Nagorno-Karabakh claims tense situation on contact line

A tense situation remains on the contact line in the Karabakh conflict zone. The command of the peacemakers and authorities of Nagorno-Karabakh are taking steps to prevent escalation, the Ministry of Defence (MoD) of the unrecognized republic has informed.

The "Caucasian Knot" has reported that in the evening on August 1, the Nagorno-Karabakh's MoD announced that its militaries had suppressed the attempts of Azerbaijani soldiers to cross the contact line. The Azerbaijani MoD has refuted this information. Later, the Nagorno-Karabakh's MoD also stated that information about the hostilities on the contact line of the Karabakh conflict zone, circulated in media and social networks, has nothing to do with reality. Last night, it became known about the wounding of a serviceman of the Defence Army of Nagorno-Karabakh.

"As of 9:00 a.m. on August 2, the situation on the contact line had not undergone significant changes; the tension persists. The leadership of the Republic of Artsakh (the self-name of Nagorno-Karabakh, – note of the "Caucasian Knot"), together with the commands of the Defence Army and Russian peacemakers, are taking steps to reduce the tension and prevent further escalation," the Nagorno-Karabakh's MoD said in the statement sent today to the "Caucasian Knot" correspondent.

A source from the administration of the Vank sub-district of the Martakert District, which includes the Nareshtar community, told the "Caucasian Knot" correspondent that the night was tense, but relatively calm; the situation was controlled by the Nagorno-Karabakh's Defence Army and peacemakers.

Raffi Ovannisyan denied entry to Nagorno-Karabakh

Without explanations, Raffi Ovannisyan, the founder of the Armenian oppositional "Heritage" Party, was not allowed to come to Nagorno-Karabakh. The ban was imposed by Russian peacemakers, the party has stated.

The "Caucasian Knot" has reported that in April, also without any explanations, MPs of two oppositional factions of the Armenian Parliament were also banned from entering Nagorno-Karabakh.

Raffi Ovannisyan, who is also a former Armenian Foreign Minister and a presidential candidate in 2013, could not enter Nagorno-Karabakh on August 1. The incident occurred at the "Agavno" checkpoint, when Ovannisyan was on his way to Stepanakert to attend his grandson's christening ceremony, the "Heritage" Party has stated.

"Russian peacemakers showed the order of their commander to ban entry, which was accompanied by Ovannisyan's photo. The checkpoint staff failed to name any clear reason for the ban," a party source has noted.

Ovannisyan himself has accused the incumbent Armenian authorities of the ban on his entry into Nagorno-Karabakh.

Turkish press: Crisis within the Western security structure

The West has been embroiled in a deep political and social crisis since the end of the Cold War and the collapse of the Soviet Union. The Western crisis began immediately after it declared its ultimate victory and global hegemony. The biggest challenge for the West does not come from Russia or China but from within. There are several structural and political reasons for this crisis.

First, the Western people and governments have lost faith in liberal institutions and liberal values, including multiculturalism and peaceful co-existence. They think liberal values and institutions do not serve their national interests anymore. The rise of xenophobia, ultra-nationalism, far-rightism, fascism, racism and Islamophobia have begun to shape the Western political discourse. Mainstream center-left (social democrats) and center-right (liberals) have lost power in favor of populist far-right and far-left political parties in most Western countries. The new normal in the West is shallow political leaders and partisan politics.

After the first generation of populist politicians, such as Silvio Berlusconi, former prime minister of Italy, and Nicolas Sarkozy, former French president, dominated the first decade of the 21st century, the second group of populist politicians, such as Donald Trump, former U.S. president, and Boris Johnson, former U.K. prime minister, rose during the second half of the second decade of the 21st century. Nowadays, the Western world is waiting for the third generation of populist and radical politicians who view world politics from a conflictual perspective. The momentum in the West is still negative and illiberal direction; the Western common denominators continue to weaken and disappear.

Second, the evolution and the future of NATO have been widely discussed at the heart of international politics. Several disputes between the United States and other NATO allies, namely continental European countries and Turkey, have been rising for the last two decades. When the U.S. embarked on a controversial war in Iraq and illegally occupied the country, the majority of the Europeans and many European governments opposed the U.S. Even Germany, who in principle never questioned any American initiative abroad, openly criticized the U.S.' invasion.

Furthermore, Greece, which illegally militarizes the Aegean islands close to Turkey, has been trying to do anything in its capacity to provoke Ankara to increase the tension in the Eastern Mediterranean region. Greece has been insistently asking the Western countries to impose sanctions on Turkey. Recently, the two countries came close to a naval confrontation in the region and the NATO members such as the U.S. and France have been sending military troops and warships to the region to support Greece. Since the U.S. does not act as a broker between the two allies, it has lost its neutral and effective position.

