Armenian MP: De-occupation of Nagorno-Karabakh territories is inevitable

Armenian MP Hayk Mamijanyan from the opposition With Honor bloc on Wednesday shared his undelivered speech included in the verbatim of the PACE plenary session on Monday, September 27. The speech referred to the report on the snap elections held in Armenia in June.

The full text of his statement is provided below.

“Dear Ladies and Gentlemen,

All of us are politicians here but I bet that any of you has ever thought that hammer can be a tool for political debate. Well “the hammer” was the main tool for the leader of the ruling party during his campaign for the early elections held in Armenia back then in June 2021. And I am not speaking figuratively. Nikol Pashinyan was rallying in all regions of Armenia shaking a hammer above his head. “…the hammer, first of all, will be broken on your head…” he said speaking about those who were supporting the opposition. These elections had nothing to the with the core values of democracy. As you can see the definition “…competitive and generally well-managed…” used in the report is not the best choice of wording for the election held under the hammer. Such wording sends a very bad and dangerous signal to those authorities of member states who are willing to conduct unfair elections. The silence of international organizations led to the physical usage of “hammer”. One of the local authorities supporting the opposition was beaten in the office of the governor. Everyone in Armenia knows about it but the security cameras were mysteriously broken. The process goes on even with the sitting members of parliament: one of my colleagues Mr. Armen Gevorgyan an oppositional member of the Armenian Parliament, member of the Armenian delegation was not allowed to attend the PACE session because of politically driven criminal charges. In fact, the almost 60% of the oppositional members of parliament are prohibited to leave the country.

Today, the 27th of September, is a sad day for my country. A year ago on this day Azerbaijan with the support of Turkey unleashed war against the Nagorno Karabakh Republic. A war against peaceful people. A war with the usage of mercenaries from Middle East and restricted weapons. A war that led to partial occupation of Nagorno Karabakh and ethnic cleansings.

Some authorities try to present the outcome of the early parliamentary elections in Armenia as a sign of justification of the results of the 44-day war between Azerbaijan and Nagorno Karabakh. As a representative of my country to PACE I am obliged to state the belief of all Armenians: the status of Nagorno-Karabakh Republic based on the right of self-determination of its people and de-occupation of the territories of Nagorno-Karabakh Republic is inevitable.”

Newspaper: Armenia PM terrified again

YEREVAN. – Iravunk daily of Armenia writes: According to the news we have received, Nikol Pashinyan, who works as Prime Minister in Armenia, is terrified again.

The thing is that the latter has further increased his own security.

Probably we all remember that after the 44-day [Artsakh (Nagorno-Karabakh)] war [last fall], Nikol Pashinyan, according to press reports, had already increased his security. But it is not known why he is afraid again now.

Iran Revolutionary Guard Corps deputy commander compares Azerbaijan president to small child

Ali Fadavi, Deputy Commander-in-Chief of the Islamic Revolutionary Guard Corps (IRGC) of Iran, spoke to reporters with sarcasm about Azerbaijani President Ilham Aliyev’s allegations about the IRGC military exercises on the border with Azerbaijan, Rokna reported.

“When a small child insults and curses you, you put your hand on that child’s head and do not pay attention,” Fadavi said.

In an interview with Anadolu, Aliyev had expressed resentment over the aforesaid Iranian military exercises on the border with Azerbaijan, wondering why they were not held earlier when the territories on the other side of the border were controlled by the Armenian side.

Karabakh representative to Armenia: Azerbaijanis killed 80 Artsakh civilians during 44-day war

Azerbaijanis killed 80 civilians of Artsakh (Nagorno-Karabakh) during the 44-day war last fall. The representative of Artsakh to Armenia, Sergey Ghazaryan, stated about this during a working meeting at the National Assembly of Armenia.

He added that 45 Armenian servicemen are still considered missing.

“Eighty civilians were killed, including 42—as a result of targeted strikes. Another 38 people died in [Azerbaijani] captivity. In addition, 42,000 people were forced to flee their homes, 38,154 people were deprived of their homes. Currently, there are 15,000 mandatorily displaced in [Artsakh capital] Stepanakert, another 5,000—in various regions of Artsakh,” he said.

Also, Ghazaryan noted that 3,000 rent agreements have already been signed, but 1,960 people continue to stay in hotels.

Azerbaijan Troubling Iranian Trucks En Route to Armenia

Azerbaijan’s relations with Iran, its large neighbor to the south, have been in flux since the end of last year’s war with Armenia. 

The most recent rocky period started when Azerbaijan began charging Iranian trucks toll fees on a road heading for southern Armenia through slices of Azerbaijan’s territory, Eurasianet reported.

At first, Iran remained silent even after Azerbaijani police and customs confirmed the practice. Armenian media reported that some of the trucks targeted had been “transporting cement to Yerevan and Stepanakert”, the de facto capital of Nagorno-Karabakh. 

The territory is internationally recognized as part of Azerbaijan but had been controlled by Armenian forces since the first war between the two sides in the 1990s.

The drivers were detained because they “entered Azerbaijan illegally from Armenia and relevant measures will be taken”, Spokesperson of Azerbaijan’s Ministry of Interior Affairs Ehsan Zahidov said the following day. 

