YEREVAN, 2 NOVEMBER, ARMENPRESS. The Central Bank of Armenia informs “Armenpress” that today, 2 November, USD exchange rate down by 0.24 drams to 477.21 drams. EUR exchange rate up by 1.25 drams to 553.42 drams. Russian Ruble exchange rate down by 0.10 drams to 6.64 drams. GBP exchange rate down by 1.19 drams to 650.91 drams.

The Central Bank has set the following prices for precious metals.

Gold price up by 364.55 drams to 27521.66 drams. Silver price down by 2.41 drams to 366.15 drams. Platinum price up by 790.03 drams to 16278.56 drams.

Armenian, Georgian defense ministers discuss cooperation programs

YEREVAN, NOVEMBER 2, ARMENPRESS. The delegation led by Minister of Defense of Georgia Juansher Burchuladze arrived in Armenia on a two-day official visit on November 2, the Armenian defense ministry said in a statement.

Defense Minister of Armenia Arshak Karapetyan and his Georgian counterpart firstly held a private meeting which was followed by an extended-format meeting attended by delegations.

Minister Arshak Karapetyan introduced the situation on the Armenian-Azerbaijani border to his Georgian counterpart.

During the meeting both sides emphasized the necessity of establishment of peace and sustainable development in the region.

The meeting participants discussed international and regional security-related issues, as well as the cooperation of Armenia and Georgia in the field of defense.

GLASGOW, NOVEMBER 2, ARMENPRESS. President of Armenia Armen Sarkissian addressed the UN Climate Change Conference (COP26) in Glasgow, urging world leaders to change mentality in a world that “has become quantum” in order to effectively tackle the problems that the world is facing.

“I would like to thank Her Majesty and Her Majesty’s Government for organizing this significant and timely event. Special thanks to Prime Minister Boris Johnson, his colleagues and the City of Glasgow for an excellent summit and warm hospitality,” President Sarkissian said, addressing the conference. “First about Armenia – a small state but a global nation.According to the World Bank analysis, Armenia is the 4th most vulnerable country to climate change in the Eastern Europe and Central Asia region. Armenia has registered a 1.3-degree Celsius increase in temperature, and a 9 per cent decrease in precipitation.

Despite the challenges by the COVID-19 pandemic and ongoing Nagorno-Karabakh conflict, we are committed to a stronger integration into the global agenda on climate change and to demonstrate an increase in our climate ambition.

Armenia has consistently expressed its commitment to joining global efforts to combat climate change. In 2021 Armenia reaffirmed our commitment through the Nationally Determined Contributions and declared an objective of 40 per cent reduction of its greenhouse gas emissions by 2030, compared to the 1990 levels.

The long-term objective of Armenia is to achieve climate neutrality in the second half of this century.

Transition to climate neutrality is at the core of the country’s energy independence, energy security and green growth policies.

Our vision of resilient and low-carbon growth is directly connected to a solid and effective adaptation strategy based on an ecosystem approach, reforestation, investments in renewable energy and energy efficiency, new high technologies, promotion of electric mobility and further development of nuclear energy.
Dear colleagues,

Substantial public debt burdens most developing economies in their ability to access concessional and non-concessional climate finance.

In this regard, a creative approach is crucial. I am delighted to share with you our renewed “Debt-for-Climate Swap” Initiative. It presents a new climate finance instrument. And it will help developing countries to adapt more efficiently to climate change finance, provides new economic opportunities.

Mr. President,

Exactly one year ago during its war against Nagorno-Karabakh Azerbaijan used internationally banned weapons to target not only civilians but also beautiful forests of the large area, causing massive forest fires and creating environmental disasters in place. We call on international community to step up its efforts to prevent such irresponsible, inhumane behavior.

The environmental challenges do not recognize borders and conflict lines, and we should bring all states of the world into comprehensive cooperation.

Now just a couple of words about this conference.

I thoroughly enjoyed the opening of the conference, enjoyed the speeches of my colleagues from worldwide. And it was confirmed by everybody here, that there’s a big problem which is the climate change. But that’s not the only problem that we have these days, because we are facing also pandemic, we are facing economic difficulties worldwide, we are facing rise of populism, we are facing uncertainty, we are also facing unpredictability here.

By having all of these problems, we have also recognized here globally that there’s huge wealth and that wealth is in trillions of dollars that could resolve the issue. And on the other side during the hundred years of development based on quantum technology and quantum physics, we have achieved phenomenal achievements in science and technology, and that technology today can resolve our problems be that in climate changes, be that in Covid and other problems that we are facing.

So where is the problem? Why are not we so effective or efficient? I think that there’s one thing that we should learn from the history of science when 100 years ago great scientists, people like Albert Einstein, Max Planck, Heisenberg, realized that the classical laws of physics and mechanics cannot be applied to the new discovered small particles and atoms. You have to change your mentality, you have to change your philosophy, your logic, even your common sense to understand and create the theory of quantum physics.

