Red Cross ready to support return of Armenian POWs, VP tells Armenpress

The International Committee of the Red Cross (ICRC) takes every opportunity to remind states about their obligations stemming from the Geneva Conventions, and is ready to support in the issue of returning war prisoners of the 44-day war in Nagorno-Karabakh in 2020, ICRC Vice President Gilles Carbonnier told Armenpress, speaking about the opportunities of returning the Armenian POWs held in Azerbaijan.

The ICRC vice president informed that the representatives of the ICRC nearly every month visit the prisoners, assessing the treatment towards them, conditions of detention and make sure if they keep in touch with their families.

Gilles Carbonnier also spoke about his visit to Armenia, and three decades of neutral presence and humanitarian work of the ICRC in the region.

“A key issue we focused on was the ICRC’s commitment to facilitate the regional efforts aiming at clarifying the fate of people missing in relation to the Nagorno-Karabakh conflict,” he said.

Opposition MP: Armenian authorities resorted to new method to finally disintegrate military

The current Armenian authorities have resorted to a new method for the final disintegration of the country’s armed forces, security expert and opposition With Honor faction MP Tigran Abrahamyan said on Saturday.

He stated any criminal case initiated leads to a series of detentions and arrests, citing the case of former Defense Minister Davit Tonoyan.

“Since 2018, many such criminal cases have been initiated, and, accordingly, there are many isolated military personnel,” he wrote on Facebook, adding some of them have been arrested, while others have left the army ranks and even went abroad.

“Obviously, among them there may be people who have committed crimes at one stage or another, and those persons, of course, must be held accountable. But on the other hand it is clear that by exerting pressure, fabricating cases or simply annoying people, the authorities have shaken the system, leaving many military men out of the army ranks as a result.

“Well, such issues do not bother the chief of the General Staff, who by virtue of his position has the status of the chief military officer. He has solved his problem: after his disgraceful dismissal he was reinstated. And during this time, he has managed to cede several kilometers of territory in Syunik and Gegharkunik [to the enemy], and is living a peaceful life.

“But, of course, they will come after him too, Nikol does not forgive anyone, even those who serve him unconditionally. At some point, all of them will be sacrificed for Nikol. The case of Davit Tonoyan, who had the highest reputation in Pashinyan’s government, is a striking example. Where is he now? Of course, in prison,” Abrahamyan said.

Balasanyan bloc, Civil Contract party sign memorandum; Vardges Samsonyan to become Gyumri mayor

Balasanyan bloc and Civil Contract party signed a memorandum of cooperation. The correspondent of Armenpress reports that according to the memorandum of cooperation, Vardges Samsonyan of the Balasanyan bloc will be nominated for the post of Gyumri Mayor, while the two deputy mayors will be from the Civil Contract party.

The names of the deputy mayors will be announced on November 1.

According to the memorandum, the parties undertake to implement a joint personnel policy, assuming joint responsibility for the management of the city.

The memorandum was signed by Sona Arakelyan from the Balasanyan bloc and Knarik Harutyunyan from the Civil Contract party.

In the October 17 local elections in Gyumri, the Balasanyan bloc received 9637 votes, the Civil Contract party received 7785 votes, the Republican Party of Armenia – 1333 votes, the Zartonk party – 2793 votes and Country to Live party – 1489 votes.

The first session of the newly elected Gyumri Council of Elders will take place on November 1, during which the mayor and deputy mayors will be elected.

Azerbaijan blocking search for fallen soldiers’ remains since Oct. 18, Artsakh says

Azerbaijani has been blocking the search for the bodies of fallen Armenian soldiers in the territories under its control since October 18, according to the spokesman of the Artsakh State Service of Emergency Situations, Hunan Tadevosyan.

“Our team is always ready to carry out a search. We constantly go to negotiations, but since October 18 we have been denied permission. The Azerbaijani side does not allow us to conduct search operations without providing a reason,” Tadevosyan told Panorama.am on Saturday.

