Azerbaijan continues its planned policy of terrorizing the population
of Nagorno-Karabakh, subjecting Nagorno-Karabakh to ethnic cleansing
and “creeping occupation,” the Armenian Foreign Ministry said in a
statement.

The comments come after the armed forces of Azerbaijan, once again
violating the trilateral statement of the leaders of Armenia, Russia
and Azerbaijan on ceasefire in Nagorno Karabakh of November 9, 2020,
resorted to aggression in the area of responsibility of the Russian
peacekeeping forces, which resulted in casualties and injuries.

“Despite the steps taken by the Armenian side to achieve stability and
peace in the region, Azerbaijan continues its planned policy of
terrorizing the population of Nagorno-Karabakh, subjecting
Nagorno-Karabakh to ethnic cleansing and creeping occupation of
Nagorno-Karabakh,” the Ministry said.

It reminded that examples of such aggression and ceasefire violation
are the advancements of the Azerbaijani forces in the direction of the
village of Parukh on March 24, the attack on the villages of Khtsaberd
and Hin Tagher on December 11, 2020, which are also located in the
zone of responsibility of the Russian peacekeeping troops.

“We consider inadmissible the statements made by the Azerbaijani side,
which attempt at unilaterally changing the legal regime of the Lachin
Corridor defined by point 6 of the trilateral statement and reaffirm
that the route passing through the Lachin Corridor can be changed only
according to a plan approved by the parties that signed the
statement,” the Foreign Ministry stated.

“As the statement of November 9 clearly notes, with the agreement of
the parties (i.e. the Russian Federation, the Republic of Armenia and
the Republic of Azerbaijan), the plan for the construction of a new
traffic route through the Lachin Corridor connecting Armenia with
Nagorno-Karabakh will be decided within the next three years, with the
subsequent redeployment of Russian peacekeeping troops to protect that
route,” the Foreign Ministry noted.

It emphasized that to date there is no such plan approved in a
tripartite format, and called on all parties to the trilateral
statement to adhere to their commitments, to make immediate efforts to
implement the conditions established by the statement of November 9,
including respect for the ceasefire regime, opening of regional
communications, release of prisoners of war and other detained
persons.

“The Republic of Armenia has fulfilled all its obligations. The reason
for non-implementation of a number of points of the tripartite
statement of November 9 is Azerbaijan’s arbitrary interpretations,
continued aggressive rhetoric and actions,” the Ministry stated.

“The Republic of Armenia, once again reaffirming its commitment to the
agenda of establishing peace and stability in the region, calls on the
international community to take measures to stop the aggressive
attitude and actions of Azerbaijan and to launch the necessary
international mechanisms for this,” it concluded.

Armenian MPs expect Russian peacekeepers to restore stability in the
area of their responsibility

Amid a new wave of Azerbaijani aggression against Artsakh, lawmakers
from the Armenia’s ruling Civil Contract faction expect the Russian
peacekeepers to take necessary actions to ensure stability in their
area of responsibility.

Noting that the latest aggression has been mostly unfolding in the
direction of Lachin corridor, MP Vahagn Aleksanyan reminds that
according to the November 9 statement, the corridor is under the
responsibility of the Russian peacekeepers.

“We should expect clear actions from the Russian peacekeeping mission
in order to exclude the further escalation of the situation and to
eliminate the existing tension, this is the obligation and
responsibility of the Russian side, stipulated by the tripartite
statement of November 9,” he said in a statement.

MP Hripsime Grigoryan said Azerbaijan’s ongoing military actions in
the area of responsibility of the Russian peacekeeping forces are not
only a gross violation of the trilateral statement of November 9,
2020, but also a direct disrespect for all parties to the statement.

“This should be clearly noted by the Russian Federation and
appropriate actions should be taken to restore peace and stability as
soon as possible,” she said.

Arusyak Julhakyan said Azerbaijan’s actions “target not only the
Lachin Corridor, but also the entire zone of responsibility of the
Russian peacekeeping forces.”

“Another gross violation of the tripartite statement by Azerbaijan is
unacceptable. The Russian peacekeeping force must ensure peace and
stability in its area of responsibility in accordance with its
mandate,” the lawmaker added.

Condemning the new wave of aggression by Azerbaijan, MP Alkhas
Ghazaryan said “in this context, Russian peacekeepers must take all
necessary actions to ensure the establishment of stability in their
area of responsibility.”


