YEREVAN, 9 NOVEMBER, ARMENPRESS. The Central Bank of Armenia informs “Armenpress” that today, 9 November, USD exchange rate is down by 0.16 drams to 475.76 drams. EUR exchange rate is up by 1.52 drams to 551.64 drams. Russian Ruble exchange rate is up by 0.03 drams to 6.70 drams. GBP exchange rate is up by 5.02 drams to 646.94 drams.

The Central Bank has set the following prices for precious metals.

Gold price is up by 304.30 drams to 27874.73 drams. Silver price is up by 6.92 drams to 371.39 drams. Platinum price is up by 407.71 drams to 16137.32 drams.

Over 60 thousand doses of Moderna vaccine arrive in Armenia

YEREVAN, NOVEMBER 9, ARMENPRESS. 60,700 doses of Moderna vaccine have arrived in Armenia, ARMENPRESS reports the Ministry of Health informs.

The batch of vaccines was donated to Armenia by the Slovak Republic within the framework of the European Union “Population Protection Mechanism”.

This vaccine is used against COVID-19 for people over 12 years.

Russian Foreign Minister Sergey Lavrov referred to South Caucasus among other issues during a joint press conference with Secretary for Relations with States of the Holy See Paul Richard Gallagher. ARMENPRESS reports, citing the official website of the Russian MFA, Lavrov said that crisis situation in various parts of the world were discussed during the meeting.

“We spoke in detail about the efforts of the Russian Federation to maintain the ceasefire in Nagorno Karabakh, and to organize processes that should strengthen confidence, create conditions for full economic and other cooperation in the South Caucasus,” Lavrov said.

According to the Russian Ambassador to Armenia Sergey Kopirkin, the agreements of the trilateral declaration signed on November 9, 2020 between Putin, Pashinyan and Aliyev on ending military operations in Nagorno Karabakh under the Russian mediation are mainly preserved, despite the fact that tragic events and problems have emerged also following the establishment of the ceasefire regime, ARMENPRESS reports Kopirkin told the reporters, speaking about the implementation of the provisions of the declaration signed a year ago.

“Of course, there are problems, there are tragic incidents. All this is very complicated. But against the background of the potential for conflict, the emotional tension that had been accumulating for decades, the tragedy that took place a year ago, I think we can say that these agreements are generally implemented, and play a very important role in preventing bloodshed, ensuring security of the population and for looking for ways to resolve the situation”, the Russian Ambassador told the reporters.

Sergey Kopirkin also spoke about the other trilateral statement adopted by the leaders of Russia, Armenia and Azerbaijan on January 11, 2012, as the continuity of the November 9 declaration, which mainly refers to the restoration of economic and transport ties in the region and the establishment of a working group of deputy prime ministers for that purpose.

“Definitely, that’s not an easy job. I want to emphasize that since all this work is based on a dialogue based on the interests of each party, that is, nothing is imposed on someone, but an attempt is made to find a balance of interests, mutually beneficial, compromise-based options, which will be acceptable for both parties, that’s why the process does not move so fast. But, in any case, this work is aimed at finding common ground, which means that making deals behind the back of the Armenian people, surrendering their interests, treachery, something that the people here are sometimes worried, are ruled out. Russia, in turn, works very neatly, fully respecting the sovereignty of both sides. Our task is to create the most favorable conditions for finding mutually acceptable solutions”, Ambassador Sergey Kopirkin said.

Russian peacekeeping mission confirms the killing of Armenian civilian by Azerbaijani armed forces

YEREVAN, NOVEMBER 9, ARMENPRESS. The Russian peacekeeping mission in Artsakh has confirmed the killing of an Armenian civilian near Shushi by Azerbaijani armed forces, ARMENPRESS was informed from the official bulletin of the Russian peacekeeping mission in Nagorno Karabakh.

According to the information provided by the Ministry of Defense of the Russian Federation on the activities of the Russian peacekeeping unit in the Nagorno Karabakh conflict zone, on November 8, 2021 at around 2:40 pm Yerevan time, the Azerbaijani side opened fire on a group of four workers in the Shushi region, leaving three people injured and one dead.

“The command of the Russian peacekeeping unit is jointly investigating the incident with the Azerbaijani and Armenian sides,” the statement said.

LOS ANGELES, NOVEMBER 10, ARMENPRESS. The building of the Los Angeles City Hall was illuminated in the colors of the Armenian flag in commemoration of the first anniversary of the 2020 Artsakh war ceasefire and as homage to the victims.

