No Pashinyan-Aliyev meeting planned for November 9 – Armenian FM

No meeting between Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev is expected on November 9, Foreign Minister Ararat Mirzoyan said during the Q&A session at the National Assembly.

The comments come in the wake of media reports claiming that an Armenian-Russian Azerbaijani summit was expected in Moscow on November 9. The reports further claimed documents on delimitation and demarcation of the Armenian-Azerbaijani border, as well the unblocking of regional communications was going to be signed.

At the same time, the Foreign Minister said, proposals on different meetings in different formats are constantly being discussed, and as a result of a possible meeting the parties could agree on some text.

The Foreign Minister emphasized, however, that no documents with the content speculated on social media are going to be signed.

“I would like to note that such meetings are of practical importance to us, as they provide an opportunity to address post-war humanitarian issues, and first of all the soonest release of Armenian prisoners of war and civilians held in Azerbaijan, the protection of the Armenian cultural heritage on territories currently under Azerbaijani control and others.” Mirzoyan said.

He noted hat in a broader sense such meetings are an opportunity to ease the tension in the region and try to make efforts towards establishing lasting stability and security in the region.

He reminded about the speculations that preceded the trilateral meeting in Moscow on January 11, 2021, which, he said, had nothing to do with the test eventually adopted.

Unblocking of rail communication on the agenda, no talk of roads to be used – Armenian Deputy PM

While there is general understanding on rail communication, there is no agreement on roads to be used, Armenian Deputy Prime Minister Mher Grigoryan said during the Q&A session at the National Assembly.

Speaking about the unblocking of regional communications, Mher Grigoryan said the meeting of the trilateral working group co-chaired by the Deputy Prime Ministers of Armenia, Russia and Azerbaijan are being organized on the basis of the statement of January 11, 2021, and do not exceed that framework.

He said the issue of restoring railroad communication is on the agenda, but added that no discussions are taking place on the unblocking of road communication.

“There is nothing to restore. There has never been roads,” Grigoryan said.

“We are talking about unblocking in the classical sense, i.e. making it possible for all countries of the region to use the existing infrastructure,” the Deputy PM noted.

He stressed there is so far no consensus on roads.

“There are many proposals, but there is no roadmap on roads,” Grigoryan said, adding that there is no agreement or understanding on which roads are going to be used.

Armenian-American Nicholas Kristof announces bid for Governor of Oregon

Armenian-American Nicholas Kristof (Hachikian) will run for Governor of Oregon. He made the announcement on Twitter.

Nicholas Kristof is a former New York Times columnist and two-time Pulitzer Prize winner.

“Nothing will change until we stop moving politicians up the career ladder year after year, even though they refuse to step up to the problems Oregon faces,” Kristof said in his announcement. “It’s time to do something about a system that’s rigged against so many ordinary Oregonians.

Kristof is one of a growing list of candidates for governor to replace Gov. Kate Brown, who is term limited. So far, nine Republicans and six other Democrats have filed to run in next May’s primary election.

If elected, he will be the third American of Armenian heritage to lead a US state, following in the footsteps of Tom Corwin (1794-1865), who was Armenian – Hungarian and served as Ohio Governor 1840 to 1842 and former California Governor George Deukmejian.

Opposition MP asks whether Pashinyan has any plans to visit Artsakh

“It has been long time you have been insisting Artsakh was left out of negotiations since 1998, during the period of Robert Kocharyan’s presidency. I am not surprised at your statements blaming Kocharyan of leaving Artsakh out of negotiations as you declared once that you had learnt about the negotiations details from Aliyev. When do you plan to stop manipulating over this issue? When do you plan to finally visit Artsakh,” Agnessa Khamoyan asked Pashinyan during the Q/A session at the National Assembly. 

In response, Pashinyan said: “Many Armenian officials have visited and continue visiting Artsakh over the past period. Visits by other officials will be organized based on expediency.” 

Khamoyan next reminded of the January visit by former Armenian FM Ara Ayvazyan which resulted in Aliyev’s threats to Armenian officials to refrain from visiting Artsakh. The opposition lawmaker noted that the former FM’s visit was the last paid by any high-level Armenian official to Artsakh and repeated the question when Pashinyan himself would visit Artsakh. 

Delegation of the Holy See Secretariat visited the Armenian Genocide Memorial

The Substitute for General Affairs of the Secretariat of the Holy See Archbishop Edgar Peña Parra, who is visiting Armenia on an official trip, visited on Wednesday the Armenian Genocide Museum. 

The guests were welcomed by AGMI Deputy Director Lusine Abrahamyan, who presented them with the history of the creation of the Memorial.

Archbishop Edgar Peña Parra placed flowers at the Eternal Flame and honored the memory of the innocent martyrs with a minute of silence. The guests also toured the Armenian Genocide Museum, saw with permanent and temporary exhibitions after which the Archbishop left a note in the Honorable Guests’ Book.

"With Honour" faction can discuss with Nikol Pashinyan only the text of his resignation – Hayk Mamijanyan

“There is only one topic the opposition “With Honour” faction at the National Assembly can discuss with Nikol Pashinyan and that is the text of his resignation,” the member of the opposition bloc Hayk Mamijanyan stated on Wednesday. Mamijanyan’s statement came during the Q/A session at parliament attended by Pashinyan and the cabinet members. 

