Opposition "Armenia" bloc issues statement on PM’s statement on "vivid celebration" on Sep. 21

Today it is not correct to talk about a “vivid celebration” in an atmosphere in which there are thousands of victims, vulnerable sovereignty, serious security challenges, captives and a pain that the nation has not recovered from. This is stated in the statement issued by the opposition “Armenia” bloc.

“During the recent government session, there was a statement about a “scaled and vivid celebration” to be organized at Republic Square on September 21st.

Unquestionably, September 21st is one of the most valuable national holidays of the Armenian nation. On September 21, 1991, the people of Armenia voted in favor of building an independent state. The past years have been years of nation-building and reinforcing our victories, and our collective efforts were aimed at valuing the past, fixing our flaws and building a dignified future with the will of the whole nation. Unfortunately, the past three years and especially the 44-day war not only disrupted the course of our statehood, but also made our society suffer irreversible human losses and made our country suffer losses, and the country faces an uncertain future.

Today it is not correct to talk about a “vivid celebration” in an atmosphere in which there are thousands of victims, vulnerable sovereignty, serious security challenges, captives and a pain that the nation has not recovered from. It is disrespectful towards the memory of our victims and has justly sparked the frustration of the parents, family members of the heroic boys and men and our society.

We are not refusing the symbol of valuing our independence, but the best _expression_ of this had to be enshrining of our statehood, cessation of the campaign for consistent destruction and humiliation launched by the authorities against state and national institutions, formation of an atmosphere of solidarity in the country and real resistance to threats.

We are certain that it would be possible to value the holiday with modesty adequate to the moral-psychological atmosphere, if a state commission was set up ahead of the 30th anniversary of Independence.

At the same time, “Armenia” bloc declares that it will serve all of its political capacities for the strengthening of Armenian statehood and national interests,” the statement reads.

Armenian Troops Join Russian-Belarusian War Games

Armenian soldiers participated on Thursday in the opening ceremony of vast joint 
military exercises conducted by Russia and Belarus amid concerns voiced by NATO.
The main part of the weeklong “Zapad-2021” (“West-2021”) exercises will start on 
Friday at more than a dozen training grounds in the two states. According to the 
Russian Defense Ministry, they will involve up to 200,000 military personnel, 
apparently making them the biggest war games in Europe in decades.
The bulk of the participating troops are from Russia and Belarus. The others 
were sent by three other members of the Russian-led Collective Security Treaty 
Organization -- Armenia, Kazakhstan and Kyrgyzstan -- as well as India and 
Mongolia.
Photographs released by Armenia’s Defense Ministry showed around 80 Armenian 
soldiers marching during the opening ceremony held at the Russian military’s 
Mulino training center about 360 kilometers east of Moscow.
The ministry said late last week that its troops will take part in the drills in 
line with a Russian-Armenian plan of joint military activities in 2021. It did 
not specify their number.
Armenia moved to deepen its already close military ties with Russia shortly 
after the six-week war in Nagorno-Karabakh stopped by a Russian-brokered 
ceasefire last November.
Defense Minister Arshak Karapetian visited Russia for at least three times this 
summer. His Russian counterpart Sergei Shoigu reportedly assured him on August 
11 that Moscow will continue to help Armenia reform and modernize its armed 
forces.

The Zapad-2021 drills are based on a scenario where Russia and Belarus are under 
attack. Russian Deputy Defense Minister Nikolai Pankov insisted on Thursday that 
they are purely defensive in nature.
Tensions have run high in recent months on Belarus’s borders with NATO members 
Lithuania, Latvia and Poland. Western officials say Minsk has been pushing 
illegal migrants into those countries to put pressure on the European Union in 
response to EU sanctions imposed on authoritarian President Alexander 
Lukashenko’s regime.
NATO Secretary-General Jens Stoltenberg urged Russia last week to be open about 
the upcoming drills and the troop numbers involved. A NATO spokeswoman said, for 
her part, that the U.S.-led alliance was not invited to observe them in breach 
of an international agreement governing military exercises in Europe.
Grief-Stricken Armenians Resent Lavish Celebration Planned By Government

