YEREVAN, JANUARY 11, ARMENPRESS. Foreign Minister of Armenia Ararat Mirzoyan held a phone talk with Karen Donfried is the Assistant Secretary of State for European and Eurasian Affairs. During the conversation initiated by the American side the sides congratulated each other on the occasion of the 30th anniversary of the establishment of diplomatic relations between the two countries and expressed satisfaction over the dynamics of the development of US-Armenia dialogue, which is based on common values: democracy, rule of law, protection of human rights.

As ARMENPRESS was informed from the MFA Armenia, the sides emphasized the importance of the peaceful settlement of Nagorno Karabakh conflict under the mandate of the OSCE Minsk Group Co-chairs, and the necessity to fully restore works in this format. Humanitarian issues that need to be addressed urgently were addressed. Minister Mirzoyan highlighted the statement of the Bureau of European and Eurasian Affairs on the release of prisoners of war, clarification of the fate of the missing, exchange of remains.

Ararat Mirzoyan informed about the recent violations of the ceasefire regime by the Azerbaijani armed forces and highlighted the steps to defuse the situation.

The interlocutors touched upon the process of dialogue between Armenia and Turkey.

The situation in Kazakhstan was also discussed during the telephone conversation. Minister Mirzoyan presented the position of the Armenian side on the issue.

The parties touched upon other issues of regional and international security.

On January 11, at around 17:30, the Azerbaijani armed forces resumed firing at the Armenian positions located in the eastern part of the Armenian-Azerbaijani border, using artillery and drones. The Armenian side has taken relevant retaliatory measures, MoD Armenia informed ARMENPRESS, adding that by 18:30 the shooting still continued.

“The casualties from the Armenian side are being clarified. At the moment it’s known about three wounded servicemen. The Defense Ministry will provide information on the developments”, reads the statement.

YEREVAN, 11 JANUARY, ARMENPRESS. On January 11, private serviceman Arthur Mkhitaryan (born in 2002) and junior sergeant Rudik Gharibyan (born in 2002) were killed as a result of a provocation carried out by Azerbaijani units in the eastern direction of the Armenian-Azerbaijani border.

Two more servicemen are wounded, their lives are not in danger.

As ARMENPRESS was informed from the MoD Armenia, as of 21:00 the situation on the Armenian-Azerbaijani border is relatively stable.

YEREVAN, JANUARY 11, ARMENPRESS. Armenia’s foreign ministry has issued a statement, condemning the gross violation of the ceasefire regime by the Azerbaijani armed forces in the eastern direction of the border of the Republic of Armenia with the use of artillery and UAVs.

“We strongly condemn today’s (January 11) gross violation of the ceasefire regime by the Azerbaijani armed forces in the eastern direction of the border of the Republic of Armenia with the use of artillery and UAVs, as a result of which servicemen of the armed forces of Armenia Arthur Mkhitaryan and Rudik Gharibyan were fatally wounded and two servicemen were injured. We extend our deepest condolences to the families and relatives of the killed servicemen and wish a speedy recovery to the wounded.

The provocative actions of the Azerbaijani armed forces are another manifestation of the continuous encroachments of Azerbaijan on the territorial integrity of Armenia, which have started since May 12, 2021, with the infiltration into the sovereign territory of the Republic of Armenia and continued with recurrent armed attacks.

The Republic of Armenia draws the attention of international community to the fact that official Baku, continuing its encroachments on the sovereignty and territorial integrity of the Republic of Armenia, violates the basic principles of international law, including the UN Charter, and undermines regional security.

The Armenian side has repeatedly stated that one of the ways to avoid further escalation of the situation may be the mirrored withdrawal of troops from the Armenian-Azerbaijani border and introduction of an international monitoring mechanism along the border.

We call on the Azerbaijani authorities to refrain from provocative actions and implement their commitment on establishing stability in the region undertaken as a result of the Brussels meeting and with the Trilateral Statement of Sochi”, the statement says.




Satanovsky on sending Armenian servicemen to Kazakhstan

Armenia has so far proven that it is a member of the Collective Security Treaty Organization for a reason, Yevgeny Satanovsky, president of the Russian Institute of the Middle East, said NEWS.am on January 11.

He said that it means that despite all the difficulties in relations between the current official authorities of Russia and Armenia, Russia should continue to pay attention to the security of Armenia as well.

The CSTO peacekeeping mission in Kazakhstan, in his assessment, has fulfilled its function by turning the tide.

This situation, according to Satanovsky, was absolutely critical, and the sending of CSTO troops was the strategic decision that did not allow Kazakhstan to explode, which would have affected the entire post-Soviet space.

 He said that the hysteria in the Turkish media focusing on the fact that Russian-Armenian occupiers came to Kazakhstan looks ridiculous because the Turks have not noticed anyone else. They have not identified anyone for themselves except for the Russian and Armenian soldiers. All this shows that the CSTO mission failed a lot of things. The key facilities in Kazakhstan have been taken under control, and as a consequence, he is convinced, the Kazakh security forces have ceased to hesitate.

 As for possible anti-Russian sentiments in Kazakhstan, the information field, according to him, is already blown up by pan-Turkic, pan-Islamist, pro-Western foundations and influence groups.

Satanovsky sees no connection between the latest shelling of Azerbaijani soldiers in the direction of the part of Karabakh that is not under their control, as well as the anti-Armenian and anti-Russian propaganda in the Azerbaijani media in connection with the start of the CSTO peacekeeping mission in Kazakhstan.

