministry.
