Russian peacekeepers ensure the safety of construction of a reservoir in Artsakh

The servicemen of the Russian peacekeeping contingent have begun to ensure the safety of the newly built reservoir for the needs of the population and industry of Artsakh (Nagorno-Karabakh), the Russian Defense Ministry reported. 

According to the source, hydraulic engineers have started engineering work to create an artificial reservoir near the demarcation line in the Martakerd region.

Work on the construction of a reservoir for storing reserves of underground and aboveground fresh water runoff is planned to be completed by the end of this year.

Lawmaker from opposition “I have Honour” faction Tigran Abrahamyan commented on the recent actions of the Azerbaijani servicemen who had blocked the interstate road leading from Goris to Kapan in Armenia’s Syunik province. 

“I have no doubt that the main aim of the Azerbaijani aggression is to get a ‘corridor’ from Armenia and not only in one direction. In fact, Azerbaijan is in tactical tricks but its strategic goal is to get a pivot in the most southern part of Armenia. Meghri and Agarak are the key in terms of security with a lot of work and a need to revisit our previous approaches,” Abrahamyan wrote. 

 

Newspaper: Russia, Azerbaijan armed forces clash in Armenia’s Syunik Province

YEREVAN. – Zhoghovurd newspaper of the Republic of Armenia (RA) writes. (…) the Azerbaijani side has closed off two important roads in Syunik [Province of Armenia] since yesterday, one of which is an interstate: Armenia-Iran.

And how did the incident start? Yesterday and today, the Baku military have closed off both sections of that road allegedly in response to the stabbing of their soldiers [by Armenians], which the RA MOD denies.

In an interview with Zhoghovurd daily, Russian analyst Modest Kolerov also said that there was information that there was an incident involving Russian and Azerbaijani servicemen. However, there is no official information yet about that and any incident involving Armenians. In any case, the Russian analyst also noted that while the internal situation in Armenia is uneasy, Azerbaijan continues to implement its plans.

Speaking about the fact that the Armenian-Iranian border is at risk, Kolerov noted that the latter [(i.e., Iran)] has welcomed the restoration of Azerbaijan’s territorial integrity, and one should not pin hopes on Iran in this regard, at the same time reiterating that Russia is ready to start trilateral talks, and is busy with that now, too.

Police special forces apprehend young man for shouting against Armenia PM

YEREVAN. – The Police special forces on Friday apprehended, from outside the main government building, a young man for shouting against Prime Minister Nikol Pashinyan of Armenia.

The Armenian News-NEWS.am correspondent reported from the scene that this young man was walking his dog at Republic Square in downtown Yerevan, then he turning toward the aforesaid building, he shouted “Nikol, leave!” several times.

The Police special forces immediately ran towards this young man, held him from his arms, put him in a police car, and took him away.

The police did not tell our reporter what the reason was for apprehending this young man.

Armenia economy minister: Arrival of trucks from Iran to Yerevan is currently solved by bypass road

YEREVAN. – Officials in charge at the government are engaged in resolving the issue of trucks coming from Iran arriving in  Yerevan. The Minister of Economy, Vahan Kerobyan, on Friday said this in a conversation with reporters at the government of Armenia.

“I believe this issue will be resolved soon. Of course, the [southern] border of the Republic of Armenia starts from Meghri [city], and the Iranian cars have no problems with entering Armenia; they have a problem with reaching [the capital] Yerevan. At the moment, this problem is being solved by a bypass road, but it is not adapted for large trucks,” Kerobyan added.

For almost two days now, the Azerbaijani armed forces have closed off the Goris-Kapan interstate motorway’s Shurnukh-Karmrakar section, as well as the section leading from Goris city to Vorotan village. It is about the M2 motorway that connects Armenia with Iran.

The economy minister said that the Armenian government is doing its best to reopen these roads as soon as possible.

But the minister did not say whether he considers these roads now blocked by the Azerbaijanis to be part of the sovereign territory of Armenia. “I am not a connoisseur of such questions. It is necessary to look at what kind of agreements there were. You, too, know very well that some parts of that road were in the territory of [former] Soviet Azerbaijan,” he said.

Kerobyan said that the task of providing food to the residents of the currently blockaded Armenian villages were discussed Friday at the Ministry of Economy. It became known Thursday that the Russian border guards had delivered food to the residents of Vorotan village.

