Sports: FIFA World Cup qualification: Armenian team off to North Macedonia

On August 30, the Armenian national team left for Skopje, where the it is set to face North Macedonia in the fourth round of the FIFA World Cup 2022 qualifying group stage.

André Calisir, Hovhannes Hambardzumyan, Henrikh Mkhitaryan, Vahan Bichakhchyan, Arshak Koryan and Sargis Adamyan will join the team today in North Macedonia. Stanislav Buchn, Artyom Avanesyan, Ishkhan Geloyan will join the team tomorrow, and Varazdat Haroyan on September 2.

The Armenian national team will play three matches in September. The match between North Macedonia and Armenia in the fourth round of Group J of the 2022 World Cup qualifiers will take place on September 2 at 22:45 (Yerevan time) at the Todor Proeski Stadium in Skopje.

The fifth round Germany-Armenia match will take place on September 5 at 22:45 at the Mercedes Benz Arena in Stuttgart, and the Armenia-Liechtenstein match will take place on September 8 at 20:00.

Armenian church in Malatya hosts first religious service in 106 years

Sourp Yerrortutyun (Holy Trinity) Armenian Church in Malatya hosted the first religious service in 106 years.

The church is located in the neighborhood where assassinated Armenian journalist Hrant Dink had grown up.

Closed since 1915, the Church was opened to worship on August 28.

Sahak Mashalyan, the Armenian Patriarch in Turkey and Grigoriyos Melki Urek, the Metropolitan Bishop of Adıyaman and Surrounding Provinces and the Deputy Patriarch, as well as the mayor and governor of Malatya, attended the opening ceremony.

“The opening of the Surp Yerrortutyun Church is a milestone for this region. For the Armenians of Malatya, this opening is a day of the feast,” said the Patriarch.

Also speaking at the ceremony, Nuran Gezdirici, the chair of the Malatya Philanthropist Armenians Culture and Solidarity Association said the reopening of the church is a great pride. She commemorated Hrant Dink, an Armenian journalist who was assassinated in 2007, noting that he had grown up “two streets away from the church.”

Armenians from across the country also attended the opening ceremony.

The construction of the Sourp Yerrortutyun (Holy Trinity) Armenian Church began in 1878 with the participation of a Greek architect and Armenian stonemasons.

In 1893, the construction of the church was completed. The dome of the church was destroyed in the earthquake of 1893. The building was repaired between 1905-1907. After 1915, the church building was used as barracks and a prison.

The dome of the church burned in the fire of 1969. The church was in ruins. In 2010, the restoration of the building was planned by the order of the Governor of Malatya, Mr. Ulvi Saran. Construction work began in 2012. Work on the project was stopped due to technical problems and lack of funding.

In 2021, restoration works were completed under the chairmanship of Malatya Mayor, Mr. Selahattin Gürkan. Malatya’s HAYDER association also participated in the process.. HAYDER also provided financial support for the restoration of the church’s altar/ dome section and the baptistery.

Armenian DM briefs Chinese Ambassador on situation in border regions

Armenia’s Minister of Defense Arshak Karapetyan met with the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the Republic of Armenia Fan Yong.

The Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China congratulated Arshak Karapetyan on his appointment as Minister of Defense and wished him new success in his responsible state mission.

During the meeting, the the Defense Minister briefed the Ambassador on the regional situation, presented the recent developments in Armenia’s border regions.

The parties praised the Armenian-Chinese cooperation in political, economic, humanitarian, educational and other spheres. The process of bilateral cooperation in the field of defense and future programs were also discussed.

The event is part of the government’s plans to develop science-based economy and industry. It is implemented on the initiative of and with funding from the Ministry of High-Tech Industry of the Republic of Armenia, in cooperation with AYAS NGO, the Children of Armenia Fund (COAF) and the Armenian Rocket Model Association Foundation.

The opening ceremony of SpaceCamp-2021 took place on August 29. Representative of the Ministry, Head of the Science Camp Mary Zakaryan noted that the goal of SpaceCamp-2021 is to use the existing scientific potential of Armenia to guide future students with exceptional knowledge of space science, in choosing their future profession.  

The educational program of the camp has been prepared by the founder-president of AYAS space company Avetik Grigoryan.

During the four days of the camp, the participants will combine theoretical and practical exercises and will enrich their knowledge in a number of directions such as astronomy, space technology and cosmology through intellectual games.

MP: The impression is that Armenia’s defense minister lives in ‘completely different reality’

MP Tigran Abrahamyan from the opposition I’m Honored (Pativ Unem) bloc deplored the conduct of Armenia’s Defense Minister Arshak Karapetyan, saying he lives in a “completely different reality”.

“The impression is that the Armenian defense minister lives in a completely different reality. I do not know whether he took up such a role on his own or by other people’s advice, but it is obvious that restoring the army’s combat readiness or image should not begin with creating an exaggerated image of a minister. It doesn’t lead to anywhere,” he wrote on Facebook on Sunday.

