Armenia reports 410 daily COVID-19 cases

YEREVAN, DECEMBER 8, ARMENPRESS. 410 new cases of COVID-19 have been confirmed in Armenia in the past 24 hours, bringing the total number of confirmed cases to 341,468, the ministry of healthcare reports.

8485 COVID-19 tests were conducted on December 7.

408 patients have recovered in one day. The total number of recoveries has reached 322,814.

The death toll has risen to 7728 (10 death cases have been registered in the past one day).

The number of active cases is 9462.

Government sees possible re-launch of Amulsar as “positive risk” in state budget draft

YEREVAN, DECEMBER 8, ARMENPRESS. The Pashinyan Administration sees the possible re-launch of the Amulsar Mine as a “positive risk”, finance minister Tigran Khachatryan told lawmakers during parliamentary debates of the 2022 state budget.

The opposition Hayastan faction MP Andranik Tevanyan asked the minister whether or not the budget includes projections on the Amulsar mine and what’s the government’s approach regarding the mine and whether or not it will be re-launched.

Finance Minister Khachatryan said the budget draft describes as a “positive risk” if Amulsar mine were to be re-launched during the year. “Nevertheless, you should know that during a 12-months period starting from the launch there will be preparatory works which should lead to the mine’s operations,” the minister said.

Armenia will consistently pursue Azerbaijan’s compliance with ICJ’s orders – Foreign Ministry

YEREVAN, DECEMBER 8, ARMENPRESS. On December 7, International Court of Justice issued its orders on the requests for provisional measures made by Armenia and Azerbaijan in the proceedings instituted by Armenia against Azerbaijan and the counterclaim of Azerbaijan against Armenia under the “International Convention on the Elimination of All Forms of Racial Discrimination” (CERD), the Armenian Foreign Ministry said in a statement.

The orders reflect the Court’s acceptance of numerous critical arguments raised by Armenia, and the validation of its positions before the Court.

In its request for provisional measures, Armenia presented evidence of Azerbaijan’s racially motivated murders and torture of the Armenian prisoners of war and other detainees, as well as of its consistent policy of racial hatred of Armenians and destruction of Armenian cultural heritage.

The Court found that there is an imminent risk of irreparable harm to the rights of the Armenians under the “International Convention on the Elimination of All Forms of Racial Discrimination”, and ordered Azerbaijan to:

  1. “Protect from violence and bodily harm all persons captured and remained in detention in relation to the military conflict of 2020, as well as ensure their security and equality before the law”;
  2. “Take all necessary measures to prevent the incitement and promotion of racial hatred and discrimination, including by its officials and public institutions, targeted at persons of Armenian national or ethnic origin”;
  3. “Take all necessary measures to prevent and punish acts of vandalism and desecration towards Armenian cultural heritage, including churches and other places of worship, monuments, landmarks, cemeteries and artifacts”.

It should be noted that during the oral proceedings on Armenia’s request for provisional measures the Court took full cognizance on the representation made by the agent of Azerbaijan that the mannequins depicting Armenian soldiers and displays of helmets worn by Armenian soldiers during the Second Nagorno-Karabakh War have been permanently removed from the so-called “Military Trophies Park” and will not be shown in the future.

It is aslo noteworthy that only Azerbaijan that has been explicitly obliged by the Court to take all necessary measures to prevent discrimination and its incitement “including by its officials and public institutions.”

The Armenophobic rhetoric consistently espoused by the highest leadership of Azerbaijan, the inhumane treatment of Armenians under Azerbaijan’s control or jurisdiction, and the destruction and desecration of the Armenian cultural and religious heritage are insurmountable obstacles to the de-escalation of the situation and peaceful development of the region.

The Court’s orders on provisional measures recognize these realities and create legally binding obligations under international law to address them.

Armenia will consistently pursue Azerbaijan’s compliance with the Court’s orders, and will inform the Court of any violation.

The Court’s order once again reaffirms the legitimacy of the concerns raised by the Armenian side during this period regarding the prisoners of war and other detainees, endangered Armenian historical and cultural heritage in the territories of Artsakh fallen under the Azerbaijani control, as well as the Armenophobic rhetoric of Azerbaijan.

