Armenia begins to require proof of vaccination for restaurants, cafes

PanARMENIAN.Net - Beginning from January 22, Armenia is tightening the screws on unvaccinated and untested people by denying them access to indoor dining and cultural venues in an effort to contain the spread of the coronavirus.

The move was first reported on in late November, with Health Minister Anahit Avanesyan revealed that people will have to present proof of vaccination or a negative PCR test result in order to access said places.

People who can't get jabbed for health reasons will not be affected by the new restrictions, for them a negative test will suffice.

Karabakh: Azerbaijanis committed 69 crimes since 2020 ceasefire

PanARMENIAN.Net - The Azerbaijani military has committed 69 crimes against the civilian population of Artsakh (Nagorno-Karabakh) since a ceasefire statement was signed on November 9, 2020, the Prosecutor General's office of Artsakh reports in a statement.

In total, 54 criminal cases have been launched to investigate the crimes committed by Azeri servicemen stationed near the border settlements and villages of Karabakh, the statement adds.

There have been 5 murders, 28 attempted murders, 1 terrorist act, 12 instances of destruction of property, 16 cases of attempted destruction and damage to property, 3 cases of theft, 2 cases of robbery, 3 cases of destruction of graves, 4 cases of torture, 1 case of threatening to kill, 1 case of kidnapping, the statement reveals.

Three civilians and 10 servicemen were killed in the reporting period, 37 people received gunshot wounds, while six others were physically abused.

"This information proves that after the trilateral statement, Azerbaijan has been regularly violating the condition of "complete cessation of fire and hostilities" mentioned in Article 1 of the statement, as a result of which people are being killed, the simple rights necessary for human existence are being violated," the Prosecutor's office reports.

Ombudsman raises human rights violations in border communities

PanARMENIAN.Net - As a result of the Azerbaijani Armed Forces' blocking of the Goris-Kapan and Kapan-Chakaten roads since November 2021, the rights of the residents of said communities are being violated every day, Armenian Ombudsman Arman Tatoyan has said.

People have been facing isolation and humanitarian problems, especially due to the weather, իn the villages of Bardzravan, Shurnukh and Vorotan near Goris, in the villages of Chakaten, Shikahogh, Srashen, Nerkin Hand, Tsav, Shishkert near Kapan, Tatoyan said.

For example, in the Goris community, teachers were unable to get to work using the alternative road due to weather conditions, even driving in a Ural military vehicle.

The Human Rights Defender also said that the section of the Tatev-Kapan road leading to Bardzravan is difficult to pass and is in particularly poor condition. According to him, the International Committee of the Red Cross (ICRC) on January 20 was unable to deliver food and hygiene products to the village of Bardzravan in its off-road vehicle.

“The Ministry of Emergency Situations and the border troops of the National Security Service selflessly provide food to the villages, and with great difficulty. And how will access to emergency medical care, hospitalizations, etc. be ensured? Isn't it a matter of ensuring health and the right to life? There are no questions of dignity here?” he writes.

Armenia confirms 940 new coronavirus cases, no deaths

As of 11:00 on Saturday, 940 new cases of coronavirus infection were registered in Armenia, the total number of infected reached 350,897, Armenian News-NEWS.am was informed by the National Center for Disease Control and Prevention of the Ministry of Health of the Republic of Armenia.

The total number of tests carried out is 2,669,792, of which 5,812 were over the past day. In fact, 7,242 patients are currently being treated.

According to the latest data, 334,109 people have recovered, over the past day – 127.

No deaths from coronavirus have been reported.

Tatoyan: Expired drugs found in mental health centers in Armenia

The storage and use of medicines in mental health centers in Armenia is a concern, Armenian Ombudsman Arman Tatoyan said at a press conference on Saturday, speaking about the state of mental health centers in the republic.

