Armenian FM addresses UNESCO, urges international effort to prevent cultural heritage in Artsakh

Armenian foreign Minister Ararat Mirzoyan has called for international efforts to prevent the Armenian cultural heritage in Nagorno-Karabakh from sharing the tragic fate of 28.000 annihilated properties of the Armenian cultural heritage of Nakhijevan.

“Along with the physical destruction of Nagorno-Karabakh’s religious and cultural heritage, we witness unacceptable cases of distortion of the identity and changing of the architectural appearance of the Armenian cultural and religious heritage in  the territories of Nagorno-Karabakh currently controlled by Azerbaijan with more than 1.500 cultural property and 19.000 museum exhibits,” Minister Mirzoyan said in an address to the 41st Session of the UNESCO General Conference.

Below is the full text of Foreign Minister Ararat Mirzoyan’s speech:

Mr. President,

Mr. Chair of the Executive Board,

Madame Director-General,

Excellencies,

Distinguished Delegates,

I would like, first of all, to congratulate His Excellency Mourao on his election as President of the 41st session of the General Conference and to extend my wishes of success in his mandate.

I would also like to congratulate Madame Azoulay for being re-elected.

We also thank all the Member States for supporting Armenia’s candidature as one of the Vice-Presidents of the General Conference.

The extraordinary challenges that the world faces today from armed conflicts to COVID-19 pandemic and the impact of climate change, emphasize the importance of expanding cooperation in the fields of education, sciences, culture, communication and information. Therefore today, as we are celebrating the 75th anniversary of UNESCO, we reiterate our commitment to the values of UNESCO and support its Strategic Transformation process.

In 2022 Armenia will mark the 30th anniversary of its UNESCO membership, during which Armenia has been and continues to be firmly committed to UNESCO’s mandate to advance universal values and fulfill our common goals, including those defined in the 2030 Agenda for Sustainable Development. That is why we have decided to stand for the Executive Board of UNESCO by submitting our candidacy for the 2021-2025 term. 

Armenia is committed to promoting a future of education based on the principle of equal opportunities for all. We think that Global citizenship education is an important tool to respond to global challenges. We also believe that education and awareness-raising are vital for advancing the prevention of hate speech and identity-based discrimination. This is also one of the main ideas behind establishing the UNESCO Chair on Education and Prevention of Genocide and other Atrocity Crimes in 2020 in Yerevan State University.

Armenia strongly supports UNESCO actions for Global Priority Africa and Small Islands Developing States (SIDS). These actions should be further reinforced with special attention to the fields of education and culture.

Armenia supports UNESCO’s efforts to safeguard cultural heritage in conflict zones and condemn the attacks on cultural symbols because of their diverse origin or identity. 

Ladies and gentlemen,

During the aggression unleashed by Azerbaijan against Nagorno-Karabakh and its people last fall, the armed forces of Azerbaijan have been deliberately targeting civilian infrastructures, including schools, kindergartens, as well as Armenian cultural and religious heritage of Nagorno-Karabakh. As a result, more than 22.000 children of Nagorno-Karabakh have been deprived of their right to education. 

Also, it has been almost a year since Armenia alerted the Director-General and the Member States of UNESCO on the severe threats to the Armenian cultural property located in the territories fallen under Azerbaijani control.

We are grateful to Madame Azoulay for her efforts to send an independent technical mission in and around Nagorno-Karabakh in line with the 1954 Convention on the Protection of Cultural Property in the event of armed conflict.

Unfortunately, Azerbaijan continues to block the implementation of this mission. This obstructive attitude makes us fear the worst for the state of the Armenian cultural heritage under Azerbaijani controlled territory. Both during the military hostilities and after the establishment of the ceasefire, there have been numerous documented cases of deliberate destruction and acts of vandalism by the Azerbaijani armed forces against the Armenian cultural and religious heritage, and the most notorious example is the double precise drone strikes on the Holy Saviour Ghazanchetsots Cathedral of Shushi on October 8th, last year.

Along with the physical destruction of Nagorno-Karabakh’s religious and cultural heritage, we witness unacceptable cases of distortion of the identity and changing of the architectural appearance of the Armenian cultural and religious heritage in  the territories of Nagorno-Karabakh currently controlled by Azerbaijan with more than 1.500 cultural property and 19.000 museum exhibits.

It is crucial to spearhead international efforts and act appropriately to prevent the Armenian cultural heritage in Nagorno-Karabakh to share the tragic fate of 28.000 annihilated properties of the Armenian cultural heritage of Nakhijevan.

Ladies and gentlemen,

I would like to conclude by stressing the importance of promoting a culture of peace, tolerance, mutual respect, and dialogue between cultures as an essential tool for bringing people together and promoting peaceful co-existence. It will enable us to achieve all of the Organization’s priorities.

