YEREVAN, SEPTEMBER 3, ARMENPRESS. A bipartisan group representing the Congressional Armenian Caucus joined with Armenians across the U.S. and around the world in marking the 30th anniversary of the Republic of Artsakh’s (Nagorno Karabakh) independence, pledging to continue efforts to strengthen U.S.-Artsakh ties and push back against ongoing Azerbaijani and Turkish aggression, reported the Armenian National Committee of America (ANCA).

In videos shared with the ANCA and premiered during September 2nd Artsakh Independence Day celebrations hosted by ANC International in Artsakh’s capital city, Stepanakert, Members of Congress congratulated the people of Artsakh for their commitment to peace and democracy, as they continue to recover from the September, 2020 war launched by Azerbaijan, with Turkey’s military backing.

Congressional Armenian Caucus Co-Chairs Frank Pallone (D-NJ) and David Valadao (R-CA), and Vice-Chair Adam Schiff (D-CA), were joined by Representatives Judy Chu (D-CA), Jim Costa (D-CA), Anna Eshoo (D-CA) and Rep. Jim McGovern (D-MA) in sharing powerful words of solidarity with the Artsakh people, excerpts of which are provided below.

Rep. Frank Pallone (D-NJ): “I’ve never seen a more resilient people than the people of Artsakh, faced with all this aggression and all these problems from their neighbors around them, and I just want you to know that we in Congress remain supportive of you. We’re working diligently with President Biden and his Administration with the spending bills to try to see and get as much help to Artsakh, to rebuild as possible, and also to penalize Turkey and Azerbaijan for their aggression. Also, I would like to see, ultimately, official recognition of Artsakh as a state, as a country, an engagement in an official way between the United States and Artsakh, and also really move forward with the peace process.”

Rep. David Valadao (R-CA): “On September 2nd, 1991, the people of Artsakh voted overwhelmingly to stand up to ongoing Azerbaijani aggression – in a fight for freedom to determine their own destiny. […] I visited Artsakh in 2017 and saw first-hand the dedication of its people to peace and self-determination – foundational values that the U.S. and Artsakh share. I have led efforts on the House floor to ensure expanded U.S. aid to Artsakh, to strengthen U.S.-Artsakh relations, and save lives through demining efforts. […] I stand with the people of Artsakh and Armenia in condemning Azerbaijani aggression and will continue working with my Congressional colleagues to secure the release of Armenian POWs, zero-out military aid to Azerbaijan, and increase U.S. assistance to Artsakh and Armenia.”

Rep. Adam Schiff (D-CA): “Today we come together to mark Artsakh’s independence day – when 30 years ago, the brave people of Artsakh declared their independence from the Soviet Union. And while Artsakh’s path has never been an easy one, the war over the past year or so has tested the people of Artsakh in unimaginable ways. Your resilience in the face of adversity is an inspiration to all of us. So, on this important day, let’s rededicate ourselves to confronting the many threats to the people of Artsakh. Because independence is just the beginning of the struggle for liberation.”

Rep. Judy Chu (D-CA): “Thirty years ago, in an embrace of democracy and self-determination, the people of Artsakh voted overwhelmingly for independence. Sadly, this peaceful vote was met with years of violence, including the war in the summer of 2020, that left homes and villages destroyed and claimed far too many lives. But I have been to Artsakh and I know how strong the people there are. That is why I am proud to stand with the people of Artsakh and Armenians everywhere. I am committed to ensuring the support needed, to help Artsakh not only rebuild but thrive.”

Rep. Jim Costa (D-CA): “It’s an honor and a great pleasure to shine light on the achievements and contributions made by the people of Artsakh. As we saw with the great American experiment, the path to freedom is never easy. However, we know that freedom and independence are worth fighting for. After three decades, Artsakh and her people have made great strides. Here in America, certainly in my home in the San Joaquin Valley, CA – the land of William Saroyan – Armenian Americans have contributed to the vibrancy and strength of our own democracy. Please know, my colleagues and I have pledged to continue to work in the U.S. Congress to ensure a free and prosperous Artsakh during these challenging times.”

