Azerbaijan abuses the important process of voluntary national reviews within UN: Ambassador’s letter to UN chief

YEREVAN, JULY 29, ARMENPRESS. The letter from the Permanent Representative of Armenia to the United Nations Mher Margaryan addressed to the UN Secretary-General and the President of the Economic and Social Council has been released, the Office of the Permanent Representative of Armenia to UN told Armenpress.

The letter touches upon the third voluntary national review of Azerbaijan presented at the UN high-level political forum on sustainable development on 12 July 2021.

The letter states that Azerbaijan has yet again abused the important process of voluntary national reviews to disseminate misinformation and falsifications about the Nagorno Karabakh conflict. It presents the heavies humanitarian and environmental consequences of the 2020 Azerbaijani aggression against Artsakh.

YEREVAN, JULY 29, ARMENPRESS. At the beginning of today’s Cabinet meeting caretaker Prime Minister Nikol Pashinyan touched upon the current situation on the Armenian-Azerbaijani border and stated that the situation is not stabilizing.

Pashinyan said that Azerbaijan continues the aggressive rhetoric and actions, leaving without response all the proposals of the international community aimed at the political and lasting solution of the situation.

“Azerbaijan is attempting to disrupt any opportunity for dialogue with all its actions, discrediting the November 9 and the January 11 trilateral statements. Azerbaijan is taking consistent actions also to discredit the topic of unblocking the regional communications. Azerbaijan continues to point out a topic of a so-called corridor, outlining concrete routes and directions. I have repeatedly stated that Armenia has not discussed, is not discussing and will not discuss any issue of corridor logic”, he said, adding that all transportation and economic communications in the region must open.

“Just as Armenia must have a communication to Russia, Central Asia and Iran via Azerbaijan, so Azerbaijan must have a communication to Nakhijevan, Georgia and Iran via Armenia. In order to implement this plan, customs points should be established in the respective sections of the border”, Nikol Pashinyan said, bringing as an example the border checkpoints operating in the CIS territory.

Deployment of Russian border guard posts along Armenian-Azerbaijani border needs to be considered, says Pashinyan

YEREVAN, JULY 29, ARMENPRESS. Azerbaijan not only continues to be illegally located in the territory of Armenia, but also is constantly taking provocative actions, attempting to discredit the system of the Collective Security Treaty Organization (CSTO), caretaker Prime Minister of Armenia Nikol Pashinyan said at the beginning of the Cabinet meeting today.

“Azerbaijan accuses Armenia of launching provocation. Armenia, being as member of the CSTO, which will assume its chairmanship from September, understands its responsibility of not creating security threats for the CSTO, not engaging the allied states into military operations, and I officially rule out any provocative actions by the Armenian Armed Forces. One of the possible solutions to reveal the truth of mutual accusations of Armenia and Azerbaijan could be the deployment of the CSTO monitoring mission along the Armenian-Azerbaijani border. If such mission would be impossible, there could be other acceptable international formats for us”, Pashinyan said.

He says Azerbaijan’s attempts to show that Armenia opposes starting the border demarcation and delimitation process has nothing to do with the reality. “We support the process, moreover, we have received a mandate from our own people to start such a process and establish peace and stability in the region. Back to the May 27 session of the Security Council I have raised our approaches on the launch of demarcation and delimitation works”, Pashinyan said.

He said it is necessary to consider the deployment of Russian peacekeeping posts along the entire length of the Armenian-Azerbaijani border which will allow to carry out the demarcation and delimitation works without a risk of a military clash.

“We are going to discuss this topic with our Russian partners. Our government is going to take all necessary measures for ensuring peace, security and stability in the region. We will act in accordance with the mandate gained from the citizens of Armenia”, the caretaker PM said.

YEREVAN, JULY 29, ARMENPRESS. Caretaker Prime Minister of Armenia Nikol Pashinyan says Azerbaijan has not yet signed the mandate of the peacekeepers.

“Azerbaijan continues applying aggressive rhetoric and actions, at the same time leaving without response all the proposals of the international community aimed at the political and lasting solution of the situation, including the April 13 statement of the OSCE Minsk Group Co-Chairs which called for resuming the negotiations”, Pashinyan said at the Cabinet meeting.

He said Azerbaijan is attempting to disrupt any opportunity for dialogue with all its actions, by discrediting the November 9 and the January 11 statements with its rhetoric and actions.

“Azerbaijan continues the sham trials of Armenian prisoners of war, sentencing them to long years in prison. A special attention should be paid on the fact that almost all POWs who have been convincted recently have been captured after November 9 in the responsibility zones of the peacekeepers. If we combine this fact with the anti-propaganda carried out in Azerbaijan against the peacekeepers and with the fact that Azerbaijan has not yet signed the mandate of the peacekeepers, it’s obvious that this are a series of actions against the peacekeepers, in other words, against the peace and stability in Nagorno Karabakh”, he said.

COVID-19: Armenian government allocates over 3 bln drams for purchase of Sinopharm, Pfizer vaccines

YEREVAN, JULY 29, ARMENPRESS. The Armenian government allocated 3 billion 459 billion drams for the purchase of Chinese Sinopharm and German Pfizer vaccines against COVID-19.