Karabakh Bishop: Six Armenian clerics isolated in Dadivank

PanARMENIAN.Net – Six Armenian clerics continue to be isolated in Dadivank, a historic medieval monastery which came under Azerbaijan’s control in the aftermath of the 44-day war in Artsakh (Nagorno-Karabakh), Primate of Artsakh Diocese, Bishop Vrtanes Abrahamyan has said, according to Pastinfo.

Bishop Vrtanes said Armenian pilgrims still don’t have access to the monastery while clerics serving there have been isolated since March and are accompanied by Russian peacekeepers deployed nearby.

The Bishop said he is having frequent meetings with the Russian side, including the Commander of the Russian peacekeeping corpse, Lieutenant General Gennady Anashkin, with whom they visited Dadivank.

According to him, the matter was also raised at a key meeting in Moscow with the participation of the Catholicos of All Armenians Karekin II.

Pilgrims from Armenia and Nagorno-Karabakh, accompanied by Russian peacekeepers, regularly visit the monastery of Amaras, which is situated close to the new contact line with Azerbaijan.

Armenian ombudsman demands explanations from security chief over Azerbaijani checkpoints on Goris-Kapan road

Armenian Human Rights Defender (Ombudsman) Arman Tatoyan reacted to Security Council Secretary Armen Grigoryan’s statement on the setup of Azerbaijani checkpoints on the Goris-Kapan highway, saying that instead of legitimizing these actions, efforts should be made to remove the checkpoints.

In an interview to the Public TV Company on Wednesday, Grigoryan announced that Azerbaijani forces would set up customs checkpoints on the Goris-Kapan road starting from midnight.

Addressing the secretary of the Security Council, Tatoyan demanded explanations from him over a number of issues.

“As the secretary of the Armenian Security Council, the official has to explain how the free and safe movement of people and goods on the Goris-Kapan road is possible in the conditions of Azerbaijani border and customs control?” the ombudsman wrote on Facebook.

Tatoyan also wondered if the Security Council Secretary realizes that these actions would lead to the restriction of Armenian citizens’ rights, including arrests, fines, criminal prosecutions and searches by Azeri law enforcement agencies.

“How are the residents of Armenia [neighboring villages] or foreigners traveling along the Goris-Kapan road supposed to protect their rights. For example, whom should they apply to and by what procedures? the ombudsman said.

Another issue raised by Tatoyan concerns the ways to hold Azerbaijani border and customs officers responsible for violation of rights.

He reiterated that the presence of Azerbaijani military, law enforcement agencies and, above all, their actions on the roads of Armenia are unlawful.

“Instead of legitimizing their presence and actions by statements, efforts should be made towards their withdrawal,” Tatoyan wrote.

Arush Arushanyan installed as Goris community head by force of law

The newly elected Council of Elders of Goris, a community in Armenia’s Syunik Province, convened its first meeting on Thursday.

13 seats in the council are held by the bloc led by Arush Arushanyan, who won reelection by a wide margin in the 17 October local elections three months after his arrest. The ruling Civil Contract party has 7 seats and the Armenian National Congress – one seat.

The meeting was chaired by the oldest member of the Goris Council of Elders, Armenuhi Sonoyan.

Arush Arushanyan was installed as Goris community head by force of law.

He remains in custody.

Opposition MP: Turkish domination established on key Armenian highway

A rally organized by the opposition is being held outside the Armenian government building against the establishment of Azerbaijani customs checkpoints on the Goris-Kapan road section in Syunik Province of Armenia.

“With the tacit consent of the capitulant authorities, or rather with their collusion, Turkish domination has been established on one of the key roads in Armenia – the Goris-Kapan highway in Syunik,” Gegham Manukyan, an MP from the opposition Armenia faction, said during the protest on Thursday.

In an interview to the Public TV Company on Wednesday, Secretary of Armenia’s Security Council Armen Grigoryan announced that Azerbaijani forces would set up customs checkpoints on the Goris-Kapan road starting from midnight.

The lawmaker stated the south of Armenia has been cut off from the rest of the country as a result of the treacherous steps of the authorities, and a number of villages in Syunik have ended up in a blockade.

“Meanwhile, these men keep bragging about the peace they have brought. In reality, they have brought slavery, defeat and humiliation,” Manukyan stated.

He demanded that government members meet with protesters and provide explanations. Also, Manukyan denounced the authorities for deploying large police forces outside the government building while a cabinet meeting is being held.

“If there had been so many police officers on the Syunik highway, no one would have dared to set up customs checkpoints there,” the MP said.

He accused the authorities of failing to protect the sovereignty and security of the country.

“They talk about delimitation and demarcation of the borders. They haven’t made a single step in that direction yet, but they agree to the setup of Azerbaijani checkpoints on Armenian territory,” Manukyan noted, stressing that the current leaders will gradually cede Armenian territories to the enemy as long as they remain in office.

“As long as our compatriots tolerate them, we will remain in such a defenseless position. The government members must now answer on what basis did they make a secret agreement with the Turks? How did they make it? Who is responsible for it?” Manukyan said.

