YEREVAN, JANUARY 21, ARMENPRESS. The Armenian Parliament is debating the issue of electing a new Human Rights Defender.

The parliamentary standing committee on protection of human rights and public affairs proposed Kristine Grigoryan’s candidacy for the position of the Ombudsman.

Mrs Grigoryan has been nominated by the ruling Civil Contract faction.

Introducing the candidate for the Ombudsman, lawmaker from the Civil Contract faction Vladimir Vardanyan said that Kristine Grigoryan has a higher education in two specialties – Oriental studies and Law. She has an experience of professional work for more than 12 years, mainly in the public administration system, such as the justice ministry, the parliament’s staff and the office of the first deputy prime minister. In July 2019 she was appointed deputy minister of justice, and since April 2021 she has been serving as the first deputy minister of justice. Grigoryan was relieved from the position of the first deputy justice minister on .

Ucom to operate new call center in Vanadzor

YEREVAN, JANUARY 21, ARMENPRESS. As of February, Ucom plans to establish a new call center in Vanadzor, thanks to which about 20 vacancies will be created in the city during the current year. Until today, 100 residents of Vanadzor, aged 22-25, have applied for the position for the call center operator. Among the applicants there are lawyers, psychologists, economists, linguists, as well as pedagogues, ARMENPRESS was informed from Ucom.

“When making a decision, it was clear to us that a new call center should be opened in one of the regions. Moreover, we have tried to contribute to the development of the labor market in the regions by offering completely equal working conditions to the Yerevan Call Center. It should be noted, that the Vanadzor applicants are not inferior to the Yerevan applicants in terms of education and professional skills. I am sure that they will make a special contribution to the process of improving the quality of Ucom's service and, of course, they will take it to "դբա լավը" level (which in Lori dialect means "for the better" – edited) “, told Sophie Bondarenko, Acting Director of Customer Service at Ucom. 

The applicants who have passed the interview stage are currently taking in-depth training for a call center employee, studying all the fixed and mobile services provided by the company, the necessary work programs, and so on. 

One of the participants, 23-year-old Martin Martirosyan, a graduate of Yerevan State University's Service Department, said that Ucom first attracted him with its Level Up packages, Mediaroom mobile TV app, and its working style in general: “I have always been interested in Ucom, its services and, when I came across the announcement about the opening of a new call center in Vanadzor, I immediately applied. As an inhabitant of Vanadzor, I prefer to work in my hometown”. 

Another participant, 22-year-old psychologist Ani Khachatryan, decided to apply for this job, as she has always been interested in communicating with the customers, as well as resolving various conflict situations. She said, that she has always observed the work style at Ucom and, in her words, is well aware of the "friendly working atmosphere" in the Company: "The fact that the call center will operate in Vanadzor is very encouraging, because until now we could find such a job only in Yerevan, now Ucom gives us, the residents of Vanadzor, a great opportunity to have a favorite job in our city."

A child seriously injured in a car accident in Artsakh taken to Yerevan by a Russian peacekeeping helicopter

YEREVAN, JANUARY 21, ARMENPRESS. A child who was seriously injured in a car accident in Chartar town of Artsakh on January 19 was taken to Yerevan by a Russian peacekeeping helicopter, ARMENPRESS reports the State Minister of the Artsakh Republic Artak Beglaryan wrote on his "Facebook" page.

"Four children were injured in a car accident in Chartar on January 19, three of them with moderate and one with severe spinal fracture. Given the complexity and danger of this fracture, doctors advised to transport him to Yerevan by helicopter. The Government of Artsakh applied to the Russian peacekeeping forces with a request to provide a helicopter, which was granted by them, but due to bad weather yesterday, the flight took place this morning. The child is now in Yerevan under medical supervision. His life is not in danger, but heavy and complicated surgeries are planned. We hope he will be able to recover as much as possible," said the State Minister of Artsakh.

