Oppositionist about Artsakh’s surrender to Azerbaijan within framework of possible peace treaty

There are two scenarios regarding the so-called peace treaty between Armenia and Azerbaijan, Tigran Abrahamyan told NEWS.am.

One of them, according to him, envisages a settlement of the Artsakh issue, which will include only clauses on the rights and freedoms of Armenians.  "The Armenian authorities, in fact, gave an opportunity to Azerbaijan to take a convenient position and say that the Armenians of Artsakh are the same citizens of Azerbaijan as other citizens living in other territories of Azerbaijan," the deputy said.

He believes there is a second scenario: if Artsakh is somehow enshrined in a document, Azerbaijan's control over Artsakh will be legally secured. "The principle of the right to self-determination is completely absent from the negotiation process. Neither Armenian nor Azerbaijani proposals say anything about it," Abrahamyan added.

The deputy is sure that the main idea of the so-called peace treaty is to consolidate Artsakh within Azerbaijan's territorial integrity, given that the current Armenian authorities have already given up on Artsakh. They gave their consent to five proposals from Baku, which in no way reflect Armenian interests and do not affect the realization of the right of the people of Artsakh to self-determination.

"In today's circumstances, Armenia should at least enshrine the thesis that the Artsakh issue has not been resolved. The absence of this clause would mean the settlement of the issue within the territorial integrity of Azerbaijan.

It would be important for us to fix also the point that the deployment of Russian peacekeepers is mechanically prolonged until the conflict is solved. But that's not on the agenda of the Armenian authorities either," Abramyan stressed.

MP: Officers who are comfortable and silent don’t know Pashinyan well

Some officers, who think they can keep silent and get favorable conditions for themselves, do not know Pashinyan well, opposition MP Tigran Abrahamyan told NEWS.am.

He is convinced that Pashinyan will sacrifice all of them until he gets an opportunity to completely avoid personal responsibility.

The deputy noted that from the point of view of public perception, Shushi has a cornerstone significance, so the authorities want to hurriedly shift the episode of the war to different actors.

"For me, these cases were not a coincidence. Charges have been brought against people who became actors in the hostilities," he added. Our interlocutor is referring to former commanders of the Artsakh Defense Army Jalal Harutyunyan and Mikael Arzumanyan, who have been charged with negligence during the 44-day war.

Abrahamyan is sure that we cannot expect unbiased investigation of the cases under the current authorities. The authorities are pursuing a certain goal, and they have said so publicly.

"The goal is to blame the volunteers, the officers, the top army personnel, but not the political authorities," the deputy noted.

He recalled that wars are fought by states, and the political authorities are responsible for the outcome of the war.

"The number one responsible and guilty party is the political authority and its leadership, including Nikol Pashinyan who became the Supreme Commander in Chief during the war," Abrahamyan concluded.

Zakharova: EU shows false initiatives in Armenian-Azerbaijani relations

“The EU is moving with its geopolitical ambitions in the region, it does not have any positive trend in terms of the regulation of relations between the two countries. Europeans have false initiatives: they want to appropriate the laurels of success that Russia has achieved in terms of the settlement of Armenian-Azerbaijani relations. We work as mediators, and that work brings concrete results, which the parties appreciate,” Zakharova said.

 

She stressed that Russia continues meaningful work with Baku and Yerevan.

 

“The works are aimed at unblocking transport links in the South Caucasus, which is within the scope of the work of border demarcation and border security commissions. We mean an agreement on a package solution for specific routes, which will be based on respect of the territorial integrity of Armenia and Azerbaijan,” Maria Zakharova said.

Traffic along new Nagorno-Karabakh-Armenia road launched under peacemakers' supervision
Russian militaries have been deployed along the new route running from Nagorno-Karabakh to Armenia, opened after the transfer of three settlements in the Lachin Corridor under Azerbaijan's control.

The "Caucasian Knot" has reported that on August 29, the Nagorno-Karabakh's Security Council decided to start transport traffic with Armenia along the new route from 8:00 p.m. on August 30.

The traffic on the new road connecting Nagorno-Karabakh with Armenia is open, the "News-Armenia" reported late at night, citing a report by the "Artsakh Television".

Russian peacemakers are stationed along the new road; and traffic policemen of the Nagorno-Karabakh's Ministry of Internal Affairs (MIA) are also on reinforced duty service there, the "News-Armenia" has added.