We are on the crossroad. The world has become quantum. This is a crossroad that we have to start thinking differently because the world that’s ahead of us, is not the one that was there 10 or 20 years ago. If we change our mentality and form our ambition and strategy, then we can effectively use the finances and the wealth that the world created during this phenomenal development and use the technology to handle the problems that we are facing. But not only to resolve the problems but also to create the basis of development to the brighter future years to come.

At the opening of this Summit Professor Brian Cox took us to a trip to Cosmos to see from the above how amazingly beautiful this Planet is and to realize that in the whole Universe this is our Home and the Only One and there is no other alternative for us but to work and to fight for this Green and Blue Planet.

Armenia is committed to become a really Smart State, devoted to our Nature, Planet and Humanity. And I’m optimistic that we can overcome these difficulties and build a brighter future for all of us.”

Russia’s Lavrov Again Talks To Armenian, Azeri FMs

Russian Foreign Minister Sergei Lavrov has phoned his Armenian and Azerbaijani 
counterparts to discuss the implementation of Russian-brokered agreements to 
stop fighting in Nagorno-Karabakh and open Armenian-Azerbaijani transport links.
According to the Russian Foreign Ministry, the separate phone calls took place 
on Monday and Tuesday “in view of the upcoming anniversary” of a ceasefire 
agreement that stopped the six-week war over Karabakh.
The ministry said Lavrov “compared notes” with Foreign Ministers Ararat Mirzoyan 
of Armenia and Jeyhun Bayramov of Azerbaijan with regard to easing tensions 
along the Armenian-Azerbaijani border and “unblocking all transport and economic 
links in the South Caucasus.”
“Sergei Lavrov stressed the importance of continuing efforts aimed at political 
and diplomatic settlement of the full range of issues in relations between 
Azerbaijan and Armenia,” it said.
The conversations came a week after some Russian and Armenian media outlets 
reported that that Russian President Vladimir Putin is set to host fresh talks 
between Armenian Prime Minister Nikol Pashinian and Azerbaijani President Ilham 
Aliyev.
Aliqmedia.am claimed that the talks will be timed to coincide with the first 
anniversary of the November 9, 2020 truce accord brokered by Putin. Citing 
unnamed Armenian diplomatic sources, the publication said Aliyev and Pashinian 
will sign two agreements envisaging the demarcation of the Armenian-Azerbaijani 
border and its opening for cargo traffic.
The Armenian government sent mixed signals in response to those reports. 
Mirzoyan did not explicitly rule out last week the possibility of an 
Armenian-Azerbaijani summit. But he denied that Yerevan is planning to make 
far-reaching concessions to Baku.
The official Armenian readout of Mirzoyan’s phone call with Lavrov said both 
ministers agreed on the need to address “humanitarian issues resulting from the 
44-day war.”
“Ararat Mirzoyan stressed the need for the unconditional repatriation of 
Armenian prisoners of war and other detainees as well as the preservation of 
Armenian religious and historical-cultural heritage in the territories of 
Artsakh that fell under Azerbaijani control,” added the statement.
Armenia’s COVID-19 Deaths Hit New Daily Record

Health authorities in Armenia reported on Tuesday morning 62 more deaths from 
COVID-19, the highest single-day figure since the start of the pandemic.
The Ministry of Health said six other people infected with the coronavirus died 
as a result of other diseases in the past 24 hours.
The country’s daily death toll hit a new record after months of a steady 
increase in coronavirus cases which has accelerated in recent weeks. Health 
Minister Anahit Avanesian said on October 28 that all of just over 3,000 beds 
set up for COVID-19 patients at Armenian hospitals are now occupied.
More than 1,000 Armenians died in October alone. The total number of officially 
confirmed coronavirus-related deaths rose to 7,746 by Tuesday morning.
The Armenian government last week ordered universities to revert to online 
classes and extended school holidays until November 7 but ruled out lockdown 
restrictions. Prime Minister Nikol Pashinian said it will instead step up its 
vaccination campaign and push for greater mask wearing to try to contain the 
latest wave of infections.
Less than 10 percent of Armenia’s population has been fully vaccinated against 
COVID-19 so far.
Tight Mayoral Race Expected In Another Armenian City

Ten political parties and alliances have applied to run in a local election that 
will be held in Armenia’s third largest city of Vanadzor next month.
The main election contenders are expected to be the ruling Civil Contract party 
and a bloc led by Mamikon Aslanian, who served as Vanadzor mayor until last 
month.
The Armenian government controversially appointed a caretaker mayor after 
Aslanian’s five-year term in office expired in early October. Aslanian denounced 
the decision as illegal, saying that he should have continued to run the 
administrative center of the country’s Lori province until the election 
scheduled for December 5.
Voters in Vanadzor and three nearby villages, which were recently incorporated 
into the city, will elect a new municipal council empowered to appoint the next 
mayor.
Aslanian was affiliated with the then ruling Republican Party of Armenia (HHK) 
when the former Vanadzor council elected him mayor in 2016. He is now seeking 
reelection not as a candidate of the HHK but as the leader of a newly formed 
bloc bearing his name.

