Republican Party of Armenia: Capitulator didn’t say a word about Karabakh’s independence

The capitulator didn’t say a word about the independence of Artsakh (Nagorno-Karabakh), the mandatory exercise of the right to self-determination and even the need for a status. This is what Spokesperson of the Republican Party of Armenia Eduard Sharmazanov wrote on his Facebook page, adding the following:

“In the way that is characteristic of him, he gave a vague formulation of the solution to the issue within the scope of the OSCE Minsk Group, but did not say a word about the Basic Principles and the right to self-determination.

However, he actually agreed on delimitation of borders without clarification and exercise of the right of the people of Artsakh to self-determination.

This [man] has totally stopped dealing with Artsakh.”

Turkish press: Azerbaijan extradites 2 Armenian detainees ahead of tripartite talks

Ahead of the tripartite meeting with Armenia and Russia, Azerbaijan on Friday announced that two detainees of Armenian origin were extradited to their country.

In the statement made by Baku, it was stated that one of the extradited persons was one of the soldiers detained during the clashes on the border as a result of the provocations of Armenia on Nov. 16.

It was stated that the soldier was wounded and treated during this time.

The other person is a civilian who lost his way in the direction of Aghdam province and was caught while entering a region where Azerbaijani soldiers were located.

The move came just before Russian President Vladimir Putin is set to host the leaders of Armenia and Azerbaijan at the Russian Black Sea resort of Sochi, days after some of the worst fighting between the Caucasus foes since last year’s war over Nagorno-Karabakh.

The Kremlin said the talks are “timed to coincide” with the anniversary of a Russian-mediated cease-fire, signed in November last year, that ended six weeks of fighting over the long-disputed Nagorno-Karabakh region.

The deal saw Armenia cede swathes of territory it had occupied for decades.

The Kremlin said the leaders will discuss “outlining further steps to strengthen stability and establish peace in the region.”

Earlier this month, clashes broke out on the shared border between Armenia and Azerbaijan, with both sides reporting casualties and blaming each other for the fighting.

Russia stepped in to mediate, with Moscow’s Defense Minister Sergei Shoigu negotiating a truce.

It was also announced this week that a hotline between the defense chiefs of Armenia and Azerbaijan will be launched after the two countries reached an agreement following deadly clashes.

Armenia’s Pashinyan, Russia’s Putin and Azerbaijan’s Aliyev adopt joint statement

The Prime Minister of the Republic of Armenia Nikol Pashinyan, the President of the Russian Federation Vladimir Putin and the President of Azerbaijan Ilham Aliyev adopted a joint statement based on the trilateral meeting, as reported the Government of Armenia.The statement particularly reads as follows:

“We, the Prime Minister of the Republic of Armenia N.V.Pashinyan, the President of the Republic of Azerbaijan I.H. Aliyev, President of the Russian Federation V.V.Putin, met on November 26 in Sochi and discussed the implementation process of the declaration of November 9, 2020 on the complete ceasefire and termination of all types of military operations in the Nagorno-Karabakh conflict zone and the implementation process of the January 11, 2021 statement on unblocking all economic and transport infrastructures of the region.

We reaffirmed commitment to the further and consistent implementation and unconditional observance of all the provisions of the November 9, 2020 declaration and January 11, 2021 statement for the benefit of the stability, security and economic development of the South Caucasus. We agreed to intensify joint efforts aimed at the immediate solution of the remaining issues arising from November 9, 2020 and January 11, 2021 statements.

We mentioned the significant contribution of the Russian peacekeeping mission in stabilizing the situation and ensuring security in the region.

We agreed to take steps to increase the level of stability and security on the Azerbaijani-Armenian border, to push the process of establishment of a bilateral commission with the advisory participation of the Russian Federation based on the application of the sides, on delimitation, and afterwards demarcation, of the state border between the Republic of Armenia and the Republic of Azerbaijan.

We highly appreciated the activity of the trilateral working group on unblocking all economic and transport communications of the region, established in accordance with the January 11, 2021 statement under the joint chairmanship of the Deputy Prime Ministers of the Republic of Azerbaijan, the Republic of Armenia and the Russian Federation. We stressed the need to launch specific programs as soon as possible, aimed at identifying the economic potential of the region.

The Russian Federation will continue to provide the necessary assistance for normalizing relations between the Republic of Azerbaijan and the Republic of Armenia, building an atmosphere of trust between the Azerbaijani and Armenian peoples, and establishing good-neighborly relations in the region.”

Turkish press: Putin regrets situation in Karabakh still not completely calm

The Russian president on Friday regretted that armed clashes continue on and off in the Nagorno-Karabakh region despite existing peace treaties, leading to more casualties.

Opening a meeting with his Azerbaijani counterpart Ilham Aliyev in Sochi, Vladimir Putin said discussion on the Karabakh settlement will continue later in the day during trilateral talks, which will also include Armenian Prime Minister Nikol Pashinyan.

He said Russia’s peace-keeping mission and the Russian-Turkish monitoring center play a positive role in preventing wider confrontation, however, more needs to be done.

“It is necessary to discuss what has already been done and what still needs to be done by everyone, such that not only nothing like this (armed clashes) arises, but conditions are created for calming the situation and allow people to live in peace, and countries to develop,” the Russian leader added.