Oppositionists resume protests in Stepanakert

The activists who gathered for a rally in Stepanakert have stated that they will seek the resignation of high-ranking Nagorno-Karabakh officials, and the termination of agreements with Azerbaijan.

The "Caucasian Knot" has reported that on August 29, the activists, dissatisfied with the transfer of the Lachin Corridor to Azerbaijan and the situation in Nagorno-Karabakh, demanded the resignation of high-ranking officials. After meeting with the president, they gathered a mass rally in Stepanakert and promised to protest until their demands were met.

On August 30, at 7:00 p.m., people began gathering in the square to continue the rally demanding from the president to dismiss the heads of the Ministry of Finance and the Security Council and the State Minister. The action began at 7:30 p.m., the "Caucasian Knot" correspondent has reported.

Asmik Arushanyan, a teacher and one of the protesters, has stated that "(activists' demands must be met, that is, the resignation of officials and the termination of any agreements with [Azerbaijan], including the surrender of territories."

She believes that authorities have two options left – to disperse protesters or to accept their demands.

Mikhail Gorbachev leaves controversial trace in Caucasian history

Mikhail Gorbachev, the first USSR president, launched the era of perestroika and glasnost; however, during his stay in power, tragic events occurred in Tbilisi, Baku and Yerevan, and the conflict over Nagorno-Karabakh flared up.

Mikhail Sergeyevich Gorbachev, the first and only president of the USSR and the last General Secretary of the Central Committee of the Communist Party of the Soviet Union (CPSU), died on August 30 in a Moscow hospital after a long illness at the age of 92, the RIA "Novosti" has reported.

In the history of the Caucasus, Mikhail Gorbachev remained as a leader whose innovations subsequently sparked criticism, and in some cases led to tragic events. The growth of tensions in a number of regions and republics of the USSR in late 1980s-early 1990s, in particular, ultimately led to the collapse of the Soviet Union. Not the last role in this was played by Gorbachev's actions. However, the era of his reign was also marked by a number of positive aspects – the introduction of a policy of glasnost, the freedom of speech and press, and democratic elections.

On April 9, 1989, a peaceful oppositional rally near the Government House of the Georgian SSR was dispersed in Tbilisi. Units of the internal troops and the Soviet Army took part in the operation; due to the militaries' actions and the resulting jostle, according to various estimates, from 19 to 21 people perished; several hundred others were injured.

In 1990, tragic events occurred in Azerbaijan, which are fixed in the country's history as "Black January". At night on January 20, at the command of USSR's leadership, a 35,000-strong army corps was brought into Baku. As a result of the special operation, 137 civilians perished; and more than 744 others received wounds. The blame for the tragic events lies, in particular, with Gorbachev, the first president of Azerbaijan, Ayaz Mutalibov, is convinced.

During the Gorbachev's rule, the Karabakh conflict broke out. In February 1988, an extraordinary session of the Council of People's Deputies of the Nagorno-Karabakh Autonomous Oblast (NKAO) adopted an appeal to quit Azerbaijan and join Armenia. This step led to massive interethnic clashes, culminating in the expulsion of Armenians from most Azerbaijan cities and districts. On December 10, 1991, a referendum was held on the independence of Nagorno-Karabakh. Subsequently, this led to several armed conflicts between Azerbaijan and Nagorno-Karabakh.

In May 1990, street fights broke out in Yerevan between internal troops and "self-defence units". As a result, two soldiers and 14 self-defence fighters perished.

Armenian Assembly & Armenian Caucus Leadership Congratulate Artsakh’s Independence

Washington, D.C. – The Armenian Assembly of America and the United States Congressional Caucus on Armenian Issues leadership congratulated Artsakh on its 31st Independence Day. Armenian Caucus leaders Reps. Frank Pallone, Jr. (D-NJ), Gus Bilirakis (R-FL), Jackie Speier (D-CA), David Valadao (R-CA), and Adam Schiff (D-CA), reiterated their support in the face of the "ongoing challenges and threats posed by Azerbaijan" in a letter addressed to Artsakh Republic President Arayik Harutyunyan.

"We are pushing the United States government to take every available diplomatic action possible to penalize the Azerbaijani and Turkish regimes for their attacks on Artsakh in 2020 and their deadly actions that continue to this day," the letter emphasized. "This conflict demonstrates the dire need for international actors to pressure President Aliyev into halting his blatant human rights violations and return in good faith to negotiations."


