“Pure Armenian Blood” Member Pleads Guilty To Racketeering And Fraud Offenses

Damian Williams, the United States Attorney for the Southern District of New York, announced that DAVIT YEGHOYAN pled guilty today to his role in a coast-to-coast racketeering enterprise referred to as “Pure Armenian Blood” or “P.A.B.,” in connection with the charges filed in United States v. Narek Marutyanet al., 20 Cr. 652 (VM).  YEGHOYAN pled guilty before U.S. Magistrate Judge Sarah L. Cave, and will be sentenced by U.S. District Judge Victor Marrero on a date to be determined. 

U.S. Attorney Damian Williams said: “As a member of a sophisticated coast-to-coast organized criminal enterprise, Davit Yeghoyan enriched himself by stealing others’ identities, falsifying documents, and spending other people’s money, as he admitted in court today.” 

According to the allegations contained in the Indictment, and statements during court proceedings:

Pure Armenian Blood was an organized criminal group operating under the direction and protection of an unindicted co-conspirator (“CC-1”), a “vor v zakone” or “vor,” which are Russian phrases translated roughly as “Thief-in-Law” or “Thief,” and which refer to an order of elite criminals from the former Soviet Union who receive tribute from other criminals, offer protection, and use their recognized status as vor to adjudicate disputes among lower-level criminals.  Members and associates of Pure Armenian Blood operated under the direction and protection of CC-1, a vor of Armenian descent previously based in Los Angeles before being deported in or about 2018.  Pure Armenian Blood operated through groups of individuals, often with overlapping members or associates, dedicated to particular criminal tasks, particularly identity theft, access device fraud, and credit card fraud, among others.  While Pure Armenian Blood exploited victims and the financial system in New York City, it had operations in various locations throughout the United States and abroad, including through the use of purportedly legitimate business entities operating under the control and in conjunction with members of P.A.B. at various points throughout the conspiracy.

As a member of P.A.B., YEGHOYAN participated in and facilitated P.A.B’s various illicit activities, including the use of counterfeit credit cards and stolen personal identifying information, selling goods purchased with counterfeit credit cards for profit, fraudulently opening and exhausting lines of credit, and then falsifying documents to “clean” the credit of account holders in whose names the lines of credit were opened, and making purchases at collusive businesses with counterfeit credit cards or credit cards that were fraudulently opened.

YEGHOYAN, 29, of Brooklyn, New York, pled guilty to participating in a racketeering conspiracy, which carries a maximum penalty of 20 years in prison.  The statutory maximum penalty is prescribed by Congress and is provided here for informational purposes only, as any sentencing of the defendant would be determined by the judge.

Mr. Williams praised the outstanding investigative work of FBI New York’s Eurasian Organized Crime Squad, as well as the FBI’s Newark, Los Angeles, and Miami offices, Homeland Security Investigations, the New York City Police Department, the United States Postal Inspection Service, and United States Customs and Border Protection for their investigative efforts and ongoing support and assistance with the case.  This case is part of an Organized Crime Drug Enforcement Task Force (“OCDETF”) operation.  OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.

The prosecution of this case is being overseen by the Office’s Money Laundering and Transitional Criminal Enterprise Unit.  Assistant U.S. Attorneys Benet J. Kearney, Abigail S. Kurland, and Emily Deininger are in charge of the case.

Azerbaijan, Russia foreign ministers discuss implementation of agreements on Karabakh

The foreign ministers of Azerbaijan and Russia, Jeyhun Bayramov and Sergey Lavrov, discussed the implementation of agreements on Nagorno-Karabakh and issues of unblocking transport communications in the region in their phone call on Tuesday, the press service of the Azerbaijani Foreign Ministry said.

“A telephone conversation between Azerbaijani Foreign Minister Jeyhun Bayramov and Russian Foreign Minister Sergey Lavrov was held on Tuesday. The sides discussed the implementation of trilateral statements [on Karabakh], including the activity of the working group for opening transport communications,” it reported.

The top diplomats exchanged views on the current developments in the region and “emphasized the importance of developing cooperation platform in the 3+3 format with the participation of Azerbaijan, Armenia, Georgia, Russia, Turkey and Iran.” A number of issues on the bilateral agenda were also discussed, the press service said.

Intense clashes between Azerbaijan and Armenia erupted on September 27, 2020, in Nagorno-Karabakh. On November 9, 2020, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev, and Armenian Prime Minister Nikol Pashinyan signed a joint statement on a complete ceasefire in the conflict zone, which facilitated a complete cessation of hostilities. According to the document, the Azerbaijani and Armenian sides maintained the positions that they had held, while several regions came under Baku’s control and Russian peacekeepers were deployed along the contact line and the Lachin Corridor.