Azerbaijan has long held that entry into Karabakh via Armenia amounts to an illegal border crossing.

Iran’s Foreign Ministry responded by demanding the release of drivers and called for a meeting with Azerbaijani officials to resolve the issue.

A series of meetings have taken place since then, but the fate of the drivers is still unknown.

Iran’s Ambassador to Azerbaijan Abbas Mousavi met with Hikmet Hajiyev, the senior foreign policy adviser to Azerbaijan’s president, twice in a week. 

In a tweet, Mousavi said the two “reviewed the current situation and the future of our good relations and other issues of interest”.

On Sept. 23, Azerbai, Hossein Amir-Abdollahian, on the sidelines of the United Nations General Assembly. 

In a statement, the Azerbaijani MFA noted that the ministers reviewed the “current situation in the region”. 

Tension has been exacerbated by naval military exercises conducted jointly by Turkey and Azerbaijan in the Caspian Sea. Iran’s Foreign Ministry said the drills violated an international convention banning foreign military forces from the sea. 

Azerbaijani analysts retorted that Iran is the only Caspian littoral country not to have ratified the convention. 

Iran then held its own military drills close to its border with Azerbaijan.

In Baku, analysts say the government appears to be motivated by long-running irritation at Iranian trucks supplying Nagorno-Karabakh.

Following Azerbaijan’s control over some stretches of the road, which connects the key southern Armenian cities of Goris and Kapan, and which is Armenia’s only highway linking Iran, Baku has been able to act on those Iranian deliveries.

The war also resulted in Azerbaijan regaining territory very close to the Lachin corridor, the road that connects Armenia to Nagorno-Karabakh. That has allowed Azerbaijan to control the road for what it sees as illegal border crossings. 

Azerbaijan’s President Ilham Aliyev, in a Sept. 27 interview with Turkish media, said that between August 11 and Sept. 11, Baku had observed 60 Iranian trucks using the road. 

He also said Iranian officials had repeatedly refused to act. 

“The first time [the Azerbaijani side issued] a verbal warning, the second, an official note, and the third, posts – customs, border, police. In this way, we have begun to control the road through Azerbaijani territory,” Aliyev said. 

As a result, he said the number of Iranian trucks passing through Lachin has “dropped to zero”.

While much of the Azerbaijani media coverage of the spat has emphasized a widespread belief that Iran is on Armenia’s side in the conflict, that is a misunderstanding, said political analyst, Eldar Mamedov.

Iran has “repeatedly supported Azerbaijan’s territorial integrity on the level of political and religious leadership”, Mamedov said.

As for the most recent tensions between the two countries, Mamedov suggests they will not fundamentally change the relationship.

“Iran is treading carefully in the Caucasus. It does not need destabilization of the northern border, in addition to all the challenges it already has in other scenarios like the Persian Gulf, Iraq and Afghanistan,” he said.

Route to Armenia for Iranian trucks has not changed: official

TEHRAN, Sep. 30 (MNA) – The Director-General of East Azarbaijan Road Maintenance and Transportation Organization said that transit route of Iranian trucks heading towards Armenia has not changed and is done normally according to previous procedure.

Oroujali Alizadeh the Director-General of East Azarbaijan Road Maintenance and Transportation Organization said Thursday  transit route of Iranian trucks heading towards Armenia has not changed and the lorries are using the old route through Nurduz Border.

Presently, the trucks are suing the same old route and the trade is going on on the same path.

Alizadeh said there are not any barriers to Iranian trucks to pass the transit route.

The official also pointed out that the government of Republic of Azerbaijan receives tolls from Iranian trucks on the route adding that Jolfa border and Nakhchivan route to Armenia had been closed as before and no transit to Armenia is underway on that path.

It should be noted that Nurduz border crossing and its customs administration is located 60 km east of Iran’s Jolfa and Agarak (Meghri) on the side of the border in the Republic of Armenia.

Moscow police arrest Doxa editor Armen Aramyan outside of Investigative Committee headquarters

Moscow police arrested Doxa editor Armen Aramyan as he was leaving the Investigative Committee’s headquarters on Tuesday, September 29, the student journal reported. 

According to lawyer Leonid Solovyov from the rights group Agora, police officers detained Aramyan in order to draw up misdemeanor charges against him. Where the police took the student journalist remains unknown, Doxa said. The publication didn’t specify the accusations brought against Aramyan.

Update. Leonid Solovyov located Armen Aramyan at the Tverskoy District Police Station, Doxa reported. The lawyer also found out that he is being charged with a misdemeanor under Administrative Code Article 20.2, section 2 (violating the procedure for holding a meeting or rally). This is punishable by up to 10 days in jail.

Armen Aramyan and three other Doxa journalists — Alla Gutnikova, Vladimir Metelkin, and Natalya Tyshkevich — are facing felony charges for allegedly involving minors in illegal protests.  In April, they were all placed under de facto house arrest pending trial and banned from using communication devices, or communicating with anyone except their lawyers and close relatives. A Moscow court later eased the preventive measures against them slightly, allowing them to leave their homes for two hours per day.