At the Cabinet meeting today caretaker Minister of Healthcare Anahit Avanesyan said that the share of vaccine recipients in the overall population will increase by 10% (500,000 doses for 250,000 persons).

“The activeness towards vaccines is constantly growing in Armenia. We have already carried out 163,000 vaccinations”, he said.

Caretaker Prime Minister Nikol Pashinyan in his turn expressed concerns that the coronavirus cases are gradually growing in Armenia. “I want to draw your attention to the vaccination process, we should continue effectively conducting the purchase of the vaccines. We need to actively cooperate also with our partners in this process and continue to keep the traditions of mutual help and support”, he said.

He stated that there is a traditiol of quite active cooperation with Georgia in terms of exchanging vaccines. “I want to thank the Georgian government for their decision to donate 50,000 doses vaccine to Armenia”, he said, adding that when Armenia has such an opportunity, a similar decision will be made.

Anahit Avanesyan informed that the government of Lithuania has decided to donate vaccines (27,000 doses) to Armenia.

Armenian ministry of health prepares packages for increasing COVID-19 vaccinations, applying certain restrictions

YEREVAN, JULY 29, ARMENPRESS. The ministry of healthcare of Armenia is preparing packages for boosting the COVID-19 vaccinations and imposing some restrictions as the new cases are gradually growing, caretaker minister of healthcare Anahit Avanesyan said at the Cabinet meeting today, adding that the packages will soon be submitted to the government.

“As we see, all countries are using certain tools for both the restrictions and the vaccinations, they are trying to ensure that as many people as possible are getting vaccinated. If in case of the previous strains of the virus 65% was chosen as a targeted figure for the population, the current Delta variant is spreading rapidly and the World Health Organization advises the countries to raise the overall vaccination rate to more than 75%”, she said.

The caretaker minister said the coronavirus situation in the region is quite tense, but that situation in Armenia is stable. “Although we are recording a little growth every week. Therefore, we need to do everything to avoid drastic increase in new cases”, Anahit Avanesyan said.

Soldier wounded in Azerbaijani shooting underwent surgery: Gegharkunik Governor briefs on border situation

YEREVAN, JULY 29, ARMENPRESS. Governor of Armenia’s Gegharkunik province Gnel Sanosyan briefed reporters on the border situation after the Cabinet meeting today.

He stated that a shootout occurred overnight July 29 in the direction of Verin Shorja, in the position where heavy battles took place overnight July 28.

“We have one wounded soldier, he has undergone a surgery, everything is normal”, he said.

Mr. Sanosyan said that Russian border guards have not been deployed on the section of the Armenian-Azerbaijani border where heavy battles occurred yesterday, adding that he is not aware of the negotiations on this direction.

“There has been some process, Russians visited us, there has been some work. But I cannot say in what stage the negotiations are at the moment”, the Governor said.

He stated that today’s situation is not the same as it was in May when the Azerbaijani troops infiltrated into Armenia’s territory. “In May the Azerbaijani forces were coming with maps for the so-called peaceful purposes. But now it’s obvious that when they fire at our direction, when there are our residents, our Army cannot just stay silent. Our Army gives a very worthy response, yesterday’s actions are the evidence of this, thanks to which we didn’t have any change in the contact line”, the Gegharkunik Governor said.

Armenian caretaker health minister presents steps to be taken to increase COVID-19 vaccinations

YEREVAN, JULY 29, ARMENPRESS. Caretaker minister of healthcare of Armenia Anahit Avanesyan has presented the upcoming actions aimed at increasing the number of people who get vaccinated against COVID-19.

She told reporters after the Cabinet meeting that she has always stated that the vaccination results are not so satisfactory. “But we are satisfied with the constantly growing number of those who seek to get vaccinated. I hope that with the arrival of new batches of vaccines this rate will grow, and we will have a chance to reach our targets on the right time, by the end of the year”, she added.

As for the packages which are being prepared for applying some restrictions connected with the virus, Avanesyan said they propose a COVID-19 test requirement from time to time in public services field, especially in those workplaces where there are broad contacts and the citizens are representatives of risky groups.

YEREVAN, JULY 29, ARMENPRESS. Russian presidential spokesperson Dmitry Peskov has not commented on Armenian caretaker Prime Minister Nikol Pashinyan’s idea on deploying Russian border patrol posts along the Armenian-Azerbaijani border, reports TASS.

“The contacts with Yerevan continue, I have nothing more to add”, the Kremlin spokesperson said.

He stated that Russia has made a lot of efforts to restore the ceasefire regime on the Armenian-Azerbaijani border, adding that the works continue.

“Yesterday escalation was reported on the Armenian-Azerbaijani border. You know that the representatives of Russia have made a lot of efforts in order to restore the ceasefire regime. The works continue, Russia continues its contacts with Yerevan and Baku in order to fully ensure the implementation of the trilateral statements”, Dmitry Peskov said.

During today’s Cabinet meeting Armenian caretaker PM Nikol Pashinyan touched upon the possibility of deploying Russian border guard posts along the Armenian-Azerbaijani border, stating that it would allow to carry out demarcation and delimitation works without the risk of military clashes.
