Armenia – Jan 12 2022

The former deputy speaker of the Turkish Parliament has stated in which case Turkey should normalize relations with Armenia.

Hasan Korkmazcan, who is currently Chairman of the Talaat Pasha Committee, stressed that Turkey should normalize relations with Armenia only if the latter fulfills four preconditions, Aydinlik reported.

According to Korkmazcan, Armenia should immediately implement the trilateral agreements reached on November 9, 2020; respect the territorial integrity of Turkey and inform about it; renounce "genocide allegations" because it was stressed during the Perincek v. Switzerland case at the ECHR that that it was a lie; and put an end to its enmity against Turkey, and dismantle the statue—in Shirak Province of Armenia—that debases the Turkish nation (i.e., the statue of Armenian revolutionary and soldier Soghomon Tehlirian, who had assassinated Talaat Pasha).

A telephonic conversation took place between Azerbaijani defense minister Zakir Hasanov and Turkish national defense minister Hulusi Akar.

The Azerbaijani media, referencing their defense ministry, report that, “Akar expressed his condolences regarding a serviceman, who became Shehid (Martyr) as a result of a provocation committed by the Armenian armed forces on January 11 in the direction of the Kalbajar region of the Azerbaijani-Armenian state border.”

Also, “Akar noted that the Turkish Armed Forces, today and always, are beside Azerbaijan in the fight for justice.”

As it was reported earlier, Azerbaijan on Tuesday launched another military aggression on the border with Armenia. Three Armenian soldiers were killed during the exchange of fire. The Azerbaijani side used artillery and drones, too.

Ombudsman: Azerbaijan is launching provocations in Armenia territories where it earlier invaded

Armenia – Jan 12 2022

YEREVAN. – The Office of the Human Rights Defender (Ombudsman) of Armenia has received calls from the residents of Kut, Norabak, Verin and Nerkin Shorzha villages of Gegharkunik Province, in connection with Azerbaijan’s provocation yesterday on the border with Armenia, ombudsman Arman Tatoyan told a press conference Wednesday.

"We are in touch with everyone. Residents heard the sound of artillery," the ombudsman added.

Tatoyan stressed that Azerbaijan is launching aggressive actions in the Armenian territories which it invaded in May last year.

But the same time, the ombudsman noted that this invasion had taken place earlier, in October 2020, during the Artsakh (Nagorno-Karabakh) war, in the direction of Tsav village near Kapan city  of Syunik Province.

"Therefore, we need to talk about the Azerbaijanis’ invading the sovereign territory of Armenia, and globally, the need for the withdrawal of Azerbaijani forces, and not only about the 'May invasion,'" Tatoyan said.

The ombudsman reiterated that the presence of Azerbaijani military near Armenian villages has no legal basis, especially since they appeared there under the threat of a new war. He added that when the ombudsman speaks about this, the respective statements should not be distorted.

"Yesterday's actions are proof of that. They [i.e., the Azerbaijani military] are so close that the [Armenian] civilian population hears the sound of artillery. There is no time. Events are developing rapidly. The longer we delay, the more the rights of the [Armenian] residents will be violated," Arman Tatoyan concluded.

Aliyev stressed that the Minsk Group must accept the reality and know that they cannot deal with the Karabakh issue because they will not allow that.

Aliyev: Peace treaty with Armenia not a guarantee for avoiding war

Armenia – Jan 12 2022

Azerbaijani President Ilham Aliyev in an interview with local media today voiced new threats and blackmail against Armenia.

He said that their policy is completely clear, both during the war and in relation to the settlement of the former Karabakh conflict and the future. He said that they offered both countries to recognize each other's territorial integrity, begin work on the delimitation of borders and on the process of opening communications, and sign a peace treaty.

Aliyev continued saying that the signing of a peace treaty, although not a 100 percent guarantee, minimizes the risk of war to a large extent in any case but they will continuously build up military power.

He added that they have many factors for not recognizing the territorial integrity of Armenia.

Opposition MP: Armenian authorities’ defeatist stance has made country a ‘weak link’ in region

Armenia – Jan 12 2022

Nikol Pashinyan is a “symbol of defeat” and his continued rule will lead to more and more defeats, MP Tigran Abrahamyan from Armenia’s opposition With Honor faction said on Wednesday.

His comments came after Azerbaijani forces freshly attacked Armenian combat positions in the eastern border area on Tuesday, killing three Armenian servicemen and wounding two others.

"The situation along Armenia's eastern border and the likelihood of its possible expansion will be clarified if it becomes known what kind of preparatory work Azerbaijan is carrying out in different border areas, whether there is movement of troops or deployment of military equipment,” he wrote on Facebook.

“This morning, the Armenian Defense Ministry confirmed the death of our third serviceman, also reporting two wounded. The Armenian authorities' defeatist stance and willingness to make concessions has made our country a weak link in the region. As a result, Armenia is always a victim even in issues that do not concern us.

“Nikol Pashinyan is a symbol of defeat and humiliation, and his stay in the current status will bring more and more defeats,” Abrahamyan said.

Ombudsman says call for mirrored withdrawal of troops from Armenian-Azerbaijani border ignores human rights

Armenia – Jan 12 2022

Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan believes the call of the Foreign Ministry on the mirrored withdrawal of troops from the Armenian-Azerbaijani border ignores human rights.

The Foreign Ministry said in a statement late on Tuesday that “one of the ways to avoid further escalation of the situation may be the mirrored withdrawal of troops from the Armenian-Azerbaijani border and introduction of an international monitoring mechanism along the border.”

The statement came after the fresh Azerbaijani attack on Armenian combat positions in the eastern border area, leaving three Armenian servicemen killed and two others wounded.

At a news conference on Wednesday, Tatoyan stated Armenia’s official approach is wrong and runs counter to human rights mechanisms.

“It begs the question where to and where from our forces should withdraw. The line of contact runs through the homes and land plots of our citizens in many areas," he noted.

The ombudsman urged Armenian military and political officials to stop considering issues related to border security and human rights protection only from a political and military perspective, stating the issue of people's security cannot be "separated’ from them.

“Our state policy must be based on human rights protection mechanisms," he said.

Tatoyan reiterated that the real cause of all ceasefire violations by Azerbaijan is its state-sponsored policy of Armenophobia and enmity.

He stated the policy of Armenophobia will not end because it is the source of the political life of the Azerbaijani authorities and the guarantee of Azerbaijani officials’ political life. It is used by Azerbaijani authorities to distract their people from their own problems, he explained.

“In the current circumstances, all peace-loving statements made by Azerbaijan are false,” Tatoyan said.

"Without guarantees for the protection of our rights, we may face bigger problems. In this regard, I would like to note that the main guarantee is the withdrawal of Azerbaijani forces, which must be substantiated by human rights protection mechanisms,” the ombudsman said.