On January 11, 2021, the three leaders agreed to set up a working group co-chaired by the country’s deputy prime ministers that would be tasked to focus on reviving transport and economic ties in the region.

The initiative of a six-party format of cooperation on Nagorno-Karabakh was earlier put forward by the presidents of Azerbaijan and Turkey, Ilham Aliyev and Tayyip Erdogan. Iran welcomed the idea, saying it was ready to facilitate the moves towards the strengthening of peace in the region.

Russian Foreign Minister Sergey Lavrov said Russia was working with Armenian counterparts and that it hoped that Georgia would take an interest in this mechanism.

On October 8, Georgian Deputy Prime Minister and Foreign Minister David Zalkaliani said that Tbilisi should be somehow represented in the new negotiation format, despite the current disagreements with Russia. His words drew a strong rebuke from the opposition.

Erika Olson, the newly appointed Deputy Assistant Secretary in the Bureau of European and Eurasian Affairs at the U.S. Department of State, will travel to Armenia, Azerbaijan, and Georgia to promote regional cooperation and discuss bilateral issues. While in Yerevan, DAS Olson will   participate in a regional Chiefs of Mission meeting in November 2-4, joining U.S. Ambassador to Armenia Lynne M. Tracy, U.S. Ambassador to Georgia Kelly C. Degnan, and U.S. Ambassador to Azerbaijan Lee Litzenberger, as well as Senior Advisor for Caucasus Negotiations Andrew Schofer and USAID Deputy Assistant Administrator Alexander Sokolowski.  We are excited to resume this long-standing tradition and gather with our colleagues from the region and from Washington, DC, to exchange ideas and information to better coordinate our policy in respect to all three countries in the region.  The participants will engage in internal discussions as well as informational meetings with representatives of the Armenian government and civil society.  Most recently, U.S. Embassy Baku and U.S. Embassy Tbilisi hosted regional Chief of Mission meetings in 2019 and 2018, respectively.

 President Abdel Fattah El Sisi met on Monday with Armenian President Armen Sarkissian on the sidelines of the UN COP 26, held in Glasgow, UK, Presidential Spokesman Bassam Rady said.

President Abdel Fattah El-Sisi arrived on Sunday 31/10/2021 to Britain to participate in the 26th UN Climate Change Conference of the Parties (COP26) for the heads of state and government that will be held on the 1st and 2nd of November in Glasgow.

President El-Sisi’s participation in the climate summit fulfils the invitation of British Prime Minister, Mr. Boris Johnson, whose country is the president of the current summit. This is in light of the significant role that Egypt plays both regionally and internationally within the framework of climate change negotiations.

A Geopolitical Reshuffle in the South Caucasus

One of its most important points in the trilateral statement signed by Armenia’s prime minister Nikol Pashinyan, Azerbaijan’s president Ilham Aliyev, and Russia’s president Vladimir Putin in Moscow on 10 November 2020—which established the ceasefire and capitulation of armed forces of the Republic of Armenia in the Second Karabakh War—is the unblocking of transport communications in the South Caucasus region.

Although the trilateral statement mentions reconnecting the Nakhchivan exclave with the main body of Azerbaijan (via the Zangezur corridor) in particular, its ninth point begins with the simple and universal statement: “All economic and transport connections in the region shall be unblocked.”

For the last year, Armenia has found different ways to block the implementation even of the Zangezur Corridor project, even though it is to everyone’s benefit. In the most recent weeks, however, this has been changing. Obstacles in Armenian domestic politics appear to be in the process of being overcome, as Prime Minister Nikol Pashinyan succeeds more and more in institutionalizing his government.

Pashinyan won snap parliamentary elections in Armenia in June 2021, despite Yerevan’s catastrophic loss of the Second Karabakh War a year ago. This occurred because of the complete political bankruptcy of the “Karabakh clan” that was hegemonic on the Armenian political scene from the late 1990s through 2018. Since the election earlier this year, Pashinyan has been able to install practical cooperation-minded personnel in key ministries and reduce the influence of the Yerevan “war party.”

The former defense minister Davit Tonoyan, for example, whose infamous slogan, “new war for new territories” typified the aggressive outlook of the old regime, is now under arrest for corruption along with other figures in the defense sector of the economy. On October 15, Pashinyan visited Moscow and agreed to open a railway between Nakhchivan and Azerbaijan proper, across the southern Armenian region Syunik, which borders Iran.

