YEREVAN, NOVEMBER 2, ARMENPRESS. France’s new Ambassador to Armenia Anne Louyot says her goal is to make the cooperation between the two countries in different areas more long-term. She hopes that the OSCE Minsk Group will help to achieve lasting stability in the Nagorno Karabakh conflict. The Ambassador notes that France attaches importance to taking humanitarian measures and returning the Armenian captives from Azerbaijan.

Anne Louyot gave an interview to ARMENPRESS about these topics.

-Mrs. Louyot, you have recently assumed office in Armenia. What are your impressions from our country and what actions do you see that must be taken during your mission?

-Thank you ARMENPRESS for the opportunity to give an interview. Of course, this appointment in Armenia is a great happiness and honor for me, as Armenia is France’s great friend in general and in the region in particular. From the first moments since I came here, I noticed the high level of the bilateral relations from the warm welcome I received here. And I am committed to further deepening the Armenian-French relations.

-Armenia and France cooperate in different areas. What successful programs would you mention and what kind of new projects are expected in the future? As an Ambassador, how do you imagine your activity for further deepening the bilateral relations and cooperation in different fields?

-Following the difficult period Armenia faced last year, France is more engaged here in humanitarian programs. There have been 8 important projects which provided urgent aid to the population mostly affected by the military operations. As you know, French President Emmanuel Macron has expressed his solidarity to the Armenian people. And France, the French people, have been mobilized for assisting Armenia. Programs were implemented with both different associations, organizations, local self-government bodies, as well as at a state level. Now my goal is to make this more long-term, carry out more long-term cooperation programs with the Armenian authorities. During my talk with Armenian Prime Minister Nikol Pashinyan , he said that the economic development is a priority for Armenia in order to consolidate the country and ensure future for the Armenian youth. This is also the desire of France, and our governments work together in order to introduce ambitious cooperation programs in economic sector both at bilateral and within the EU framework. You know that many important French companies, such as Veolia, Carfour, Amundi and Perno-Ricard, operate in Armenia. The purpose is to develop the economic cooperation, investments, have cooperation programs in the fields of sustainable development, green and high technologies. For instance, water, waste processing are areas where France can share its experience. Another important field is the healthcare. It becomes further important given that the coronavirus cases are growing in Armenia. And the French President has assumed a commitment to provide vaccines to Armenia. But there are also other healthcare programs around which we want to deepen our cooperation. There is already a very active cooperation between hospitals, the talk concerns the hospitals of Paris and Lyon which are cooperating with Armenian hospitals.

I would like to mention also two other sectors which are very important for cooperation. The education sector which is a priority for the Armenian government. There are already successful programs in this sector, such as the French university, the French-Armenian professional education center, the Lycée Français Anatole France and the Alliance Française. We want to have new cooperation programs in education sector. Cooperating with our Armenian partners with these projects we want to further contribute to the spread of French in Armenia. We must not forget that Armenia is a member of the International Organization of La Francophonie. Of course, there are many other fields which we want and can develop the cooperation. But now I would like to mention the cooperation in the heritage field. Here the partnership can be reflected in two forms – educational programs for specialists dealing with heritage preservation, and the restoration of the Armenian heritage. Those are the main areas where I would like to further strengthen the Armenian-French cooperation.

-Mrs. Ambassador, you talked about the statement of the French President on donating vaccines to Armenia. What vaccines the statement is about and when will they be delivered to Armenia? In august 2021, President Macron announced that France will donate 200,000 doses of COVID-19 vaccine to Armenia.

-The talk is about either Moderna or Pfizer vaccines. We will inform when we know the date of the delivery. 50,000 doses of other types of vaccines have already been sent to Armenia by France. And the second delivery is already at a preparation stage. It’s still unknown how many doses it would be, but the talk is about quite a large quantity.

-France is an OSCE Minsk Group Co-Chair country, and you are the representative of the Co-Chair country in Armenia. A year has passed since the war Azerbaijan launched against Nagorno Karabakh, but Baku still refuses to return all Armenian prisoners of war and civilian captives despite the commitments assumed by the November 9 trilateral statement. What role France can play on this matter as a Co-Chair country, for forcing Azerbaijan to return the captives? In your opinion, what actions must the OSCE Minsk Group and the international community take on this matter?

