Armenia to be consistent in restoring, protecting rights of Artsakh people – Deputy FM

YEREVAN, NOVEMBER 4, ARMENPRESS. Armenia will be consistent in the issue of restoring and protecting the rights of the people of Artsakh and will make effort for guaranteeing their right to live safely and with dignity in their homeland, the Deputy Minister of Foreign Affairs of Armenia Vahe Gevorgyan said at a joint session of parliamentary committees on the 2022 state budget.

He said that in relation to the Azeri aggression against Artsakh in 2020 and Baku’s aspirations against sovereign territories of the Republic of Armenia, the Armenian foreign policy priority directions remain ensuring the security of Armenia and Artsakh, the resolution of the Nagorno Karabakh conflict, as well as establishment of regional peace and stability, and unblocking.

“Armenia’s principled position regarding the Artsakh conflict has been numerously expressed, that is – a comprehensive and lasting resolution of the Nagorno Karabakh conflict can be achieved under the auspices of the only internationally mandated format – the OSCE Minsk Group Co-chairmanship, based on the well-known principles and elements, which implies the determination of the final status of Artsakh taking into account the realization of the unbreakable right to self-determination of the Armenians of Artsakh,” Gevorgyan said.

In this phase, he prioritized the re-launching of the peace process under the OSCE MG Co-chairmanship, as well as the solution of priority humanitarian issues, including the repatriation of PoWs, the determination of the fates of those missing or who are victims of forced disappearances, and the preservation of Armenian cultural heritage.

“Armenia will be consistent in the issue of restoring and protecting the rights of the people of Artsakh and will make effort to guarantee their right to live safely and with dignity in their homeland.”

The international recognition and condemnation of the Armenian Genocide is also among the priorities of the Armenian foreign policy. Gevorgyan reaffirmed that Armenia will continue to actively contribute to the international community’s efforts for preventing genocides and other crimes against humanity.

Unblocking can’t take place at expense of Armenia’s security, sovereignty, deputy FM says

YEREVAN, NOVEMBER 4, ARMENPRESS. The unblocking process in the region cannot take place at the expense of the security, sovereignty and vital interests of Armenia, Deputy Foreign Minister Vahe Gevorgyan said at the joint session of the parliamentary standing committees dedicated to the debate of the 2022 state budget draft.

He said that the establishment of peace and stability in the region is one of Armenia’s key foreign policy directions.

“Establishment of a peaceful and mutually beneficial existence environment in the region is also based on the unblocking of the region. In this respect the implementation of the 2021 January 11 trilateral statement is very important. The effective implementation of the unblocking process is possible if all players demonstrate constructive position and take practical steps. At the same time it’s important to note that this process cannot take place at the expense of Armenia’s security, sovereignty and vital interests”, the deputy minister said.

Support to Armenia’s reforms, economic and infrastructural development remains one of the priority tasks of the Armenian diplomacy and is closely connected with the comprehensive security. He stated that the activities on this path are mainly directed to the development of bilateral economic relations, implementation of infrastructure programs, promotion of export and creation of respective platforms for commercial cooperation.

The deputy FM assured that Armenia will continue consistently deepening and expanding the mutually beneficial cooperation with its international partners, at all directions by creating necessary conditions both at bilateral and multilateral formats.

A trilateral working group led by the deputy prime ministers of Armenia, Russia and Azerbaijan has been created for dealing with the unblocking of economic, transportation communications in the region.

Deputy FM highlights affirmation on resolution of NK conflict under OSCE MG Co-chairmanship mandate

YEREVAN, NOVEMBER 4, ARMENPRESS. The Deputy Minister of Foreign Affairs Vahe Gevorgyan said that soon new meetings will take place between the foreign ministers of Armenia and Azerbaijan mediated by the OSCE Minsk Group Co-chairmanship and new conditions will be created for the full re-launch of the peaceful resolution process of the Nagorno Karabakh conflict.

Asked by Hayastan faction MP Anna Grigoryan to comment on what steps the foreign ministry has done in direction of activating the work of the OSCE Minsk Group Co-Chairs, the Deputy FM noted the September 23-24 New York meetings of the Armenian foreign minister with the OSCE MG Co-Chairs and the Azeri FM.

“After the meeting the Co-chairs issued a statement reiterating that they are working within the framework of their mandate, which is the resolution of the Nagorno Karabakh conflict. I think in this phase this is a very important record. We will continue our efforts in this direction, and I believe that soon there will be new meetings and conditions for the full resumption of the peace process will be created,” he said.

CivilNet: Remembering Mariam Shahinyan, Turkey’s first professional female photographer

When writer and researcher Anahit Ghazaryan saw Mariam Shahinyan’s work, it was love at first sight. 

It all started in Istanbul, with a little photo of a girl with long hair taken by Shahinyan. 

An Armenian genocide survivor, Shahinyan  is Turkey’s first female studio photographer. Outside some corners in Turkey, very few know about her work. 

Anahit Ghazaryan spent five years researching and finding original photos by the artist, who died in 1996 after dedicating 50 years of her life to photography. 

