Robert Kocharyan: Delimitation will leave no other choice

“After the first Karabakh war our position in the negotiations were based on our victories,” Armenia’s ex-President, the leader of ‘Armenia’ opposition alliance stated on Monday during the rally at Liberty Square in Yerevan. Kocharyan recalled that after that Armenia created a security zone, the seven regions, a combat-ready army and pointed to the fact that Armenia was the security guarantor for Artsakh.

“There was a common border between Armenia and Artsakh which stretched from Vardenis to Araks River. That gave us strength during the negotiation process, and we were recording diplomatic successes step by step. We have now lost those advantages. One person decided to start the negotiations from a zero point, and who also nullified all advantages, likewise our victories. What are the topics today to negotiate?” asked Kocharyan, as he addressed the public.

In his words, the talks are successful when those are based on compromise. “What is the compromise on our side today?” asked Kocharyan next.

The ex-President also reflected on the risks of the much-articulated delimitation and demarcation statements made in the recent period.

“Delimitation means that you directly or indirectly recognize the territorial integrity of Azerbaijan, and fix the enclave status of Karabakh inside Azerbaijan. This will be the end of the Karabakh peace process and will leave only one solution for Artsakh to be inside Azerbaijan. The delimitation will leave no other choice, and this is the reality,” Kocharyan said.

Peace should be imposed not begged – Seyran Ohanyan

“There can be no unblocking regional communications if the legal-contractual basis for that are absent, likewise the true assessment of its security, economic and demographic impact,” the head of opposition ‘Armenia’ faction, former Defense Minister Seyran Ohanyan told reporters during the parliament briefing.

Per Ohanyan, the opening of communication routes in the region is untimely if there is no peace agreement and the adversary is  continuously voicing threats, making us accept its agenda. He addd that the Armenian side should first form a security system, instead of begging for peace.

“I believe, the economic unblocking will lead to a deeper blockade and economic pressures, while the demographic picture especially in Syunik province would change,” said the opposition lawmaker, adding for the true peace the Turkish-Azerbaijani tandem must change its rhetoric, and show commitment to peace bu actions. As an example, Ohanyan pointed to the need for Azerbaijan to remove forces from the territory of Armenia they had invaded months ago.

“No one insists we do not need peace, but relevant conditions are required for that peace. We should not beg for peace but impose it and defend it in a reality we are now living,” said Ohanyan.

He recalled that the November 9 agreement that ended the war in Nagorno-Karabakh had been imposed on Armenian authorities, followed by handover of territories from Artsakh and later invasion into the territory of Armenia.

‘Armenian enemy’ uttered in every paragraph of Azerbaijan president’s address

President of Azerbaijan Ilham Aliyev has made another militaristic speech—and this time on the one-year anniversary of the cessation of his country’s 44-day military aggression against Artsakh (Nagorno-Karabakh) and Armenia.

As expected, the address was delivered in Artsakh’s currently Azerbaijani-occupied Armenian city of Shushi where the Azerbaijani president had arrived in military uniform—and accompanied by his wife, Mehriban Aliyeva.

The essence of the speech, which was carefully being listened to by several dozen Azerbaijani servicemen, was to personally praise him and the Azerbaijani army.

But the rhetoric of the president of Azerbaijan is noteworthy, as it has not changed at all in the context of the proposal of the “3 + 3” formula approved by the country. Also, the phrase “Armenian enemy” was uttered in every paragraph of the speech of the Azerbaijani president.

Aliyev even confirmed that it was Azerbaijan that had unleashed the aforementioned military aggression against Nagorno-Karabakh.

“When I was first elected to the office of president in 2003, I said in my message addressed to the Azerbaijani people that we would return our historic lands at all costs—whether peacefully or militarily. And so it happened. The years of peace talks did not yield any results. On the contrary, the enemy [i.e., Armenians] became even more impudent. If in the first years of the [Armenian] occupation the Azerbaijani people and I still had certain hopes in connection with the negotiation process, those hopes completely disappeared in recent times,” he said.

Thus, the Azerbaijani leadership continues its policy of Armenophobia and sowing hatred towards Armenians. It should be recalled that, according to a statement by the office of the ombudsman of Armenia, the words by the Azerbaijan president and other high-ranking officials are used by the Azerbaijani military in the videos of the killings and torture of captured Armenians.

Armenia 2nd President: Demarcation with border of Azerbaijan will predetermine status of Nagorno-Karabakh

After the victory in the first war, Armenia’s positions in negotiations were based on our victories, that is, the buffer zone around Nagorno-Karabakh, the 7 regions, the combat-ready army of Armenia and the fact that Armenia is the guarantor of security of Nagorno-Karabakh. This is what second President of Armenia, leader of the opposition “Armenia” Alliance Robert Kocharyan declared at the rally held in Yerevan today.

“There was a common border between Armenia and Artsakh (Nagorno-Karabakh) that stretched from Vardenis to Araks River. This gave Armenia strength during the negotiations. We were achieving diplomatic victories step-by-step until one person decided to start the negotiations from scratch and zero all our victories,” Kocharyan emphasized.

Talking about the negotiations, he said negotiations are based on mutual concessions and added that there can’t be talks about mutual concessions now. Kocharyan also stressed the hidden threats of demarcation.

“There are talks about demarcation along the length of Syunik Province. What are the dangers? Demarcations means Armenia will directly or indirectly, but de facto recognize Azerbaijan’s territorial integrity and record the fact that Nagorno-Karabakh is an enclave within Azerbaijan. This will mean the end of the settlement of the Nagorno-Karabakh conflict. This is the reality. After demarcation, Azerbaijan will be granted the lawful right to set up a border checkpoint on the road linking Armenia to Artsakh and control movement, just like it did on the Goris-Kapan motorway, and nobody can disturb Azerbaijan. So, the signing of a document on this, the start of the process that will eternalize capitulation and predetermine the status of Nagorno-Karabakh are ruled out,” Kocharyan said, adding that there is only one path to take to neutralize the risks, and that is to consider all the challenges related to status, demarcation, security and the Armenia-Artsakh corridor as a whole.