As the noted Russian military expert Igor Korotchenko correctly observed in a recent interview, the Zangezur corridor will make it possible to launch international transport communications in the full region. In his assessment, pragmatic Armenian politicians understand the benefits of the Zangezur corridor for Armenia and are ready to participate in it, but “they are afraid of becoming victims of a witch-hunt.” There are threats of terrorist attacks and assassination attempts even against Pashinyan and his family. Korotchenko is editor-in-chief of the authoritative review National Defense and a former chairman (and current member) of the Public Council at Russia’s Ministry of Defense.

Further according to Korotchenko, despite the “revanchism” (literally, “revenge-seeking”) of “part of the population and part of politicians in Armenia,” nevertheless “Yerevan has an understanding of the benefits of the Zangezur corridor.”

Peace and the development of Armenia are now incompatible with territorial claims against Azerbaijan. “I think they are [finally] ready participate in projects to unblock communications, including work on the opening of the Zangezur corridor,” Korotchenko recently said. This is frustrating to the militant fringes of the Armenian diaspora, particularly in the United States, which has become even more vituperative and aggressive in its attacks on the “peace party” in Yerevan, in Baku, indeed in Washington itself.

The Zangezur transport corridor is the headline project here but not the only one. It will catalyze the development of economic ties within the so-called “3+3” initiative (also called the “Six-way platform”) that brings together the three South Caucasus countries plus Iran, Russia, and Turkey. To take just one example, Armenia, which lost its land connections with Iran that had gone through the de-occupied Azerbaijani territories, will gain a rail connection with Iran through Nakhchivan.

But that is not all. Azerbaijan has surprised observers with the strength and resolve of its efforts to develop the de-occupied territories. According to one estimate, Baku has already invested almost $3 billion to promote such redevelopment. High-profile projects include roadways to improve connections to the rest of the country and airports (notably,  but not only Fizuli, which has already opened) that will also promote international links, including tourism.

The Azerbaijani government has provided tax benefits and created economic development zones in order to promote its initiatives. There are also initiatives to build “smart villages” and renewable-energy infrastructure. Most phenomenally, almost the whole region now has electrical power, including parts did not have it even before the last war. It is indeed likely that the Karabakh region will become, as Rosbalt’s correspondent Irina Dzhorbenadze put it, “an investment center of Azerbaijan” for years to come.

With the price of oil not far from $100 per barrel, whereas Baku’s state budget had been planned according to an expectation of $45 per barrel, Azerbaijan has become and will continue to be the economic driver of economic development in the South Caucasus region for the foreseeable future. Past Armenian governments, led by the now politically bankrupt “Karabakh clan” had earlier refused Turkish proposals for all-round economic cooperation and development. That was nearly a generation ago, and the Armenian public is tired of mass poverty and elite corruption.

Pashinyan is not a newcomer to Armenian politics. He had long been a supporter of Levon Ter-Petrosyan, the country’s president from 1991 until his forced resignation in 1998. When Ter-Petrosyan ran for president again in 2008, eventually losing to Serzh Sargsyan of the Karabakh, Pashinyan was one of his most outspoken supporters. Pashinyan made accusations of vote-rigging and fraud, and he was eventually jailed for “organizing mass disorders.”

Before becoming prime minister during Armenia’s “velvet revolution,” Pashinyan had been notable for his criticisms of Armenian state dependence—indeed vassalage—to Russia. The “back-story” to present-day state-to-state relations between Armenia and Azerbaijan is therefore more complicated than appears at first glance.

Russia, however, is well aware of this back-story, and it was a signal that they remained neutral in the 2021 snap parliamentary elections. These elections were an electoral battle mainly between Pashinyan and the other dominant Karabakh-clan politician, Robert Kocharyan, who had been president from 1998 to 2008. Today, even Russian security elites have pragmatically recognized that in some ways good relations with Baku are more important to Moscow than is the subjection of Yerevan.

Peacemakers report on delivery of clothes and footwear to refugees in Nagorno-Karabakh

Peacemakers have brought essentials, clothes and shoes to refugees and large families in Nagorno-Karabakh, the Russian Ministry of Defence has informed.

The “Caucasian Knot” has reported that Russian militaries are periodically delivering humanitarian aid to Karabakh residents. Thus, on September 12, a total of 14 water tanks were delivered to the region; they will be handed over to kindergartens and schools located near the contact line.

The humanitarian aid was provided to 11 families of forced migrants, including families with many children and families with children with disabilities.