 

Rep. Pallone calls for diplomatic efforts to halt Aliyev’s dangerous actions

Department and US Mission to the OSCE to condemn Azerbaijan’s actions.

The Congressman called the new wave of aggression by Azerbaijan
against Artsakh “the latest example of Aliyev threatening the people
of Artsakh over absurd demands like the closing of the Lachin
corridor.”

He urged the State Department and the US Mission to the OSCE to
condemn these actions and use every diplomatic tool available to halt
Aliyev’s dangerous actions.

​Soldiers drafted from Armenia to Artsakh discharged early at Azerbaijan’s demand, MP says

MP Tigran Abrahamyan of the opposition Pativ Unem faction has addressed reports concerning the early discharge of soldiers drafted from Armenia to Artsakh.

After the 2020 war, no conscripts were drafted from Armenia to Artsakh and the last conscripted soldiers were expected to be discharged later in August.

“Although in August 2022 the last groups of soldiers drafted from Armenia two years ago were to be discharged in Artsakh, it seems that the demobilization was carried out ahead of schedule at the behest of Azerbaijan,” Abrahamyan wrote on Facebook on Wednesday.

“In other words, both in this case and in the issue concerning the shutdown of the Lachin corridor, Azerbaijan, besides implementing its political priorities, is doing everything possible to completely humiliate the Armenian authorities.

“The Artsakh authorities and the Defense Army are yet to explain why the demobilization is being carried out promptly and under which document,” the deputy said.

Vanetsyan slams authorities over rearrest of opposition activist Avetik Chalabyan

Homeland Party leader Artur Vanetsyan has denounced the Armenian authorities over the rearrest of opposition activist Avetik Chalabyan.

Judge Mnatsakan Martirosyan of the Yerevan Court of General Jurisdiction ordered his arrest for three more months at a hearing on Wednesday.

“Being in agony, the cowardly authorities have proven once again that the only support of their power remains the law enforcement system, which obediently serves them,” he wrote on Facebook.

“Freedom to all political prisoners!” Vanetsyan added.

Chalabyan, a co-founder of the Arar Foundation and a member of the Consolidation Movement, was first arrested on 14 May for allegedly trying to pay students of the Armenian National Agrarian University to participate in anti-government protests in Yerevan. He was released from custody after his arrest period expired on July 27.

Chalabyan dismisses the charges as politically motivated. He has accused Prime Minister Nikol Pashinyan of “persecuting” him and his family members.

Symphonic Yerevan International Music Festival to be held in Armenia

In August 2022, the inaugural edition of the Symphonic Yerevan International Music Festival will land in Armenia, organized by the European Foundation for Support of Culture (EUFSC), in collaboration with the Armenian State Symphony Orchestra, and in partnership with the Armenian Ministry of Education, Science, Culture and Sport, the Yerevan Municipality, Armenian State Philharmonia and Arno Babajanyan Concert Hall and the Komitas Museum-Institute.

Commencing on the 12th of August, and running until the 25th of the month, this festival will see some of the most acclaimed musicians and conductors of our time performing in the Armenian capital over the course of 14 days, with the festival presenting a mixture of chamber and symphonic concerts in some of the city’s most celebrated venues, including the Aram Khachaturian Concert Hall, the Arno Babajanyan Concert Hall and Komitas Museum-Institute, the State Symphony Orchestra reports.

Featuring a number of performances by the Armenian State Symphony Orchestra, who will be taking on the role of Orchestra-in-Residence for this first edition, Symphonic Yerevan will also witness appearances by a host of leading international soloists, including violinists Giovanni Andrea Zanon (Italy), Marc Bouchkov (Belgium) and Nancy Zhou (China/USA), pianists Saleem Ashkar (Israel/Palestine), Vanessa Benelli Mosell (Italy), Armine Grigoryan (Armenia), Sona Barseghyan (Armenia), clarinettist Fabrizio Meloni (Italy), cellist Brannon Cho (USA), flautist Noemi Gyori (Hungary), Gevorg Avetisyan (Armenia), guitarist Xuefei Yang (China) and others.

Moreover, throughout the festival, the Armenian State Symphony Orchestra shall also be teaming up with various distinguished conductors from around the world, with Dutch conductor Daniel Raiskin, Hungarian conductor Gergely Madaras and Sergey Smbatyan, the Founder, Artistic Director, and Principal Conductor of the Armenian State Symphony Orchestra, each set to lead the orchestra at different points of the festival.

