Kremlin confirms videoconference between leaders of Armenia, Russia, Azerbaijan – Interfax

A trilateral meeting between the leaders of Armenia Russia and Azerbaijan is planned next week, Russian President’s Spokesperson Dmitry Peskov told Interfax.

Earlier, the Russia-1 TV channel (VGTRK) reported that events with the participation of Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan were not ruled out.

According to Interfax sources, the meeting in videoconference format is scheduled early next week.

According to Nikol Pashinyan, regional cooperation is a major provision in the government’s program

YEREVAN, November 7. /TASS/. Armenia is interested in the 3+3 format and in other regional projects that doesn’t duplicate the existing formats, Armenian Prime Minister Nikol Pashinyan said on Sunday.

“Armenia is interested in the 3+3 format, like in any other regional project, if it doesn’t duplicate other existing formats. If this project brings a new agenda, it is interesting. But it would be pointless to discuss in this format the agenda, which is addressed, say, within the Minsk Group or the working group on unblocking communications,” he said in an interview with Armenia’s Public Television.

According to Pashinyan, regional cooperation is a major provision in the government’s program. Armenia, in his words, is interested in any projects helping to open the region’s potential.

The initiative on six-party cooperation on Nagorno-Karabakh and on issues of unblocking economic and transport ties in the South Caucasus came from Azerbaijani and Turkish Presidents, Ilham Aliyev and Recep Tayyip Erdogan. Iran welcomed this idea and said it was ready to promote steps towards peace in the region. According to Russian Foreign Minister Sergey Lavrov, the Russian side is working with the Armenian colleagues and hopes that Georgia will also express its readiness to join this mechanism. Georgia’s Deputy Prime Minister and Minister of Foreign Affairs David Zalkaliani noted that Tbilisi should also be represented in a new negotiating format, despite its strains with Russia.

The ceasefire in Nagorno-Karabakh is not observed,Pashinyan said.

“With a heavy heart, I have to state that the ceasefire in Nagorno-Karabakh is not fully observed. It was confirmed by Russian peacekeepers as well. I hope a thorough probe will be conducted and necessary measures will be taken,” he said in an interview with Armenia’s Public Television.

The demarcation and delimitation of the border with Azerbaijan, opening communications and the Karabakh settlement are separate issues, Pashinyan said.

“We have said more than once that the processes of demarcation and delimitation, the settlement of the Karabakh conflict, opening of regional communications are separate issues. This is our position. I said at a government meeting back in May that I am ready to sign the Russia-initiated document on the demarcation and delimitation and you probably remember the political uproar it stirred up,” he said in an interview with Armenia’s Public Television.

Turkish Press: ‘Azerbaijan-Armenia peace treaty will help build regional peace’

The signing of a peace treaty between Azerbaijan and Armenia will contribute to the establishment of peace in the region, Azeri presidential aide Hikmet Hajiyev said on Saturday, according to Trend News Agency.

“There is no more conflict. Azerbaijan is working on the creation of transport infrastructure, including the Zangazur corridor. Azerbaijan proposed to sign a peace treaty with Armenia. We intend to sign a peace treaty. Similar cases have occurred in international practice, for example, the peace treaty signed between Germany and France. The signing of a peace treaty will contribute to the establishment of peace in the region,” Hajiyev said in a speech at the 8th Global Baku Forum.

He said that despite the efforts of the OSCE Minsk Group, no results have been achieved in the settlement of the conflict.

Under the auspices of the President of Azerbaijan Ilham Aliyev and with the organization of the Nizami Ganjavi International Center, the VIII Global Baku Forum titled “The World after COVID-19” kicked off on November 4.

The two-day event brings together high-level representatives from more than 40 countries of the world, former heads of state and government, representatives of international and non-governmental organizations, as well as other guests to discuss issues of global importance.

Russia does not claim monopoly in communication with Armenia, Azerbaijan – Foreign Ministry

Russia does not seek an exclusive right to communicate with Armenia and Azerbaijan, the Russian Foreign Ministry said in a statement marking the anniversary of the trilateral statement signed by the leaders of Russia, Armenia and Azerbaijan on November 9, 2020, TASS reports.

“Russia is not claiming a monopoly in communication with Armenia and Azerbaijan although we have bonds of longstanding and close friendship and a large-scale partnership on all azimuths with those countries and peoples,” the statement says. “We stand for effective use of the international community’s current potential with adequate account of the changed regional realities.”