His main rival is Lori Governor Aram Khachatrian, who tops the list of Civil 
Contract’s election candidates. Speaking to RFE/RL’s Armenian Service last week, 
Khachatrian claimed that Aslanian is unofficially backed and sponsored by 
hardline opposition parties represented in the Armenian parliament.
Two of those parties, the HHK and Hayrenik (Fatherland), make up the Pativ Unem 
alliance. Hayrenik has joined the mayoral race in Vanadzor separately, while the 
HHK has not fielded or endorsed any candidates. The main opposition Hayastan 
alliance has also not entered the fray.
Among the eight other local election contenders are the opposition Bright 
Armenia and Prosperous Armenia parties that were represented in Armenia’s former 
parliament but failed to win any seats in the current National Assembly elected 
in June.

Ombudsman Arman Tatoyan to receive ANCA-WR ‘Human Rights Champion’ award

The Armenian National Committee of America-Western Region will bestow the “Human Rights Champion” Award to Dr. Arman Tatoyan, the Human Rights Defender of Armenia, at the 2021 ANCA-WR Grassroots Luncheon, in recognition of his consistent efforts aimed at advocating the interests and upholding the rights of the people of Armenia and Artsakh. The outdoor luncheon will be held on Sunday, November 21 at 1 p.m. at the Beverly Hilton Hotel in Beverly Hills, California.

“As the Ombudsman of Armenia, Dr. Tatoyan has utilized his powerful voice and all resources at his disposal to uphold human rights and the dignity of our people by highlighting the aggressive actions of the Azeri government in front of the international community, with the aim of holding the perpetrator regime accountable,” stated Nora Hovsepian, Chair of the ANCA-WR. “He is highly deserving of the ANCA-WR’s prestigious “Human Rights Champion” Award and we look forward to having him in California, where our community can express its collective gratitude for all he has done and continues to do for our homeland and the Cause,” she continued. 

Dr. Tatoyan has been invited to California by the ANCA-WR for a two-week delegation trip, where he will engage with a number of community stakeholders, elected officials, academic circles, and other interested parties throughout the Golden State to present the latest developments in the region, including discussing his latest reports on the Azerbaijani torture and ill-treatment of Armenian POWs and other captives.

Arman Tatoyan obtained his LLM and Ph.D. from the Yerevan State University, Department of Criminal Procedure and Criminalistics. He holds his Master of Laws from the University of Pennsylvania Law School. In 2016, Tatoyan was elected as the Human Rights Defender (Ombudsman) of Armenia. He also serves as an Ad Hoc Judge in the European Court of Human Rights, the Permanent International Advisor at the Council of Europe’s Directorate General of Human Rights and Rule of Law, and lectures at the Yerevan State University, American University of Armenia, and the Academy of Justice of Armenia. He previously held positions in the Ministry of Justice of the Republic of Armenia (2013-2016) and the Deputy Representative (Deputy Agent) of the Government of Armenia before the European Court of Human Rights (2013-2016). He has also been involved in different working groups for drafting laws and strategies for Armenia.

Azerbaijani forces open sporadic fire in the direction of Karmir Shuka in Artsakh’s Martuni region

The Azerbaijani forces opened sporadic fire in the direction of the settlement of Karmir Shuka in Artsakh’s Martuni region, Spokesperson for the Artsakh Defense Ministry Suren Sargsyan told Artsakhpress.

“According to preliminary data, no casualties have been reported,” the Spokesperson noted.

He added that the Russian peacekeepers in Artsakh have been informed of the incident.

Sports: Armenia journalists’ football team wins second place in Tbilisi

The football team of Armenia’s journalists participated in the international football championship commemorating renowned Soviet TV commentator Kote Makharadze in Tbilisi and won second place.

There were eight teams from Armenia, Georgia, Lithuania, Moldova, Ukraine (2 teams), Kazakhstan and Azerbaijan. They were split into two groups, and the teams that won first and second places made it to the semi-final.

The Armenia and Azerbaijan teams were in different groups. During the semi-final, the Armenian journalists outscored the Kyiv team 4-3, and were defeated by the Moldovans during the final.

The Armenia team’s Vahe Khachatryan was declared the best goalkeeper of the championship.

The Armenia team had serious problems with personnel.

The championship is organized by the Independent Association of Sport Journalists, and the Armenia team’s participation was sponsored by TotoGaming.

In September, the football team of Armenia’s journalists won second place at the traditional championship held in Druskininkay, Lithuania.

Sports: Armenia’s David Hovasapyan reaches World Wrestling Championships finals

PanARMENIAN.Net – Armenian Greco-Roman wrestler David Hovasapyan (130 kg) has made it to the finals of U23 World Championships, currently underway in Belgrade.

Hrachya Poghosyan (63 kg) has advanced to a repechage round and, in case of victory, will compete for a bronze medal.

Ashot Mkhitaryan (55 kg), Samvel Grigoryan (77 kg) and Gevorg Tadevosyan (87 kg), meanwhile, dropped out of the Championships.
