Azerbaijani forces open fire at Armenian positions – Defense Ministry

The Armenian Ministry of Defense has refuted the reports of the Azerbaijani side claiming that during the night of July 16 units of the Armenian Armed Forces opened fire in the direction of the Azerbaijani combat positions located in the eastern part of the Armenian-Azerbaijani border.

At the same time, the Ministry said, units of the Azerbaijani Armed Forces opened fire from various, including large-caliber rifles, in the direction of the Armenian military positions located in the specified section of the Armenian-Azerbaijani border.

The fire of the Azerbaijani units was silenced by the retaliatory actions of the Armenian side.

Armenia and Azerbaijan foreign ministers hold first meeting since 2020

The foreign ministers of Armenia and Azerbaijan met in Georgia for their first bilateral meeting since 2020 when thousands died in a conflict over control of Nagorno-Karabakh.

The meeting between Armenian foreign minister Ararat Mirzoyan and his Azerbaijani counterpart Jeyhun Bayramov in Tbilisi comes months after Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan met in Brussels.

The pair met to "advance discussions" on a peace treaty between the countries.

"This is the first meeting between the ministers, and we hope that it will bring in a result," Aliyev said on Friday.

However, the atmosphere was tense ahead of the meeting in Tbilisi, as several armed incidents have recently taken place along the border between the two countries, including a shootout on Friday night.

After the meeting, Armenia’s foreign ministry released a statement that said the pair discussed "a wide range of issues".

"The parties discussed the implementation of the agreements reached [by the leaders of the two countries] and discussed possible future steps," the statement said.

Mirzoyan also called for the release of Armenian prisoners currently held by Azerbaijan since 2020 and an investigation into the whereabouts of missing people.

Armenia and Azerbaijan have fought in two wars since the Soviet Union collapsed.

In 2020, more than 6,500 people died in six weeks of fighting.

The conflict eventually ended after Russia brokered a ceasefire agreement under which Armenia ceded large parts of Nagorno-Karabakh — a territory nestled between the two countries — while Moscow deployed around 2,000 peacekeepers to oversee the truce.

However, Russia stepped back as the primary mediator after it invaded Ukraine in late February, and the European Union has taken over the role since.

Azerbaijani troops fire at Armenian positions in fresh ceasefire violation

The Armenian Defense Ministry has denied Azerbaijan’s accusations of cross-border shooting. Also, it says Azerbaijan itself violated the ceasefire in the border area last night.

“The statement of the Azerbaijani Defense Ministry alleging that the Armenian army units opened fire on Azerbaijani combat positions deployed in the eastern section of the Armenian-Azerbaijani border on the night of 15-16 July is disinformation,” the ministry said in a statement.

Meanwhile, the Azerbaijani military fired at Armenian positions in the border area, also using large-caliber firearms.

“The Azerbaijani fire was suppressed after Armenia’s retaliatory measures,” the statement said.

Catholicos Aram I concerned about recent developments in Armenia

His Holiness Aram I, Catholicos of the Great House of Cilicia, has expressed concern over the recent developments in Armenia.

“In particular, the developments concerning the Armenian-Turkish negotiations and the ban on ARF Bureau member Mourad Papazian’s entry to Armenia are disturbing,” he said in a Facebook post on Friday.

“Such developments can negatively affect relations between Armenia and the Diaspora. Clear and complete information must be provided to the public,” Catholicos Aram I said.

Arrested opposition activist Narek Mantashyan hospitalized

Opposition Hayastan alliance member Narek Mantashyan has been taken to hospital from prison, his lawyer Alexander Kochubaev said on social media.

He was hospitalized late on Friday due to heart issues caused by elevated blood glucose levels, the lawyer said.

“The current authorities have come to realize that they can no longer keep people in prison on trumped-up charges and are making every effort to cause their death,” Kochubaev wrote.

"Judge Karen Farkhoyan never bothered to hold an emergency hearing in a month to consider the motion over the incompatibility of Mantashyan's health condition with arrest, while the state has clearly failed in its function of ensuring his health," the lawyer said.

Narek Mantashyan is accused of involvement in mass riots in Yerevan on 10 November 2020.

Hayastan alliance: Armen Grigoryan was another ‘victim of tyranny’ growing in Armenia

The opposition Hayastan alliance has extended condolences on the demise of film producer Armen Grigoryan, who was critical of Armenia’s government.

Grigoryan died during his trial in Yerevan on Friday. The cause of his sudden death is yet to be established after a forensic examination.

“Armen Grigoryan, who had been placed under arrest at the request of the National Security Service (NSS) from May 17, was another victim of the regime and the tyranny growing in the country with each passing day,” the bloc said in a statement on Saturday.

“Human rights, dignity and freedom are of no value to the authorities who crack down on free speech and political dissidents through arrests and repressions.

“Armen Grigoryan was courageously and tirelessly fighting for our dignity, justice, homeland and statehood as well as the release of his brothers being held in captivity,” the alliance said.

It described him as a “bright and compelling” man.

“Armen Grigoryan was certainly one of the precious victims of our struggle for the homeland.

“We would like to offer our condolences to Armen Grigoryan's family and friends on his untimely and tragic death. His memory will remain bright in our hearts,” Hayastan said.

Yerevan mayor sues opposition leader Ishkhan Saghatelyan

Mayor of Yerevan Hrachya Sargsyan has filed a lawsuit against Hayastan bloc MP Ishkhan Saghatelyan, one of the opposition leaders. 