The Foreign Ministry pointed out that a year after the trilateral statement the information on social networks and online resources claiming that “Russia’s peacekeeping efforts were allegedly aimed at ‘breaking Nagorno-Karabakh away,’ ‘handing it over’ to Azerbaijan, and turning Armenia into a ‘protectorate’ can be safely refuted.”

“These statements are populist, are obviously ordered from the outside and have nothing to do with reality,” the Foreign Ministry noted.

The ministry emphasized that the Moscow-initiated trilateral agreements and mechanisms “were not imposed on the sides, but were based on a verified balance of interests and included a very respectful attitude to the sovereignty and interests of Baku and Yerevan.”

“Some of our initiatives could not be agreed upon, and that is normal. On the other hand, the agreement that has already been confirmed is, as they say, hard-won and effectively implemented in practice,” the Foreign Ministry stressed.

Italian Senate President visits Armenian St. Lazarus Island in Venice

President of the Italian Senate Maria Elisabetta Alberti Casellati visited the Armenian island of St. Lazarus in Venice, the Armenian Embassy in Italy informs.

Mrs. Casellati was received by the Pontifical Delegate of the Mekhitarist Congregation, His Eminence Archbishop Levon Zekiyan.

Armenia’s Ambassador to Italy Tsovinar Hambardzumyan, Prefect of Venice Vittorio Zappalorto, Honorary Consul of the Republic of Armenia in Venice Gagik Sarukhanyan, as well as many representatives of regional and national authorities were present at the meeting.

The Armenian community welcomed the visit, which comes to confirm the strong friendly ties between Italy and Armenia on institutional platforms.

Unblocking of regional transport routes will open up additional perspectives for Armenia and Russia in the realization of the “North-South” project, the Russian Foreign Ministry said in a statement ahead of the anniversary of the trilateral statement signed by leaders of Armenia, Russia and Azerbaijan on November 9, 2020, TASS reports.

The Ministry reminded that as a result of eight sessions of the working group under the co-chairmanship of the Deputy Prime Ministers of Russia, Azerbaijan and Armenia, a report was presented describing specific rail and road routes to restore communication between Armenia and Azerbaijan with access to transport communications of neighboring countries, which, it said, will increase transit attractiveness of the region and will attract additional investment.

“It is important, especially in light of the media reports on the situation around the so-called ‘Zangezur corridor,’ that all participants of the trilateral working group have agreed that all unblocked and newly created transport routes will operate on the basis of respect for the sovereignty and territorial integrity of the states through which they pass,” the Ministry stated.

Genocide Education Project to host inaugural fellowship program for U.S. teachers in Armenia

The Genocide Education Project will be hosting an inaugural Teacher Fellowship Program at the Armenian Genocide Museum and Institute in Armenia, from July 9 to 17, 2022, Asbarez reports.

The program will include intensive training for 15 U.S. educators on teaching about human rights and genocide, with a comparative examination of examples of genocide across time, and a particular focus on the Armenian case. The fellows will also travel to historical and cultural sites related to the workshop themes. The intensive professional development workshops in Armenia will be led by GenEd’s Education Director Sara Cohan at the AGMI’s Armenian Genocide museum and conference center. 

Upon their return, the teacher-fellows will lead their own workshops for other teachers in their regions, in collaboration with GenEd. Considering that each teacher reaches up to 100 new students each year, this program will result in an exponential increase in the number of students — up to 30,000 more students after the 2022 teacher fellowship program — learning about the Armenian Genocide and its continuing effects today.

Roads remain under the jurisdiction of the countries: Armenian PM, Russian Deputy PM discuss unblocking of regional communications

The Prime Minister welcomed Mr. Overchuk’s visit to Armenia, noting that it is a good opportunity to discuss the current agenda. “I would like to note that I highly appreciate the works of the trilateral working commission chaired by the Deputy Prime Ministers of the Russian Federation, the Republic of Armenia and the Republic of Azerbaijan. I hope that we will finally be able to reach concrete solutions,” he said.

The Prime Minister said Armenia is committed to the statements of November 9 and January 11, which refer to the unblocking of all transport and economic ties in the region, but emphasized that “the statements made by Azerbaijan regarding the corridors have a negative impact on the efficiency of our work and atmosphere, especially considering that in our trilateral statements there are no remarks about corridors.”

