Soldier detained after shooting his colleagues in Armenia

A soldier is suspected of killing his colleague and wounding another while on duty at a combat position, and he is detained, the Investigative Committee of Armenia reports.

The “Caucasian Knot” has reported that on September 14, the Ministry of Defence (MoD) of Armenia disseminated the information about the death of a soldier at a combat position in the south-eastern direction. According to the Armenian (MoD), another soldier was wounded during the incident.

A soldier was detained in the case on the death of one Armenian soldier and the injury of another colleague, the online edition “News.am” reported on the evening of September 14 with reference to the Investigative Committee of Armenia.

According to the investigators’ version, at about 10:00 p.m. on September 13, one soldier was shot dead, and the other got a gunshot wound at the combat position of the military unit. The criminal case was instituted. Investigators suspected a colleague of the soldiers in opening fire and killing them, and he was detained, the “News-Armenia” news agency reported on the evening of September 14 with reference to the Investigative Committee of Armenia.

Armenian journalists again win silver in International Football Tournament in Lithuania

Armenian Journalists’ Football Team has won the silver medal in the traditional Journalists’ International Football Tournament held from September 10 to 13 in Lithuanian town of Druskininkai.

The event was held for the 16th time. This year 9 teams participated in it, including ones from Armenia, Latvia, Poland, Moldova. They were joined by 5 teams representing major Lithuanian media.

The Armenian team had 6 wins, including 4 with big score, played one draw and had 1 defeat. Team from Moldova has again come the first in the tournament with 24 points. It won in all 8 games and did not miss a goal. Pressas team of Union of Lithuanian Journalists finished the third.

The player of the Armenian team Davit Yeghiazaryan who scored 12 goals was recognized the best striker of the tournament and awarded Lithuania’s team shirt.

Lithuanian Journalists’ Union is the traditional organizer of the tournament.

The general sponsor of Armenian team’s participation was TotoGaming bookmaker company.

Armenia took the silver in the 2019 tournament as well, prior to it they took the 3d place in a row. The team includes representatives of a number of Armenian mass media.

Armenia: 834 Covid-19 patients in critical or serious condition

PanARMENIAN.Net – 142 people infected with Covid-19 in Armenia are in critical conditions, 692 others are in serious condition, while 60 patients are placed on ventilators, Health Minister Anahit Avanesyan said in an interview with the Armenian Service of RFE/RL on Wednesday, September 15.

Avanesyan said all the patients needing inpatient treatment have been hospitalized in 17 medical institutions around the country, but hospital beds are running out.

According to the Health Minister, the Delta variant currently accounts for 90% of all the cases being registered in Armenia each day.

Avanesyan also revealed that vaccination in Armenia has caused no serious health consequences, with those getting the jabs reporting only fever or other typical symptoms.

Armenia’s Syunik province a "priority" for U.S. Embassy

PanARMENIAN.Net – Syunik is among the priorities of the United States Embassy in Armenia, Deputy Ambassador Chip Laitinen said on Tuesday, September 14 as he met with Syunik Governor Melikset Poghosyan.

Laitinen said that he and his delegation began their tour of Armenia by visiting Syunik first at the request of Ambassador Lynne Tracy. He told Poghosyan that he wanted to learn more about the situation on the ground and understand how the U.S. Embassy can continue to support the democratic and economic development province, as well as help tackle security issues.

Poghosyan briefed the Embassy delegation on the current situation in Syunik and detailed the concerns of the people of the region, as well as the new challenges facing the area after Azerbaijan’s incursion into the sovereign territory of Armenia.

During the meeting, the sides discussed issues related to security, roads and traffic, economic and other concerns.

US provides $9.5 million in support of Armenia’s efforts to fights corruption

The US Government supports Armenia’s efforts to fight corruption by providing $9.5 million through the United States Agency for International Development.

The announcement was made during today’s conference on “Priorities of Armenia’s Anti-Corruption Policy,” which was also attended by Deputy Minister of Justice Suren Grigoryan. The program aims to reduce corruption opportunities, strengthen public demand for accountability in Armenia, and improve accountability.

Also present at the launch of the program were US Ambassador Extraordinary and Plenipotentiary to Armenia Lynne Tracy, Chairman of the Commission for the Prevention of Corruption Haykuhi Harutyunyan, MPs, civil society representatives and others.