The Armenian Caucus leadership reassured President Harutyunyan that they are urging the Biden Administration to allocate aid to displaced families from Artsakh.

Assembly Co-Chairs Van Krikorian and Anthony Barsamian stated: "We salute democracy in action in celebrating Artsakh's Independence Day and thank the Armenian Caucus and the Biden Administration. The recent high level appointment of a new U.S. Co-Chair to the OSCE Minsk Group, multiple other actions, and commitment to finding peace based on those principles is important to preventing another genocide by the Aliyev and Erdogan regimes."

Also today, on the occasion of Artsakh's anniversary, a bipartisan letter spearheaded by Rep. Pallone and signed by 49 Members of Congress, was sent to the Administration urging humanitarian aid to the Armenian people in Artsakh. House representatives highlighted the hardships caused by the 44-day war launched by Azerbaijan, with the full and open support of Turkey and Turkish-recruited and transported jihadist terrorists, which cost the lives of innocent civilians and thousands of young soldiers, while Armenian prisoners of war remain captive.

In addition, the letter states that the U.S. Agency for International Development (USAID) has "acknowledged that over 90,000 refugees displaced to Armenia, the majority of whom are women, children, and elderly, are suffering through an acute humanitarian crisis."

While noting that the U.S. government has funded landmine and unexploded ordnance clearance efforts and has secured millions of dollars of direct aid for humanitarian assistance initiatives, the letter stressed that the "need for this assistance has only grown due to Azerbaijan’s indiscriminate bombing campaigns in 2020 and the ongoing provocations by their troops which further endanger food, water, energy, and other critical resources for these communities."

Azerbaijani press: President Ilham Aliyev’s visit to Italy: new impetus to development of strategic relations

BAKU, Azerbaijan, September 2. Azerbaijani President Ilham Aliyev is on a working visit to Italy at the invitation of Italian President Sergio Mattarella, Trend reports.

The visit is dedicated to the 30th anniversary of the establishment of diplomatic relations between the two countries.

The purpose of the visit is to discuss current issues in a number of areas in the process of implementing the Joint Declaration on strengthening a multifaceted strategic partnership signed between Azerbaijan and Italy during the state visit of President Ilham Aliyev to the country in February 2020, further expanding cooperation in these areas, and determining the next steps oriented on results.

It’s expected that President Ilham Aliyev will take part as the main guest in the international forum held annually in Cernobbio (Italy) by the The European House – Ambrosetti analytical center, founded in 1965. The center is a leading think tank in the field of management and consulting services in Italy. It’s expected that President Ilham Aliyev will make a speech on ‘Azerbaijan's role in ensuring energy security’ at the main plenary session of this forum.

The visit is carried out during the interim government of Italy. Traditionally, during such periods, no foreign visits to Italy are made, no meetings with foreign official delegations are held, and no decisions are made on domestic and foreign policy issues. The fact that the visit of President Ilham Aliyev took place despite the limited activity of the government, testifies to the great importance that Italy attaches to strategic relations with Azerbaijan.

Italy is the number one political, economic and trade partner of Azerbaijan among the member states of the European Union. In particular, Rome actively supports the strengthening of Azerbaijan's cooperation with the European Union and NATO.

Relations between Azerbaijan and Italy reached a new, higher level with the signing of the ‘Joint declaration on strengthening the multifaceted strategic partnership between Azerbaijan and Italy’ during the state visit of President Ilham Aliyev to the country on February 19 through 21, 2020.

Within the framework of this document, the parties expressed their readiness to further strengthen the strategic partnership in all areas. Another important aspect of the joint declaration is that it was the first such document signed by Azerbaijan with a G7 country.

Trade and economic cooperation is of particular importance in relations between Azerbaijan and Italy. In 2021, the volume of trade between the two countries reached the level of the pre-COVID-19 period ($9 billion), and in the first eight months of 2022, it amounted to more than $11 billion, growing compared to the same period of last year.

Azerbaijan is Italy's largest trading partner among the countries of the South Caucasus. More than 90 percent of Italy's trade in this region accounts for Azerbaijan.

The energy cooperation is at a high level. Azerbaijan ranks first in terms of oil supplies to Italy and third in terms of gas supplies. The Southern Gas Corridor and its section Trans Adriatic Gas Pipeline (TAP) are an important factor in strengthening bilateral energy cooperation and Italy's energy security.