In particular, the needy people were given footwear, as well as basic necessities – clothes for children and adults, washing powders, gas burners for cooking, kitchen utensils, grocery sets, bedding sets, pillows, blankets, personal hygiene items, and children’s toys.

“In total, since November 2020, more than 6700 needy migrants who have found themselves in difficult life situations have received humanitarian and medical aid from Russian peacemakers in Nagorno-Karabakh,” the MoD has informed.

Azerbaijani Prosecutor’s Office recognizes torture of defendants in “Terter case”

Sixteen officials are found guilty of using violence against more than 100 suspects accused of cooperation with the Armenian special services and the preparation of acts of sabotage and sentenced to long terms of imprisonment. The above has been announced by the Deputy General Prosecutor of Azerbaijan.

The “Caucasian Knot” has reported that in the spring of 2017, a group of militaries and civilians was arrested in Baku, and they were accused of cooperation with the special services of Armenia and of plotting acts of sabotage against units of the Ministry of Defence (MoD) of Azerbaijan in the Terter District. During the investigation, eight persons were tortured to death, and four of them were posthumously rehabilitated. The General Prosecutor of Azerbaijan called the public outcry “unreasonable rush.”

The human rights Union “For Freedom of Political Prisoners of Azerbaijan” recognized 25 people sentenced in the “Terter case” as victims of prosecution for political reasons. The World Organization Against Torture has also reported that Azerbaijan’s law enforcers used torture against detainees.

More than 100 persons involved in the “Terter case” were subjected to physical pressure, reported military prosecutor Khanlar Veliev, Deputy General Prosecutor of Azerbaijan. He admitted that some of them were unreasonably subjected to criminal prosecution.

Meanwhile, Khanlar Veliev emphasized the significance of the “Tartar case and associated it with the aggravation of the Karabakh conflict in the autumn of 2020. “There have been such cases before, a fight was carried out against them, and the guilty persons were brought to justice. If our army had not been cleansed, we would not have been able to win the war,” the “Turan” news agency quoted Khanlar Veliev as saying.

The victims of torture underwent medical treatment, and doctors saved some of them from death.

Mask-wearing outdoors is once again mandatory in Armenia, tougher measures are expected

Since November 1, wearing a mask on the street has again become mandatory in Armenia. The government plans to introduce stricter anti-epidemic measures amid the next wave of coronavirus with extremely high rates of both morbidity and mortality – incomparable with previous, even the most difficult periods of the pandemic.

The tightening of measures will affect those who have not yet been vaccinated or are late with the second dose of vaccination.

As of November 1, 1,071 new cases of infection were detected. Moreover, in recent weeks, this figure has exceeded 2,000. During the day, another 51 have died, the total death toll has reached 6,379 people.

Since October 26, by decision of the government, universities have switched to distance learning, school holidays have been extended by a week, and the issue of extending them for another week is already being discussed.

The Armenian government intends to avoid a lockdown by stimulating vaccinations and introducing strict anti-epidemic restrictions.

Since October 1, all working citizens of Armenia who have not yet been vaccinated, are obliged to submit a negative coronavirus test result to the employer once every two weeks. This does not apply to those who have already received the first dose of the vaccine. However, now a new measure is being introduced: the test will also have to be taken by those who are late for their second dose of vaccine.

The Centers for Disease Control and Prevention reports that they are discussing the introduction of another measure. It may soon be necessary to submit a vaccination QR code or a negative test result to visit cafes, restaurants, cinemas and entertainment events.

It is also possible that from December 1, unvaccinated citizens of Armenia who get sick with coronavirus will be treated at their own expense.

Armenian media began writing about this from the beginning of October. Press Secretary of the Ministry of Health Hripsime Khachatryan does not deny this information. She stated that the issue is under discussion:

“The average cost of inpatient treatment for a patient with Covid-19 is 800,000 drams [about $ 1,700], but depending on the patient’s condition – in a severe or extremely serious condition, this amount naturally increases and exceeds one million drams [about $ 2,000 ]”.

All these measures are being discussed in the government, since a decision has already been made that there will be no more lockdown in the country. Prime Minister Nikol Pashinyan himself stated that his cabinet’s strategy is to stimulate vaccinations and avoid the collapse of the economy.

Meanwhile, 27 medical centers across the country are now serving coronavirus patients. More than 3,000 beds are constantly occupied, more than a 1,000 people are in serious condition, more than 300 are in critical condition, more than 100 are connected to artificial respiration devices, Health Minister Anahit Avanesyan said earlier.