-Of course, I am aware of this painful situation. And of course, France is among those countries who wish taking humanitarian measures, reducing tension and releasing the persons held. Not me or my colleagues, the French Ambassador in Azerbaijan, follow this topic, there is a separate Ambassador, who is France’s co-chair in the Minsk Group and who follows and deals with this issue. We are happy that the Armenian Prime Minister and Foreign Minister reaffirmed the importance of the role of the Minsk Group in solving this situation. We are also happy for the recent meeting of the foreign ministers of the two countries in New York on the sidelines of the UN General Assembly. And the Minsk Group is working with the sides in order to take new actions in this dialogue process. As the Ambassador of France to Armenia, I hope that the Minsk Group will help the sides to record progress for the long-term stabilization of the situation.

-You mentioned earlier in one of your interviews that France is working with Russia and the United States on signing a lasting agreement over Karabakh. Can you please specify what kind of an agreement the talk is about?

-Perhaps I didn’t state my words very clearly that time. The talk, of course, was about the efforts of the Minsk Group Co-Chairs and the Co-Chair countries so that they accompany the sides in the settlement process.

-But is any concrete document being prepared?

-I will cite the statements of the Minsk Group Co-Chairs. The role of the Minsk Group is to accompany the sides in the lasting settlement process. The Minsk Group doesn’t write any document by itself, the talk is about accompanying and assisting the sides in order to find lasting stabilization solutions for the situation in the region.

-Azerbaijan claims that the Nagorno Karabakh conflict has been solved, whereas the status of Karabakh, the issue of the Artsakh people’s right to self-determination are still unresolved. Thus, Armenia claims that the conflict is not solved. What is France’s position on this matter?

-I would like to state once again that I am not the representative, the co-chair of France in the Minsk Group. And therefore, these are not the topics over which I have a direct authority. The only thing I can say is that I am fully aware and understand what an impact this situation has on the people of Armenia. I hope that all the diplomatic efforts being made will soon give results.

-As you said, you are not the representative of the Minsk Group and are not dealing with this issue directly, but I would like to address my last question on this topic. Till today the incidents provoked by Azerbaijan hinder to start the demarcation and delimitation works on the Armenian-Azerbaijani border. What is your assessment to such behavior of the Azerbaijani side and how do you see the solution of the issue?

-Of course, France thinks that it’s important to achieve the border demarcation and delimitation. And we, as well as the international community call for making these processes in a peaceful way. It’s obvious that the establishment of a peaceful context will enable to more quickly conduct the demarcation and delimitation works. And of course, this is my wish on this matter.

-Earlier reports were spreading that French President Emmanuel Macron will pay a visit to Armenia. What details can you provide? Is a presidential visit to Armenia planned in the future or not?

-The President will be very happy to visit Armenia. As he has stated for several occasions, he has great connection with Armenia and Armenians. And he has a plan to visit Armenia, but at this moment the dates are not known.

U.S. State Department’s Deputy Assistant Secretary Erika Olson to visit Armenia

The new Deputy Assistant Secretary in the Bureau of European and Eurasian Affairs at the U.S. Department of State Erika Olson will travel to Armenia, Azerbaijan, and Georgia to “promote regional cooperation and discuss bilateral issues”, the U.S. Embassy in Armenia said in a press release. 

While in Yerevan, DAS Olson will participate in a regional Chiefs of Mission meeting in November 2-4, joining U.S. Ambassador to Armenia Lynne M. Tracy, U.S. Ambassador to Georgia Kelly C. Degnan, and U.S. Ambassador to Azerbaijan Lee Litzenberger, as well as Senior Advisor for Caucasus Negotiations Andrew Schofer and USAID Deputy Assistant Administrator Alexander Sokolowski. 

“We are excited to resume this long-standing tradition and gather with our colleagues from the region and from Washington, DC, to exchange ideas and information to better coordinate our policy in respect to all three countries in the region.