The more NATO expands, it will lose its common denominators. In other words, with the inclusion of new states with different priorities and agendas into the NATO alliance, the alliance's cohesion will weaken. According to the NATO agreement, every ally possesses the right to veto any NATO decision if its demands are not met or if its national interests require otherwise. The most recent discussion about the possible membership of Sweden and Finland, which Turkey questions, indicates the questionable future of NATO.

Souring relations among the NATO allies have been undermining the organization and its ability to make effective decisions and intervene into regional crises. Russia's invasion of Ukraine has relatively reconsolidated the alliance, at least for the short term. However, after the prolonged war in Ukraine, the members of the alliance have begun to return to their previous positions and do not stand united against the crisis. Different members of the alliance have not only different priorities but also conflictual policies. For instance, many NATO members have been supporting and sponsoring anti-Turkish non-state actors and terrorist organizations, which undermine Turkey's national security. On the other hand, while many NATO members have supported Khalifa Haftar, the illegal military actor in the Libyan crisis, Turkey has supported the U.N.-recognized government.

Third, NATO's credibility eroded in the last two decades. The allies of the Western world, both Western and non-Western states, no longer trust the NATO alliance and the leading Western countries. For instance, neither NATO nor the Western states could save the Arab regimes during the Arab uprisings and revolutions or Georgia and Ukraine from the Russian intervention and disintegration. Even the Armenian government has criticized NATO for its inability to intervene in the crisis in the South Caucasus.

The Western NATO allies have different priorities; naturally, they do not consider the national security concerns of other states, including Turkey, a NATO ally. Turkey has been reminding the other NATO allies of the principle of reciprocity, which calls all members to respect the national security of the others. Unfortunately, this principle does not apply to the recent relations between Turkey and some of the other NATO members since many NATO members remain indifferent to the threats directed against it. Despite all constructive steps on the side of Turkey, some NATO members are determined to take a tougher stance against Turkey.

Many direct or indirect developments related to European and Trans-Atlantic security require rethinking the future of NATO. All members have to think about the security concerns of other member states. Otherwise, these developments will lead to counterproductive relations between the member states. Clearly, if the NATO alliance and its most important member, the U.S., do not adopt a proactive approach to restructure the institution and rebuild relations among the members, the alliance, together with the U.S., will lose its global effectiveness.

YEREVAN, AUGUST 2, ARMENPRESS. Serviceman of the Defense Army of Artsakh Albert Bakhshiyan was wounded as a result of the provocation of the Azerbaijani forces, the Defense Ministry of Artsakh said.

The soldier is in satisfactory condition.

On August 1, starting at 09:00, the Azerbaijani forces resorted to provocation in a number of sections of the northern and north-western border zone of the Artsakh Republic, attempting to cross the line of contact, which were prevented by the Defense Army units.

YEREVAN, AUGUST 2, ARMENPRESS. South Korea’s Naver Z, a Naver Group subsidiary that runs the 3D-avatar app ZEPETO expressed readiness to cooperate with Armenia and include the country’s tourism hotspots in the program.

As part of a media tour organized by the Korean Culture and Information Service, ARMENPRESS’s Editor-in-Chief Shant Khlghatyan met with Iris Son, Global Business Development Manager of Nazer Z.

Son said that ZEPETO is their company’s most popular app. The company is receiving funding from both the South Korean government and private companies.

ZEPETO provides a blend of entertainment, gaming, and social networking experiences. It lets users render their selfies in 3D avatars, design digital spaces and interact with others.

“ZEPETO is a platform in virtual reality where people can meet one another. People can create their avatar and the environment which is convenient for them. Most of our users are 13-22 years old. Most are young females. This is an unusual phenomenon for the gaming and ICT area. 90% of the users are from abroad. This is very surprising. We call them global users. They are mainly from Asian countries, Indonesia, Thailand, but we also have users from France, Brazil and elsewhere,” Son said.

Most Korean users of the app are from various age groups, unlike foreign users. Iris Son explains this by saying that Naver Z is a major global company and therefore Koreans trust the services offered by the company.

There are ZEPETO users in Armenia too, albeit few.

The company is cooperating with the Korean government. Son said that they have cooperated with the South Korean Tourism Agency: Before working together, they conducted a survey to reveal the top tourism destination of foreigners in South Korea, and the result was Hangang Park in Seoul. And based on this, ZEPETO created the park in virtual reality.

“Therefore I hope that we can also cooperate with Armenia. You have beautiful places and we’d like them to be included in our app. And then we can enjoy Armenia’s sights from our homes. Actually, many people were feeling lonely due to the coronavirus, and human contacts in the metaverse system has unlimited potential, and that’s why people can feel and do things which they are unable to in real life,” Son said.