“My impression is that Azerbaijan is trying to impose its perceptions on the commission, which, of course, is unacceptable for us. I would like to reaffirm that Armenia is interested in opening and unblocking regional transport and economic infrastructure. I have repeatedly stated publicly that we are ready for concrete solutions, the essence of which should be the following. Armenia should get road and railway communication routes through Azerbaijan, Azerbaijan should receive railway and road communication routes through Armenia, including one connecting Azerbaijan to the Nakhichevan Autonomous Republic,” PM Pashinyan said.

“Our documents are about the unblocking of economic and transport infrastructures, our position is the following. What do we offer? The railways that existed during the Soviet era must be restored; the highways that existed during the Soviet era, including those connecting the Nakhichevan Autonomous Republic with Azerbaijan, must also be restored,” he added.

“We are ready for such solutions. We have concrete proposals, it should be emphasized that according to the January 11 statement, about which we have talked many times, we should also negotiate on customs control, phytosanitary control, border control and other possible types of control. This is what is stated in our statements of November 9, 2020 and January 11, 2021. I want to confirm once again that Armenia is interested, ready, and we hope that in the near future we will be able to reach concrete solutions to these issues. We are constructive,” Prime Minister Pashinyan said.

Alexei Overchuk thanked the Prime Minister for the meeting and for highly appreciating the activities of the working group co-chaired by the Deputy Prime Ministers of Armenia, Azerbaijan and the Russian Federation.

“We are really working within the mandate that you, together with the leaders of the other countries, granted us in the framework of the statements of November 9-10, 2020 and January 11, 2021. I would like to note that we keep in constant touch with our partners and deputy prime ministers. We have held 8 meetings, 4 of which were in-person, the other four were held remotely,” the Russian Deputy PM said.

“At the same time, we talk on the phone almost every day, discussing various options to find more optimal, more acceptable solutions for all parties. You know that road construction experts have examined the roads. Today we have a very good understanding of what those roads really look like. Based on these data, after the 8th session of the joint working group held on October 22, it seems to us that we will reach concrete solutions. They are based primarily on that the roads remain under the jurisdiction of the countries through which they pass,” he said.

“You also mentioned and it is enshrined in the statements that all kinds of controls should be carried out. We agreed that such control should be exercised based on the parity principle, and we also discussed it, including how and from where to start unblocking automotive infrastructure. We want to discuss it with you today and think about how to move forward,” Alexei Overchuk said.

Tigran Abrahamyan: Those opening ‘era of peace’ actually reinforce enemy’s victory

Armenian MP Tigran Abrahamyan from the opposition With Honor faction visited the church in Artsakh’s Berdzor region under the control of Russian peacekeepers.

“This is the Berdzor church. It looks abandoned, the doors are closed. Trying to deceive ourselves, we walked around the area for a while, prayed silently and left,” he wrote on Facebook on Friday, sharing several photos of the church.

“The daily life in Berdzor, built stone by stone over 3 decades and symbolizing victory, is no longer the same today: there are ruined buildings, empty streets and few Armenians there.

“Those opening the “era of peace” actually reinforce the victory of the enemy, breaking the public struggle, and dashing any hope for victory and the future,” Abrahamyan said.

Azeri forces destroyed Madatashen school, war monument, damaged village church – Monument Watch

According to satellite images captured on October 10, Azerbaijani forces have destroyed the school in the village of Madatashen in Artsakh’s Askeran district after its occupation, the Artsakh Monument Watch, an independent academic platform, reported, adding the adjacent church is also in danger.

The school was renamed the Madatashen School SNCO in 2015, which also houses the village municipality and the House of Culture. The Madatashen House of Culture was built in 1969 and renovated in 2012.

A monument to the victims of the Artsakh Liberation War located close to the church was also destroyed by the enemy immediately after the occupation of the village.

“A video circulated by Azerbaijanis clearly shows an armed Azerbaijani soldier breaking up the monument to the Artsakh war heroes, destroying their photos and gleefully taking pictures against the background of the destroyed cultural heritage. Notably, the video captured before the Azerbaijani occupation shows that both the school and the monument were intact,” the Monument Watch said.

The history of Madatashen village dates back to the mid-17th century. The village got its name from Russian army general Valerian Madatov, whose cowsheds were located on this very territory. The community is located in the southern part of the Artsakh Republic, 50 km away from the Askeran regional center and 24 km away from the capital, Stepanakert. St. Astvatsatsin Church of the village was built in 1904. The wall of the church, as well as its roof, were damaged, the academic platform noted.
