YEREVAN, JULY 21, ARMENPRESS. Civil procedure will be digitized in Armenia.

Minister of Justice Karen Andreasyan said at the Cabinet meeting that a tender has already been held for this process and that the civil procedure can be digitized after making the relevant financial re-distribution.

348 million drams will be spent on the digitization.

“By saying digitization, we mean that lawyers will be able to present the lawsuits, motions and evidence from their office. The trials can also be held online, without people visiting the courthouse,” Andreasyan said.

The same approach will be applied to the administrative and criminal procedures in the future as well.

Economist says importers in Armenia are in the best situation now amid appreciation of dram

YEREVAN, JULY 21, ARMENPRESS. Economist Tatul Manaseryan says that importers are now in the best situation during the current appreciation of the Armenian dram and depreciation of foreign currency.

“Today, importers, not manufacturers and those establishing production, are in the most favorable, in the best situation. And this is, first of all, connected with the “cheap” dollar and the appreciated dram”, he said at a press conference today.

He said that importers are now paying cheaper for the same goods and make a big profit.

“When a national currency is appreciated in the economy, it almost automatically leads to the decline in prices. When we are a country with import direction, we also import the prices of the global market. When the dram is appreciated, these prices, expressed in dram, should fall a bit, which is not taking place”, he said.

In this sense he sees need for proper state control of prices. He notes that today importers have an appreciated national currency in their hands, even there is a high demand despite the high prices, no matter how much the prices rise, the demand is not declining.

Reforms in Armenia envisage integrity check for all judges, prosecutors, investigators

YEREVAN, JULY 21, ARMENPRESS. The Cabinet approved the 2022-2026 Judicial and Legal Reforms Strategy and its Action Plan.

Speaking at the Cabinet meeting, Minister of Justice Karen Andreasyan said that it is the continuation of the 2019 strategy.

He said that many of the works in the new strategy are inherited from the previous one and are being perfected and improved.

“Certain areas were unfortunately not implemented due to the pandemic and the war. Some other areas are almost ready and we will implement them in the next months,” he said.

The first provision in the strategy is the judiciary reforms. The full chain of the Anti-Corruption Courts will be launched. The system is nearly completed.

The other important direction is the digitization of court proceedings, and then integrity check.

Andreasyan said the integrity check will concern not only the judges. “Today, only newly appointed judges are passing an integrity check, whereas the strategy envisages that soon all active judges will pass the integrity check. This will become a very serious instrument in fighting corruption,” Andreasyan said, adding that they envisage the integrity check also for prosecutors, investigators, prison staff and in some other areas as well.

The other emphasis in the strategy is the chance to appeal the Supreme Judicial Council’s disciplinary decisions.

Reforms are also envisaged in law practice. Andreasyan said they’ve worked together with the bar association and the lawyers in developing the amendments and they’ve reached a consensus.

Reforms are planned in the bankruptcy field, as well as the compulsory enforcement system.

The system of alternative solution of disputes is also an important direction in the strategy.

Italian PM Mario Draghi quits

YEREVAN, JULY 21, ARMENPRESS Italy’s Prime Minister Mario Draghi tendered his resignation Thursday.

Speaking to Parliament, Draghi said he was going to meet with President Sergio Mattarella and inform him of his intentions after failing to unite his fragile coalition government.

Mattarella has reportedly asked him to remain in place in the interim with a caretaker government, CNBC reported.

Last week, Mattarella rejected Draghi’s first resignation and asked him to lead more negotiations with lawmakers in the hope of avoiding snap elections.

Netflix to acquire Zareh Nalbandian’s animation studio Animal Logic

Netflix is acquiring Australian animation studio Animal Logic, which is producing films for the streamer including “The Magician’s Elephant,” directed by Wendy Rogers, and “The Shrinking of the Treehorns,”  directed by Ron Howard, Variety reports.

Animal Logic co-founded by Zareh Nalbandian has about 800 employees, mostly based in Sydney and Vancouver. The acquisition “will help us accelerate the development of our animation production capabilities and reinforces our commitment to build a world-class animation studio,” Netflix said in its Q2 letter to shareholders.

The company did not disclose the purchase price for Animal Logic but said it will fund the acquisition from cash on hand. Netflix expects to close the later this year, subject to certain regulatory approvals.

“Together, we’ll create an animation studio that will produce some of our largest animated feature films,” Netflix said in the shareholder letter.

Founded in 1991, Animal Logic’s film work has included The Lego movies, the two “Peter Rabbit” films, “Legend of the Guardians: The Owls of Ga’Hoole” and “Happy Feet.” The studio also has produced visual effects for movies including “The Matrix,” “Moulin Rouge!”, “300” and “The Great Gatsby” and “Captain Marvel.”

Netflix said Animal Logic, led by CEO and co-founder Zareh Nalbandian, will continue operating under the Animal Logic brand and will “fulfill production of existing and ongoing commitments and continue to collaborate and work with longstanding studio partners.” 

Nalbandian said in a statement provided by Netflix, “After 30 years of producing great work with great people, this is the perfect next chapter for Animal Logic. Our values and aspirations could not be more aligned with Netflix, in working with diverse content makers, producing innovative and engaging stories for audiences around the world. Our collective experience and talent will open new doors for all our teams and will empower a new level of creativity in animation.”

President of the UN General Assembly to visit Armenia

The delegation headed by the President of the UN General Assembly Abdulla Shahid will visit Armenia July 26-29.

In this regard Prime Minister Nikol Pashinyan has signed an order, instructing the Minister of Foreign Affairs and Head of the State Protocol Service of the Ministry of Foreign Affairs to prepare the program of the visit, ensure the proper organization of events during the guests’ stay in Armenia.