As reported earlier, the Azerbaijani soldiers have blocked the Shurnukh-Karmrakar section of the Goris-Kapan motorway as of 11pm Wednesday, and they refuse to reopen it. About four dozen cars on this road section were evacuated Wednesday night.

And the Office of the Human Rights Defender (Ombudsman) of Armenia reported that at around 12:20pm on Thursday, the Azerbaijani servicemen had closed off as well the road leading from Goris city to Vorotan village.

Thursday’s trilateral—Armenian-Russian-Azerbaijani—respective talks had ended in the evening, but to no avail. The Azerbaijani side still keeps these road sections closed.

High-tech minister: Not single centimeter will be handed over from Armenia’s territory

YEREVAN. – That problem will still be recurrent until there is clarity. The Minister of High Technological Industry, Vahagn Khachatryan, told reporters this after Friday’s government Cabinet meeting, referring to the Azerbaijani military’s closure of some sections of the Goris-Kapan interstate motorway of Armenia.

“The peace agenda does not mean being unprotected and does not mean giving up our territories; this is very clear. It is a state policy [of Armenia]. We will go to border delimitation, and we will not give up our territories. And if there will be other proposals besides the trilateral—for example, within the framework of the OSCE—, we are ready to do it. Nobody talks about giving up our territories (…). Not a single centimeter will be handed over from the territory of the Republic of Armenia,” he said.

According to Khachatryan, Armenia has always had alternative roads.

“In general, we need to have all the alternative opportunities. Yes, we sincerely want the road to be [re]opened, and that road will be [re]opened,” the minister said.

And reflecting on PM Nikol Pashinyan’s statement on the positive signals coming from Turkey and responding to them with reciprocal positive signals, Khachatryan expressed hope that these signals are truly positive.

“I hope they are truly positive and will give an opportunity for future unblocking, peace dialogue in the general regional context,” he stressed.

Iran hopes achieving goal of reopening, unblocking roads will not be disrupted in Armenia’s Syunik Province

Tehran hopes that the latest disputes in the Syunik Province border zones, especially in the Kapan-Goris road section, will be resolved in a way that the implementation of the goal of reopening the transportation routes and unblocking won’t be disrupted, the Iranian Embassy in Armenia said in response to an inquiry from Armenpress.

The Iranian embassy said that ever since the new border delimitation issue between Armenia and Azerbaijan has entered the agenda, Tehran has been hopeful that the sides will urgently reach the kind of a mutually-acceptable solution that would ensure the normal course of relations between Armenia and its neighbors—and with minimum consequences. The embassy mentioned that the reopening of regional transportation routes and unblocking has been one of the main clauses of the Armenia-Russia-Azerbaijan statements.

Tehran hopes that the disputes between Armenia and Azerbaijan over general delimitation will be resolved in peaceful atmosphere, and without any tension or disruption in communication routes.

“We hope that the sides will resolve the latest disagreements in the Syunik province’s border zones and especially the Kapan-Goris road section in a way that the implementation of the goal of reopening of transportation routes and unblocking won’t be disrupted. Unfortunately, in the past two days we are witnessing a disruption of transit through this road as a result of the latest developments in the Syunik province, which has caused problems not only for the normal life of Armenia’s civilian population, but also a number of Iranian cargo vehicles carrying out shipments from Iran to Armenia. Due to the difficulty of the existing situation at this road’s 21 kilometer section it is required for the sides to make efforts within the framework of goodwill principle in the direction of ensuring normal course of communication and transit, until reaching an exact and concrete situation over this matter. Thus, we still hope that the disputes related to the general delimitation between Armenia and Azerbaijan will be solved in a peaceful environment without any tension or disruption in communication routes,” the Iranian embassy said.

In relation to the importance of guaranteeing the normal course of communication, the Iranian side stressed that they have always expressed their viewpoints to the authorized bodies of Armenia.

“We are hopeful that parallel to the ongoing negotiations over solving the existing disputes regarding the use of the Kapan-Goris route, the improvement and development works of alternative routes will swiftly take place, so that the conditions return to normal both from perspective of Armenia’s citizens and our commercial relations with Armenia,” the Iranian embassy said.