She also presented figures showing the effectiveness of vaccination:

“In general, out of 30,433 citizens with a positive test, that is, active cases, 1,702 people were vaccinated, out of 3,100 hospitalized citizens the number of vaccinated is only 96. Out of 1,500 citizens receiving treatment in the intensive care unit, we have only five people. who have been vaccinated”.

Armenia is committed to becoming a really Smart State, devoted to our Nature, Planet and Humanity, President Armen Sarkissian said in an address to the UN Climate Change Conference (COP26).

“And I’m optimistic that we can overcome these difficulties and build a brighter future for all of us,” the President said.

Excellencies,

Ladies and Gentlemen,

I would like to thank Her Majesty and Her Majesty’s Government for organizing this significant and timely event.

Special thanks to Prime Minister Boris Johnson, his colleagues and the City of Glasgow for an excellent summit and warm hospitality.

First about Armenia – a small state but a global nation.

According to the World Bank analysis, Armenia is the 4th most vulnerable country to climate change in the Eastern Europe and Central Asia region. Armenia has registered a 1.3-degree Celsius increase in temperature, and a 9 per cent decrease in precipitation.

Despite the challenges by the COVID-19 pandemic and ongoing Nagorno-Karabakh conflict, we are committed to a stronger integration into the global agenda on climate change and to demonstrate an increase in our climate ambition.

Armenia has consistently expressed its commitment to joining global efforts to combat climate change. In 2021 Armenia reaffirmed our commitment through the Nationally Determined Contributions and declared an objective of 40 per cent reduction of its greenhouse gas emissions by 2030, compared to the 1990 levels.

The long-term objective of Armenia is to achieve climate neutrality in the second half of this century.

Transition to climate neutrality is at the core of the country’s energy independence, energy security and green growth policies.

Our vision of resilient and low-carbon growth is directly connected to a solid and effective adaptation strategy based on an ecosystem approach, reforestation, investments in renewable energy and energy efficiency, new high technologies, promotion of electric mobility and further development of nuclear energy.
Dear colleagues,

Substantial public debt burdens most developing economies in their ability to access concessional and non-concessional climate finance.

In this regard, a creative approach is crucial. I am delighted to share with you our renewed “Debt-for-Climate Swap” Initiative. It presents a new climate finance instrument. And it will help developing countries to adapt more efficiently to climate change finance, provides new economic opportunities.

Mr. President,

Exactly one year ago during its war against Nagorno-Karabakh Azerbaijan used internationally banned weapons to target not only civilians but also beautiful forests of the large area, causing massive forest fires and creating environmental disasters in place. We call on international community to step up its efforts to prevent such irresponsible, inhumane behavior.

The environmental challenges do not recognize borders and conflict lines, and we should bring all states of the world into comprehensive cooperation.

Now just a couple of words about this conference.

I thoroughly enjoyed the opening of the conference, enjoyed the speeches of my colleagues from worldwide. And it was confirmed by everybody here, that there’s a big problem which is the climate change. But that’s not the only problem that we have these days, because we are facing also pandemic, we are facing economic difficulties worldwide, we are facing rise of populism, we are facing uncertainty, we are also facing unpredictability here.

By having all of these problems, we have also recognized here globally that there’s huge wealth and that wealth is in trillions of dollars that could resolve the issue. And on the other side during the hundred years of development based on quantum technology and quantum physics, we have achieved phenomenal achievements in science and technology, and that technology today can resolve our problems be that in climate changes, be that in Covid and other problems that we are facing.

So where is the problem? Why are not we so effective or efficient? I think that there’s one thing that we should learn from the history of science when 100 years ago great scientists, people like Albert Einstein, Max Planck, Heisenberg, realized that the classical laws of physics and mechanics cannot be applied to the new discovered small particles and atoms. You have to change your mentality, you have to change your philosophy, your logic, even your common sense to understand and create the theory of quantum physics.

We are on the crossroad. The world has become quantum. This is a crossroad that we have to start thinking differently because the world that’s ahead of us, is not the one that was there 10 or 20 years ago. If we change our mentality and form our ambition and strategy, then we can effectively use the finances and the wealth that the world created during this phenomenal development and use the technology to handle the problems that we are facing. But not only to resolve the problems but also to create the basis of development to the brighter future years to come.

At the opening of this Summit Professor Brian Cox took us to a trip to Cosmos to see from the above how amazingly beautiful this Planet is and to realize that in the whole Universe this is our Home and the Only One and there is no other alternative for us but to work and to fight for this Green and Blue Planet.

On a working visit to Glasgow Armenian President Armen Sarkissian talked to a number of world leaders.
