Forecast: Brussels is unable to replace Moscow in Artsakh

ArmInfo. In the context of the ongoing conflict between the West and Russia concentrated in Ukraine, it is impossible to make any predictions regarding the prospects for resolving the Artsakh problem. Director of the Caucasus Institute,  Alexander Iskandaryan, expressed a similar opinion to ArmInfo.

"This conflict, to put it mildly, leaves no place and, most  importantly, time for the settlement of the Karabakh conflict for  Moscow and not only for this conflict. Today, the Russian Federation  is pursuing a policy of minimizing risks for itself and maintaining  the status quo in the South Caucasus as a whole, and in Central  Asia," he said.

Commenting on the desire of the EU to become an alternative platform  for the settlement of Armenian- Azerbaijani problems, the political  scientist assessed it, in general, positively. However, at the same  time, he expressed his conviction that the EU is not capable of  replacing the Russian Federation on this international track. If only  simply because Moscow is not just an intermediary in this matter, but  also a participant in the game. Which was vividly expressed by the  sale of weapons to Armenia and Azerbaijan and the presence of Russian  troops on the territory of Armenia and Artsakh.

Taking into account the common border with Azerbaijan, the many ways  to influence Armenia, Moscow as a whole has much greater  opportunities to influence both countries than the EU, which, in his  opinion, means one thing – the European format is not able to replace  the Russian negotiating format.

"However, it would be great if Brussels somehow complements Moscow in  this regard, which will also be quite difficult, given the  contradictions between the West and Russia. Moreover, if Moscow  suddenly decides to squeeze someone out of the process, then it has  at its disposal a significantly wider toolkit than the same  Europeans," he said. 

Prosecutor`s Office filed claim to court for confiscation of property of heirs of Manvel Grigoryan in favor of RA

ArmInfo.The Department for Confiscation of Property of Illicit Origin of the RA Prosecutor  General's Office submitted a request to the Court of General  Jurisdiction to confiscate the property of the heirs of the late  General Manvel Grigoryan and persons associated with him in favor of  the Republic of Armenia.

According to the press service of the Prosecutor General's Office, in  particular, we are talking about 28 real estate objects, 16 vehicles  in the territory of the Republic of Armenia, the average market value  of which is estimated at 2.552.000.000 drams, as well as equity  participation in 6 companies; in addition, loans provided to legal  entities in the amount of 668,160,803 drams; the balance of illegal  funds for 19,236,606 drams and deposits – for 18,656,316 drams.

In 2018, Mangel Grigoryan was charged with illegal possession of  weapons and ammunition by prior agreement with his wife Nazik  Amiryan, son Arman Grigoryan and other persons, as well as for  misappropriation of property allocated for the needs of servicemen  and volunteers protecting the borders of the Republic of Artsakh in  the April four-day war and the following days, tax evasion,  embezzlement of public funds and organization of theft of property  with extortion.  Manvel Grigoryan was under arrest and was released  in January 2020 due to his state of health on bail. In November 2020,  General Manvel Grigoryan passed away.

ArmInfo. The war in Ukraine will eventually lead to a redistribution of the zones of influence of global centers of power. It is also possible to forecast significant  transformations in the weight of these geopolitical actors. Professor  of Political Science at YSU Faculty of International Relations Garik  Keryan expressed a similar opinion to ArmInfo.

The professor, in particular, forecasts the expansion of the zones of  influence of the conditional pole of the United States and Great  Britain due to the reduction of influence of the European Union,  moreover, the dependence of the latter on them. Keryan explained his  forecast about the likelihood of Brussels losing its own weight and  influence in world politics by the huge financial losses of the EU as  a result of the sanctions applied against the Russian Federation.  Which, in his opinion, directly leads the EU to an energy crisis.

"Against the background of the prospects for a significant reduction  in the production of any energy- intensive products in the EU, the  current hegemony of Germany and France on the continent is being  questioned and begins to fluctuate. At the same time, strengthening  the possibilities for expansion into the European market of the  United States and Canada. Not to mention the strengthening of the  competitive positions of China, Japan, India, Brazil and Turkey.  This, in turn, is explained either by their refusal to join the  anti-Russian sanctions, or by their too little participation in this  process," he emphasized.

Keryan largely links Russia's prospects to the final results of the  Ukrainian war and China's policy, which is still maneuvering between  the US and the Russian Federation, which the professor explains as  huge costs for Beijing in the event of an aggravation of relations  with the USA and the problem of Taiwan.  "One way or another, today  it seems possible to forecast gradual new transformations in the US  hegemony that replaced the bipolar world as a result of the end of  the Cold War. And the losses that the EU bears from all this  processes make the UK's timely withdrawal from the European Union  quite understandable," summed up Keryan. 

