Artsakh Investigative Committee launches criminal case over the incident in response to the provocation of the Azerbaijani serviceman

The Investigative Committee of the Artsakh Republic opened a criminal case over the incident that took place on November 13, at 07:00 in response to the explicitly provocative action of the Azerbaijani servicemen. According to the source, a preliminary investigation is underway, and additional details about the case will be communicated further. 

To remind, the Artsakh National Security Service reported earlier that an unknown man threw an explosive device at the Azerbaijani checkpoint on the Stepanakert-Berdzor road near Shushi in response to provocative actions of Azerbaijani servicemen. 

The man is reportedly the brother of the 22-year-old Artsakh citizen killed by Azerbaijani forces on November 8. Three others were wounded as a result of Azerbaijani shooting.

UN Human Rights Committee concerned about undue pressure on judiciary by the executive and legislative branches of Armenia

The UN Human Rights Committee issued on Friday its findings on Germany, Ukraine, Armenia and Botswana, the States parties that it reviewed during its latest session. The findings contain positive aspects of each country’s implementation of the International Covenant on Civil and Political Rights. The regular reviews are conducted by the Committee of 18 independent international experts on how they are implementing the Covenant as well as the Committee’s previous recommendations.

On the independence of the judiciary, the Committee was concerned about the influence exerted by the executive and legislative branches and the current procedures for the selection, appointment and suspension of judges and prosecutors. It recommended Armenia ensure that judges and prosecutors are protected from any form of undue pressure and interference, and guarantee the security of tenure of judges and prosecutors.

Armenian Defense Ministry: Azerbaijanis opened fire on Armenian positions in the direction of Verin Shorzha

Units of the Azerbaijani Armed Forces on November 13 at about 12:10 opened fire on Armenian positions on the Armenian-Azerbaijani border in the direction of Gegharkunik region, in particular, Verin Shorzha, the Armenian Ministry of Defense reported.

By retaliatory actions, the opponent’s fire was suppressed. There are no casualties from the Armenian side.

The visit to Shushi of the Dutch Ambassador to Azerbaijan in July in no way means that by that his country legitimizes or recognizes the present situation in Shushi or Nagorno Karabakh, ARMENPRESS reports Ambassador of the Netherlands to Armenia Nico Schermers said during a forum in Yerevan, answering the question of one of the participants.

One of the students participating in the forum reminded that months ago, on July 9-10, by organizing the visit of Ambassadors and representatives of the diplomatic corps accredited in Baku to the city of Shushi occupied by the Azerbaijani armed forces, Azerbaijani President Ilham Ali obviously attempted to give some legitimacy to the attempt to resolve the Nagorno-Karabakh conflict by force, which was accompanied by war crimes against humanity.

In this regard, the student asked, “Don’t you think that the visit of the Dutch Ambassador to Shushi indirectly legitimizes the violations of international law committed by Azerbaijan?”

In response, the Ambassador noted that the Dutch government decided to agree to pay a visit to Shushi to get an understanding of the situation on the ground.

“Any Ambassador in Baku is also accredited in Nagorno Karabakh, unlike the ambassadors accredited in Yerevan. This in turn means that my colleague in Baku can travel to Shushi or other places. It is clear that we are doing this very carefully. We, as the Government of the Netherlands, decided that this visit to Shushi should take place so that we can get an idea of the situation in Shushi. This does not mean that we will do it often or that we will do it easily. And I want to emphasize that this does not mean that we legitimize or recognize the current situation in Shushi or Nagorno Karabakh”, Ambassador Nico Schermers said.

YEREVAN, NOVEMBER 13, ARMENPRESS. The Interior Ministry of Artsakh reports that the Stepanakert-Berdzor inter-state road is currently closed on both sides due to the incident between Armenian and Azerbaijani sides.

In a statement the ministry said that the law enforcement agencies of Artsakh together with the Russian peacekeepers are holding negotiations with the Azerbaijani side to restore the traffic on the road.

“Other details of the incident will be released later”, the statement says.

“The free and safe traffic will be ensured by the Russian peacekeeping troops.

The Police of Artsakh will soon provide additional information about the incident that has taken place between the Armenian and Azerbaijani sides”, the statement says.

Armenia reports 1251 daily COVID-19 cases

YEREVAN, NOVEMBER 13, ARMENPRESS. 1251 new cases of COVID-19 have been confirmed in Armenia in the past 24 hours, bringing the total number of confirmed cases to 328,081, the ministry of healthcare reports.

10,338 COVID-19 tests were conducted on November 12.

2192 patients have recovered in one day. The total number of recoveries has reached 292,092.

The death toll has risen to 6976 (39 death cases have been registered in the past one day).

The number of active cases is 27,642.

The number of people who have been infected with COVID-19 but died of other disease has reached 1371.

Artsakh confirms 55 new cases of COVID-19 in one day

YEREVAN, NOVEMBER 13, ARMENPRESS. 55 new cases of COVID-19 have been confirmed in Artsakh in the past 24 hours, the ministry of health reports.

212 COVID-19 tests were conducted on November 12.

At the moment, 146 infected patients are hospitalized. 23 are in critical, 61 in serious condition. The other cases receive treatment at home.

Vice-President of Romania’s ruling National Liberal Party, vice-chair of the foreign affairs committee of the Chamber of Deputies Ben Oni Ardelean made a post on social media on the occasion of the 1st anniversary of the 2020 November 9 trilateral statement relating to the ceasefire in Nagorno Karabakh.

“The war with direct and indirect involvement of some regional and external actors has left thousands dead soldiers and civilians, tens of thousands displaced people, dozens of prisoners of war and civilian detainees. As a result of the war many historical and religious monuments in Nagorno Karabakh including those that are considered as significant Christian heritage sites have been destroyed, damaged or still remain in danger.

Being convinced that a peaceful resolution of the Nagorno Karabakh conflict has no alternative, all sides should resume political dialogue under auspices of the OSCE Minsk Group Co-chair countries, the only internationally agreed mediation format. Thus, I encourage the efforts of the Romanian side supported by ten European Union member states to induce Brussels to play a more active role in the South Caucasus, especially oriented on the immediate resolution of the humanitarian consequences of the last year hostilities”, the MP said.