Human Rights Defender: Azerbaijani troops open fire on Armenian sovereign territory

Azerbaijani authorities are responsible for killing 2 Armenian servicemen and wounding other servicemen, disrupting security of Armenia’s civilian population, Human Rights Defender Arman Tatoyan wrote on his Facebook.

“Today, at around 5:30 pm, the RA [Republic of Armenia -ed.] Human Rights Defender received alarms that the Azerbaijani Armed Forces opened intense fire especially in the direction of the positions of the RA Armed Forces located near the villages Norabak, Verin Shorzha and Nerkin Shorzha of the Gegharkunik province of Armenia. Civilians of Kut village also could hear artillery.

The facts collected by the Human Rights Defender's Office confirm that the fire is being carried out mainly from the Azerbaijani positions, located in the sovereign territory of the Republic of Armenia; these are incursions of May 2021.

These locations are in the immediate vicinity of the villages of Armenia; they are present in pastures, arable lands and grasslands that belong to people and their locations have no legal bases.

Today's Azerbaijani attacks, as confirmed by the RA Ministry of Defense, were carried out using artillery and drones. The aggressive fire is in the immediate vicinity of the villages of Armenia, in a way posing a real danger for life and security, other vital rights of the civilian population.

Therefore, the RA Armed Forces carry out direct protection of life and health of the RA civilian population, ensure security of the people.

The Azerbaijani authorities are acting in clear violation of international rules: they are responsible for crimes committed: killing 2 Armenian servicemen in Gegharkunik today, for violating their right to life, for harming the health of wounded servicemen, as well as for disrupting the security of the civilian population and aggression against people,” he said.

On January 10, the Azerbaijani side grossly violated the ceasefire regime again, targeting civilians and the civilian objects of Martuni region’s Karmir Shuka-Taghavard communities as well as the Nakhichevanik community of Askeran region, the Artsakh foreign ministry said in statement. 

"Such actions are a manifestation of the anti-Armenian and Nazi policy pursued at the state level in Azerbaijan, which once again proves that the “peace-loving” statements of the Azerbaijani authorities have nothing to do with the real terrorist and expansionist goals of that country towards Artsakh, the Armenian people and the region. Ever since the cessation of hostilities, Azerbaijan's aggressive behavior has been in gross violation of all the agreements reached, the norms of international law and principles of humanity and has an aim to intimidate the people of the Republic of Artsakh and disrupt the activities of the Russian peacekeeping mission,' the statement said. 

It adds that with such steps Azerbaijan cannot shake the determination of the people to live in Artsakh, for which any status within Azerbaijan is absolutely unacceptable.

"We will continue to develop and strengthen our homeland," the message concluded. 

Ombudsman: Azerbaijan continues advancing the plans of eviction of Armenians from Artsakh under the veil of false peace-loving

The Artsakh Republic Human Rights Defender Gegham Stepanyan and Prosecutor General Gurgen Nersisyan visited Karmir Shuka and Taghavard communities of the Martuni region of the Republic of Artsakh to collect facts on the consequences of the shootings by the Azerbaijani side in the direction of the abovementioned communities on January 10, at around 2:30 pm.

As the Ombudsman reported, according to the collected facts, in recent days the Azerbaijani side from the positions located near the peaceful settlements has fired more intensively in the direction of the civilian communities. 

As a result of the January 10 shooting, a UAZ car, which was parked in the yard of a residential house, belonging to a civilian was set on fire. Three civilians were present at that moment in the house. The mentioned residential house is about 50 meters away from the community kindergarten. Due to the shooting and fire, the normal work of the kindergarten was disrupted as a result of the fear created among the staff and children attending the kindergarten. The children were evacuated immediately.

During the scene inspection by the law enforcement bodies, the bullets which penetrated into the trunk of the car were found. Remnants of rifle bullets were found in the yard of another house in the central part of the community.

On the same day, as a result of the Azerbaijani shootings, in one of the pastures belonging to the Taghavard community, the cattle of one of the residents were injured, and the herdsman was able to take shelter and reach home safely.

On January 10, the Azerbaijani side also fired intensively for about 15 minutes at four civilians carrying out agricultural work in the territory of Nakhichevanik community of the Askeran region of the Artsakh Republic, as a result of which no casualties were reported, but the agricultural equipment belonging to the villagers was damaged. The civilians were under fire for more than an hour and were taken out of the area only with the intervention of Russian peacekeepers.

The targeting of civilian communities by Azerbaijan is an encroachment on the rights of the civilian population, first of all against the right to life. The criminal actions of Azerbaijan aim to intimidate, create an atmosphere of fear and despair among the population of Artsakh.

"Today's incidents and numerous similar cases registered last year clearly show that under the veil of false peace-loving, the Azerbaijani side continues to advance the plans of eviction of Armenians from Artsakh, keeping in constant fear the civilian population of Artsakh, particularly in border areas. For the security and proper protection of the rights of the people of Artsakh, the immediate removal of the Azerbaijani armed positions from the vicinity of the civilian communities of Artsakh remains crucial," the Ombudsman said. 

Belarus president decries attempts to misrepresent CSTO peacekeepers in Kazakhstan as “occupying force”

YEREVAN, JANUARY 10, ARMENPRESS. The President of Belarus Alexander Lukashenko said that it is inadmissible that some people are falsely presenting the CSTO peacekeeping force in Kazakhstan to be an “occupying force”.

“We can see that such attempts have already been made,” Lukashenko said at the CSTO summit on January 10.

“We are not occupiers, we didn’t go there at our own desire. Our brother, our friend who is responsible for that huge country invited us there,” Lukashenko said.

He further underscored that the CSTO peacekeeping contingent provided the support which the Kazakh president asked for.