According to him, during the whole period Azerbaijan provided a reason only once, saying some people were to visit those areas.

Since the end of hostilities, the remains of 1,686 servicemen and civilians have been found and recovered from the Azerbaijani-held territories.

Tokyo 2020 bronze medalist boxer Arman Darchinyan (71 kg) has won his opening bout at the 2021 AIBA World Boxing Championships being held in Belgrade, Serbia from October 24 to November 6.

The Armenian boxer defeated Kyrgyzstan’s Nuradin Rustambek in the 1/16 final late on Friday, the Boxing Federation of Armenia reported.

After landing a second low blow during the second round, the referee stepped in and disqualified Rustambek, granting the victory to Darchinyan.

Turkologist: Turkey will establish relations with Armenia only if Yerevan meets the Turks’ preconditions

There won’t be obstacles for Turkey to normalize relations with Armenia, if Armenia solves its problems with Azerbaijan. This is what President of Turkey Recep Tayyip Erdogan said on Tuesday during a press conference with President of Azerbaijan Ilham Aliyev in Kovsakan, which is currently under the control of Azerbaijan. Erdogan was in Azerbaijan to attend the opening of the airport that was under construction for the past few months in Varanda.

“The conditions for building strong peace are favorable now more than ever. In this regard, Armenia needs to show sincere will to settle the problems with Azerbaijan. If Armenia does this, there won’t be any obstacle for the normalization of relations between Turkey and Armenia,” Erdogan declared.

During a conversation with Armenian News-NEWS.am, academician of the National Academy of Sciences of Armenia, Turkologist Ruben Safrastan expressed the view that Erdogan’s statements are being used within the Turks’ traditional rhetoric that is not aimed at paving the real way for launching negotiations with Armenia and normalizing relations. “The real goal is to take advantage of Armenia’s defeat in the war and strengthen pressure on Armenia in order to achieve Armenia’s acceptance of Turkey’s preconditions, not normalize relations,” Safrastyan stated.

On October 28, Turkish Foreign Minister Mevlut Cavusoglu told CNN Turk that Turkey is considering with Azerbaijan the normalization of relations with Armenia. Safrastyan noted that Turkey is an elder partner in its relations with Azerbaijan and that now it is informing Baku about its actions, not reaching an agreement on them with Baku.

Touching upon the statement that the President of Russia made at Valdai Discussion Club a few days ago that the establishment of peaceful coexistence will also favor Armenia, Safrastyan noted that Russia is interested in the establishment of stability in the region, the normalization of Armenian-Turkish relations and the operation of communications. He also agrees with the views that Turkey may intend to penetrate into the economy of Armenia which has become weak after the war.

“Turkey will seek to make sure Armenia accepts and meets its conditions. If Armenia accepts and meets the conditions (the additional condition is the so-called “Zangezur corridor”), Turkey will establish relations with Armenia, open borders, do trade, etc. As to how favorable this is for Armenia, that’s a different story. In my opinion, it’s not favorable. I am certain that Turkey won’t take this step until Armenia doesn’t make concessions. In its turn, Russia wants to see the normalization of relations, but doesn’t have a picture of how difficult it is going to be.

The post-war situation is unprecedented — Russia seems to be losing its monopoly of calling the shots in the region. Now Turkey is taking advantage of Armenia’s defeat in the war and its successes in absorbing Azerbaijan and is trying to play its game in the region. Regional issues may also be discussed during the Russian-Turkish negotiations. Turkey and Azerbaijan are persistently talking about the corridor, and an attempt is being made to exert pressure and turn the opening of the corridor into a more real issue,” he said.


Newspaper: What do we have 1 year after Armenia government building invasion?

YEREVAN. – Zhoghovurd newspaper of Armenia writes: It will soon be a year since the incident when a group of youth broke into the government [main] building, but the investigation of this case is still going on at the NSS [(National Security Service)].