European Parliament will continue efforts to ensure return of Armenian POWs, MEP David McAllister tells PM Pashinyan

Prime Minister Nikol Pashinyan received the delegation led by David McAllister, chairman of the European Parliament’s Foreign Affairs Committee (AFET).

The Prime Minister emphasized close cooperation with the European Parliament and noted that the European Union is one of the most important partners in the effective implementation of Armenia’s democratic agenda. The Prime Minister emphasized cooperation within the framework of the Eastern Partnership and noted that Armenia is leading among Eastern Partnership countries in terms of fight against corruption, freedom of speech, electoral reforms and other directions.

David McAllister thanked for the warm reception and hailed the effective and close cooperation with the Armenian parliamentarians. He welcomed the democratic reforms being implemented in Armenia in various fields, adding that the European Union will continue to support the Armenian government on this path.

The interlocutors referred to the processes taking place in the South Caucasus region, the situation around Nagorno Karabakh, the possibilities of unblocking regional infrastructures, demarcation between Armenia and Azerbaijan. Prime Minister Pashinyan presented in detail the position of the Armenian side on the above-mentioned directions.

The interlocutors emphasized the importance of ensuring regional peace and stability, and the continuation of dialogue in that direction.

Nikol Pashinyan referred to the issue of Armenian prisoners of war still held in Azerbaijan. David McAllister noted that the European Parliament also attaches importance to ensuring their return and will continue efforts in that direction.

Issues related to the preservation of Armenian cultural heritage in the territories currently under Azerbaijani control were also discussed. Nikol Pashinyan and David McAllister emphasized the need to ensure the access of the UNESCO mission to the conflict zone of Nagorno-Karabakh and the implementation of consistent work for this purpose.

Authorities explain decision to deny entry to French-Armenian leader

PanARMENIAN.Net - The Armenian authorities issued an explanation Friday, July 22 regarding the decision to deny entry into Armenia to French-Armenian community leader Mourad Papazian, Armenpress reports.

The Department of Information and Public Relations of the Prime Minister’s Office said that Papazian, the Chairman of the Coordination Council of Armenian Organizations of France (CCAF) and a citizen of France, was barred from entering Armenia pursuant to law because he was among those who “organized the attack” on the official motorcade of the Armenian PM’s delegation in France earlier in June 2021.

“Said person was denied entry into the Republic of Armenia based on Clause G and Z, Article 8 of the Law on Foreign Nationals. This person is one of the organizers of the attack on the official motorcade – displaying the state flag of Armenia – of the governmental delegation led by the Prime Minister near the Armenian Embassy in France on June 1 last year. Various objects and items were thrown in the direction of the motorcade. The official Armenian flag-bearing car carrying the Prime Minister was attacked and the situation was resolved only as a result of intervention by French police and security forces,” Pashinyan’s office said.

“Information about the incident has been published by a number of media outlets, and the footage is available online. The other active participants of the attack were also denied entry into Armenia. Moreover, the Republic of Armenia does not have any reservations against any participant of peaceful rallies, while those who organized the attacks and took part in them were banned from entering the Republic of Armenia by law.”

Article 8 of the Law on Foreign Nationals envisages the grounds for denying a foreign national entry visa, revoking a visa or banning from entering the country.

Armenian students win 2 bronze medals at Int’l Geography Olympiad

PanARMENIAN.Net - The Armenian team won 2 bronze medals at the 18th International Geography Olympiad held online and hosted by France from 12th to 18th July, the Ministry of Education, Science, Culture abd Sport reports.

Ruben Sargsyan from the Gyumri Photon school (12th grade) and Hovhannes Stepanyan from the Nor Artagers school of Armavir province (12th grade) were awarded the bronze medals. Mariam Grigoryan (11th grade) and Eduard Avetisyan (12th grade) from Yerevan's Quantum College also represented Armenia.

At the 17th International Geography Olympiad, which was also held online, the Armenian team won 1 bronze medal.

Armenian orphanage in Istanbul to be rebuilt in October

An Armenian orphanage, publicly known as “Kamp Armen,” in Istanbul’s Tuzla district, which was demolished on April 8 to prepare for the construction of a new building, have been chosen to be rebuilt in October, Hurriyet Daily News reports.

A dormitory where 100 young people could stay, cultural center, foyer, library, auditorium and multi-purpose halls will be built on the land belonging to the Gedikpaşa Armenian Protestant Church and School Foundation.

The orphanage was built in 1962 by the Gedikpaşa Armenian Protestant Church, as a former building on the site could not host the increasing number of Armenian students arriving from various parts of Anatolia.

During the summer of 1962 and afterwards, Armenian orphans, between the ages of eight and 12, worked on the construction of the buildings at the camp.

Known as the orphanage where Hrank Dink, a Turkish-Armenian journalist who was murdered in 2007, and his wife, Rakel Dink, met, studied and grew up, the orphanage was expropriated by authorities in 1987 on the basis of a 1936 bill preventing minority foundations from acquiring property.

Although the Turkish government signed a decree in 2011 to return property taken away from minority foundations in the past, the orphanage was left out of its scope.

The building changed hands several times before being bought by Fatih Ulusoy, who had decided to demolish it to make room for new buildings in 2015.

The controversial plan was later shelved as Ulusoy donated it to the Gedikpaşa Armenian Protestant Church and School Foundation after a group of activists protested the demolition in front of construction vehicles, drawing public attention to the orphanage.

The protesters, who had held a vigil for 19 days, said on May 27, 2015, that they will resume camping in the area until the day the license for the buildings is given to the foundation.