Final public discussion to be held on extending Armenia’s Meghrasar gold mine operations for nearly 7 years

The last fourth public discussion on the environmental impact assessment report on the open-cast mining at Armenia’s Meghrasar gold mine submitted by "At-Metals" LLC will take place in Syunik Province on August 3, EcoLur reported. 

Under the submitted project, the aforesaid company intends to extend the period of the mining permit for 6.76 years.

Under the project, the total area of land for mine operation is 73 hectares. The form of land use during construction and operation is laid down in the terms of the lease for a period of 7.5 years.

In the case of annual productivity of 50 thousand tons, the total amount of emissions will be 215.67 tons/year, out of which 82.15 tons/year will stem from explosions.

The company estimates the economic damage caused to the economy from emissions from the Meghrasar mine at ≈ AMD 34.43 million per year, and the stated amount does not cause any financial obligation. The impact on land resources caused by the economic activity of the enterprise is estimated at AMD 518.587 million per year, and the total economic damage from environmental pollution makes up AMD 554.93 million per year.

Political scientist: Armenia-Turkey border will not be opened until substantive, political part of issue is resolved

After Erdogan's well-known words, it is an insult to human logic to say that Turkey does not have preconditions in its relations with Armenia. Political scientist Beniamin Matevosyan told Armenian News-NEWS.am this—and referring to Turkish President Recep Tayyip Erdogan's statement that Azerbaijan was the red line for Ankara from the very beginning in the process of normalizing Armenian-Turkish relations.

The political scientist is of the opinion that the more the process of Armenian-Turkish relations deepens, the demands increase that much more.

"Turkey implements its policy in our region through Azerbaijan, which is its proxy. An approach is widespread in the political-analytical circles of the authorities: compromises should be made to Azerbaijan, maybe the relations with Turkey will be normalized. The process of normalizing relations with concessions is a road of endless concessions. At the end of that road, the borders will not be opened, but the last page of Armenia will be closed," he said.

Earlier, Serdar Kilic, Turkey's special representative in negotiations for the normalization of relations with Armenia, had visited the Armenian-Turkish border. And on Tuesday, Eduard Aghajanyan, Chair of the Standing Committee on Foreign Relations of the National Assembly of Armenia, had assessed this visit positively and said that it speaks about the fact that the agreements are already entering the practical phase.

Beniamin Matevosyan, however, assures that new concessions will be extracted from Armenia in exchange for this visit.

"Until the substantive, political part of the issue is resolved, the Armenian-Turkish border will not be opened," the political scientist concluded.

Eurasianet: Aliyevs strengthen control over Azerbaijan’s central bank

Thanks to a recent series of personnel reshuffles, Azerbaijan's central bank has come under even tighter control of the country's ruling family. Azerbaijani journalist Ulkar Natiqqizi writes about this in the article "Azerbaijan: Ruling Family Strengthens Control of the Central Bank".

"The change of guard at the bank began in April, when President Ilham Aliyev appointed Taleh Kazimov, a loyal supporter of his family, as chairman of the Central Bank of Azerbaijan.

Kyazimov is 38 years old; since 2015, he has held senior positions in the management of Pasha Bank, which Aliyev's daughters Arzu and Leyla Aliyev co-own with their grandfather Arif Paşayev, Aliyev's father-in-law.

This appointment was unexpected: the previous chairman of the Central Bank Elman Rustamov held this position since 1995, and in April 2020, he was re-approved for another five-year term. However, in April Aliyev, without offering any justification, proposed to parliament to dismiss Rustamov, and lawmakers obediently approved this decision and appointed Kazimov to the vacated position. Rustamov was then appointed advisor to Prime Minister Ali Asadov, but has not been heard from since. Nor is he mentioned on the website of the Cabinet of Ministers.

By law, the bank must be politically independent, and many observers saw in Kazimov's appointment a sign that Aliyev was tightening control over the banking system.

"The banking sector was already under the control of Pasha Holding. Now the Pashayevs dominate it indiscriminately," economist and opposition politician Gubad Ibadoglu wrote on Facebook.

As it turned out, this appointment was only the first step.

In May, Kazimov hired a new advisor, Farhad Valiyev, who also held a high position in Pasha Bank's management. Prior to joining Pasha Bank, Valiyev worked at Premium Bank and Silk Way Holding; both of these companies are also affiliated with the ruling house.

Then, on June 1, another high-ranking Pasha Bank employee, Gular Pashayeva, also became an advisor to Kazimov.