“It seems we must now refer to the territory of Armenia in the past tense and that is advised to do with clear judgement and common sense which is unacceptable,”  the Head of the National Assembly Standing Committee on Protection of Human Rights and Public Affairs Taguhi Tovmasyan stated on Thursday, commenting on PM Pashinyan’s statement about the establishment of Azerbaijani customs checkpoints on the Goris-Kapan road section in Syunik Province of Armenia.

Tovmasyan informed she invited an urgent working discussion on the matter, sending an invitation to Pashinyan as well, however the latter didn’t appear. The Chairwoman of the NA Committee read out five demands on the occasion of which the meeting was called for. 

“What are the grounds for Pashinyan to state that the Azerbaijani customs checkpoints are not located in the territory of Armenia if no delimitation and demarcation have been conducted? What are the legal grounds to state the Azerbaijani checkpoint is out of the territory of Armenia and what maps are taken as basis for that assertion? Any changes of the state border are made through amendments to the Law on State Border. We have not made any changes to the Law, consequently the statement is controversial from the legal point of view. What is the process of free and safe movement of goods and people under Azerbaijan’s border and customs control? What problems may people driving through Goris-Kapan roadway face and what are the mechanisms for protecting their right to life, free movement and other fundamental rights?” Tovmasyan said. 

The opposition lawmaker said she expected answers to the raised questions from the government, expressing hope any representative from the executive branch would appear at the Committee sitting. 


Russia investigating the Azeri shooting near Shushi

The command of the Russian peacekeeping contingent in Nagorno-Karabakh along with Armenian and Azerbaijani sides is investigating the details of the incident on November 8 near Shushi, the Russian Defense Ministry reported in its daily bulletin. 

“On November 8, at 13.40 Moscow time, a fire from the Azerbaijani side was opened at a group of four workers from Nagorno Karabakh as a result of which three people were injured, another one killed. “The command of the Russian peacekeeping contingent, together with the Armenian and Azerbaijani sides, is conducting an investigation,” the statement issued by the ministry said. 

Artsakh ombudsman: 2 civilians, 9 servicemen killed as a result of Azerbaijan’s criminal actions after war

Despite the trilateral statement of November 9, 2020 that ended the 44-day war in Artsakh, Azerbaijani forces continued to commit criminal actions against the Artsakh Armenians over the past year, Artsakh’s Human Rights Ombudsman Gegham Stepanyan said in a statement on Wednesday.

“Over the past year, after the signing of the trilateral statement of November 9, 2020, the Azerbaijani side deliberately and consistently continued to commit criminal actions against the Artsakh people, about which the Ombudsman’s Office repeatedly informed the public, international structures and human rights organizations,” the ombudsman said.

“Even though the large-scale hostilities have ceased, the military aggression of the Turkish-Azerbaijani tandem has been replaced by planned and coordinated actions to intimidate the population of Artsakh and to force out the Armenians from Artsakh,” Stepanyan said.

The statistics provided by the Prosecutor’s Office of the Republic of Artsakh show that last year the Azerbaijani armed forces deployed near the civilian settlements committed 56 crimes and 43 criminal cases were opened over them.

“As a result of criminal actions of the Azerbaijani troops, 2 civilians and 9 military personnel were killed, attempted murder was committed against 24 civilians and 44 servicemen, 9 civilians and 28 military men received various gunshot wounds, 6 people were physically abused and 2 received death threats,” the report says.

In Stepanyan’s words, property damage totaling 17,710,000 drams was caused as a result of Azeri criminal encroachments. 5 houses, 3 units of agricultural machinery, 7 vehicles, 2 units of construction machinery were targeted, 3 gardens and sowing areas were burnt, cattle herds were also targeted.

Over the past year, shots were repeatedly fired from the Azerbaijani outposts stationed near the Armenian settlements, thus infringing upon the mental inviolability of the peaceful population.

According to Stepanyan, the Ombudsman’s Office will compile a report on all the recorded incidents to submit it to international organizations.

Armenian Foreign Ministry silent on Mirzoyan-Bayramov meeting

Armenian and Azerbaijani Foreign Ministers Ararat Mirzoyan and Jeyhun Bayramov met in Paris, Azerbaijani media reported on Thursday, citing the country’s Foreign Ministry.

The talks were attended by the co-chairs of the OSCE Minsk Group and Ambassador Andrzej Kasprzyk, Personal Representative of the Chairperson-in-Office.

According to the reports, the parties exchanged views on issues related to the normalization of relations between Armenia and Azerbaijan.

It is worth noting that the Armenian side has not released a statement on the meeting. There is no information about the Paris meeting either on the official website of the Armenian Foreign Ministry, or on its official Facebook page. The Foreign Ministry spokesperson has not made any statement either.

There is no statement on the meeting on the OSCE website as well.