The Ministry of Foreign Affairs of the Republic of Armenia draws the attention of the OSCE Minsk Group Co-Chairmanship and other international partners to the orders of the UN International Court of Justice and calls to continue undertaking efforts for the comprehensive addressing of the identified issues.

Iranian customs chief arrives in Armenia

YEREVAN, DECEMBER 8, ARMENPRESS. State Revenue Committee Chairman Rustam Badasyan welcomed the Head of the Iranian Customs Administration Mehdi Mir-Ashrafi at the Meghri customs checkpoint.

Mehdi Mir-Ashrafi arrived to Armenia on a working visit.

Badasyan and Mir-Ashrafi toured the Meghri border crossing point. They addressed issues of mutual interest in customs cooperation, simplification of customs procedures between the two countries and improvement of cargo shipment conditions.

The parties discussed possibilities for preliminary exchange of information, mechanisms for increasing the effectiveness of anti-smuggling operations, and stated the need for intensifying the direct contacts of the heads of the Norduz and Meghri border crossing points.

Badasyan and Mir-Ashrafi are scheduled to hold another meeting in Yerevan on December 9.

Armenian President arrives in Qatar

Rep. Pallone calls for using tough diplomacy to deter Azerbaijani president’s aggressive behavior

YEREVAN, DECEMBER 8, ARMENPRESS. US Congressman Frank Pallone commented on the statements of Azerbaijani president Ilham Aliyev again containing threats against Armenia.

“Aliyev is using his media mouthpiece to level threats of violence against Armenia unless he gets his way. He’s a bad faith actor who clearly isn’t interested in a negotiated peace”, the Congressman said on Twitter, calling on the State Department and other world leaders to use tough diplomacy and act to deter this behavior.

The Azerbaijani president has once again presented demands and threats against Armenia. On December 7 the Armenian Foreign Ministry commented on Aliyev’s statement, who demanded that Armenia should accept the terms of Azerbaijan and announce a specific date for the opening of the so-called “Zangezur corridor”. The Foreign Ministry said that Aliyev’s statements contradict the agreements which were reached recently in Sochi by the Armenian, Russian and Azerbaijani leaders.

EUR exchange rate is up by 2.08 drams to 557.22 drams. Russian Ruble exchange rate is up by 0.08 drams to 6.70 drams. GBP exchange rate is up by 1.06 drams to 653.85 drams.

The Central Bank has set the following prices for precious metals.

Gold price is up by 122.92 drams to 28281.35 drams. Silver price is up by 2.52 drams to 356.19 drams. Platinum price is up by 264.22 drams to 15019.04 drams.

MoD Armenia denies Azerbaijan’s announcement of firing in the direction of Azerbaijani positions

YEREVAN, NOVEMBER 8, ARMENPRESS. The Armenian Government carried out daily work for the return of Armenian captives illegally detained in Azerbaijan, and this issue is discussed in all negotiations, ARMENPRESS reports Prime Minister of Armenia Nikol Pashinyan said during the parliament-Cabinet Q&A session, referring to the question of MP Artsvik Minasyan from “Armenia” bloc.

Minasyan also noted that they initiated a discussion on the issue of the POWs, and officially invited PM Pashinyan, but the latter did not participate.

“First, let me bring the freshest example, when our Government raised the issue at the International Court of Justice. I think that the court made a very important record. Of course, the court did not demand the immediate release of prisoners of war, hostages or other detainees for one reason only – absence of any _expression_ of purely racial discrimination, but on the other hand stated that those captured during hostilities should be repatriated under international law. As for the rest, we do daily work through diplomacy, the issue is discussed in all negotiations, we make all efforts”, Pashinyan said.

The Prime Minister reminded that talks are planned in the near future, meaning the scheduled meeting with Azerbaijani President Ilham Aliyev in Brussels on December 15. And he, in response to the opposition’s proposal, offered to meet behind closed doors after December 15 to clarify all the issues.
