YEREVAN, AUGUST 3, ARMENPRESS. As a result of Azerbaijan's violation of the ceasefire regime on August 3, the contract servicemen Gurgen Gabrielyan and Artur Khachatryan were killed, ARMENPRESS reports, the Defense Ministry of Artsakh informed.

"As we have already informed, on August 3, starting at 09:00, the Azerbaijani units, in a gross violation of the ceasefire regime, targeted the military positions of the Defense Army and the permanent location of one of the military units, using mortars and grenade launchers in addition to firearm weapons of various calibers and drones, as a result of which the contract servicemen Gurgen Gabrielyan and Artur Khachatryan were fatally wounded. The Ministry of Defense of the Republic of Artsakh shares the heavy sorrow of the loss and expresses its solidarity with the family members, relatives and comrades of the fallen servicemen.

Another 14 servicemen have been wounded.

Measures are being taken to stabilize the situation together with the command of the Russian troops carrying out a peacekeeping mission in the Republic of Artsakh.

As of 18:00, the operational tactical situation is relatively stable.

The Ministry of Defense of the Republic of Artsakh will make a statement regarding the further developments," the Ministry informs.

The Ministry of Foreign Affairs of the Republic of Artsakh strongly condemns the new wave of aggressive actions by Azerbaijan towards Artsakh in recent days and qualifies them as Armenophobiа, as well as another brutal attempt to violate peace and stability in the region and discredit the peacekeeping mission, ARMENPRESS was informed from the Ministry of Foreign Affairs of Artsakh.

"The Foreign Ministry of Artsakh calls on the international community to give targeted assessment to Azerbaijan's actions and take adequate steps to restrain the destructive policy of the official Baku.

The people of Artsakh are steadfast and determined to live freely and sovereignly in their land and overcome all difficulties with honor", reads the statement.

The Polish Chairmanship of the Organization for Security and Cooperation in Europe (OSCE) is "extremely concerned about reports of armed incidents and casualties in the South Caucasus", ARMENPRESS reports the Chairmanship of the OSCE Poland announced this on its official Twitter page.

"We call on Armenia and Azerbaijan to take all necessary measures to bring de-escalation and resume dialogue. We remain committed to support all efforts aimed at consolidating peace in the region," the Polish presidency said in a statement.

The Human Rights Defender of Armenia Kristine Grigoryan addressed Azerbaijan's military operations in a statement, stressing that this criminal behavior of Azerbaijan is reprehensible, it directly threatens and essentially nullifies any guarantee of the right to life of people living in Artsakh, which is the most vital component of peace.

“On the 1st and 2nd of August, and today, the Azerbaijani side conducted aggressive military operations in the zone of responsibility of the Russian peacekeeping mission in the various directions of Artsakh, using weapons of various calibers, grenade launchers, and attack unmanned aerial vehicles.

These acts grossly violate the principles of international law on the prohibition on the use of force and the threat of use of force, as well as the obligations of the Azerbaijani state under the trilateral agreement of November 9, 2020.

This criminal behavior of Azerbaijan is reprehensible, it directly endangers, and in fact, nullifies any guarantee of life for people living in Artsakh, which is the most vital component of peace. The criminal acts of the Azerbaijani side must cease immediately.

Regardless of the geography of the incidents and the politico-military objectives of the parties involved, this encroachment on the right to life and other fundamental rights of the civilian population must receive its true assessment.

I have called upon the ambassadors of the Minsk Group Co-Chair Countries, and other international actors involved in the conflict resolution to make maximum efforts in the direction of truly guaranteeing the right to life of the peaceful population of Artsakh”, reads the statement.

The Republic of Armenia, once again reaffirming its commitment to the agenda of establishing peace and stability in the region, calls on the international community to take measures to stop Azerbaijan's aggressive stance and actions and to launch the necessary international mechanisms, ARMENPRESS reports, the Foreign Ministry of Armenia issued a statement on the occasion of the ongoing tensions in Nagorno Karabakh.