Rep. Anna Eshoo (D-CA): “Today we celebrate the 30th anniversary of Artsakh’s independence. This is a historic moment for the people of Artsakh. Your resilience against decades of adversity is an inspiration to me and to millions of people around the world. As I speak to you from my office in Washington, DC, across from the Capitol, I want you to know that you have many friends in the U.S. Congress who stand with you against those who refuse to accept your independence and seek to do you harm. I look forward to celebrating many more years of your independence and know that you will always have a friend and a partner in me here in the Congress of the United States.”

Rep. Jim McGovern (D-MA): “Even as Azerbaijan has launched countless assaults and attempted to redraw the map by force, culminating in the deadly wave of Turkish and Azerbaijani violence last September, Artsakh remains standing strong as ever and, just as importantly, remains steadfastly dedicated to long-term regional peace. I want you to know that so many people in Massachusetts and across the United States stand with the people of Artsakh and Armenia in condemning Azerbaijani aggression. And, we will continue working in Congress to build strong support on behalf of Artsakh for a peaceful, democratic, negotiated resolution that treats the people of Artsakh and Armenians everywhere with the dignity and the respect that they deserve.”

COVID-19: Armenian CDC reports 595 new cases, 16 deaths

YEREVAN, SEPTEMBER 3, ARMENPRESS. 595 new cases of COVID-19 were recorded in the last 24 hours, bringing the cumulative total number of confirmed cases to 243,981, the Armenian healthcare ministry said.

6138 tests were administered.

16 patients died from COVID-19, raising the death toll to 4892. This number doesn’t include the deaths of 1162 other people infected with the virus who died from co-morbidities.

488 people recovered, bringing the total number of recoveries to 228,214.

As of September 3, 11:00 the number of active cases stood at 9713.

Minister Karapetyan receives Russian defense ministry’s military specialists to hold talks

YEREVAN, SEPTEMBER 3, ARMENPRESS. Defense Minister of Armenia Arshak Karapetyan received on September 2 the delegation of the military specialists of the Russian defense ministry.

The delegation arrived in Armenia to participate in regular talks and discussions within the frames of the Armenian-Russian bilateral cooperation, the Armenian ministry of defense said.

Head of the Russian defense ministry delegation, Major-General Valery Zhilan informed the Armenian defense minister about the directions and scale of upcoming works, as well as specified the issues to be discussed.

During the meeting minister Karapetyan presented the framework of issues that are very important for the Armenian side.

Artsakh’s military denies Azeri accusations on shelling positions in Shushi

YEREVAN, SEPTEMBER 3, ARMENPRESS. The Azerbaijani Defense Ministry’s accusations that Artsakh’s military have opened fire on their positions in Shushi on September 3 is “yet another disinformation”, the Artsakh Ministry of Defense said.

“The Ministry of Defense of the Republic of Artsakh reiterates that Defense Army units are strictly adhering to the ceasefire and are taking countermeasures only for thwarting provocations of the adversary,” it said.

The Azeri defense ministry also falsely claimed that the Artsakh military had suffered losses.

Agreements over Karabakh settlement being successfully implemented – Russian FM

YEREVAN, SEPTEMBER 3, ARMENPRESS. Foreign Minister of Russia Sergei Lavrov highlighted the efforts of Russia and President Vladimir Putin in stopping last year’s war in South Caucasus.

“Talking about last year, we can’t not talk about our efforts, first of all the efforts of our President in stopping the military operations in South Caucasus, reaching the agreements over the Nagorno Karabakh conflict settlement. They are now being successfully implemented with the involvement of our ministry, the ministry of defense, as well as with the participation of our economic bloc which ensures negotiations over the unblocking of all communications and economic ties in that region”, the Russian FM said at the meeting with the participation of an educational marathon.