And on July 22, Kyazymov promoted Pashayeva to general director of the Central Bank. On the same day, Oksana Ismailova, who had held the same position at Bravo Supermarket, one of the largest businesses within Pasha Holding, which brings together all the family firms, became the new head of the Central Bank's human resources department.

"The Central Bank has officially become a branch of Pasha Bank. Long live Pasha Azerbaijan!" – this is how one Facebook user commented on the latest appointments. The satirical news site Hamam Times responded to these events with speculation about how they might affect the national currency, the manat.

"In short, from now on, the fate of Azerbaijan's national currency is in the hands of former employees of Pasha Bank or Pashayev's people," Hamam Times wrote. – What do you think will be more profitable for Pashayev – a strong manat, a weak manat, a fixed rate or a floating manat?"

General Prosecutor’s Office to confiscate $7.3 million worth of property and money from Manvel Grigoryan’s heirs

The Armenian General Prosecutor's Office Department of Confiscation of Property of Illegal Origin submitted a petition to the court to confiscate 28 pieces of real estate, 16 vehicles from the heirs of late Manvel Grigoryan and, if impossible, funds worth over 2.5 billion drams (over $ 5.7 million – ed.).

In addition, the General Prosecutor's Office wants to recover 668 million drams (more than $1.5 million).

Russian Foreign Ministry comments on situation around Mikayel Badalyan

We are closely watching the unfolding situation in Armenia. Russian Foreign Ministry deputy director of department and press Ivan Nechaev said this when asked if Moscow thinks the Armenian authorities are persecuting pro-Russian activists in view of the situation around Mikayel Badalyan and the untimely death of producer Armen Grigoryan in the courtroom.

"We are sincerely interested in ensuring that our allied country develops in a stable and predictable manner in an atmosphere of peaceful and national harmony. All issues of inner-political life should be solved exclusively in the legal and constitutional framework within the framework of appropriate democratic procedures and, of course, without resorting to violence.

We welcome the call by a number of public and political figures in brotherly Armenia, among whom stands out Mika Badalyan, to develop and deepen our relations with Russia as a priority. We will continue to follow his case, as well as maintain close contacts with all responsible political forces in our friendly country. We are interested in the consolidation of the Armenian society, which would take into account the interests of all its groups. We attach great importance to further deepening of allied relations between Moscow and Yerevan, which is reflected in the joint statement adopted by the leaders of Russia and Armenia on April 19, 2022. At the request of Yerevan, Russia is ready to assist in solving problems facing the republic, including expert participation in the reforms of its system of state administration.

Recall that Mikayel Badalyan, head of the Azatagrum movement, was actively involved in the disobedience actions of the Resistance Movement. He was arrested on May 24 and charged with giving false information about terrorism. On July 18 his arrest was extended for another 20 days.

Last Friday,  Badalyan's health condition rapidly deteriorated and he was taken to the Republican Hospital.

As previously reported, producer Armen Grigoryan died on July 15 during a court session. He had been kept under arrest since May 17 of this year, despite numerous signals that he had health problems which were incompatible with the conditions of his detention.

Armen Grigoryan was charged under Part 2 of Article 226 of the Criminal Code of Armenia for statements in an interview, where he called half of the residents of Shirak and the Ararat Valley "Turks". We should also remind that international organizations have repeatedly criticized the criminalization of insult by the current Armenian authorities.

Avetik Chalabyan is released

Political and public figure Avetik Chalabyan was released from Armavir penitentiary institution.

Chalabyan thanked all those present, the family members who supported him all this time, as well as the team of lawyers and media representatives.

"I want to thank all my like-minded people. We all, in fact, joined the fight for our homeland, for our ideals, for the realization of our aspirations, it just so happened that I was the victim this time, had to pay with my freedom. But I think that this is just a small episode on the panorama of a much bigger struggle, a struggle for which other people have lost their lives and their health. So I consider my small sacrifice as only a little crumb on the altar of my homeland," he said.

Recall that Avetik Chalabyan is accused of attempting to financially interest students to participate in opposition rallies.

In favor of Turkey: UN General Assembly President deletes from his Twitter account post about visit to Tsitsernakaberd

UN General Assembly President Abdulla Shahid deleted from his Twitter account the entry about his visit to Tsitsernakaberd.

Abdulla Shahid said in the post that he visited the memorial to the victims of the Armenian Genocide and laid a wreath. He also thanked the management of the Armenian Genocide Museum-Institute for organizing the tour.

The recording was deleted after the Turkish Foreign Ministry protested the visit of the chairman of the UN GA to the Genocide Memorial to the victims of the Armenian Genocide perpetrated in the Ottoman Empire.
