Nancy Pelosi Condemns Azerbaijan Over Armenia Attack – AP

YEREVAN, Armenia — The speaker of the U.S. House of Representatives, Nancy Pelosi, said Sunday that the United States deplores recent attacks by Azerbaijan and called for a negotiated solution to the countries’ conflict.

Pelsoi’s visit to the Armenian capital, Yerevan, with a congressional delegation came just a few days days after two days of shelling by both sides that killed more than 200 troops. It was the largest outbreak of hostilities in more than two years.

The two ex-Soviet countries have been locked in a decades-old conflict over Nagorno-Karabakh, which is part of Azerbaijan but was long under the control of ethnic Armenian forces backed by Armenia since a separatist war there ended in 1994.

During a six-week war in 2020, Azerbaijan reclaimed broad swaths of Nagorno-Karabakh and adjacent territories held by Armenian forces. More than 6,700 people died in that fighting.

Armenia and Azerbaijan each blamed the other for starting the shelling attacks last week.

Pelosi on Sunday met with Alen Simonyan, president of Armenia’s parliament, and told reporters afterward that “Our meeting again had a particular importance to us because the focus was on security following the illegal and deadly attacks by Azerbaijan on the Armenian territory.

“We strongly condemn those attacks — we in our delegation on behalf of Congress — which threaten prospects for a much-needed peace agreement,” she said. “The United States … has clearly and has long stated that there can be no military solution to the conflict. We continue to watch the situation closely and we continue supporting a negotiated, comprehensive and sustainable solution to all issues relating to the Nagorno-Karabakh conflict.”

The Azerbaijan Foreign Ministry sharply criticized her comments.

“Pelosi’s baseless and unfair accusations against Azerbaijan are unacceptable,” it said in a statement.

“We emphasize with regret that Pelosi, who speaks of justice, has not purposefully shown any position until today regarding the policy of aggression of Armenia against Azerbaijan, the occupation of the territory of Azerbaijan for almost 30 years, the ethnic cleansing of hundreds of thousands of Azerbaijanis and other similar grave crimes, for which Armenia is responsible,” the ministry said.

TBILISI, Sept 18 (Reuters) – U.S. House of Representatives Speaker Nancy Pelosi on Sunday strongly condemned what she said were "illegal" border attacks by Azerbaijan on Armenia, using a visit to the Russian ally to pledge American support for its sovereignty.

Pelosi cast her trip to Armenia, a sliver of land the size of U.S. state of Maryland that is wedged between Azerbaijan, Georgia, Turkey and Iran, as an attempt to strengthen support for what she cast as a beacon of democracy.

Speaking in the ancient city of Yerevan, Pelosi said her trip had significance following the "illegal and deadly attacks by Azerbaijan on Armenian territory" that triggered border clashes in which more than 200 people were killed.

"We strongly condemn those attacks," Pelosi said beside Armenian parliamentary speaker Alen Simonyan, who last week expressed unhappiness with the response of a Russian-led military alliance to Yerevan's request for help. read more

Pelosi, who angered China with a trip to Taiwan last month, said it was clear that the border fighting was triggered by Azeri assaults on Armenia and that the chronology of the conflict should be made clear.

The fighting "was initiated by the Azeris and there has to be recognition of that," Pelosi said.

Pelosi's remarks drew an unusually strong rebuke from Baku, which said she was endangering the peace in the Caucasus.

"The unsubstantiated and unfair accusations levelled by Pelosi against Azerbaijan are unacceptable," the foreign ministry said in a statement.

"This is a serious blow to the efforts to normalize relations between Armenia and Azerbaijan," the ministry said, casting Pelosi's remarks as "Armenian propaganda".

Such a definitive apportioning of blame for the conflict goes beyond what the U.S. State Department has so far said in public. Secretary of State Antony Blinken expressed concerns over the fighting and called for calm but did not assign blame.

Armenia said Azerbaijan shelled at least six Armenian settlements inside the border shortly after midnight on Sept. 13, attacking civilian and military infrastructure with drones and large calibre guns. Yerevan said it was unprovoked aggression.

Azerbaijan, backed by Turkey, rejects those claims. Baku says Armenian sabotage units tried to mine Azeri positions, prompting soldiers to respond. Armenia says that narrative is Azeri disinformation.

Russia, which repeatedly condemned Pelosi's visit to Taiwan, considers the Caucasus as its own sphere of influence and bristles at what it casts as U.S. meddling in the region.

