Azerbaijan specialist: Armenia opposition will not achieve change of power with such methods

Armenia – Aug 9 2022

With such methods, the opposition will not achieve a change of power in Armenia. Armine Adibekyan, an expert on Azerbaijan affairs, told this to a press conference Tuesday.

"If the [Armenian] opposition thinks that on September 2 the people will assemble with the slogan ‘Death to [PM] Nikol [Pashinyan]’ and the situation will change, then they are wrong. There is no change of power with such methods. If they know it, but don't do [it], then I can't say anything good about them," said Adibekyan.

She explained that in order to change the power, it is necessary to invest resources and invite specialists.

"People should be motivated to take action, and that motivation is formed as a result of correct, targeted work. The slogans of Paphos are of little interest to anyone. Area specialists should deal with these matters," the analyst emphasized.

Adibekyan is convinced that come September, the Armenian authorities will start a new round of repression.

The Armenian opposition plans to hold a rally on September 2, the Artsakh (Nagorno-Karabakh) Independence Day anniversary.

Aravot.am: Vitaly Balasanyan visits Berdzor village with Azerbaijani officials

NEWS.am
Armenia – Aug 9 2022

Secretary of Artsakh Security Council Vitaly Balasanyan yesterday together with Azerbaijani officials visited Berdzor village and showed houses of its residents, which will be handed over to Azeris in the coming days, Berdzor resident Satik Asatryan told Aravot.am.

According to her, Berdzor residents gathered in the center of the village and suddenly they see Vitaly Balasanyan walking with Azerbaijani generals. "And it's not the first time he walks quietly with the Turks, we saw him at the Shushi checkpoints as well, how he talked nicely with them. And the Azerbaijanis are already looking at our houses, Vitaly showed them and assured them that no one would burn or tear down the houses, everything was normal. Can you imagine our condition?

"One very brave woman from our Berdzorians came up to Vitaly and said: Not only have you sold all our lands, but you also instructed the people not to cause any damage, for what? People have lived here for years, created here, and you say: close the doors with keys and hand them over to the managers. Have we also been sold together with Lachin? Vitaly looked at us in surprise, then they got into the car and drove away. Is it possible to do such a thing?" Asatryan complained.

"We tried to find out this information from Vitaly Balasanyan himself, but he did not answer our phone calls and our written inquiry," Aravot.am notes.

Expert: No red lines in Russia’s relations with Turkey regarding concessions on Armenia

NEWS.am
Armenia – Aug 9 2022

There are no red lines in Russia's relations with Turkey with regard to concessions on Armenia. Andranik Ispiryan, a Turkologist, told NEWS.am. According to him, Russia will make as many concessions as the situation allows.

"However, Russia is not yet in a situation to make such serious concessions, but we see that everything is developing very quickly, and there are no guarantees in connection with what may happen with Russia. But there is no such danger in the near future," he said. According to Ispiryan's assessment, the worse Russia is doing in Ukraine, the less important the South Caucasus, including Armenia, becomes for Russia.

This creates threats in the region to Armenia's detriment. "History shows that decisions in the region have often been made at the expense of our interests. This threat still exists today. As the problems in Ukraine deepen, the most serious threat is posed by Russia's presence in the South Caucasus. Turkey, realizing the complexity of the situation, wants Russia to make concessions in the region to the detriment of Armenia and in favor of Turkey and Azerbaijan in an attempt to maintain its position in other directions," he added.

The meeting in Sochi for both Turkey and Russia the expert called a success. "Military action in Ukraine was a salvation for Ankara, because before that there were threats to the preservation of Erdogan's power at the end of the elections in 2023. The sanctions against Russia became a new direction for the Turkish authorities to increase their authority both inside the country and in foreign policy. At the end of the Sochi meeting, there was talk about energy cooperation, Syria, the food problem as a result of military actions in Ukraine. All this gave Turkey serious financial, energy opportunities, it became a hub for Europe against the backdrop of the energy crisis. For Russia, more markets have opened up in Turkey.

This means that Russia manages to break through Western sanctions through Turkey. This has been a source of concern around the world. Since the outbreak of hostilities in Ukraine, relations between Russia and Turkey have been warming even more. But this relationship is not based on trust, but on mutual interests. Both countries are trying to spread their influence in the region, aiming for the maximum, but in the current situation they have to go for cooperation," noted Ispiryan.