“Los Angeles City Hall right now illuminated with Armenian tricolor, in commemoration of the anniversary of the 44-day Artsakh war ceasefire declaration, in memory of lives lost, and in solidarity with Armenian prisoners of war still held captive in Azerbaijan,” the Consulate-General of Armenia in Los Angeles said on social media and shared photos.

“Thank you, Councilmember Paul Krekorian and the entire City Council,” it added.

Increasing water tariff from 180 to 200 drams under discussion

YEREVAN, NOVEMBER 10, ARMENPRESS. The tariff of water is planned to be increased from the current 180 drams to 200 drams starting January 1, 2022, the Chairman of the Public Services Regulatory Commission of Armenia Garegin Baghramyan told reporters.

If approved, the 200 dram tariff will remain unchanged for at least 10 years, he said.

However, Veolia Jur – the water supply operator – initially sought to increase the tariff for consumers to 223 drams.

Baghramyan said they are now finalizing negotiations with Veolia Jur for signing the contract. He added that at the same time the water tariff for socially vulnerable consumers will not increase.

“At the same time we are putting into circulation a draft government decision which recommends differentiating a socially vulnerable consumer group, for whom the price won’t be increased,” Baghramyan said.

The Public Services Regulatory Commission is planning to convene a session over the matter in the end of November.

Speaking about their monitoring in the water supply company, Baghramyan said the results have already been summed up. “Yesterday the report was sent to the company. There will be an increase of about 2 million water volume. Some violations were discovered during the monitoring. The factual volume will be increased,” he said.

Gas price for Armenia’s consumers won’t change from Jan 1, 2022

YEREVAN, NOVEMBER 10, ARMENPRESS. Gas tariff for Armenia’s consumers will not increase from January 1, 2022, Chairman of the Public Services Regulatory Commission Garegin Baghramyan told reporters in the Parliament.

“I can state that the tariff for the consumers will definitely not change from January 1 because all the deadlines have already passed”, he said, adding that however, the talks with the Russian sides over the gas price on border continue.

As for the electricity, the PSRC Chairman said that discussions are still underway. He said that the electricity price also depends on how the talks over the gas price in border will end.

Artsakh authorities release 1-year statistics of crimes, violations of ceasefire committed by Azeri forces

YEREVAN, NOVEMBER 10, ARMENPRESS. The Azerbaijani military committed 56 crimes against Armenians of Artsakh since the signing of the ceasefire in November 9-10, 2020, the general prosecution of Artsakh said in a statement.

“Since November 10, 2020, the Azerbaijani military deployed in territories adjacent to Armenian settlements under the control of the Artsakh armed forces committed 56 crimes against the Armenians of Artsakh, with 43 criminal cases opened in this regard.

After the 2020 November 9 trilateral statement Azerbaijan ceased active military aggression and went on with its further actions to realizing its plan on terrorizing the Armenians of Artsakh and achieving exodus of Armenians from Artsakh.

Overall, 3 cases of murder (2 targeting civilians), 23 cases of attempted murder (17 targeting servicemembers), 1 act of terrorism, 12 cases of malicious destruction of property using firearms (8 targeting military property), 5 cases of attempted destruction of property, 3 cases of theft, 2 cases of robbery, 3 cases of destruction of cemeteries, 2 cases of torture, 1 case of death threats and 1 case of kidnapping were committed by Azeri troops.

2 civilians and 9 servicemembers were killed, 68 including 44 servicemembers survived attempted murders, 37 people including 28 servicemembers suffered various-degree gunshot wounds, 6 people were physically attacked, and two others were threatened with murder.

Livestock and car thefts committed by Azeri troops resulted in 17,710,000 drams in property damages to civilians.

5 residential homes, 3 agricultural vehicles, 7 transportation vehicles including 6 military, 2 construction vehicles were either destroyed or targeted in malicious destruction of property committed by Azeri troops.

Three gardens were set ablaze and livestock were shot at.

In addition, since November 2020 the Azerbaijani forces deployed in the vicinity of Stepanakert city, Askeran ,Martuni and Shushi regions regularly opened gunfire from various firearms either into the air or at nearby settlements, which often resulted in the bullets hitting the rooftops or yards of apartments.

“The abovementioned statistics proves that after the trilateral statement Azerbaijan regularly violated the “complete ceasefire and termination of all hostilities” requirement stipulated under Clause 1 of the statement, by continuing its Armenophobic and [murderous] policy. The sequence of the incidents and forms of manifestation prove that their main goal is terrorism, with the Russian peacekeeper and the Armenian soldier being the only factor protecting the Artsakhis from it,” the prosecution said.