Moscow though, is preoccupied by the war in Ukraine which has triggered the biggest confrontation with the West since the height of the Cold War.

Russia is Armenia's major military ally, has a military base in northern Armenia and peacekeepers along the contact line in Nagorno-Karabakh, over which Armenia and Azerbaijan fought a war in 2020.

President Vladimir Putin said on Friday that Russia had enough resources to mediate in the conflict. The latest fighting ended after a Russian-brokered ceasefire.

But after appeals for help, the Collective Security Treaty Organization (CSTO), a Russian-led military alliance of former Soviet republics that includes Armenia but not Azerbaijan, decided on Tuesday to dispatch a monitoring mission.

Armenian Parliamentary Speaker Simonyan said he was dissatisfied with the response, likening the CSTO to a pistol that did not shoot bullets.

Speaking beside Pelosi, U.S. Representative Frank Pallone said the United States wanted to do whatever it could to be more supportive of Armenia's security.

The United States, Pelosi said, was listening to Armenia about what its defence needs were and said Washington wanted to help and support Armenia in what she cast as a global struggle between democracy and autocracy.

"We should be using our influence, our leverage showing that Armenian democracy and sovereignty is a priority," Pelosi said. "The velvet revolution was cheered globally."

Armenian Prime Minister Nikol Pashinyan rose to power in 2018 after anti-government protests referred to as Armenia's Velvet Revolution.

Pelosi said it was interesting that Armenia was disappointed by the response from Russia.

"It is interesting that they were disappointed they got fact finders and not protection from that relationship and we'll see what happens next," she said.

Hundreds rally in Paris to protest against Azerbaijan’s attack on Armenia

Hundreds of people gathered in front of the next to the Ministry of Foreign Affairs to protest strongly against the pre-planned aggression by Azerbaijan on the sovereign territory of Armenia. The demonstrators held slogans reading “Stop Aliyev! Get out of Armenia!”, “Pan-Turkism = fascism,” etc., Jean Eckian informs.

About twenty politicians joined Armenians, including Gabriel Attal, former Spokesman of the French government, Minister Delegate in charge of Public Accounts. 

Ara Toranian, co-chairman of the Coordinating Council of Armenian Organizations of France (CCAF), thanked France, which was almost the only power in the world to react diplomatically to the situation by referring the matter to the United Nations Security Council. 

Joining the demonstration was Berivan Firat, Spokesperson for the Kurdish Democratic Council in France. She said “the struggle of the Armenians is the struggle of the oppressed peoples, it is my struggle.”

“Today, I am Armenian. Erdogan is a danger for the Kurds, for the Armenians, for the Syryans, but also for France, for the West, for our youth and the generations to come,” she added.

CCAF co-chairman Mourad Papazian noted: “Today, Baku is attacking the Republic of Armenia, a sovereign territory recognized by the UN. It is not allowed to attack a territory recognized by the UN without receiving a response from the UN. […] We fear for Armenia, its security and its people. We must find a way to ensure peace for the Armenians of the Republic of Armenia and Nagorno-Karabakh.”

Foreign diplomats visit Armenian regions affected by Azerbaijani aggression

Heads of diplomatic missions and international organizations accredited to Armenia visited several regions affected by the latest Azerbaijani aggression.

The representatives of the diplomatic corps were accompanied by Deputy Foreign Minister of Armenia Paruyr Hovhannisyan.

In the city of Jermuk, Eduard Asryan, the Chief of the General Staff of the Armed Forces of Armenia, presented in detail the situation resulting from aggression instigated by Azerbaijan against the sovereign territory of Armenia.

German diplomat shocked by destruction in Armenia’s Jermuk as a result of Azerbaijani shelling

Erik Tintrup, the new Chargé d’Affaires of the German Embassy in Armenia, was shocked by the images of destruction he had to see in Jermuk on Friday, the German Embassy in Armenia says.

He was one of about 50 diplomats who were invited to the briefing organized by the Armenian Ministries of Defense and Foreign Affairs in the city.

“Jermuk is a beautiful, peaceful resort located in beautiful nature. There were also German tourists here on Tuesday. The fact that none of the residents were killed is almost like a miracle, because the artillery shots were aimed at restaurants and cable cars located kilometers from the border, only a few hundred meters away from residential buildings and hotels full of tourists,” the Chargé d’Affaires said as he shared the impressions from the visit.