Bayramov: Azerbaijan has alternative to communicate with Nakhchivan through Iran, bypassing Armenia

NEWS.am
Armenia – Aug 9 2022

Azerbaijan has an alternative to communicate with Nakhchivan through Iran via the Araks River, bypassing Armenia, Foreign Minister of Azerbaijan Ceyhun Bayramov told Turkish media.

He noted that Azerbaijan has begun construction of the first bridge across the Araks River in accordance with an agreement with Iran. By doing so, Azerbaijan has an alternative to connect with Nakhchivan through Iran via the Araks River, bypassing Armenia. "This will be implemented, whether Armenia wants it or not. This is a chance for Armenia not to be left out of regional development projects. It will make its own decision. If Yerevan does not make the right decision, it will do the most damage to itself," Bayramov added.

Armenia bloc: Authorities, together with Turkey and Azerbaijan, implement program to expel Armenians from Artsakh

NEWS.am
Armenia – Aug 9 2022

The current authorities serving Turkish-Azerbaijani interests are in fact implementing with them a program to expel Armenians from Artsakh, a statement of the "Armenia" bloc, received by Armenian News-NEWS.am, stated.

"As a result of Azerbaijan's criminal aggression carried out in recent days, as a result of the policy of coercion and defeatist behavior of the current Armenian authorities, Armenians have once again faced the threat of expulsion from their homes.

Azerbaijan is once again violating the clause of the trilateral statement of November 9, 2020. It does not provide for the surrender of settlements in order to build the road, nor does it contain a clause stipulating that the new road must bypass the settlements of Berdzor, Aghavno and Sus. This is genocide.

This is evidence of another flagrant violation of international law, and the willingness of the Armenian and Artsakh authorities to meet them gives us grounds to state that we are again dealing with agreements reached behind the backs of the people.

Peace offered at the price of unilateral concessions cannot be stable and long-term. Because of the inconsistent policy of the Armenian authorities there is no proper cooperation in any of the areas, be it in peacekeeping forces, the co-chairmanship of the OSCE Minsk Group, or international structures in general.

The series of defeats must be stopped as soon as possible, and this is possible only if the current government is removed. Only then can new losses be avoided and real peace achieved. The unification of the Armenian people has become an imperative today. A nationwide consolidation and trinity of Armenia, Artsakh, and the Diaspora is necessary," reads the statement.

Baku-Yerevan skirmishes unlikely to develop into major conflict — expert

Aug 8 2022
Andrey Kortunov pointed out that problems still remain – those related to the position of the Armenian minority, new transport corridors in this territory and the territories linking the two countries connecting with other regions

MOSCOW, August 8. /TASS/. The latest skirmishes between Armenia and Azerbaijan are unlikely to grow into major hostilities, like those in the autumn of 2020, the head of the Russian International Affairs Council, Andrey Kortunov, told TASS in an interview on Monday.

"Such aggravations may become inevitable, but at the same time they are unlikely to grow into major hostilities, because there is the factor of Russian peacekeepers. Of course, neither party wishes to enter into conflicts with this Russian contingent," he said.

Kortunov believes that the stabilization of the situation on the territory of Nagorno-Karabakh should not be expected in the near future.

"I think some incidents will continue. But the situation does not look explosive to me. We will not see anything like the events of autumn 2020, when an armed conflict, a major one by regional standards, erupted," Kortunov said.

He believes that Azerbaijan has not abandoned its main aim to put the region under its control.

"Probably, Azerbaijan is trying to feel the limits within which it can assert its control over this territory. The reasons for an aggravation are many, because problems remain – those related to the status and position of the Armenian minority, new transport corridors in this territory and the territories linking the two countries connecting with other regions," Kortunov said.

Earlier, Russia’s Defense Ministry said that there was an aggravation of the situation in the zone of responsibility of the Russian peacekeeping contingent in Nagorno-Karabakh. The Defense Ministry said that the ceasefire regime had been violated by Azerbaijan’s army in the area of the Sarybaba height. The peacekeepers’ command, together with representatives of the Azerbaijani and Armenian sides, has been taking measures to stabilize the situation.

Tensions over Nagorno-Karabakh escalated on September 27, 2020, when active hostilities began there. On November 9 of the same year, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a tripartite statement, which made it possible to achieve the cessation of hostilities. The Azerbaijani and Armenian forces stopped at the positions they were holding at the moment. A number of regions were put under Baku’s control. Russian peacekeepers were deployed along the disengagement line and in the Lachin corridor.