Naver Z is also working with companies like Nike, Gucci and Samsung. “They want to know that the ZEPETO users do in virtual reality, their behavior and preferences.”

Now Naver Z is planning to create alternative worlds in virtual reality.  There are other similar platforms in the market today, and Son said they want to unite all of them so that more people have the chance to meet in alternative reality.

Artsakh military reports “stable tension” at line of contact

YEREVAN, AUGUST 2, ARMENPRESS. There’s been no significant changes in the situation at the Artsakh line of contact overnight August 1-2 and as of 09:00, the Artsakh Defense Army said in a statement.

It added that the “stable tension” is maintained.

“As we had reported earlier, jointly with the Defense Army command and the Russian peacekeeping contingent command the leadership of the country is taking measures to de-escalate the tension and not allow further escalations,” the Artsakh military said.

On August 1, Azerbaijani troops attempted to cross the line of contact into Artsakh from the northern and north-western directions. The attempts were thwarted by Defense Army countermeasures.

YEREVAN, AUGUST 2, ARMENPRESS. The serviceman of the Artsakh Defense Army who was wounded on August 1 by Azeri forces on the line of contact is in satisfactory condition and is expected to recover, the Artsakh military said.

“As reported earlier, Defense Army serviceman Albert Bakhshiyan was wounded on August 1. The condition of the wounded serviceman is satisfactory. His life is not in danger,” the Defense Army said.

On August 1, Azerbaijani troops attempted to cross the line of contact into Artsakh from the northern and north-western directions. The attempts were thwarted by Defense Army countermeasures.

YEREVAN, AUGUST 2, ARMENPRESS. The ferry communication will be launched in August. The schedule will be released in coming days. As for the Upper Lars border checkpoint, the clearance capacity for Armenian cargo has increased by around 10% in July compared to June. Support is envisaged for some sectors that were affected from the appreciation of the Armenian dram, Minister of Economy of Armenia Vahan Kerobyan said in an interview to ARMENPRESS.

Talking about the macro-economic indicators in the first half of 2022, as well as the 11.8% growth in economic activity index in six months, the minister noted: “11.8% is the best one in the past 15 years. However, we can’t, of course, say that everything ahead is very bright because both the whole world and particularly our region are full of challenges. And in this regard, we should strengthen, not weaken, our work in order to enhance the registered results also for the next quarters and years”.

As for the 5.5% decline in agriculture in the first half of the year, the minister mentioned the problem of collection of data and absence of digital data. “I think, it is not in accordance with the reality as we see that the export and release of agricultural goods have really been increased, this could not happen if agriculture declined”, Vahan Kerobyan said.

The minister informed that at this moment law on agriculture is being drafted which aims at better managing the sector.

Commenting on concerns that this growth in economy is short-term, there will be problems in economy if tourism flow stops, the minister stated: “We are confident that this growth, the output are not a short-term, but quite the opposite, they are a long-term. In addition, the potential, which will allow us to grow in next years, is also growing. The government aims at raising the productivity, thus, the potential of Armenian companies”. He highlighted the economic upgrading program by which companies can purchase devices, equipment, and the government will finance the interest rates of these loans, leasing.

As for the problem of queues in the Upper Lars border checkpoint, the Armenian Minister of Economy said that he and his Russian counterpart have tried to give solutions to the problem on the spot and have agreed that a second space should be provided for customs clearance, which has been done.

“And the clearance capacity of Armenian cargo has increased by around 10% in July compared to June. This is less than we expected because we believed that it should have increased by at least 30%. I am going to share this data with my counterpart. As for the queues, we have a progress, but not to the extent we expected. The discussions and works continue from this perspective”, the minister stated.

As for the launch of the ferry communication, Mr. Kerobyan said: “I think we will definitely launch it this month. It seems, all problems have been solved. And now, the only problem that should be agreed upon is that we should receive permits only for each product in order to be able to transfer this or that cargo. But generally, it seems, we are ready for the release of the schedule. It will happen in coming days”, he added.

Coming to the appreciation of the dram and some areas affected, the minister said that it affects the most important sectors, including investors, exporters, IT and constructors. We understand that there is a “red line”, below which the dram appreciation will be a painful blow to our economy. And in our view, that red line is 450 drams for 1 dollar. We also see the concern of the finance ministry and are trying to find the solutions that will mitigate the blow to our sectors in danger and that they could move forward in a profitable way”, he added.

He said that the first decisions on this direction already exist, adding that other decisions will be made also next week. These decisions and tools will help companies get the necessary “oxygen” thanks to which they will be able to develop effectively in this new environment.
