Armenia local elections: Incumbent mayor’s victory is celebrated at opposition bloc headquarters in Kapan

The victory of the electoral list leader of the opposition Shant Bloc, incumbent mayor Gevorg Parsyan, is being celebrated at the Kapan city election headquarters of this bloc.

Parsyan’s supporters are chanting “Gevorg, Gevorg,” and celebrating his victory under the tunes of traditional Armenian folk music.

As reported earlier, Gevorg Parsyan posted on Facebook the preliminary results of Sunday’s local election in Kapan, according to which the Shant Bloc has received 1,222 votes, whereas the ruling Civil Contract Party (CCP)—just 532 votes.

The CCP electoral list in Kapan is headed by the majority “Civil Contract” parliamentary faction MP, painter Davit Danielyan.

Azerbaijan to set up checkpoint on Armenia’s Kapan-Chakaten motorway as of 12am Monday

YEREVAN. –  As of 12am Monday, the Azerbaijani side will set up a checkpoint to carry out border and customs control on the now-Azerbaijani-controlled section of the Kapan-Chakaten motorway, the National Security Service of Armenia informed Armenian News-NEWS.am.

Correspondingly, the Armenian side will also set up border and customs checkpoints in a mirror way on the said motorway.

The alternative motorway in this section will be ready by the end of the year.

Armenia local elections: Ruling party wins in Ijevan

The ruling Civil Contract Party (CCP) has won the local elections in Ijevan, Armenia.

According to the party, they received 80.78%, whereas the opposition Armenian Revolutionary Federation-ARF Dashnaktsutyun Party—a mere 5.87% of the votes in the administrative capital of Tavush Province

The CCP, led by Artur Chagharyan, and the ARF Dashnaktsutyun, led by Vahan Ghazumyan, ran in the elections in Ijevan.

Artsakh National Security Service releases statement on incident near Shushi checkpoint

YEREVAN, NOVEMBER 13, ARMENPRESS. The National Security Service of Artsakh released a statement on the incident that occurred today near the Shushi checkpoint.

The statement of the Artsakh NSS says that on November 13 they have been reported that an unknown man, in response to the provocative actions of the Azerbaijani servicemen on the Stepanakert-Berdzor interstate road, near the checkpoint of Shushi, threw an explosive device in the direction of the checkpoint after which the Stepanakert-Shushi-Berdzor interstate road has been closed on both sides.

“The law enforcement agencies of Artsakh together with the Russian peacekeepers carry out respective investigative operations to reveal the circumstances of the incident.

At the moment the Stepanakert-Shushi-Berdzor interstate road is open on both sides. There are no casualties among the citizens of Artsakh as a result of the incident”, the NSS statement says.

The NSS once again called on citizens not to panic and stay calm, and follow only the official news.

Skate, dog parks put into operation in Yerevan

YEREVAN, NOVEMBER 13, ARMENPRESS. The skate park, the dog park and the renovated part of the Circular Park have been commissioned in Yerevan, Mayor of Yerevan Hayk Marutyan said on Facebook.

“Committed to our pre-election program, we restore Yerevan’s green spaces and recreation areas. We are putting into operation the 6th part of the Circular Park, with an area of over 12 hectares”, the Mayor said, adding that they have also established two theme parks near the territory of the Circular Park – the skate park and the dog walk.

Search operations for bodies of war casualties stopped since Oct 18, says Artsakh

YEREVAN, NOVEMBER 13, ARMENPRESS. The search operations for the bodies of servicemen, civilians, killed during the 2020 Artsakh War, have been stopped since October 18, Head of the Department of Information and Public Relations at the Artsakh State Emergency Service Hunan Tadevosyan said in a statement on social media.

A total of 1697 bodies have been found during the search operations, which started immediately after the end of the war and lasted for a year, he said.

“On November 13, 2020, the process of searching for and exchanging the bodies started in Shushi in accordance with the agreement reached with the Russian peacekeeping forces, the ICRC mission and the Azerbaijani side, and with the practical participation of the State Emergency Service of Artsakh. On that day, for the first time, Armenians and Azerbaijanis met face to face and negotiated around the exchange of the bodies of the dead servicemen”, he said.

Russian, French FMs discuss Nagorno Karabakh conflict settlement

YEREVAN, NOVEMBER 13, ARMENPRESS. Russian Minister of Foreign Affairs Sergei Lavrov and French Foreign Minister Jean-Yves Le Drian discussed the settlement of the Nagorno Karabakh conflict within the activity of the OSCE Minsk Group Co-Chair countries during their meeting in Paris.

Summing up the results of the meeting with his French counterpart, the Russian FM told reporters that several days ago the meeting of the OSCE Minsk Group Co-Chairs with the Foreign Ministers of Armenia and Azerbaijan was held in Paris. He informed that all have expressed their support to the statement signed between the Russian, Armenian and Azerbaijani leaders on November 9, 2020, relating to the ceasefire in Nagorno Karabakh.

As for the details of his meeting with Jean-Yves Le Drian, Lavrov said: “The progress of the activity of the Russian peacekeeping forces in solving a number of humanitarian issues was emphasized. Several directions, where a lot needs to be done, were highlighted. In this sense the activity of the Co-Chairs in the future will be concentrated on the solution of humanitarian problems, to create conditions so that Armenian and Azerbaijani communities establish an atmosphere of trust in the region, solve the daily issues with a spirit of constructive compromises”.

Armenia’s ministry of education, US Embassy and COAF sign memorandum of understanding

On 13 November, at the graduation ceremony of COAF’s English Access program, Children of Armenia Fund (COAF) Managing Director Koryun Khachaturyan, U.S. Ambassador to Armenia Lynne M. Tracy, and Deputy Minister of Education, Science, Culture and Sports Zhanna Andreasyan signed a three-year Memorandum of Understanding extending the pilot initiative “English-Speaking Rural Schools”, the US Embassy in Armenia told Armenpress.

The new venture aims to drive forward the promotion and dissemination of English language at formal education level across 24 schools and 22 rural communities in the Lori region of Armenia. By running parallel to COAF’s ongoing extracurricular English Access programs, this new deal will extend the present efforts of COAF and the U.S. Embassy on English education beyond the scope of after-school programs.

Building English language proficiency in Armenia is critical to strengthening competitiveness and employment opportunities in local and international markets. To help develop skills and competencies in the world’s language of business and bring cultural diversity to Armenia’s most overlooked communities, COAF and the U.S. Embassy have collaborated closely for the past 10 years and taken necessary steps to promote English proficiency: what started with 100 students has grown to reach 1,465 rural youth.

The new partnership with the Ministry of Education will expand the geographical coverage of this initiative to help over 2,400 students attain an advanced level of English proficiency (C1). Simultaneously, to enhance the teachers’ qualifications, English language and professional skills substantially and sustainably, 24 local teachers will participate in the Certification to Teach English as a Foreign Language (CTEFL) Program offered by the highly acclaimed American University of Armenia. Alongside nurturing modern methods of teaching, this certification will enable teachers to obtain credits within the framework of compulsory attestation by the Ministry of Education and Science.

As a fitting tribute to this joyous initiative, over 300 attendees of COAF’s extracurricular English Access Program graduated on the day of the signing, paving the way for the next generation of participants to join our ongoing Access programs in 7 rural communities in January 2022.