In his opening remarks, Deputy Minister Grigoryan welcomed the launch of the program on behalf of the Ministry.

In the context of the development of the institutional system of anti-corruption policy, the Deputy Minister presented the procedure for forming the Anti-Corruption Committee, the regulation of prosecutorial control over the legality of criminal proceedings on corruption, as well as the process of establishing an anti-corruption court.

PACE committee calls on Azerbaijan to release all captives and return them to Armenia without further delay

Following the tragic recent conflict between Armenia and Azerbaijan, the PACE Migration Committee has set out a series of recommendations to both countries to address the humanitarian consequences in the short and long term, and move towards a process of peace and reconciliation.

Approving a resolution and recommendation on the basis of a report by Paul Gavan (Ireland, UEL), who visited both countries, the committee said it was “concerned about the many allegations of crimes, war crimes and other wrongful acts,” during the six-week war, listing the most serious. It called on both countries to “fully investigate the allegations and bring to justice anyone, including at command level, found to be responsible” and to co-operate fully with the European Court of Human Rights on the complaints lodged against them. “Unless there is accountability and some form of truth and reconciliation, these allegations will poison relations between the two countries for generations, and the consequences of the conflict will linger,” the committee pointed out.

While welcoming the recent release by Azerbaijan of 15 Armenians on 12 June 2021 and a further release of 15 persons on 3 July 2021, bringing the total of repatriated to above 100, the committee also called on the Azerbaijani authorities to release all remaining captives and return them to Armenia without further delay. It deplored that since the November cease-fire, 159 Azerbaijanis and 5 Armenians have been killed or injured by mines, and called on Armenia to “release, without delay, all mine maps in its possession”. In light of various border incidents since May 2021, the parliamentarians urged both sides to de-escalate, and to negotiate a border demarcation process.

Regarding displaced persons, the committee called on the international community to continue to support Armenia and Azerbaijan, and encouraged both countries to make good use of Council of Europe expertise. It also recommended that both countries take steps to tackle hate speech as well as hate crimes, including by introducing appropriate legislation with Council of Europe assistance. The long-running conflict has had a “catastrophic” impact on the cultural heritage and property of the region, the committee pointed out.

Two dissenting opinions were presented by members of the committee and are annexed to the report. It is due to be debated by the full Assembly on Monday 27th September, during its Autumn plenary session.

Armenian PM comments on Azerbaijan’s actions on Goris-Kapan road

The developments taking place along the Armenian-Azerbaijani border have multiple layers and pretexts, Prime Minister Nikol Pashinyan told a Q&A session at the National Assembly.

He noted that “it is important to correctly perceive and interpret those pretexts.”

“In December 2020, we carried out a process of aligning the positions of the Armed Forces of the Republic of Armenia with the borders inherited from the Soviet Union. And that process was done to avoid a new military escalation,” the Prime Minister said.

In this context PM Pashinyan reminded about the Law on Administrative Territorial Division adopted by the National Assembly in 2010, which, he said, clearly stipulated that the administrative borders of the villages of Shurnukh and Vorotan correspond to the Armenian-Azerbaijani border.

“In this case I should state that this reality, as well as the Soviet-era administrative border between Soviet Armenia and Soviet Azerbaijan later turned into a state border. This reality has been accepted as a ground. Now, by the same logic, the Goris-Kapan highway crosses the administrative border of the Republic of Armenia or Soviet Armenia in two places. And it is due to this circumstance that the well-known signs and bases appeared on the roads.

The Prime Minister reminded that in December 2020, an agreement was reached that this road could be used for the transit of goods and vehicles of the Republic of Armenia.

“I suppose that since there was no mention of foreign cargoes in that agreement, Azerbaijan probably uses that measure in response to our statements that both the November 9th and January 11th trilateral statements do not provide for any corridor through the territory of Armenia. While accepting that the regional communication routes should be opened, the Republic of Armenia states that when crossing the territory of the Republic of Armenia, foreign goods, including those from the western regions of Azerbaijan to Nakhijevan, must cross customs, passport and other checkpoints, as defined by the legal framework providing transport communication between the CIS countries,” PM Pashinyan stated.