The lawmaker recalled that before and during last year’s war in Artsakh, Harutyunyan served as the prime minister’s adviser on military affairs, he was the first deputy chief of the General Staff during the May 12 Azerbaijani invasion and the incumbent minister during the crisis on the Goris-Kapan interstate road.

“Moreover, on the same day the Defense Ministry reports an intense shootout in Sotk and the wounding of an Armenian serviceman in Artsakh’s Taghavard, whereas the minister, acting as a “strong guy”, releases a video of how he fires from different types of weapons.

“The conduct of the defense minister makes me remind him that “the muscles should be shown” at the border when restraining the enemy and delivering the necessary blows, restoring the army’s combat effectiveness and establishing the necessary defense system. In all other cases, such a behavior is unacceptable and does not lead to anywhere,” Abrahamyan said.

Russian peacekeepers practiced actions at observation post upon detection of drones in Artsakh

As part of a routine combat training session, Russian peacekeepers conducted a drill to prevent possible violations using unmanned aircraft of a simulated enemy and ensure security at observation posts in the Lachin (Berdzor) corridor of Nagorno-Karabakh (Artsakh).

Training was held at six training locations. The servicemen practiced new tactics and actions when leaving the location, loading onto the BTR-82A armored personnel carrier, blocking the conditional intruder and maneuvering to the specified line, using the hidden folds of the terrain, as well as actions to prevent the peacekeepers from violating and a possible attack on the post, using the imitation means, the Russian Defense Ministry said in a statement on Monday.

A feature of the training was the fulfillment of tasks to detect an unmanned aerial vehicle (UAV) in the area of responsibility of an observation post with the transfer of information to the command post of the Russian peacekeeping contingent through closed communication channels.

The training ended with a comprehensive training session with practical actions of military personnel and the development of tasks to maintain the combat readiness of the observation post.

‘Capitulators’ will move to fabricate new cases against their opponents – Robert Hayrapetyan

Lawyer Robert Hayrapetyan says that a new article of the Criminal Code criminalizing grave insults comes into force on 30 August, stating that it runs counter to the Constitution and Armenia’s international obligations.

“The first addressees of this change will be the media, and, to put it mildly, it is not clear how the media can possibly face imprisonment for any manifestation of freedom of _expression_,” he wrote on Facebook on Sunday.

“The amendment also contradicts the case law of the ECHR and the European Convention on Human Rights, which not only prohibits criminalization, but also the provision of special protection to government officials, arguing that officials holding public office, on the contrary, should be less protected when it comes to defamation and insult than ordinary citizens.

“In Armenia, defamation and insult were decriminalized in 2010, when the government took into account the PACE call to the member states. In fact, defamation and insult were again criminalized at the proposal of the Prosecutor General’s Office.

“From August 30, the capitulators will move to fabricate new cases against their opponents,” Hayrapetyan said.

Edmon Marukyan: ECHR judgement against Azerbaijan received

The Chairman of ‘Bright Armenia’ party Edmon Marukyan informs that the judgement by the European Court of Human Rights (ECHR) against Azerbaijan involving Armenian prisoner Artur Badalyan has been received. 

“According to the ECHR procedures, the government of Azerbaijan has three-month period to appeal the judgment and request the case be referred to the Grand Chamber of the Court. If the case is not appealed by October 22, it will enter into force, otherwise we have to continue our struggle at the Grand Chamber. “I am confident we will win on this case there as well,” Marukyan wrote on Facebook, sharing the official letter received from the ECHR Registry. 

To remind, according to the ECHR judgement, issued in May 2021, Azerbaijan tortured and illegally deprived of liberty Armenian citizen Artur Badalyan, who had got lost and found himself on the territory of Azerbaijan.  Following his arrest by the Azerbaijani forces, the applicant was held captive for 22 months in different military facilities. He claimed that he was not given enough food and was often not allowed to go to the toilet, thus having to care for his needs in the cell. Moreover, he was subjected to harsh torture and mental anguish. The European Court obliged Azerbaijan to pay Badalyan €30,000 in non-pecuniary damage. 

The Armenian National Committee of Canada releases annual policy priorities ahead of elections

The Armenian National Committee of Canada (ANCC) published on August 27 its annual policy priorities document, ahead of the upcoming federal election scheduled on September 20, 2021, the Committee said in press statement. 

“This is a crucial election for all Canadians, including the Armenian-Canadian community who went through extremely tumultuous times over the past two years and therefore, we want to ensure that our voices are heard and proper action is taken on issues concerning our community,” said Hrag Tarakdjian, Co-President of the ANCC.

This year’s policy document is strategically positioned to address matters in the Republic of Artsakh, with a specific focus on the dire consequences of last year’s Turkish-backed Azerbaijani aggression

A wide array of policy recommendations, ranging from the recognition of the Republic of Artsakh to establishing a Canadian embassy in Yerevan, advocating for the safe return of the Armenian Prisoners of War illegally held by Azerbaijan, and defending both Armenia’s and Artsakh’s security and territorial integrity are specifically outlined, amongst many other important issues.