He added that this is the first time after the 2020 war that such an urgent need for the use of a helicopter has arisen, and, fortunately, the problem has been solved. "I would like to express special thanks to the Russian peacekeeping force, Commander Major-General Andrei Volkov, for resolving this urgent humanitarian problem quickly and effectively. This is another example of the humanitarian activities of Russian peacekeepers in Artsakh and our cooperation," Artak Beglaryan said.

The Court of General Jurisdiction of Yerevan, chaired by Judge Manvel Shahverdyan, left for the deliberation room to make a decision on the precautionary measure of former Defense Minister David Tonoyan, former Deputy Chief of Staff of the Armed Forces Stepan Galstyan, businessman engaged in arms supplies Davit Galstyan, former Chief of Military Aviation of the Armed Forces Avetik Muradyan and former Head of the Aviation Technical Service of the Military Aviation Department Artyom Hambaryan, Tonoyan’s lawyer Sergey Hovhannisyan told ARMENPRESS. The decision will be published on January 24 at 11:00.

The prosecutor demanded that the remand chosen against them as precautionary measure be left unchanged. Davit Tonoyan's lawyers filed a motion for Tonoyan to be released on personal bail, MPs from the "Civil Contract" party Kristine Poghosyan, Vilen Gabrielyan, the chairman of the "Republic" party Aram Sargsyan have issued guarantees for David Tonoyan. The lawyers of the other defendants filed a motion to apply other precautionary measures, including bail.

Tonoyan was arrested in September 2021 on charges of embezzlement and falsifications which he allegedly committed during his tenure as minister of defense. He denies wrongdoing. Davit Galstyan, the head of the company supplying weapons to Armenia, and Stepan Galstyan, the deputy chief of the General Staff, are also accused and are detained over the same case.




Russia will continue its efforts to normalize Armenia-Turkey relations – Ambassador Kopirkin

YEREVAN, JANUARY 21, ARMENPRESS. Vice President of the National Assembly of Armenia, Special Representative of Armenia for the Armenia-Turkey dialogue Ruben Rubinyan received Ambassador of the Russian Federation to Armenia Sergey Kopirkin on January 21.

The parties highly assessed the Armenian-Russian allied relations and attached importance to their continuous development.

The sides also touched upon the normalization of relations between Armenia and Turkey. As Armenia's Special Representative for the Armenia-Turkey dialogue, Ruben Rubinyan thanked the Russian side for hosting the meeting between him and the Turkish Special Representative in Moscow a few days ago and for supporting the normalization process.

The Vice President of the National Assembly assessed the first meeting of the special representatives as constructive, noting that the Armenian side is interested in solving specific problems through a substantive process.

The Ambassador assured that the Russian side will continue making efforts for the normalization of Armenia-Turkey relations.

YEREVAN, JANUARY 21, ARMENPRESS. The world community is facing violent conflicts, and the level of distrust between the superpowers has reached its peak, ARMENPRESS reports, citing TASS, UN Secretary General António Guterres said, addressing the General Assembly.

"We have started another year in the clutches of the world pandemic. Coronavirus continues to control life, plans and hopes. Uncertainty has increased even more. Meanwhile, inequality and inflation are growing. We face fierce political conflicts. The level of distrust between the superpowers has reached a peak," Guterres said.

The Secretary-General noted that since 1945, the world now is experiencing the largest number of violent conflicts.

"The stockpile of nuclear weapons exceeds 13,000, the highest level in a decade," Guterres said.

The FBI on Wednesday raided Democratic Congressman Henry Cuellar's home and campaign office in Texas as part of a wide-ranging federal probe relating to the former Soviet state of Azerbaijan and several U.S. businessmen, a source familiar with the matter told ABC News.

A federal grand jury in Washington is investigating the matter, but it's unclear if Cuellar is a target of the grand jury's probe, ABC News was told.

After FBI agents executed a search warrant at Cuellar's home in Laredo, Texas, an aide to Cuellar said in a statement that the congressman "will fully cooperate in any investigation."

"He is committed to ensuring that justice and the law are upheld," the statement said.