Families of Armenian soldiers killed in last year’s war with Azerbaijan have 
expressed outrage at a “large-scale and colorful” celebration of Armenia’s 
upcoming Independence Day promised by Prime Minister Nikol Pashinian.
Pashinian announced on Wednesday that such festivities will be held in Yerevan’s 
central Republic Square on September 21 to mark the 30th anniversary of the 
country’s declaration of independence from the disintegrating Soviet Union.
“That will be first and foremost dedicated to our martyrs who sacrificed their 
lives for Armenia’s independence, security and sovereignty,” he said during a 
cabinet meeting.
The announcement appears to have angered many relatives of the Armenian victims 
of the six-week war in Nagorno-Karabakh that broke out almost one year ago.
Some of them took to social media to condemn it and even threaten to disrupt the 
planned event. They said that any pompous celebrations would be highly 
inappropriate in a country which is still mourning the war dead and has not yet 
found, identified and buried all of its fallen soldiers.

According to official figures, about 3,800 Armenian soldiers were killed and 
more than 200 others went missing or were taken prisoner during the hostilities 
stopped by a Russian-brokered ceasefire last November. Karabakh Armenian search 
teams still recover, on a virtually daily basis, soldiers’ remains from former 
battlefields now controlled by Azerbaijani forces.
Some opposition politicians and public figures added their voice to the uproar, 
demanding that the government scale down the Independence Day events.
Most people randomly interviewed by RFE/RL’s Armenian Service in the streets of 
Yerevan also favored a muted celebration of the key national holiday.

“The independence holiday must be marked but not ‘colorfully,’” said one man. 
“What does marking it ‘colorfully’ in memory of the dead mean? What is it?”
“It should be marked but not in the way presented [by Pashinian,]” said a woman.
“I think that in these circumstances we have no right to celebrate any holiday,” 
opined another Yerevan resident.
The government has not yet reacted to the criticism. It has already contracted a 
private company to stage the festivities at Republic Square.
The company’s founder, Ashot Arakelian, gave few details of the planned event 
when he spoke with RFE/RL’s Armenian Service on Thursday. He said only that it 
will feature classical music.

Tigran Abrahamyan: Azerbaijan seeks to remove Armenia from Artsakh-related processes

Azerbaijan seeks to remove Armenia from the processes related to Artsakh, according to security expert Tigran Abrahamyan, a lawmaker from the opposition I Have the Honor bloc.

In a Facebook post on Monday, the MP called attention to the latest statement of the Azerbaijani president’s aide Hikmat Hajiyev that Azerbaijan and Russia are discussing additional legal mechanisms related to the mandate of the Russian peacekeepers in Nagorno-Karabakh.

“Let me remind you that the issue of the mandate of the Russian peacekeeping mission is regulated by the well-known tripartite statement of November 9, 2020 – in the Armenia-Russia-Azerbaijan format.

“If there is actually such a process between Russia and Azerbaijan, it means that an attempt will be made to gradually remove Armenia from the processes concerning Artsakh.

“To put it simply, even the disgraceful November 9 document envisaged that issues related to Artsakh were to be settled in a trilateral format; it is about the establishment of a ceasefire and the steps stemming from it.

“However, the goal of Azerbaijan is to get Armenia out of the game in issues related to Artsakh and continue it in the Russia-Azerbaijan bilateral format,” Abrahamyan said.

Armenia’s top court to examine the constitutionality of the NA Speaker’s election

The Constitutional Court of Armenia (CC) will examine the petition submitted by one-fifth of the total number of deputies of the National Assembly, challenging the constitutionality of parliament decision adopted on August 2. The latter concerns the election for the Speaker of the Armenian parliament Alen Simonyan. 

As the Court said in a statement, the consideration of the case is scheduled for January 25, 2022, at 11.00. Judge of the Constitutional Court Yervand Khundkaryan has been appointed as the reporter of the case. 

To remind, Alen Simonyan was elected as Speaker of the National Assembly by 71 in favor votes of the ruling “Civil Contract” faction. The two opposition factions boycotted the vote and later turned to the top court disputing the constitutionality of the vote results.