Across Symphonic Yerevan’s 14 concerts, audiences will be able to enjoy music from a variety of seminal composers from Armenia, the wider European region and beyond, with the concert programmes specially selected to feature works from historic greats alongside contemporary offerings from some of the renowned composers of our own time.

It should be noted that Alexey Shor is the Composer-In-Residence of the “Symphonic Yerevan” International Music Festival.

Opposition MP: No limit to ‘rampant illegalities’ committed by current authorities

Lawyer Aram Vardevanyan, an MP from the opposition Hayastan bloc, has condemned the rearrest of opposition activist Avetik Chalabyan ordered by judge Mnatsakan Martirosyan on Wednesday.

Vardevanyan recalled that Martirosyan sentenced then oppositionist Nikol Pashinyan to 7 years in prison back in 2010. Pashinyan and his supporters called the judge “puppet”, “executioner”, “Matso”, etc.

“Years later, this man and his team come to power, and the same "judge” not only remains in office, but also aspires to become the court chairman, thus arresting everyone,” Vardevanyan wrote on Facebook.

The deputy also highlighted that film producer Armen Grigoryan died during his trial presided over by Martirosyan on 15 July.

“Today, the prosecutor dealing with Avetik Chalabyan’s case did not object to another measure of restraint, but the "judge" ordered his arrest,” Vardevanyan stressed.

“In a similar situation, when a person is released from custody, the new Criminal Procedure Code doesn't allow rearrest without new circumstances having emerged, but this was also ignored. In fact, there is no limit to the rampant illegalities committed by the current authorities,” he said.


Forecast: There will be no "big" war

ArmInfo.The telephone conversations of US Secretary of State Antony Blinken and his deputy Karen Donfried with the leaders and foreign ministers of Armenia and  Azerbaijan, respectively, are evidence of a significant US activation  in the Caucasus direction.

Chairman of the board of the Democratic  Alternative Party, political scientist Suren Surenyants, expressed a  similar opinion to ArmInfo.  " I am convinced that such an intensity  of calls from Washington to Yerevan and Baku against the background  of Ukraine, now Kosovo and Taiwan is a not a coincidence. And this  indicates a high degree of US interest in the current processes  between Armenia and Azerbaijan. I think that the Americans voiced  certain proposals to Aliyev, opening up more space for him to  maneuver between Washington and Moscow," he suggested.

Against this background, according to the political scientist,  Moscow, in turn, is becoming more active.  First of all, with the aim  of making proposals to Baku in turn, and secondly, to convince  Yerevan of the need for decisions based on these proposals. Having as  a priority the blocking of American activity. In his opinion, this is  evidenced by the calls of Lavrov and Putin to Baku, following the  American ones.

According to the political scientist, real politik continues to  dictate, which is expressed in the increased role of the Russian  Federation in the South Caucasus, due to the largest arsenal in the  region. Against which the EU and even the US still play the role of  second fiddle. Accordingly, Moscow does not oppose the initiatives of  other players in this game, as long as they do not directly  contradict the Tripartite Statement of November 9, 2020. In other  words, Moscow's reaction to Blinken's and Donfried's calls to Yerevan  and Baku allows us to assume that the US is going beyond its red  lines.

"One way or another, I don't see the threat of a big war, Because I  do not see any prospects for major players to allow such a war to  Aliyev. Today, neither Russia nor the West needs war. Russia does not  want to break the status quo that it has established, and the West  does not want to jeopardize communications to the Middle East. Baku  can play on all this only by intensifying bargaining with the West  and the Russian Federation, of course, at the expense of Armenia and  Artsakh," Surenyants forecasted.

Oppositionist accuses Prime Minister of Armenia of surrendering Artsakh territories

A little earlier, Artsakh Ombudsman Gegham Stepanyan reported that  tension is maintained in the northwestern part of Artsakh, at the  junction of Shushi and Berdzor (Lachin) regions, and Russian  peacekeepers are negotiating. He noted that this refers to the  section north of the city of Berdzor.  <The escalation in Artsakh is  connected with the new illegal demands of Azerbaijan on the Lachin  corridor.  The plan for the new route has not been agreed upon, not  approved, and 3 years have not yet passed since the signing of the  application [this is how much time is allotted for agreeing on a new  route by mutual approval], therefore, Azerbaijan's actions are a  flagrant violation of the tripartite statement>
