YEREVAN, November 17. /TASS/. Armenia’s Foreign Minister Ararat Mirzoyan said Azerbaijan aims to deflect attention from the Karabakh conflict by stoking tensions on the border with Armenia.

“We are confident that Azerbaijan is seeking to deflect the attention of the international community from the Nagorno-Karabakh conflict by stoking tensions on the Armenian-Azeri border,” Mirzoyan said at a meeting with the diplomats that are accredited in the country, according to a statement released on Wednesday by the Foreign Ministry’s press service.

Armenia will defend its territorial integrity and the right of the Armenians in Nagorno-Karabakh for self-determination, he said.

“We are strongly confident that this behavior by Azerbaijan is a consequence of the fact that our international partners and the international community, on the whole, didn’t react properly to the fact of the use of force by Azerbaijan during its aggression against Nagorno-Karabakh,” he said.

On Tuesday, violent clashes between the armed forces of Armenia and Azerbaijan broke out at their border. Yerevan stated that the Azeri military began advancing into Armenian territory, threatening the highway that connects the Armenian capital with the country’s southern regions and Iran. Baku pinned the blame on Yerevan, saying the Armenian armed forces had staged a provocation by attacking Azeri positions.

In response to the hostilities, Russian Defense Minister Sergey Shoigu held phone talks with his counterparts in Armenia and Azerbaijan. The situation later returned to normal after Azerbaijan and Armenia sought to stabilize it, Russia’s Defense Ministry said.


Moscow ready to continue assisting Yerevan and Baku in maintaining peace — diplomat

MOSCOW, November 17. /TASS/. Russia is ready to continue assisting Armenia and Azerbaijan in maintaining peace and stability in the region and calls on both sides to show restraint, Russian Foreign Ministry Spokeswoman Maria Zakharova said on Wednesday.

“It is clear from official statements by Baku and Yerevan that the sides have completely opposite assessments of the situation and are accusing each other for what happened [the shelling of military positions]. Russia is in contact with both Azerbaijan and Armenia to resolve the situation peacefully,” the Russian diplomat pointed out.

“Joint work continues to remove tension. We call on both sides to show restraint and prevent new incidents and resolve all disputes solely by political and diplomatic methods. We are ready to continue assisting the sides for the purpose of maintaining peace and stability in the region,” the spokeswoman said.

Russian President Vladimir Putin earlier held a phone conversation with Armenian Prime Minister Nikol Pashinyan. Russia’s Defense Minister Sergey Shoigu held telephone talks with his Azerbaijani and Armenian counterparts, she said.

“As a result of these mediatory efforts, the fighting stopped from yesterday evening,” the spokeswoman pointed out.

“The latest events confirm the importance of launching the process of the delimitation and subsequent demarcation of the Armenian-Azerbaijani border as quickly as possible and also [the importance of] the beginning of the work by the relevant commission based on proposals earlier submitted by Russia. We again note the importance of organizing a trip by the OSCE Minsk Group co-chairs to the region,” the Russian diplomat said.

Commenting on the likelihood that Russia may engage mechanisms of the Collective Security Treaty Organization (CSTO) and the 1997 Russia-Armenia Treaty on Friendship, Cooperation and Mutual Assistance, the diplomat noted that Moscow “takes its bilateral and multilateral commitments seriously.”

“On a bilateral basis, as I have mentioned, consultations are being held. As for the CSTO, according to our information, the organization keeps a close watch on the situation at the Armenian-Azerbaijani border,” she said.

Intense fighting erupted between the armed forces of Armenia and Azerbaijan in the border districts of Armenia’s Syunik region on November 16. Yerevan said that the Azeri troops had launched an offensive into Armenian territory. The highway that links Armenia’s capital with the southern regions and Iran was jeopardized.

Meanwhile, Baku blamed Armenia for the fighting, accusing the Armenian armed forces of provoking the situation. As the Azerbaijani Defense Ministry reported, the Armenian troops attacked Azeri army posts.

YEREVAN, November 17. /TASS/. The agreement between Armenia and Azerbaijan on a ceasefire on the eastern front is being generally observed, and the situation remains relatively stable, a statement by Armenia’s Defense Ministry revealed on Wednesday.