160 Azerbaijanis killed or injured in mine blasts in Artsakh occupied territories since Karabakh ceasefire

At least 160 Azerbaijanis have been killed or injured by land mines in the occupied territories of Artsakh since the ceasefire agreement was reached in November last year, according to the foreign ministry of Azerbaijan. 

As the slurce said, Azerbaijan has cleared 15,510 hectares of territory from mines, neutralizing around 46,486 explosives. 

More women than men getting coronavirus vaccines in Armenia – Health ministry

As of September 5, 303,325 coronavirus vaccination doses have been administered in Armenia. Out of the total number, 195,290 people have received one dose of a coronavirus vaccine and 108,035 have received both shots, the Ministry of Health reported on Monday. 

According to the ministry update, more women than men are getting coronavirus vaccines in Armenia. The statistics show that women made up 53.1% of those who had received the first shot and 50.3%  – for both shots.   

The reasons for the difference is perhaps explained by the fact that women make up the majority of the workforce in the public education sector, which had earlier mandated for getting vaccines starting from October 1, alternatively to present  a negative PCR test result every 15 days.

“By swift restoration of communication routes and social-economic life in the occupied territories of Artsakh, by creating favorable conditions for foreign investments, Azerbaijan tries to show to the world that it can do the same in Artsakh,” former deputy defense minister, member of RPA Board Artak Zakaryan told a press conference on Mnodnay. 

Zakaryan noted that Azerbaijan tries to leave Armenia out of Artsakh issues, recalling the words of Ilham Aliyev’s assistant, saying Azerbaijan was in talks with Russia to discuss further security issues around Artsakh. “These are developments which pass by us and Armenia’s so-called authorities do not implement any adequate policy in response to these developments,” said Zakaryan. 

The former deputy minister attached importance for several terms of Russian peacekeeping contigent mission in Artsakh, suggesting Azerbaijan is not interested and even tries to find options to suspend the mission. Baku’s reluctance to confirm the mandate of Russian peacekeepers, per Zakaryan, comes to prove that opinion. 

The speaker admitted that peacekeepers at present are the only guarantor of the Artsakh security. Furthermore, he pointed to the need to work actively with Russians for activating the social-economic life in Artsakh and create a relevant atmosphere for investments. 

Speaking of the delimitation and demarcation of the Armenian-Azerbaijani border, the speaker noted there was no guarantee for elimination of the risks for a new work even after these processes are complete. 

“Delimitation and demarcation in the current situation led by the leadership of the capitulant means one party is the demander, the other one is in a position to find ways to escape and meet all demands put forward. This, in turn, means new territorial concessions,” said Zakaryan, adding in this case the matter is about Armenia’s security. 

The former deputy minister suggested Nikol Pashinyan speaks of delimitation and demarcation for only one reason  – to maintain his power.

Commander of Russian Peacekeeping Contingent completes his mission in Artsakh

Armenia’s Defense Minister Arshak Karapetyan received on Monday the Commander of Russian Peacekeeping Contingent in Artsakh, Lieutenant-General Rustam Muradov, the press service at the ministry reported. 

“Arshak Karapetyan thanked Lieutenant-General Rustam Muradov for efforts in maintaining peace in Artsakh and wished him success in his future endeavors”,” the press release said. 

“During the meeting, attended also by the Defense Attache of the Russian Embassy to Armenia Colonel Igor Shcherbakov, discussed were the course of the peacekeeping mission in Artsakh as well as the situation on the Armenian-Azerbaijani border,” the source said. 

Aimchess US Rapid: Aronian finishes third

Armenian GM Levon Aronian finished third in the Aimchess US Rapid, the last ‘regular’ tournament of the Meltwater Champions Chess Tour, ArmSport reports.

He was awarded third place after Alireza Firouzja had to withdraw from the tournament due to illness.

Norwegian GM Magnus Carlsen won the Aimchess US Rapid as he beat Vladislav Artemiev 2.5:1.5 on Sunday.