" On August 3, 2022, the armed forces of Azerbaijan, once again violating the November 9, 2020, Trilateral Statement of the leaders of Armenia, Russia and Azerbaijan on the cessation of hostilities in the Nagorno-Karabakh conflict zone, launched aggression in the area of responsibility of the Russian peacekeeping contingent, resulting in casualties and wounded ones. 

Despite the steps undertaken by the Armenian side for achieving stability and peace in the region, Azerbaijan continues its pre-planned policy of terrorizing the population of Nagorno-Karabakh, subjecting them to ethnic cleansing and creeping occupation of Nagorno-Karabakh.

We remind that the illegal incursion of the Azerbaijani armed forces in the direction of Parukh village on March 24 of this year, the attack on the Khtsaberd and Hin Tagher villages on December 11, 2020, in the area of responsibility of the Russian peacekeeping contingent are cases of similar aggression and violation of the ceasefire.

We consider unacceptable the statements of the Azerbaijani side attempting to unilaterally change the legal regime in the Lachin Corridor defined by provision 6 of the Trilateral Statement, and reaffirm that the road passing through the Lachin Corridor can be changed only according to the plan approved by the parties to the Statement. 

As it is clearly defined by the Statement from November 9,  within the next three years, the parties (i.e. the Russian Federation, the Republic of Armenia and the Republic of Azerbaijan) should determine the plan for the construction of a new traffic road through the Lachin Corridor connecting Armenia with Nagorno-Karabakh, with the subsequent redeployment of Russian peacekeeping contingent for the protection of that road.

We emphasize that there is no such plan approved within a trilateral format so far, and we call on all parties to the Trilateral Statement to adhere to their commitments, to put immediate efforts to implement the conditions established by the Statement of November 9, including the maintenance of a ceasefire regime, the opening of regional communications, the release and return of prisoners of war, hostages and other detainees.

We consider it necessary to underscore once again that the Republic of Armenia has fulfilled all its obligations. The reason for the non-implementation of a number of provisions of the trilateral statement of November 9 is the arbitrary interpretations, continued aggressive rhetoric and actions by Azerbaijan.

The Republic of Armenia, reiterating its commitment to the agenda of establishing peace and stability in the region, calls on the international community to undertake measures toward halting the aggressive behaviour and actions of Azerbaijan and launching the necessary international mechanisms for that”, reads the statement.

YEREVAN, AUGUST 3, ARMENPRESS. The Russian peacekeeping contingent in Nagorno-Karabakh recorded that on August 3, the Azerbaijani side violated the ceasefire regime on the contact line, ARMENPRESS reports the Russian Defense Ministry said.

"Aggravation of the situation is recorded in the zone of responsibility of the peacekeeping contingent. The armed forces of Azerbaijan violated the ceasefire regime in the area of Saribaba hill. The command of the Russian peacekeeping force, together with the representatives of the Azerbaijani and Armenian sides, are taking measures to stabilize the situation," the newsletter says.

On August 2 the Russian Defense Ministry had again recorded that Azerbaijan had violated the ceasefire regime on August 1.

Since 18:00, the situation has been relatively calm.

"Describing the actions carried out by Azerbaijan against Artsakh since August 1 as a provocation, I noted that the necessary steps are being taken through the command of the Russian peacekeeping troops stationed in Artsakh in order to defuse the situation and resolve it peacefully. The European Union called on the Azerbaijani and Armenian sides to immediately stop the military operations around the Lachin Corridor and other parts of the contact line, to defuse the tension and return to the negotiating table, ARMENPRESS reports the EU spokesperson for Foreign Affairs and Security Policy announced.

“The European Union calls for an immediate end of hostilities that have erupted between Azerbaijani and Armenian armed forces around the Lachin Corridor and other parts of the contact line. Unfortunately, these clashes have already resulted in loss of life and injuries. There is a need to defuse tensions, fully respect the ceasefire and return to the negotiating table to seek negotiated solutions. The European Union remains committed to help overcome tensions and continue its participation in the process of establishing lasting peace and stability in the South Caucasus," the EU statement said.