Moreover, according to Zhoghovurd daily’s information, during this period the investigators have petitioned to the prosecutors regarding many people and asked [the prosecutors] to extend the period for the investigation, but at the same time, in several cases the investigation was completed and [the cases were] sent to the courts.
That is, one year of those cases will be completed in ten days, but there is no progress in the investigation of the cases, and the filed criminal case remains stagnant; the investigative actions are given as reasons, the completion of the investigation is not announced.


Turkish press: Turkey condemns US deportation of diplomat’s murderer

Turkey on Oct. 30 condemned the U.S. extradition of Hampig Sassounian, an Armenian origin who assassinated a Turkish diplomat in Los Angeles in 1982.

Turkey learned that Sassounian was “deported to a third country,” said a statement by the Turkish Foreign Ministry.

“We consider this decision regarding the aforementioned terrorist as a grave mistake and a concession to terrorism and we once again condemn it,” Tanju Bilgiç, the spokesman for the Turkish Foreign Ministry, said in the written statement.

Turkish Consul General in Los Angeles Kemal Arıkan was killed on Jan. 28, 1982, by Sassounian and his accomplice Krikor Saliba on behalf of an Armenian terrorist group.

Sassounian was arrested and sentenced to life in prison, while fugitive terrorist Saliba was claimed to have been killed in the Lebanese civil war in 1982.

Bilgiç further said: “It is obvious that such decisions will serve to the agenda of circles seeking to glorify terrorism as a functional tool that can be used for political purposes, not to the fight against terrorism.”

Sassounian was convicted of fatally shooting Arıkan while he sat in his car at an intersection in Los Angeles nearly four decades ago. However, the Los Angeles County Superior Court ruled in favor of his release on parole earlier this year.

In a related development, Sassounian was reported Friday to have arrived in Armenia.

The Public Radio of Armenia, along with other Armenian news outlets, broadcasted a message by Sassounian confirming his arrival in Armenia.

The vast majority of the attacks on Turkish diplomats and citizens were conducted by the ASALA and JCAG terrorist groups.

The assassinations took place in the U.S., Austria, France, Italy, Spain, Lebanon, Greece, Switzerland, the Netherlands, Canada, Portugal, Iran, and the U.K.

At least 58 Turkish nationals, including 31 diplomats, were martyred by Armenian terrorist groups, according to the Turkish Foreign Ministry.

Armenia is interested in extending the presence of Russian peacekeepers in Nagorno Karabakh until reaching a final decision on the status of Nagorno Karabakh, ARMENPRESS reports, citing TASS, this was reported by the Office of the Secretary of the Security Council of Armenia.

“Unfortunately, the situation is not stable enough at the moment in terms of security. Recently, we saw a ceasefire violation, as a result of which an Armenian, a civilian, was killed and some were injured. Consequently, the factor of Russian peacekeepers in Nagorno Karabakh will be significant until the issue of the final status of Nagorno-Karabakh is resolved,” the office of the Security Council of Armenia said.

The Security Council Office also emphasized that the Russian peacekeeping forces have an important role in terms of ensuring the security of Armenians, the citizens of Nagorno Karabakh, as well as are the security gurantee for the infrastructures being built and stable movement of goods.

2193 new cases of Covid-19 recorded in Armenia

YEREVAN, OCTOBER 30, ARMENPRESS. 2193 new cases of COVID-19 have been confirmed in Armenia in the past 24 hours, bringing the total number of confirmed cases to 306 739, the ministry of healthcare reports.

14 574 COVID-19 tests were conducted on October 29.

1578 patients have recovered in one day. The total number of recoveries has reached 267 514.

The death toll has risen to 6284 (52 death cases have been registered in the past one day).

The number of active cases is 31 650.

The number of people who have been infected with COVID-19 but died from other disease has reached 1291.

A total of 2 080 843 tests have been carried out.