TAP currently supplies about 10 percent of Italy's gas needs. As a result of the agreement reached with the European Union on increasing the volume of gas transported by Azerbaijan to Europe, this figure will double.

Currently, more than 100 Italian companies operate in Azerbaijan in such areas as industry, construction, trade, and agriculture. A number of companies are engaged in restoration and construction work in the Azerbaijani territories liberated from Armenian occupation, and negotiations are underway with other interested companies.

In recent years, cooperation between the two countries in the field of culture and humanitarian activities has been dynamically developing. Before the COVID-19 pandemic, the projects and events organized in Italy by the Heydar Aliyev Foundation made a great contribution to the development of relations and contacts between the peoples of the two countries in the field of culture.

As an indicator of the high level of cultural ties between Azerbaijan and Italy, 2020 was declared the Year of Azerbaijani Culture in Italy.

Relations between Azerbaijan and Italy in the field of education began to expand on June 1, 2002 with the signing in Baku of the agreement on cooperation in the field of culture, science and technology between the governments. The most significant achievement between the two countries in the field of education was the agreement on the establishment of the Italian-Azerbaijani University in Baku during the state visit of President Ilham Aliyev to Italy in February 2020.

As part of that visit, a Memorandum of Understanding was signed between ADA University and Luiss Guido Carli University in Italy. Over the past period, conceptual and strategic documents of the Italian-Azerbaijani University have been prepared, the University of Bologna, Polytechnic University of Turin, Polytechnic University of Milan and the University of Rome La Sapienza, as well as the Luiss University, have been identified as partners.

Following this successful cooperation, a ceremony of exchanging signed agreements on academic cooperation between ADA University and five leading Italian higher educational institutions – Luiss Guido Carli University, Sapienza University of Rome, Turin Polytechnic University, University of Bologna and Polytechnic University of Milan was held in Rome on September 1 in connection with the definition of the framework for cooperation on the Italian-Azerbaijani University, and the creation of faculties and programs.

The event, which took place in the new building of the Azerbaijani Embassy in Italy, was attended by President Ilham Aliyev. As the head of state noted in his speech, the ceremony testifies that in the future Azerbaijan and Italy will act as strategic partners in the field of education as well.

Given all the above, this visit of the Azerbaijani president, which has already begun very successfully, will open a new page in cooperation in various fields.

BAKU, Azerbaijan, September 3. The illegal visit of the Secretary of the Security Council of Armenia Armen Grigoryan to Azerbaijan’s Khankandi city on September 2 is another provocation of Armenia, undermining efforts to normalize relations between the two states, Trend reports via the Azerbaijani Foreign Ministry.

According to the ministry, this illegal step purposefully taken by an Armenian official immediately after the regular meeting of the leaders of Azerbaijan and Armenia in Brussels not only casts a shadow on the agreements reached during the meeting, but also clearly demonstrates the insincerity of the Armenian side in the normalization process.

"This illegal visit shows that Armenia's statements about having no territorial claims against Azerbaijan and accepting the principles of sovereignty and state borders are far from sincerity,” the ministry said.

“It’s also disrespect from Yerevan to the efforts of international mediators. We strongly condemn the provocative step of the Armenian official and stress that any steps taken against the territorial integrity of Azerbaijan within the international borders will be responded," added the ministry.

The Armenian ‘Hraparak’ newspaper has published an article of Armenian journalist Vahe Makaryan, where he highly appreciated the new road bypassing Azerbaijan’s Lachin city, built by the Azerbaijani government, Trend reports.

"We moved forward and began to admire the quality of the magnificent road built by Azerbaijanis," Makaryan said reminding his recent visit to Azerbaijan’s Karabakh region through the new road.

He stressed that the Azerbaijanis plowed up the mountains, built tunnels and bridges within few months to lay a perfect road meeting all international standards, with the necessary high-quality markings, side railings and reflectors.

"Starting from a certain section, we also saw Azerbaijani cars on the road, and we realized that Armenians were just guests on this road. This is not our road, but only a manifestation of goodwill by the neighboring state for Armenians," the journalist wrote.

Makaryan also expressed his opinion about the road section built in Armenia.

"Of course, here the impressions are already different. The quality of the roadway is absolutely incomparable with the road built by the Azerbaijanis," he admitted.