Russian FM reveals details from signing of 2009 Zurich Protocols, note to FM Nalbandian

YEREVAN, SEPTEMBER 3, ARMENPRESS. Russian Foreign Minister Sergey Lavrov revealed what he had told the Armenian Foreign Minister Edward Nalbandian in 2009 ahead of the signing of the Zurich Protocols.

Lavrov was asked on the matter by a participant of the Educational Marathon. “The letter [you sent to Nalbandian] related to the signing of the protocols on normalizing relations between Armenia and Turkey. You’d written only six words in that letter. ‘Edward, agree to the ceremony without statements.’ And how did these six words convince your Armenian colleague to stop resisting?”

In response to the question, FM Lavrov said: “If you have looked into this topic, you ought to present the context. The context was that in 2008 our Armenian friends told us that the Turks are proposing to agree on the documents for restoring diplomatic ties, normalizing relations, cooperation and joint projects. We said that’s very good and asked whether there were any preconditions. No, no preconditions. Then the matter reached the signing, it was planned to take place in Zurich, naturally with participation of the Armenian and Turkish foreign ministers. US Secretary of State Hilary Clinton also arrived there, the EU representative came, myself and someone else also. We were to witness this important event, but before the signing our Turkish colleagues said ‘yes, we will sign it all, but we have to make a reservation over the Nagorno Karabakh issue. The text of the reservation contradicted Armenia’s position. And I said to my colleague that I had warned him that I didn’t believe all that would take place without preconditions. But we were where we were. Everyone had arrived, and now a deadlock. As a result, the Turkish colleague agreed to retract that formal condition, but our Armenian colleagues were saying that they must make a statement where Armenia would present its position regarding the Nagorno Karabakh issue. At that time, the Turkish minister said if you make a statement I will make a statement also. We were sitting there watching football while the two ministers were arguing until late in the night. We understood that we have to somehow get out of that situation, and I wrote a note to him [Nalbandian] asking him not to insist on the topic of commentary [statement]. And that’s how it happened. As a result the documents were signed, but later they got lost because of the same reason that the sides had different positions around the Karabakh resolution process.”

FM Lavrov added that now, when the war is over in Nagorno Karabakh, there are the bases for a political process, unblocking of transport and economic ties, and it would be reasonable for Armenia and Turkey to restart efforts in the direction of normalizing relations. He said Russia is ready to actively support this.

Russian government website uses “Nagorno Karabakh Republic” term

YEREVAN, SEPTEMBER 3, ARMENPRESS. A Russian governmental website has used the term “Nagorno Karabakh Republic”, something it has avoided doing in the past.

The term was used in the procurement section of the Russian government’s single information platform in the defense ministry’s bid for buying maintenance services for the barracks of the Russian peacekeepers in the Nagorno Karabakh Republic.

Magnitude 3,3 earthquake hits near Armenian-Georgian border

YEREVAN, SEPTEMBER 3, ARMENPRESS. A magnitude 3,3 earthquake hit near the Armenian-Georgian border at 14:29 on September 3, the Armenian Seismic Protection service said.

The quake was recorded at a 10km depth some 13km north-east from the village of Bavra in Shirak province. It measured 4-5 on the MSK scale at the epicenter.

The earthquake was felt in nearby villages at MSK 3.

Armenia ready for demarcation and delimitation of border with Azerbaijan – Secretary of Security Council

YEREVAN, SEPTEMBER 3, ARMENPRESS. Armenia is waiting for Azerbaijan’s response regarding the demarcation and delimitation, the Secretary of the Security Council Armen Grigoryan told reporters.

“Armenia is ready for the demarcation and delimitation works. We have already openly announced this. Right now no work is being done, we are waiting for Azerbaijan’s response,” Grigoryan said.

Grigoryan expressed hope that Azerbaijan will respond positively and a possibility will be created to launch the work as soon as possible so that in turn the border crisis will be solved as soon as possible.

Javier Colomina will also serve as Deputy Assistant Secretary-General (ASG) for Foreign Affairs and Security Policy.