The participants will engage in internal discussions as well as informational meetings with representatives of the Armenian government and civil society. Most recently, U.S. Embassy Baku and U.S. Embassy Tbilisi hosted regional Chief of Mission meetings in 2019 and 2018, respectively,” the U.S. Embassy said.

Armenian government plans 90% more funding for ministry of high-tech industry

YEREVAN, NOVEMBER 2, ARMENPRESS. The government budget for 2022 envisages a 89,4% increase of funding for the ministry of high-tech industry, the minister of finance Tigran Khachatryan said at a parliamentary committee discussion.

“The 2022 draft state budget envisages 17 billion 278 million drams for the ministry of high technological industry, which is 8 billion 155 million drams more compared to 2021,” he said. In 2021, the high tech industry ministry had a 9 billion 123 million dram budget. The funding will thus increase by 89,4%.

Meanwhile, the ministry of economy and the ministry of territorial administration and infrastructures will receive 26,9% and 31,6% more funding respectively.

COVID-19: Armenia reports 1232 new cases, 62 deaths in one day

YEREVAN, NOVEMBER 2, ARMENPRESS. 1232 new cases of COVID-19 have been confirmed in Armenia in the past 24 hours, bringing the total number of confirmed cases to 310,629, the ministry of healthcare reports.

10,281 COVID-19 tests were conducted on November 1.

1591 patients have recovered in one day. The total number of recoveries has reached 272,332.

The death toll has risen to 6441 (62 death cases have been registered in the past one day).

The number of active cases is 30,551.

The number of people who have been infected with COVID-19 but died from other disease has reached 1305.

President Sarkissian holds talks with Biden, Macron and leaders of a number of countries in Glasgow

President of Armenia Armen Sarkissian held talks with US President Joe Biden, President of France Emmanuel Macron, German Chancellor Angela Merkel, Prince Albert II of Monaco, Emir of Qatar Sheikh Tamim ibn Hamad Al Thani, as well as leaders of a number of countries, on the sidelines of the UN Climate Change Conference (COP26) in Glasgow, Scotland, his Office said.

President Sarkissian will deliver speech today at the World Leaders’ Summit which will take place on the sidelines of COP26.

Sarkissian arrived in Glasgow yesterday, on November 1, for the COP26.

Private investments grow 15% as government works to improve business environment – says economy minister

YEREVAN, NOVEMBER 2, ARMENPRESS. Minister of Economy Vahan Kerobyan says there’s been a 15% growth of private investments in the country compared to last year, but there are still issues in the sector and some investment projects face problems.

“Private investments grew, and in my opinion, comprise around 15% of the GDP compared to last year,” he said during a parliamentary committee discussion on the 2022 budget when asked about economic growth projections by Hayastan faction MP Artur Khachatryan.

He referred to the government’s plans to increase the share of investments against the GDP in the next 5 years.

“It would be wrong to say that our country is managing to smoothly absorb all investment projects,” he said.

“And we have many projects in both our investment support center and the economy ministry which face numerous obstacles. And making these investments reach their goal and at the same time correcting the legislative issues which were the reasons of these obstacles is part of our daily work,” the minister said, adding that there is a lot to be done in this regard.

Kerobyan said that there are some actions which don’t require funds, for example the improvement of the business environment. He said that the duties of one of his deputies are entirely directed at improving the business environment.

According to Kerobyan, one of the most important factors which should lead to the desired economic growth is the unprecedented volume of capital spending.

Addressing MP Khachatryan’s question to clarify how the ministry projected 7% growth and whether or not the Amulsar gold mine will be re-launched, Kerobyan said: “Even if all issues were to be solved at this moment, and the mine were to be re-launched, in best case scenario it would start working in 12 months. We are now waiting for the resolution of the criminal case to see the results. Further discussions on Amuslar will depend on it.”