“As of 10:00 (09:00 Moscow time – TASS) on November 17, the situation along Armenia’s eastern border zone, where earlier Armenian positions were attacked by units of Azerbaijan’s armed forces is relatively stable, and the ceasefire agreement is generally being observed,” the statement noted.

The Armenian Defense Ministry also notes that as a result of military actions on November 16, “the enemy has up to 70 servicemen killed and wounded as well as substantial losses of military equipment, in particular, four BTR armored personnel carriers, a SandCat armored vehicle, five automobiles (Kamaz, Ural, UAZ).”

“On the Armenian side, one person was killed, and 13 servicemen were captured. During the military action, contact was lost with another 24 servicemen, and their fate is currently unknown. Intensive efforts are underway on searching for the servicemen. Two combat positions have been taken over by the adversary,” the statement noted.

The Armenian Defense Ministry also noted that talks are underway with Russian mediation on settling the situation and returning the captured Armenian servicemen.

Azerbaijan confirms seven killed, 10 wounded servicemen on border with Armenia

BAKU, November 17. /TASS/. Seven Azerbaijani servicemen were killed, and another 10 were wounded as a result of armed clashes on the border with Armenia, Azerbaijan’s Defense Ministry reported on Wednesday.

“During combat operations on November 16, seven servicemen of Azerbaijan’s armed forces were killed,” the military agency’s press service reported. It is specified that a lieutenant, a warrant officer, a junior sergeant and four privates are among those killed.

The Defense Ministry added that another 10 Azerbaijani servicemen were wounded. The military agency noted that the situation on the Azerbaijani-Armenian border has stabilized since Tuesday night. “The operative situation is being controlled by our units. Azerbaijan’s armed forces continue to carry out their duties on the sovereign territory of our country,” the statement noted.

Tensions have also erupted along an international highway connecting Armenia with Iran, which was handed over to Baku based on a trilateral statement adopted by the leaders of Russia, Armenia and Azerbaijan on November 9, 2020, and where a Russian border guard post was established to ensure the free movement of people and vehicles.

Council of Europe Secretary General concerned about tensions between Armenia and Azerbaijan

The Secretary General of the 47-nation Council of Europe, Marija Pejčinović Burić, has made the following statement concerning relations between Armenia and Azerbaijan:

“I am concerned about reports of on-going incidents between Armenia and Azerbaijan that have already cost human lives. News of a ceasefire is welcome and I call on both sides to maintain it.

“When joining our organisation more than twenty years ago, both Armenia and Azerbaijan committed themselves to solving conflict by peaceful means. This commitment remains unchanged and must be strictly respected.

“The Council of Europe reiterates its full support to the Co-Chairs of the OSCE Minsk Group in their continuing efforts to help Armenia and Azerbaijan find a peaceful solution to their differences.

“We stand ready to facilitate dialogue between these two member states, with a view to building confidence and promoting reconciliation.”

Democracy summit or transit corridor: what led to clashes at Armenian-Azerbaijani border?

What caused recent escalation at the Armenian-Azerbaijani border?

The United States invited Armenia to take participate in the Democracy Summit and did not invite Azerbaijan, Russia and Turkey – could this have caused a military escalation at the Armenian-Azerbaijani border on November 16?

Experts in Baku and in Yerevan are also actively discussing another possible reason for the recent escalation – Azerbaijan’s desire to get a transit route through the territory of Armenia, the so-called “Zangezur Corridor”.

Official statements

Armenian Prime Minister Nikol Pashinyan stated: “Talking about border disputes is absurd and senseless. There is no border dispute, there is aggression against the sovereign territory of Armenia. The borders between Armenia and Azerbaijan are clearly defined in the agreements adopted during the Soviet era and have a binding force”.

President of Azerbaijan Ilham Aliyev assessed the events of the day in the following way: “Today, another provocation by Armenia was committed at the border, to which an adequate response was given. There are wounded from the Azerbaijani side. All responsibility for the situation on the border rests with the military-political leadership of Armenia”.