Saghatelyan is accused of holding an "unauthorized rally" in Yerevan under Article 180.1 of Armenia’s Code on Administrative Offences. 

The suit says he failed to notify the community head of the demonstration in a manner prescribed by law. 

The case was filed on July 15, according to DataLex portal.

The Armenian opposition held another rally in Yerevan on Friday evening.

‘Don’t flirt with Trotsenko’, Americans warn Pashinyan as ZCMC ruling is expected soon

A court in Armenia is set to issue a ruling in the Zangezur Mining vs. Zangezur Copper-Molybdenum Combine (ZCMC) case in the near future, while Armenia’s government has already “put up with” the idea of losing the case, Pastinfo reported on Saturday.

Former Russian Health Minister Mikhail Zurabov, who owns 12.5% of the ZCMC shares, sued the mining giant, asking the court to invalidate the sale of its 60% shares to Russian billionaire Roman Trotsenko’s GeoProMining Gold. The decision to unfreeze the shares has already been overturned.

On September 30, 2021, Industrial Company JSC, a wholly owned subsidiary of Roman Trotsenko's GeoProMining, mysteriously acquired 60% of the ZCMC shares and promptly donated a quarter of that stake to the Armenian government. The granted 25% of the shares make up 15% of the ZCMC equity. Trotsenko’s company acquired the shares immediately after they were unfrozen by an Armenian court.

“Our sources tell us that Nikol Pashinyan is somewhat disappointed, since he has realized that Trotsenko, who has been targeted by U.S. sanctions, has “let him down”. He has warned against any interference in the case as well as any corrupt deal favoring GeoProMining,” Pastinfo said.

“Our government sources report that Pashinyan's tough stance is also attributed to the reports that Trotsenko and his team have decided to sell another "property" they own – the Agarak Copper-Molybdenum Combine – to the Zangezur Copper-Molybdenum Combine at a price much higher than normal in order to solve their personal financial problems. Moreover, the idea apparently belongs to ZCMC Director General Roman Khudolin.

“Another important fact is that the U.S. Embassy has also warned Pashinyan that Roman Trotsenko is on their black list, i.e. he is among the sanctioned Russian businessmen. This has also affected Pashinyan's position. According to our diplomatic source, Pashinyan has been urged, "Don't flirt with Trotsenko."

“The government experts have studied the court case and have concluded that the Zangezur Mining's lawsuit is well grounded and any meddling to win the case will have negative consequences both on the investment environment and international courts, where the government is likely to lose huge sums,” the media outlet says.

According to him, it is Armenia's Security Council, not National  Security Service, that is the CIA's partner in Armenia, as it is  Secretary of the Security Council Armen Grigoryan and Mr Hikmet  Gajiyev, Aide to the President of Azerbaijan, are in charge of the  Armenian-Azerbaijani reconciliation. 

"I am sure the visit agenda has been drawn up by the U.S. as we have  no our agenda. And the CIA's major targets in the region are Iran and  Russia, the nations Washington is seeking to force out of the region.  The U.S. believes Russian military presence in the region prevents  normalization of the Armenian-Turkish and Armenian-Azerbaijani  relations," Mr Sargsyan wrote. 

Georgian and Azerbaijan are key nations in the South Caucasus. 

"By the way, Gina Haspel, former CIA director, CIA Station Chief in  Azerbaijan. Since the Armenian- Turkish and Armenian-Azerbaijani  normalization processes are under way, Washington will be active. Key  West and football diplomacy are examples," the expert concludes.

Opposition says it is preparing declaration recognizing all Pashinyan’s agreements as null and void

The issue of Artsakh was on the agenda of my meetings in Strasbourg, we also talked about the issue of prisoners of war, Ishkhan Saghatelyan, the coordinator of the Resistance movement said.

His remarks came during a rally in France square, listing several minutes he made from his European visit.

Saghatelyan said that Nikol Pashinyan's claim that there is a demand formed by the international community to lower the bar in the status of Artsakh is a lie.  "There was a demand for a common peace agenda and to achieve peace, but when I explained to international partners that this peace cannot be at the cost of  repatriation of the Armenian people, depopulation of Artsakh and ethnic cleansing, those justifications and arguments had no objection, which is very understandable,” he said.

The second record, according to him, is that the Armenian authorities, like in all other areas, have completely failed here.  The defense of Armenia and Artsakh on the international platforms is in an absolute state of disrepair, our interests are not protected.

Saghatelyan said that Turkish-Azerbaijani delegations on international platforms present the Resistance movement as revanchists who want to destabilize the situation in the region.  "Our struggle is not only against Nikol's government, but also against its owners.  In fact, we must realize that today we are fighting not only against the government of the day, but also against Turkey, Azerbaijan and their money-financed agencies, "fakers" and agents," he said.

The coordinator of the Resistance movement also informed that now they are preparing a declaration of denunciation, cancellation, the content of which is as follows, which the next authorities should consider null and void any agreement reached by Nikol Pashinyan, whether written or verbal.

"Given that Pashinyan has nothing to do with the interests and will of our people, he promised the people one thing with his  government program during the pre-election period, and now he is doing something completely different, he is serving the interests of Azerbaijan and Turkey, putting aside the vital interests of the Armenian people. We will take the initiative that the next government should as a matter of urgency declare null and void any verbal and written agreement reached by Nikol.

And after the final development of this document, we will propose that all political forces and figures of Armenia sign it and the whole world, including Aliyev and Erdogan, and all understand that any agreement reached with Nikol is null and has no legal significance for the Armenian people,” he said.