Al Lakes are Armenian territories by pre-1920s maps – Minister Gnel Sanosyan

YEREVAN, NOVEMBER 2, ARMENPRESS. Minister of Territorial Administration and Infrastructures Gnel Sanosyan says it is unclear what maps will be used to determine the borders between Armenia and Azerbaijan, but underscores that for example all pre-1920 maps include the Al Lakes as territories of Armenia, thus if these maps were to be used the changes in this section would be in favor of Armenia.

“There are different discussions, different maps,” Sanosyan told reporters. “Regarding what maps will be used as a basis, what matters is what legal status these maps will have. That is, even if these maps are Soviet-era maps, they must be legally clarified and accepted by all sides for it to be the basis.”

Speaking about the maps from the 1920s, he said that in this case significant changes could happen. When asked about which side would benefit in case of these changes, he said: “In terms of the Al Lakes, in our favor, because as far as I know the Al Lakes are mentioned as territories of Armenia in all maps prior to the late 1920s. The lakes are on this side of a certain line on these maps.”

Al Lakes are presently not under Armenian control.

Nevertheless, the minister again stressed that it is unclear at this moment which maps will be used.

Azerbaijan transfers 11 bodies of war victims to Artsakh

YEREVAN, NOVEMBER 2, ARMENPRESS. The bodies of 11 war victims who were considered missing-in-action in the 2020 Artsakh war were transferred to the Armenian side by Azerbaijani authorities on November 2.

The transfer took place at Karmir Shuka, Martuni. Russian peacekeepers oversaw the transfer.

The Artsakh ministry of interior said that a total of 1697 bodies of war victims, including civilians, were found during search operations or were transferred since November 2020.

Central Bank chief mentions three main factors affecting current inflation in Armenia

YEREVAN, NOVEMBER 2, ARMENPRESS. 3 main factors affect the level of current inflation in Armenia: the first one is the increase of prices in the world market, the second one is the obstruction of cargo transportation, logistic chains and the third one is the higher demand for production supply in Armenia, President of the Central Bank Martin Galstyan said today.

Asked to what extent the exchange rate affects the level of inflation, prices now, the CBA chief said: “We have a freely floating exchange rate. At this moment the exchange rate is around 480 drams. It has some affect on prices”.

However, according to the CBA observations, the exchange rate has no major effect on most product groups.

The CBA President proposed to look at the inflation gap to see the reasons for inflationary developments. “We will see three main factors affecting the current level of inflation. The first one is the price increase conditioned by supply factors. There is an increase in prices of food and other types of food in the global market. The second one is a result of obstruction of cargo transportation and logistic chains. And the third factor is a somewhat more advanced increase in the demand for the production supply as a result of which we have the level of inflation which we have today – 8.9%”, he said.

Commenting on the price of sugar, he said at this moment the sugar prices are higher by nearly 50% in the global market compared to December 2019. “This is a more serious factor, than the exchange rate”, he noted.

Armenian PM receives Georgian Defense Minister

YEREVAN, NOVEMBER 2, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan received today Minister of Defense of Georgia Juansher Burchuladze, the PM’s Office said.

“I must praise the fact that there is a very high dynamics in the relations between Armenia and Georgia over the past period and I am also happy that this dynamics is being strengthened with the visit of the Defense Minister. We are interested in deepening our cooperation with Georgia in all areas and developing our brotherly relations. And of course, such kind of visits and also the personal contacts between the members of the government are very important in this context. I would like to once again welcome you”, Pashinyan said in his welcoming remarks.

In his turn the Georgian defense minister thanked for the reception and said: “It’s a great honor for me to meet a person with such a biography like you. Before being appointed as minister of defense, I have served as the deputy of the minister who later become a prime minister, and I am happy that your relations with him are a base for continuing our cooperation. My visit is the continuation of that cooperation, and this progress, of course, will be constant. Once again thank you”.

Pashinyan asked to convey his warm greetings to his Georgian counterpart, stating that the dialogue with the Georgian PM, the government is based on full mutual trust, which, he said, is a good base for the development of strategic partnership.

Juansher Burchuladze assessed the cooperation and the programs with the Armenian defense ministry as effective.

The Armenian PM and the Georgian defense minister also exchanged views on strengthening the defense partnership and on issues of regional significance.