Expert circles in Armenia believe that the escalation on November 16 was another attempt by Azerbaijan to force the country to provide the so-called “Zangezur Corridor”. This is a road that will connect Azerbaijan with its exclave Nakhichevan. President Aliyev openly said that if Armenia does not provide a “corridor”, Azerbaijan will open it by force.

The Armenian side, immediately after the signing of the document on the cessation of hostilities in Karabakh, declares that it is fully in solidarity with Aliyev’s position on unblocking communications in the region. However, the Armenian authorities firmly declare that they do not intend to provide a “corridor”, that is, to lose sovereign control over any road provided to neighboring countries.

Therefore, many associate the hostilities in the eastern direction of the borders of Armenia with this.

Moreover, Armenian experts believe this factor is not the only reason for Azerbaijan to use force and and trap Armenia into making concessions.

Armenia also recalls the rumors that have been circulating lately about the impending signing of documents on the demarcation and delimitation of borders with Azerbaijan, as well as a peace agreement on the anniversary of the signing of a statement on the cessation of hostilities in Karabakh. However, the Armenian side refuted the rumours, and the signing did not take place.

The third possible version of why Azerbaijan began hostilities, is associated with the United States’ invitation of Armenia to the online democracy summit on December 9-10.

This version is being discussed in Armenian expert circles, since military actions began, one might say, hours after the Armenian side announced that the country would be represented at the forum by the Prime Minister. On top that, this event is considered openly anti-Russian, as Biden stated:

“America is once again ready to take a leading role in the world, and from now on, it will not hesitate to take a tougher stance against authoritarian countries, including Russia and China”.

Georgia is the only other South Caucasian country invited to the forum. The list, published in the American Politico magazine, does not include Azerbaijan, Turkey, Iran and Russia.

The Armenian side guessed about the negative reaction of the Russian side and did not react to this invitation for a long time. It was not announced whether someone will attend the event and who will represent the country if the invitation is accepted.

After the start of active hostilities from the Azerbaijani side, there was an opinion that Azerbaijan “got the go-ahead” for escalation after Armenia’s announcement of Armenia’s participation in a conference in the United States.

According to political observer Agshin Kerimov, Azerbaijan is trying to cut off the land connection between Karabakh and Armenia.

“This can be judged by the information spread in the Armenian press. According to this report, if Azerbaijan takes the height above the M2 highway, thereby gaining control over the road connecting Zangezur and Karabakh with Armenia.

Confidence in the army’s ability to do this is growing with each passing hour; at present, the operational advantage is on the side of Azerbaijan.

The psychological stress in the Armenian Armed Forces, which is caused by the strength of the Azerbaijani army, makes them leave their positions. The Armenian Defense Ministry has already announced the loss of two positions.

Azerbaijan achieved this result by using only a small force of its military balance. The Armenian side understands that if at least an average force is mobilised, it can lead to completely different results.

Based on all this, two conclusions can be made:

  1. The superiority of Azerbaijan over the Armenian forces in the territories of Karabakh, where the Russian peacekeepers are stationed, moves to a new level;
  2. The opening of the Zangezur corridor becomes inevitable, because having seized the dominant heights on the road from Zangezur to Yerevan, Azerbaijan is forcing Armenia to comply with this condition of the trilateral statement”.

Azerbaijan, Armenia restart war?

The Armenian Parliament said 15 of its soldiers died as a result of the recent border clash and claimed that it lost two combat positions while blaming Azerbaijan for the violence. Reports also emerged of Azerbaijan capturing a dozen Armenian soldiers. 

Tuesday, Azerbaijan and Armenia reported military clashes on their shared borders. The escalation in military clashes comes a year after a 44-day war between the two sides that Azerbaijan won.

The Armenian Parliament said 15 of its soldiers died as a result of the recent border clash. It also claimed that it lost two combat positions and blamed Azerbaijan for the violence. Furthermore, reports emerged of Azerbaijan capturing a dozen Armenian soldiers.

Meanwhile, the Azeri defense Minister, in turn, accused Armenian forces of committing a “large-scale provocation at the state border.” Azerbaijan also revealed that two of its soldiers were injured.

While both sides blamed each other for the provocation, the intense fighting has sparked concern among world leaders.

