“Dear students, teachers and parents, happy September 1st, congratulations on Knowledge and School Day. The beginning of every academic year is unique and obligating for us all.  In the era of modern changes, knowledge and education are the main pillars with which man, societies and countries must be able to overcome the most various challenges and problems.

Dear first-graders and freshmen, I would like to specially wish you peaceful course in this new phase of your lives where you must learn, acquire knowledge and experience and enrich the potential of our society, which is not only one of the primary guarantees of our country’s development and empowerment but also the precondition of the prosperity of our society and citizens.

I am conveying special congratulations to all teachers and academic staff, wishing good luck in your difficult and responsible work. You bear on your shoulders not only the working or specialized duties, but also the responsibility of developing a conscious and dignified citizen through giving high-quality education to generations.

YEREVAN, SEPTEMBER 1, ARMENPRESS. The Yerevan Court of General Jurisdiction approved the motion of investigators to remand into pre-trial detention Lt. General Mikayel Arzumanyan, the former Commander of the Defense Army of Artsakh, his lawyer said in a statement.

Arzumanyan is charged with military negligence. Investigators said that during the war, in conditions of martial law, from October 30 to November 9 of 2020, Arzumanyan displayed negligent attitude for his duties during organizing the defense of the town of Shushi and nearby regions and failed to fulfill or improperly fulfilled his duties which led to severe consequences: enemy forces captured Shushi and nearby areas and the Armenian forces suffered casualties.

He denies wrongdoing.

“On July 28, 2022 the Government approved the 2030 Education Program bill which must be debated and finalized in parliament. The program outlines our mid-term actions in the areas of pre-school education, public education, vocational education and teaching, higher and post-graduate education. I believe that the successful implementation of this document will guarantee Armenia’s future,” Pashinyan added.

On September 1, Artsakh Republic President Arayik Harutyunyan, with First Lady Christina Harutyunyan, visited the Antonia Arslan Armenian-Italian Educational Complex in the capital and attended the ceremony of the First Bell, the Artsakh presidency said in a statement.

The Head of the State congratulated the teachers and students on the occasion of the Day of Knowledge and the start of the academic year, wishing them success, diligence and all the best.

YEREVAN, SEPTEMBER 1, ARMENPRESS. Tens of thousands of children are deprived of the opportunity of receiving quality education in proper kindergartens, pre-schools and schools today, Prime Minister Nikol Pashinyan said at the Cabinet meeting.

“Educational facilities aren’t always accessible to learners and not always do they provide proper professional qualification. This results on one hand in unemployment, on the other hand there are more and more statements on the absence of qualified workforce in the country,” Pashinyan said.

According to the PM, no proper standards of universities are functioning in Armenia and having a university diploma doesn’t always mean having higher education.

“As a result of this we often hear baffled complaints that people with higher education, sometimes with two diplomas, are unable to find jobs and are living in poverty,” Pashinyan said.

He added that this situation is intolerable because this situation exists at the expense of the future and is a “landmine placed under Armenia’s future.”

“Thus, we’ve embarked on major educational reforms. Our program, stipulated in the Civil Contract Party’s campaigning program, on building, reconstructing or renovating 300 schools and 500 kindergartens by 2026 has launched. As a result of implementing this program, children will have the chance to attend high-quality kindergartens, pre-schools and schools even in remote settlements, which must become the key factor of the revival of villages,” Pashinyan said.

Deputy PM Hambardzum Matevosyan inspects construction works in Shirak province

YEREVAN, SEPTEMBER 1, ARMENPRESS. Deputy Prime Minister Hambardzum Matevosyan visited the Shirak Province on August 31.

Matevosyan toured the construction site of the 18,7km section of Talin-Lanjik of the North-South Transport Corridor Investment Program, where the Deputy Minister of Territorial Administration and Infrastructures Kristine Ghalechyan and the Executive Director of the Road Department Gor Avetisyan, together with the contractor engineer and construction workers presented the ongoing work, stressing that the asphalting work of this section will be completed within September 2022, while the equipping and marking works will be finished during November 2022.

Shirak Governor Nazeli Baghdasaryan welcomed Matevosyan at the Lanjik-Gyumri road section.

The construction of the 27,5km long road section is expected to be completed in December 2023.

The next stop was at the Horom-Artik-Alagyaz 4,9km long republican-significance road which is currently being renovated by state budget funds.

Then, the Deputy PM visited the construction site of the Azatan N2 school. The work is carried out as part of the Seismic Safety Improvement program of the Territorial Development Fund of Armenia. The program is worth 1 billion 585 million drams. The construction of the school with a capacity of 300 students was launched in January 2022 and will be completed in two years.

During the visit to the province, the Deputy PM, accompanied by the Governor, laid flowers at the war memorial honoring the memory of fallen troops.

Matevosyan also inspected the construction of a kindergarten in the settlement of Shirak in Akhuryan.

Active construction is underway at the Gyumri city Friendship Park.

The last stop during Matevosyan’s visit was the construction site of the Artur Alexanyan Greco-Roman Wrestling Youth School Complex. The construction began in 2021 and is expected to be completed in 2025. The complex will be equipped with training grounds, football field, a track, a swimming pool, a hotel area, among others.

Armenia to implement inter-village educational complex program

YEREVAN, SEPTEMBER 1, ARMENPRESS. Prime Minister Nikol Pashinyan said that many villages in Armenia have emptied out also because of the fact that since pre-school age children haven’t had any chance or prospect for proper education in those villages.

Speaking at the Cabinet meeting, the PM said that the parents preferred to leave the villages to create better education prospects for their children.

He said that the new kindergartens and schools which are being opened in villages will become the cornerstone of revival for several villages.

Pashinyan emphasized the inter-village educational complex program.

“We will implement such programs for villages which don’t have the sufficient numbers for having their separate school or kindergarten and there is a chance to bring the children of several villages together in one place. We will build new buildings, equip them, we will build new roads leading to these complexes, we will buy new school buses and we will ensure their right of receiving proper education,” Pashinyan said, adding that the program will also enable the mothers of these children to have access to education, to be involved in public and economic activities, which in turn will become a factor of political, economic and civilizational development of Armenia, and numerous families will overcome poverty through education and work.

“Talent promotion, discovering talents and development of protection mechanisms are of special importance for us,” he said.

Pashinyan administration to triple teacher salaries

YEREVAN, SEPTEMBER 1, ARMENPRESS. The government of Armenia can’t tolerate the “ridiculous” salaries paid to school and kindergarten teachers and has launched a process of tripling the salaries, PM Nikol Pashinyan said.

The PM said that this process must be accompanied with the voluntary certification process of teachers.

“Furthermore, this ought to be a continuous process and the certified teachers will have the chance of again getting their salary increased once every five years,” the PM said.

Regarding teachers who haven’t passed the certification process for several years, the PM said that these teachers won’t have the chance to retain their positions.

PM Pashinyan said that kindergarten teachers must also undergo the same process.

Armenian PM highlights utilization of new technologies in public education