Cuellar, who represents Texas' 28th Congressional District along the U.S.-Mexico border, has been in Congress since 2005. In recent years he has served as a co-chair of the Congressional Azerbaijan Caucus, and repeatedly met with Azerbaijan officials, including the ambassador of Azerbaijan, Elin Suleymanov.

The Armenian National Committee of America wrote on its Facebook page that Elin Suleymanov, Azerbaijan’s longtime ambassador in Washington, skipped town one step ahead of high-profile FBI raid and major federal criminal corruption probe into Azerbaijani bribery schemes (long an open secret in DC circles).

Pashinian Ally Condemned For Insulting Journalists

Armenian press freedom groups on Friday strongly condemned a pro-government 
parliamentarian for branding journalists very critical of Prime Minister Nikol 
Pashinian as “prostitutes.”

The controversial lawmaker, Vahagn Aleksanian, lashed out at unnamed TV channels 
linked to the Armenian opposition in a speech delivered on the parliament floor 
this week. He claimed that ever since Armenia’s defeat in the 2020 war with 
Azerbaijan they have been busy disseminating “hate speech” against Pashinian and 
his family members on a daily basis.

“They are not journalists, they are verbal prostitutes,” Aleksanian said without 
naming names or giving any examples of the alleged disinformation.

Ashot Melikian of the Yerevan-based Committee to Protect Freedom of Speech 
condemned the remarks, saying that nothing can justify public insults directed 
at reporters.

“The vocabulary used by Vahagn Aleksanian … is a classic example of hate 
speech,” Melikian told RFE/RL’s Armenian Service.

“Vahagn Aleksanian must at least apologize to journalists,” he said. “If he 
doesn’t do that, the political force which he represents must do in his place.”

A former spokesman for Pashinian’s Civil Contract party, Aleksanian frequently 
lambastes the prime minister’s detractors in and outside the National Assembly. 
He was among three Civil Contract deputies who physically assaulted an 
opposition colleague in August, sparking a mass brawl on the parliament floor.

Shushan Doydoyan, the head of the Center for Freedom of Information, demanded 
that the National Assembly’s ethics commission investigate Aleksanian’s 
diatribe. She said the commission should also determine “whether his job is to 
defend the dignity of the family of a certain high-ranking official,” rather 
than pass laws.

“If so, he should starting working as a paid lawyer,” added Doydoyan.

Gegham Manukian, an opposition lawmaker who used to run a TV channel linked to 
the Armenian Revolutionary Federation (Dashnaktsutyun), added his voice to the 
criticism.

“I also want to appeal to the political majority [in the parliament,]” he said. 
“Do not forget that you may not be in power and may need protection tomorrow. 
For everyone’s sake, do not allow such bullying.”

In the course of last year Armenian media associations repeatedly accused 
Pashinian’s administration of seeking to curb press freedom in the country.

In particular, they denounced government-backed bills that tripled maximum legal 
fines for “slander” and made it a crime to gravely insult state officials and 
public figures. They also criticized parliament speaker Alen Simonian’s decision 
to seriously restrict journalists’ freedom of movements inside the parliament 
building.

Melikian said on Friday that Armenia’s current and former authorities “very much 
resemble each other in terms of their attitudes” to the media.



European Envoys Visit Armenia, Azerbaijan

Armenia - Prime Minister Nikol Pashinian meets the representative of the French 
Presidency to the Council of the European Union, Isabelle Dumont, and the EU's 
special representative to the South Caucasus Toivo Klaar, .



Senior European diplomats have visited Azerbaijan and Armenia to discuss ongoing 
efforts to de-escalate tensions along the border between the two countries.

Toivo Klaar, the European Union’s special representative to the South Caucasus, 
and French envoy Isabelle Dumont met with Azerbaijani President Ilham Aliyev in 
Baku on Thursday before proceeding to Yerevan for talks with Armenian leaders 
held on Friday.

Klaar described the meetings as “excellent.” “The EU is firmly committed to 
peaceful and prosperous South Caucasus,” he tweeted at the end of what he called 
a “successful” visit.