“Just as we were committed for decades to secure the recognition of the Armenian Genocide, we are equally committed today to redouble our efforts in pursuit of Artsakh’s recognition and ensuring that Canada strengthens its strategic relations with Armenia,” said Shahen Mirakian, Co-President of the ANCC.

The 2021 Policy Priorities document is meant to serve as a tool to educate the candidates that are running in the 44th General Election and to act as a policy platform for the upcoming year.

Within the framework of cooperation between the government, communities and the UNDP Armenia, a thermo-modernization project of buildings is underway in Armenia for the first time, which has reduced heating expenses for residents in numerous communities, cut energy consumption and greenhouse gas emissions. The project is carried out through a governmental subvention program where the government is providing co-funding at 55-70% proportionality.

ARMENPRESS talked to UNDP Armenia Climate Change Program Coordinator Diana Harutyunyan on the De-risking and Scaling-up Investment in Energy Efficient Building Retrofits project, the main goal of which is the reduction of greenhouse gas emissions.

“This project is implemented by UNDP Armenia, with funding from the Green Climate Fund and under the coordination of the Armenian Ministry of Environment. The main goal of the project was the reduction of greenhouse gas emissions as an environmental task in fighting climate change. The reason is that Armenia, as an energy importer and not exporter, is interested in its energy independence. Our studies showed that primary energy resources are consumed in buildings, mostly in the residential sector. With this project we will be able to solve two issues at once – reduce fuel consumption and related greenhouse gas emissions, and also social issues,” Harutyunyan said.

The thermo-modernization is done either partially or fully. Partial retrofitting involves thermal insulation of the rooftops and installation of energy-efficient doors and windows in entrances and basements, and a new lighting system. The full retrofitting also adds thermal insulation of external walls and basements.

In 2020, as a result of cooperation between the UNDP Armenia and the Ministry of Territorial Administration and Infrastructures, this program was included for the first time in the list of actions available under governmental subvention.

“In the first year, thermo-modernization bids for 125 buildings from 14 communities across the country were submitted, with 110 receiving approval. 55 multi-apartment buildings are now in various stages of implementation in Vedi, Spitak, Kajaran, Dilijan, Berd, Akhtala, Stepanavan, Tashir, Ijevan and Ashtarak. The thermo-modernization work will soon begin in another 29 buildings which were approved last year, but the funding will be implemented under a new proportionality”, she said, adding that the retrofitting is mainly done in buildings which initially had poor thermal insulation and were built without considering energy losses.

Harutyunyan says the thermo-modernization in buildings is cutting heating expenses up to 50% and reduces greenhouse emissions. “In addition, the market value of apartments increases 15-20% and the buildings become more attractive. Temporary jobs are also created, and the construction material market is becoming active,” Harutyunyan said.

The governmental co-financing with such proportionality has significantly decreased the burden of communities. Program Coordinator Harutyunyan noted that initially the program was to be implemented by government-involved loans. “During the negotiations process the European Investment Bank expressed such readiness. After the project was launched, the direction of using the loans changed. However, the government attached importance to the issue and decided to support this program with its resources as part of a subvention program,” says Harutyunyan, adding that the government’s participation and the community initiative were very effective because the organizational matters proceeded smoothly.

Currently the state subvention program co-funding is carried out 55-70% by the government, 25% by the UNDP Armenia, and the remainder by the community.

“The government is implementing co-funding with such proportionality because it is attaching importance to the social needs of residents living in multi-apartment buildings. The size of the subvention share depends on the location of communities, for example: whether it is located more than 100 kilometers from Yerevan, or is it a border community etc. The thermo-modernization work of 55 buildings implemented with this proportionality is nearing completion. The other multi-apartment buildings approved under the 2020 state subvention program are waiting for their turn. Here, the government decided to make changes. It is proposed to carry out the co-funding of 30 buildings under a new proportionality, despite their bids having been approved back in 2020 under the previous proportionality. The works of 29 of them will start this year and will be completed in 2022,” Harutyunyan said, warning that the government’s new proposal will create a big burden for the communities, and there are risks that the realization of the 14 million dollars in environmental grants provided for the thermo-modernization program will be jeopardized and it will not be possible to complete the program in the outlined volumes.

The Green Climate Fund describes the project as “improving energy efficiency (EE) in Armenia through building retrofits, addressing high levels of energy poverty and high use of imported fossil fuels for heating. The project will build the market for EE building retrofits in Armenia, leading to sizeable energy savings and GHG emission reductions (up to 5.8 million tCO2 of direct and indirect emission savings over the 20-year equipment lifetimes), green job creation and energy poverty reduction.”

According to the UNDP Armenia, the Project scope will cover single-family houses, multi-apartment buildings as well as public buildings. The expected total number of direct beneficiaries is 210,000.