Anahit gathered a small collection of the photos taken by the artist and opened a temporary exhibition in Yerevan, titled “Living room of images”. The collection honors Shahinyan’s work. 

Armenia reports 2330 daily COVID-19 cases

YEREVAN, NOVEMBER 4, ARMENPRESS. 2330 new cases of COVID-19 have been confirmed in Armenia in the past 24 hours, bringing the total number of confirmed cases to 315,004, the ministry of healthcare reports.

12,188 COVID-19 tests were conducted on November 3.

1270 patients have recovered in one day. The total number of recoveries has reached 274, 878.

The death toll has risen to 6532 (41 death cases have been registered in the past one day).

The number of active cases is 32,277.

The number of people who have been infected with COVID-19 but died from other disease has reached 1317.

Armenians of Artsakh face annihilation under Azeri control – Deputy FM

YEREVAN, NOVEMBER 4, ARMENPRESS. What happened during the First and Second Artsakh wars clearly shows that the Armenians of Artsakh cannot live under Azerbaijani control, the Armenian Deputy Minister of Foreign Affairs Vahe Gevorgyan told lawmakers during parliamentary committee debates on the 2022 state budget.

Hayastan faction MP Armen Rustamyan asked the Deputy FM on “remedial recognition”. “I am deliberately not saying ‘remedial secession’, I am saying ‘remedial recognition’, so that it doesn’t oppose the right to self-determination,” he said, asking whether or not this formula is under discussion.

“What happened during both the first and second Artsakh wars clearly shows that the Armenians of Artsakh cannot live under Azerbaijani control. That is, because [Azerbaijan] is in fact engaged in a policy of extermination. The best proof of this is the total absence of Armenians in the territories presently controlled by Azerbaijan,” the Deputy FM said.

Deputy FM Gevorgyan said that the principle mentioned by the lawmaker is getting firm substantiation over this fact.

“And I think that this approach, that the Armenians of Artsakh are facing annihilation under Azerbaijani control, this truthful, reliable and accurate narrative is being advanced by us in both our discourse and during negotiations,” he said.

Armenian Genocide recognition bill to be debated in UK Parliament

YEREVAN, NOVEMBER 4, ARMENPRESS. The Armenian Genocide recognition bill will be debated in the Parliament of the United Kingdom, the Armenian National Committee of UK reports.

The first reading of the bill will take place in the House of Commons on November 9. It will be presented as a ten-minute rule motion by conservative MP Tim Loughton.

“If the bill passes this stage, the UK would be a step closer to formally recognizing the Armenian Genocide. A crime unpunished is a crime encouraged”, the ANC UK said on social media.

Armenia’s efforts directed at resumption of peace process of Artsakh conflict – Deputy FM

YEREVAN, NOVEMBER 4, ARMENPRESS. Deputy Minister of Foreign Affairs Vahe Gevorgyan says Armenia is attaching importance to the resumption of the peace process of the Artsakh conflict.

“There is a need to resume the peace process of the Artsakh conflict,” he told reporters in parliament. “And our efforts are first of all directed at reaching this goal. All other issues, including the issue of the status of Artsakh, will be discussed within the framework of the peace process. This is why now we need the resumption of the peace process within the framework of the OSCE Minsk Group Co-chairmanship.”

Asked to comment which maps will be beneficial for Armenia during the talks, the deputy FM said it’s too early for this question. He added that in order to speak about this there should be negotiations on delimitation.

“As long as there are no delimitation negotiations, it is very early to speak about what maps and documents we are guided with. We will address these questions when the negotiations will happen,” he said.

He noted that general approaches are developed during internal discussions, but it is too early to speak about the toolbox when there are no negotiations.

Georgian delegation led by President of Constitutional Court arrives in Armenia on official visit

YEREVAN, NOVEMBER 4, ARMENPRESS. The delegation of Georgia led by President of the Constitutional Court Merab Turava arrived in Armenia on an official visit at the invitation of the President of the Constitutional Court Arman Dilanyan.

The visit aims at giving a qualitatively new impetus to the further development of the bilateral relations, as well as contributing to the deepening of inter-court cooperation in bilateral and multilateral formats.

The Presidents of the Constitutional Courts of Armenia and Georgia will hold a private meeting which will be followed by extended-format talks.

Meetings are scheduled with Armenia’s Prime Minister and Speaker of Parliament.

YEREVAN, NOVEMBER 4, ARMENPRESS. Investors operating in the field of high-technologies are surprised by the professional skills and knowledge of engineers in Armenia, Prime Minister Nikol Pashinyan said at the Cabinet meeting today.

“They say that engineers of Armenia in many cases have an obviously great potential and advantage, and this increases Armenia’s investment attractiveness”, the PM said, adding that he has presented to the investors other statistics which must encourage them.

“I was pleased to know that when we conducted the teacher certification process, it turned out that math teachers received the highest scores. This is a very pleasant fact, it means that our strategy for technology sector development has a great potential”, he said.