“In all other cases the Government and its leader are accountable to the National Assembly. There will be different inquiry committees, discussions of various formats can take place at the parliament. I will find another opportunity to raise my questions since I consider pointless to ask question in this atmosphere,” Mamijanyan said in response to the stir among the deputies that followed his remarks. 

Artak Zakaryan: We all renounce ‘the Artsakh and Armenia of tomorrow’

Armenia’s former Deputy Defense Minister and member of the Republican Party of Armenia (RPA) Artak Zakaryan states the power in Armenia does not belong to the people.

“Armenia and Artsakh are falling victim to the conformist indifference of the rich, the ignorance of the poor, the silent obedience of those receiving salaries from the budget and the total disorganization of the compassionate,” he wrote on Facebook on Wednesday.

“The power in the Republic of Armenia belongs not to the people, but to Turkish-Azerbaijani (as well as other foreign) circles.

“Today, we all, led by Nikol the capitulator, renounce the Artsakh and Armenia of tomorrow. We need to drive out the main conspirator as quickly as possible, and only after that to put things in order in the Armenian House,” Zakaryan said.

Tigran Abrahamyan: Azerbaijan and Turkey exert much pressure despite assurances about the opposite from Armenia’s authorities

“Erdogan’s latest statement clearly contains preconditions, specifically about the so-called corridor,” opposition lawmaker Tigran Abrahamyan told reporters on Wednesday, commenting on the possibility of normalizating relations with Armenia by Turkish president Erdogan made in Varanda. 

In Abrahamyan’s words, despite the assurances of the Armenian leaders, it is obvious that Turkey and Azerbaijan are exerting huge pressures to achieve desired results. That is expressed either in incidents on the borderline or in certain stages in political processes. “Armenia is under huge pressure at present. In the current situation, it is with regret to record that even in the post-war developments Azerbaijan and Turkey exert additional pressures on Armenia and bring forward new preconditions,” stressed Abrahamyan. 

Apart from the corridor, per Abrahamyan, there is another factor to consider. “Azerbaijan continuously says that the Nagorno Karabakh issue is resolved, however, the part of Artsakh is in no way controlled by Azeris which makes them dissatisfied. “Azerbaijan seeks to fix in a document its desired solution through every mean, including through various documents and processes,” added Abrahamyan. 

Ruling faction MPs block adoption of statement condemning aggression against Artsakh

The Armenian parliament did not pass a statement on Artsakh drafted by the opposition Armenia and With Honor factions after urgent debates on the border situation during a special session of the National Assembly held behind the closed doors on Tuesday.

The statement read out by With Honor faction MP Tigran Abrahamyan on Wednesday condemned the 2020 Azerbaijani-Turkish aggression against Artsakh, involving terrorist groups and mercenaries.

The gross violations of international law with regard to prisoners of war and civilian captives, even after the end of hostilities, as well as continuous provocations against Artsakh and the invasion of the sovereign territory of the Republic of Armenia were also condemned.

The statement highlighted that Azerbaijan continues to use hate rhetoric, incite Armenophobia, disseminate distorted information and make territorial claims against Armenia.

The state borders are determined on the basis of international law, the UN Vienna Convention, which stipulates, inter alia, that any agreement on borders using or threatening to use force is invalid. The right of the people of Artsakh to live on their historical land and the de-occupation of the territories of Artsakh is the key precondition for establishing peace in the region in the OSCE Minsk Group format, the draft statement said.

It also obliged the Armenian government to refrain from engaging in negotiations, written or verbal agreements, which would run against the Armenian Constitution and the will of the Armenian people enshrined in the Declaration of Independence.

In addition, accoridng to the document, the authorities had to provide information about the army reforms, as well as step up the modernization of security system to make it in line with the post-war challenges.

The head of the ruling Civic Contract party’s parliamentray faction, Hayk Konjoryan, said that  they received the draft document on Tuesday afternoon, and the political majority was not involved in drafting the statement.

He stated that the statement included certain wording of domestic political nature, reflecting the opposition’s political approaches. Meanwhile, he said, a document on such an important issue should be consensual.

Therefore, Konjoryan announced his facton’s decision not to take part in the voting.

The statement failed to be adopted after receiving 26 votes.

Armenian President pays historic visit to Saudi Arabia

Armenian President Armen Sarkissian paid a working visit to Saudi Arabia today. This unprecedented event is definitely a turning point in Armenia’s international relations.

No Armenian official has ever visited the country since Armenia’s independence in the absence of diplomatic relations between Armenia and Saudi Arabia.

President Sarkissian took a historic step, paying the first-ever visit to a country with a unique role in the Arab and Islamic world.

At the airport in the capital of Saudi Arabia, Armen Sarkissian was greeted at the highest state level. He was welcomed by the Minister of State for Foreign Affairs of Saudi Arabia Adel al-Jubeir, and according to the official protocol, the state flag of the Republic of Armenia was raised at the airport.