Referring to the use of Azerbaijani names of Eyvazli and Chaizami, the Prime Minister noted: “It has been done for a simple reason to make it clear for the citizens of the Republic of Armenia that the areas in question are not in the territory of the Republic of Armenia or the Soviet Socialist Republic of Armenia, but outside that territory, which Armenia accepted under the Law on Administrative Territorial Division in 2010.”

Lilit Altunyan’s film included in the main program of Animest International Animation Film Festival

The film “When I am sad” directed by Lilit Altunyan and produced with the financial support of the Armenian National Cinema Center has been included in the official program of another festival – Animest International Animation Film Festival. 

The world premiere of the film will take place on October 13-17 in Bucharest (Romania), while the Asian premiere is slated for October 22-26 in South Korea in the frames of BIAF 2021(Bucheon International Animation Film Festival) 

Th National Cinema Center reports that both Animest and BIAF are Oscar qualifying animation film festivals.

Armenian government does not show determination and acts in the status of an observer – Iranian media

Iranian Pars Daily outlet has reflected on the situation occurred on Goris-Kapan roadway in southern Syunik province of Armenia where the Azerbaijani officers have installed a police checkpoint and levy road and transit fees from Iranian trucks traveling to Armenia. 

“Azerbaijan has disrupted the traffic on Goris-Kapan roadway for the second time in the past month. Last time, Azerbaijan kept the road blocked for two days, while this time Azerbaijani officers inspect the Iranian trucks and check the documents of drivers, at the same time demanding 130 USD for permission to continue the road.” said the source. 

According to the source, it is noteworthy that the National Security Service of Armenia has confirmed the report, saying negotiations are underway to solve the issue. It reminds that a week ago during a cabinet session Pashinyan declared that the Azerbaijani Republic wanted to get road access to Nakhijevan Autonomous Republic, yet Armenia insisted that the proposed roadway should be inspected and that tolls must be levied for the traffic through the road. Despite the fact that Armenia’s position on this seems quite logical, the matter is that Pashinyan lacks any leverage to use against Azerbaijan and make the precondition for Armenia a working mechanism as all leverages for pressure were conceded in the November 9 document and no attempt has been made to create new leverages. 

On the other side, Azerbaijan invaded the territory of Armenia, citing old maps from the Soviet times and apart from previous leverages got control of the 20 km section of Iran-Armenia roadway. Baku next showed its determination though blocking the interstate road, connecting Iran to Armenia for two days. 

The police checkpoint was placed days ago and judging from the reaction of Armenian officials on social media the key message was ‘that is not a problem as Azeris have installed a checkpoint on a territory belonging to them.’ 

Two days ago reports emerged in Azerbaijani media about Iranian trucks entering Stepanakert. Baku condemned the move and demanded to ban the entry of Iranian vehicles what it called to its territory. This is in a situation when according to the November 9 ceasefire statement, Stepanakert is not part of the occupied territories of Azerbaijan and remains under the control of Russian peacekeepers. On the other side, some pro-Azerbaijani analytics in Baku point to the fact that Azerbaijan allows Russian trucks and goods enter Stepanakert from Gyanja and Barda, yet prevent Iranian vehicles from traveling through the area being afraid to reveal ‘the Zionist presence’ in those areas to Iran. 

“It is more noteworthy that the government of Armenia does not show determination in this respect and has acted in the status of an observer thus far. All the restrictions put on Armenian-Iran road are similar to the transit model proposed by Pashinyan for Azerbaijan-Nakhijevan road, which are customs control and duties. This is in case when just couple of months ago the interstate road was completely under Armenia’s control with no restriction on traffic,” the source said.  

It reminded that spokesperson at Iranian foreign ministry commented yesterday on the situation, suggesting his country had adopted a balanced policy over the matter. 

“Iran’s president Rayisi’s foreign policy is in prioritizing relations with neighboring countries, and Armenia plays a major role in this. This is the case both in terms of bilateral trade relations and through cooperation with Eurasian Economic cooperation, as Armenia is the only neighboring country through which the trade with the Union is implemented. The disruption of traffic on Armenia-Iran road will mean to refuse not only from 400 mln trade but also to seriously endanger the trade with the Eurasian Economic Union. 

“According to experts, as long as Iran has not used leverages such as Bile Savar-Nakhijevan road, as the only road connecting Azerbaijan to Nakhijevan and has not increased customs duties in response to ongoing developments, these actions of Azerbaijan would continue,” the source said.