Taking to Twitter, US Secretary of State Antony Blinken called on both sides to “constructively” resolve issues.

“We are troubled by the reports of fighting between Armenia and Azerbaijan. We call on both sides to engage directly and constructively to resolve all outstanding issues, including border demarcation,” Antony Blinken wrote.

The French Foreign Ministry also expressed concern about the deteriorating situation and urged both the countries to respect a ceasefire.

According to the latest reports, Armenia and Azerbaijan again agreed to a ceasefire on Tuesday after Russia urged them to step back from confrontation.

“In accordance with an agreement by the Russian side, fire ceased on the eastern section of the Armenian-Azeri border. The situation is relatively stable,” Armenia’s defense ministry said.

Important to note, Russia mediated a peace deal between Azerbaijan and Armenia back in 2020 after the Nagorno-Karabakh conflict. The conflict ended after Russia deployed almost 2000 peacekeepers to the region.

This time around, Russia once again de-escalated the tensions. However, it is highly likely that the border clashes will once again flare up owing to Armenia being an obstacle for Azerbaijan’s Zangazur corridor.

To clarify, the Zangazur corridor would connect the Nakhchivan Autonomous Republic to the rest of Azerbaijan via Armenia’s Syunik Province. However, Armenia has steadily objected to it, asserting that “corridor logic” deviates from the ceasefire statement trilaterally signed at the end of that war, and that it is a form of propaganda.

In response, Azerbaijan’s leader, Ilham Aliyev, pledged earlier this year that he would “force” Armenia to concessions regarding the corridor.

Interestingly, both countries are also increasing their military budget.

Armenia, Azerbaijan agree Moscow-brokered cease-fire after border clash

Armenia and Azerbaijan agreed on Tuesday to a cease-fire at their border, the Armenian defense ministry said, after Russia urged them to step back from confrontation following the deadliest clash since a war in 2020.

Armenia had asked Moscow to help defend it after the worst fighting since a 44-day war in 2020 between ethnic Armenian forces and the Azeri army over the Nagorno-Karabakh enclave.

That conflict ended after Russia, which has a military base in Armenia, brokered a peace deal and deployed almost 2,000 peacekeepers to the region. Turkey took the side of Azerbaijan, which regained swathes of land it lost in an earlier conflict.

“In accordance with an agreement mediated by the Russian side, fire ceased on the eastern section of the Armenian-Azeri border, and the situation is relatively stable,” Armenia’s defense ministry said.

Azerbaijan’s defense ministry did not immediately reply to a Reuters’ request for comment.

Earlier on Tuesday, Russian President Vladimir Putin and Armenian Prime Minister Nikol Pashinyan discussed the situation by phone, the Kremlin said.

Russian Defense Minister Sergei Shoigu also spoke by phone to the Armenian and Azeri defense ministers by phone, Interfax news agency said.

The Armenian defense ministry said its troops had come under fire from Azerbaijan and that 12 of its soldiers were captured, while two combat positions near the border with Azerbaijan were lost.

Eduard Aghajanian, head of the Armenian parliament’s foreign relations committee said that 15 Armenian soldiers had been killed.

The Azeri defense ministry said it had responded to large-scale “provocations” after Armenian forces shelled Azeri army positions, and that its own operation had been successful.

France’s foreign ministry had said it was very concerned about the deteriorating situation and called on both countries to respect a cease-fire.

France has urged Armenia and Azerbaijan to respect a 2020 ceasefire, saying it was worried by new border clashes erupting between the two foes.

Armenia reported that some of its troops had been killed and that it had lost control of two military positions near the border with Azerbaijan, which accused Armenia of provoking the clash.

“France expresses its deep concern over the worsening of the security situation along several stretches of the border,” a foreign ministry statement said.

“France calls on all parties to respect the ceasefire to which they committed after the trilateral declaration of November 9, 2020” signed between both countries and Russia, the statement said.

France said it was particulary alarmed by reports of use of heavy weaponry “which has caused many deaths, especially on the Armenian side”.

The statement said any changes to the border needed to be negotiated, and could not be imposed by military action on the ground.

France is home to the largest Armenian community in the European Union.