“Expired drugs were found in the centers of Sevan and Vardenis, their expiration date was 4 months ago, the same thing happened in the Lori regional psycho-neurological dispensary. Facts were also recorded when medical supplies, instruments, even for a period of two years, were overdue for quite a long time,” Tatoyan said.

According to him, most centers use mixed drugs without clarifying their compatibility. In addition, therapy sessions with psychiatrists are not conducted properly.

The Ombudsman welcomed the opening of a juvenile department at the Avan Mental Health Center, which can treat 12 people.

“It is a matter of concern that there are no such centers for minors living in the regions and having problems. And the children are forced to be transported to Yerevan, but even here the relatives face serious difficulties,” he concluded.

Tigran Abrahamyan: Turkey’s ‘appetite’ hasn’t been limited to South Caucasus for a long time

China, Russia and Iran have launched joint military drills amid new confrontation between Russia and the West, Armenian MP Tigran Abrahamyan, who represents the opposition With Honor faction, said on Friday.

Earlier last year, Russia and China signed a road map for closer military cooperation, outlining the joint steps in the sphere up to 2025.

“During the recent visit of Iran's president to Russia, it was also announced that Tehran would receive a $5 billion credit. According to official reports, most of this sum will be used for the delivery of the Russian Su-35. It is assumed that Iran will spend the rest of the credit on new military purchases,” the MP wrote on Facebook.

In his words, Iran and Russia have an enormous direct, while China indirect, influence on the processes in the South Caucasus, primarily aimed at deterring Turkey's growing ambitions.

“At the same time, Turkey's appetite has not been limited to the South Caucasus for a very long time and Iran, Russia and China have common interests in this regions to suppress Turkey's aggressive policy,” Abrahamyan said.

“It is clear that the deepening and substantive cooperation between the trio is directly related to the intensification of Western policy, and the intense struggle for influence in different regions continues.

“This implies new alliances, revised relations, political adjustments and, of course, new tensions around the world.

“There is no point in saying on what front of cooperation Armenia can work with the Russia-Iran-China trio especially to counteract the new Turkish-Azerbaijani military adventure or possible aggression, because the anti-crisis formula of the Armenian authorities is to warm relations with Turkey and Azerbaijan in an effort to “settle” conflicts, which will only bring a new crisis and tragedy to our country,” the lawmaker noted.

Electricity generation on the decline in Armenia

A total of 6 billion 848.4 million kilowatt-hours of electricity were generated in Armenia in January-November 2021, down by 2% from the same period of 2020, Armenia's National Statistical Committee revealed.

According to the latest figures, electricity generation at thermal power plants (TPPs) increased by 5.1% to 3 billion kWh in eleven months. In the meantime, power generation at hydropower plants rose by 25.5% to 2,085.4 million kWh in the reporting period.

In January-November 2021, Armenia’s Nuclear Power Plant (NPP) generated 1 billion 679.6 million kilowatt-hours of electricity, marking a 31․6% year-on-year decline.

Electricity generation at solar power plants stood at 82.3 million kWh in the first 11 months of last year, securing a 4.2-fold increase from the same period of the previous year.

Prime Minister Nikol Pashinyan held a meeting with EU Special Representative for the South Caucasus and the crisis in Georgia Toivo Klaar and the French presidency’s representative at the Council of the European Union, advisor to the French presidential office Isabelle Dumont.

“The meeting addressed the situation in the South Caucasus region after the 44-day war, the steps aimed at de-escalating the situation at the Armenian-Azerbaijani border and ensuring stability. In particular, views were exchanged regarding the implementation of agreements and results of meetings held in mediation of the President of the Russian Federation in Sochi, as well as the President of the European Council and President of France in Brussels. The necessity for the full launch of the peace process under the auspices of the OSCE Minsk Group Co-Chairmanship and intensifying the activity of the Co-Chairs in the direction of a lasting resolution of the Nagorno Karabakh conflict was underscored,” the Armenian Prime Minister’s Office said in a statement.