Russia’s FSB says situation on Armenian-Iranian border is tense

Aug 8 2022
According to the FSB’s Border Guard Directorate, there have been violations of the state border by members of extremist and terrorist organizations

YEREVAN, August 8. /TASS/. The situation on the Armenian-Iranian border has been tense lately and additional outposts for border guard patrols have been deployed in this area, the Russian FSB’s Border Guard Directorate in Armenia told Russia’s TV Channel One about publications in the local mass media concerning the border checkpoints on the Megri-Agarak section of the border in the south of the country.

"Recently, a tense operational situation has developed on the Armenian-Iranian section of the state border. There have been increased attempts to illegally transport narcotic drugs and psychotropic substances (hashish, methamphetamine and heroin) from Iran to Armenia. Also, there have been violations of the state border by members of extremist and terrorist organizations," the FSB’s Border Guard Directorate said.

In 2021 alone, Russian border guards in the Megri area detained two trespassers from Iran. The militants were carrying weapons, grenades and a large amount of ammunition.

"In order to ensure the security of the Republic of Armenia, in accordance with Armenia’s law On the State Border and in coordination with the government, the National Security Service and other Armenian authorities concerned a number of equipped posts for border guard patrols have been established since the beginning of this year for random checks (and in the case of the search for and chases after intruders – comprehensive checks)," the message says.

As the FSB Border Guard Directorate said, individuals and vehicles are checked with the aim to expose, prevent and suppress smuggling, illegal migration and other offenses.

The Russian border guards are present in Armenia in accordance with the agreement between Russia and Armenia of September 30, 1992.

Putin, Pashinyan discuss issues of security on Armenian-Azerbaijani border

Aug 8 2022
Earlier in the day, Azerbaijan accused the Armenian side of violating the ceasefire on the border and in Nagorno-Karabakh

MOSCOW, August 8. /TASS/. Russian President Vladimir Putin and Armenian Prime Minister Nikol Pashinyan discussed issues of security on the Armenian-Azerbaijani border, the Kremlin press service said on Monday after their telephone conversation initiated by the Armenian side.

"The sides discussed the development of the situation around Nagorno-Karabakh and issues of security on the Armenian-Azerbaijani border," it said.

In this context, Putin and Pashinyan discussed the trilateral agreements on Nagorno-Karabakh. "They reiterated their commitment to all the provisions of the agreements of the Russia, Armenian and Azerbaijani leaders of November 9, 2020, January 11 and November 26, 2021," the Kremlin said.

Earlier in the day, Azerbaijan accused the Armenian side of violating the ceasefire on the border and in Nagorno-Karabakh, saying that "Armenian armed units shelled positions of the Azerbaijani army ten times during the past day."

Meanwhile, Russia’s defense ministry reported earlier that the situation in the zone of responsibility of the Russian peacekeeping contingent in Nagorno-Karabakh was escalating. According to the ministry, the ceasefire was violated by the Azerbaijani army near the Sarybaba height. The command of the peacekeeping contingent jointly with representatives of the Azerbaijani and Armenian sides are taking measures to stabilize the situation.

The conflict between Armenia and Azerbaijan over the highland region of Nagorno-Karabakh, a disputed territory that had been part of Azerbaijan before the Soviet Union break-up, but primarily populated by ethnic Armenians, broke out in February 1988 after the Nagorno-Karabakh Autonomous Region announced its withdrawal from the Azerbaijan Soviet Socialist Republic. In 1992-1994, tensions boiled over and exploded into large-scale military action for control over the enclave and seven adjacent territories after Azerbaijan lost control of them. Talks on the Nagorno-Karabakh settlement have been ongoing since 1992 under the OSCE Minsk Group, led by its three co-chairs – Russia, France and the United States.

Renewed clashes between Azerbaijan and Armenia erupted on September 27, 2020, with intense battles raging in the disputed region of Nagorno-Karabakh. On November 9, 2020, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a joint statement on a complete ceasefire in Nagorno-Karabakh. Under the document, the Azerbaijani and Armenian sides stopped at the positions that they had held and Russian peacekeepers were deployed along the engagement line in Nagorno-Karabakh and along the Lachin corridor that connects Armenia with the enclave to exercise control of the ceasefire observance. Apart from that, a number of districts came over to Baku’s control.

Several months later, on January 11, 2021, the three leaders met in Moscow and reached an agreement on unblocking regional communications. Following this agreement, a working group at the level of deputy prime ministers was set up.

The three leaders met again in Sochi on November 26, 2021. They agreed to take steps to enhance stability and security at the Azerbaijani-Armenian border. They also agreed to set up a bilateral commission on the delimitation and demarcation of the border. The Russian side promised to offer its consultative assistance at the parties’ request.