In a separate tweet, the EU envoy said he and Dumont wanted to “follow up on 
December meetings in Brussels” held by Aliyev and Armenian Prime Minister Nikol 
Pashinian.

The two leaders met in the Belgian capital twice in the space of two days on the 
sidelines of the EU’s Eastern Partnership summit with five former Soviet 
republics. The talks were hosted by European Council President Charles Michel 
and French President Emmanuel Macron.

Michel said on December 15 that Aliyev and Pashinian agreed to take “further 
tangible steps” that would create a “conducive atmosphere” for planned 
negotiations on the demarcation of the Armenian-Azerbaijani border. The EU is 
ready to provide “technical assistance” to the demarcation process, he said.

Aliyev and Pashinian pledged to set up a joint commission on border delimitation 
and demarcation when they held a trilateral meeting with Russian President 
Vladimir Putin in Sochi on November 26.

Armenian officials said earlier this week that the commission should start its 
work after a set of confidence-building measures, notably the withdrawal of 
Armenian and Azerbaijani troops from their border posts. Azerbaijani Foreign 
Minister Jeyhun Bayramov rejected the Armenian “preconditions,” saying that Baku 
stands for an immediate and unconditional start of the demarcation process.

Armenia’s Foreign Ministry insisted on Thursday that the Armenian and 
Azerbaijani leaders agreed on the mutual troop withdrawal during the Brussels 
talks.

A spokesman for Josep Borrell, the EU’s foreign and security policy chief, 
called for a “distancing of forces and confidence-building measures” when he 
reacted to fresh deadly fighting that erupted on the Armenian-Azerbaijani border 
last week.

Official Armenian and Azerbaijani sources gave few details of the visiting 
European envoys’ talks in the two capitals. Pashinian’s press office said the 
prime minister discussed with them “steps aimed at de-escalating the situation 
and ensuring stability on the Armenian-Azerbaijani border.”



Pro-Government Lawmakers Urge Release Of Former Defense Minister

Two members of Armenia’s parliament representing the ruling Civil Contract party 
have called for former Defense Minister Davit Tonoyan’s release from custody 
pending the outcome of his trial.

In a petition submitted on Thursday to the judge presiding over the trial, 
Kristine Poghosian and Vilen Gabrielian said they guarantee that Tonoyan’s will 
not obstruct justice if set free. The petition as also signed by Aram Sarkisian, 
the leader of the pro-government Hanrapetutyun party not represented in the 
National Assembly.

Tonoyan, the chief of the Armenian army’s General Staff, Lieutenant-General 
Artak Davtian, two other generals and an arms dealer went on trial on Wednesday, 
accused of supplying the armed forces with faulty ammunition. They all deny the 
accusations.

Unlike the other defendants, Davtian has not been arrested or fired. He has not 
publicly commented on the case so far.

The presiding judge, Manvel Shahverdian, accepted prosecutors’ demand that the 
trial be held behind the closed door because of “state secrets” involved. 
Defense lawyers strongly objected to the decision. They also demanded that 
Shahverdian free all detained suspects.

The judge began considering the demands, including the petition or Tonoyan, on 
Friday. It was not immediately clear when he will announce his decision.

Prime Minister Nikol Pashinian appointed Tonoyan as defense minister just days 
after coming to power in May 2018. The latter was sacked in November 2020 less 
than two weeks after a Russian-brokered agreement stopped the war in 
Nagorno-Karabakh.

In a statement released early this month, Tonoyan warned that he must not be 
made a scapegoat for Armenia’s defeat in the six-week war. He pledged to make 
“surprise” revelations in that regard.

Tigran Avinyan elected Chairman of the Board of Trustees of polytechnic university

YEREVAN, JANUARY 21, ARMENPRESS. The Chairman of the Board of Directors of Armenian National Interests Fund (ANIF) Tigran Avinyan – the ex-Deputy Prime Minister – was elected today to serve as the Chairman of the Board of Trustees of the National Polytechnic University of Armenia.

His candidacy was unanimously approved at the inaugural session of the university’s new Board of Trustees on January 21.