Azerbaijani Press: Decisions of Lyon court – solid legal basis to prevent illegal acts towards Azerbaijan’s territory, says ambassador

The Administrative Court of Appeal of the French Lyon city has recently adopted three decisions on the liquidation of the previously signed illegal “cooperation agreements” in favor of Azerbaijan, Ambassador of Azerbaijan to France Rahman Mustafayev told Trend.

According to the ambassador, these decisions were signed among the French cities of Saint-Etienne, Bourg-Les-Valence, Desinne-Charpieu, and the previously Armenian-occupied Azerbaijani cities of Shusha and Khojavand.

By the decision of the Administrative Court of Appeal of the French city of Lyon, a solid legal basis was created to prevent the adoption of such illegal acts in the future with respect to the territory of Azerbaijan.

Commenting on the significance of the decisions of the Administrative Court of Appeal, the ambassador noted that, first of all, this is the decision of the highest court, which put an end to this issue.

“The “Charter of Friendship” with an unrecognized separatist regime was revoked; their signing contradicted the French Constitution and violated its international obligations. This is the “language” of the document,” the ambassador said.

“The Lyon Administrative Court of Appeal is the third French court of appeal after Paris and Versailles. Its decisions are essential, significant and influential on the political and legal circles of this country. On November 19, 2020, the Versailles Administrative Court of Appeal had already rejected an appeal on one of the illegal documents. Therefore, we believe that a solid legal basis has been created to prevent the adoption of such illegal acts in the future with respect to the territory of Azerbaijan,” Mustafayev noted.

“Finally, this decision has an important symbolic meaning. Lyon, along with Paris and Marseilles, is one of the three “capitals” of the Armenian diaspora in France. The Armenian diaspora waged a huge campaign to thwart our efforts. Mayors of leading cities, many MPs and senators from both opposition parties and the ruling “Forward, Republic!” (La République En Marche!) party take a hostile position towards our country,” the official said.

“It was in Lyon that an outrageous episode that is extremely rare in interstate practice took place, for which France should have blushed with shame – after a working visit to Lyon on February 21-22, 2019, our delegation headed by the Minister of Agriculture of Azerbaijan Inam Karimov, Vice-Mayor of Lyon George Kepenekian told the press that “Lyon has not cooperated and will never cooperate with Azerbaijan.”

Unfortunately, then the French Foreign Ministry did not react to this in any way,” the ambassador stressed.

“It was in such an atmosphere that we had to work. But finally, it was in this city that the Administrative Court of Appeal made three decisions in our favor. And all our detractors will have to come to terms with them and learn, finally, to respect the laws of their own country,” Mustafayev added.

YEREVAN, AUGUST 26, ARMENPRESS. A prominent military-political analyst argues that the latest geopolitical developments, especially the West’s anti-Russian initiatives, including the so-called Crimean Platform in Ukraine and Turkey’s position in the issue of Crimea, are bringing Russia to the thought that first of all in its own interests it needs to strengthen Armenia.

Mher Hakobyan told ARMENPRESS that the Armenian defense minister’s active contacts with his Russian counterpart, and especially the latter’s statements on re-equipping and modernizing the Armenian military are commendable.

“Let’s hope that our interests will only match with Russia, and we, by receiving that armaments from Russia, will gradually get stronger and as I like to say ‘when Azerbaijan slips, we’ll be able to make use of that slip’”.

The analyst labeled the Armenian defense minister’s recent statement on plans to acquire exclusively new and high quality arms as ambitious.

Speaking on the Armenian military’s plans to achieve Armenia producing its own weapons, the analyst noted that the term “weapons” is a very broad term, ranging from small arms which can be manufactured almost anywhere up to drones and heavy military equipment which require most sophisticated production.  He said these plans need to be further specified.

Death toll in ammo depot blasts in Kazakhstan rises to 5

YEREVAN, AUGUST 27, ARMENPRESS. The death toll in a series of ammo depot blasts in southern Kazakhstan has risen to five people, TASS reports citing the press office of the republic’s Defense Ministry.

A fire and subsequent blasts occurred at a military unit stationed in the Bayzak district of the Jambyl region at around 7:00 p.m. local time on August 26. The fire triggered more than 10 blasts. According to the latest data, around 90 people have been injured in the blasts and 28 of them have been hospitalized.

“Another serviceman of the military unit in the Jambyl Region where the fire occurred has been found dead”, the statement says.

It was earlier reported that four people died in the blasts.