He said the explosions were so close that a German tourist was able to photograph the explosions from a hotel room.

“I am extremely concerned. We sympathize with the Armenian people,” Tintrup sums up.

More than 10 Armenian servicemen taken captive by Azerbaijan

More than 10 Armenian servicemen were taken captive by Azerbaijan during the September 13-14 Azerbaijani attack. spokesperson for the Armenian representation to the ECHR Hasmik Samvelyan told Armenpress.

She said the numbers could still change and declined to provide more information on the captives already identified.

The European Court of Human Rights (ECHR) earlier requested Azerbaijan to provide information by September 22 about the 1 identified (as of September 13) Armenian captive and the remaining unidentified captives seen in footages.

At least 135 Armenian servicemen have been killed in the large-scale attack unleashed by Azerbaijan shortly after midnight on September 13.

The ceasefire has been holding since 8 pm, September 14.

Details of Nancy Pelosi’s visit to Armenia revealed

US House Speaker Nancy Pelosi is leading a Congressional delegation to Armenia to highlight the strong commitment of the United States to security, economic prosperity, and democratic governance in Armenia and the Caucasus region.  Speaker Pelosi is the highest-ranking U.S. official to visit Armenia since the Republic achieved its independence.

“We are proud to travel to Yerevan following the 2019 passage of House Resolution 296, introduced by Chairman Adam Schiff, which recognizes the murder of 1.5 million Armenians by the Ottoman Empire as genocide, and following President Biden becoming the first president to formally acknowledge the Armenian Genocide,” Speaker Nancy Pelosi said.  “It is the moral duty of all to never forget: an obligation that has taken on heightened urgency as atrocities are perpetrated around the globe, including by Russia against Ukraine.”

Armenia applies to International Court of Justice over Azerbaijani war crimes

Armenia has submitted an application to the International Court of Justice over the war crimes committed by Azerbaijan, Hasmik Samvelyan, spokesperson for Armenia’s representative for international legal issues, told Armenpress.

Samvelyan said the letter has been sent, but will be officially published on September 19.

“The grounds for applying to the International Court of Justice are the war crimes committed by Azerbaijan,” she said.

Ex-ombudsman: Footage spread by Azeris shows mutilated body of another female Armenian soldier

Armenia’s former Human Rights Defender (Ombudsman) Arman Tatoyan and his team are collecting evidence of Azerbaijani atrocities against Armenian soldiers during the latest aggression, including videos and photos, he said in a statement on Friday. The full text of his statement is below.

“We are collecting and verifying evidence of Azerbaijani war crimes regarding the torture and murder of Armenian servicemen, including videos and photos. Translation from Azerbaijani into Armenian, Russian and English, recording and analysis is being carried out.

Research proves that the Azerbaijani soldiers act on the same principle as in April war of 2016 and 44-day-war of 2020. They act with extreme cruelty, cynically, and with confidence that not only will they not be punished, but they will be praised by their leaders.

For example, in one video, a female Armenian soldier was stripped naked, tortured and mutilated.

Then Azerbaijani soldiers marked the name of the Azerbaijani special forces – YAŞMA or YASHMA – on the tortured body of the same Armenian woman, indicating that the crime had been committed by them.

In the same video, they mention in Azerbaijani that they killed 2 more female Armenian soldiers and show the mutilated body of one of them in the nude. The details of both this and other cases are not presented in this publication, they will be presented to the relevant international institutions.

These brutalities were filmed and purposely posted on Azerbaijani social media channels so that these videos would spread in the Armenian domain in order to terrorize people.

The purpose of verifying evidence of the Azerbaijani war crimes is to provide real grounds for the criminal prosecution and punishment of the Azerbaijani authorities.

Evidence of the damage caused to the civilian population is also being collected.

It is absolutely clear that these atrocities are not separate crimes from each other, but the consequences of the unified state policy of hatred of the Azerbaijani authorities. Those are the links of a single chain. The torturers even use the same expressions as the Azerbaijani officials. Not only has this policy not stopped, but it has deepened, reaching outright fascism. And all of this is encouraged by absolute impunity for these vicious crimes.

In this situation, we should not allow ourselves to be numbed by false peace building.

It simply serves the Azerbaijani interests and assists them in concealing their own insidious intentions under the veil of peace.”