Putin said he has held a series of consultations with other government officials about economic problems and unblocking transport corridors in the region. “A lot of questions have piled up on this topic,” he said.

Baku and Yerevan were embroiled in a 44-day conflict on Karabakh – a region that lies within Azerbaijan but was under occupation of Armenia – last year, which ended with a Russia-brokered cease-fire on Nov. 10, 2020.

During the faceoff that started in September 2020, Azerbaijan liberated several cities and 300 settlements and villages that were occupied by Armenia for nearly three decades. The peace agreement is celebrated as a triumph in Azerbaijan.

The leaders of the three countries later agreed to develop economic ties and infrastructure for the benefit of the entire Caucasus region.

Earlier this month, clashes broke out on the border between Armenia and Azerbaijan, with Russia stepping in again to mediate.

Ombudsman rejected after applying to initiate proceedings against Armenia Security Council Secretary

The Corruption Prevention Commission of Armenia has rejected the application lodged by the Human Rights Defender to institute proceedings against Secretary of the Security Council Armen Grigoryan.

Grigoryan gave an interview to RusArmInfo news website, and the video recording of the interview was posted on the official website of the Security Council on October 21, 2021.

In the interview, Grigoryan said the following when he touched upon Arman Tatoyan [Human Rights Defender of Armenia].

“After the revolution, several circles presented themselves as members of the opposition, even though they need to be impartial, starting from the Constitutional Court and ending with several structures. If not structures, then certain people holding positions within those structures have tried to be counterrevolutionary, and this process is mainly over, even though not completely. Certain political circles have made statements, the person you mentioned made a political statement that the Ministry of Defense refuted; the Human Rights Defender, who has a bid to be a part of the opposition, tried to gain dividends by making political statements. He also has a few more months left before he gets involved in more overt political activities. His time is almost up, and I am certain that the “Civil Contract” faction will nominate its candidate. Have you heard any impartial statement from him? Those statements have been mostly political, at least in the post-revolution period.”

Before this, Tatoyan had issued a statement claiming that the Azerbaijani troops which had invaded the territory of Armenia months ago, are carrying out fortification and engineering works, but the Ministry of Defense refuted this. The Human Rights Defender opposed the refutation by claiming that this statement and other statements of the Human Rights Defender are based on reliable data obtained through fact-finding activities, and that the mentioned statement is based on facts that the Office of the Human Rights Defender has consistently gathered after daily monitoring and studies of alarming reports. Tatoyan stressed that “a campaign to discredit the activities of the Human Rights Defender of Armenia has been launched, and the Secretary of the Security Council has joined the campaign”.

On November 1, Tatoyan applied to the Corruption Prevention Commission, stating that Armen Grigoryan has violated the requirement of the Law on Public Service according to which public servants shall be obliged to observe the principles of conduct prescribed by law and the rules of conduct arising from those principles.

To reject the application, the Commission has presented the rationale according to which the Corruption Prevention Commission had not adopted a code of conduct for persons holding state positions when the video showing the interview of Armen Grigoryan including his statements on the Human Rights Defender was posted on the YouTube channel of the Security Council, and consequently, according to the decision, it is impossible to clarify whether there is a violation or not.

Armenian PM warns of possible new war with Azerbaijan

Armenia’s PM Nikol Pashinyan and Azerbaijan’s President Ilham Aliyev were hosted by Putin in the southern Russian resort city of Sochi on Friday. Ahead of the trilateral talks, Putin held separate talks with Aliev, and later spoke tete-a-tete with Pashinyan after the three-way meeting.

The talks proved to be very “constructive”, Russia’s president said after the closed-doors meeting with the two leaders, revealing that the rivals had managed to find common ground on multiple issues, including the establishment of a proper border between Armenia and Azerbaijan.

“We have agreed on a number of issues that I consider to be key,” Putin stated. “The first of them is the creation of mechanisms (we agreed to do this by the end of this year) for the demarcation and delimitation of the border between the two countries. Hope this happens as soon as possible. There are no obstacles to the creation of these mechanisms.”

The parties have also “made a significant progress” on humanitarian issues, Putin said, without providing any further detail. Development of economic ties, and “unblocking transport corridors,” including railway and roads in the region, have been discussed “in great detail” as well.

The trilateral talks come shortly after deadly border skirmishes between Armenian and Azerbaijani militaries that occurred earlier that month. The clashes resulted in soldier deaths and loss of military hardware on both sides, prompting fears that the situation may spin into another full-blown war.

Russia obliged to defend Armenia in case of war with Azerbaijan – Yerevan

Azerbaijan and Armenia remain locked in a conflict throughout their modern independent history. The main source of rivalry between the two nations is the Nagorno-Karabakh – a region in the eastern part of Azerbaijan, predominantly populated by ethnic Armenians and bordering Armenia.

International transportations via the links in South Caucasus which could potentially be reopened will be implemented based on international agreements and the national legislations of Armenia and Azerbaijan, Russian foreign ministry spokesperson Maria Zakharova said at a press briefing when asked whether or not customs control will be carried out on the roads in the event of communications being unblocked between Armenia and Azerbaijan.

“We are in favor of a consistent implementation of the high level agreements of November 9, 2020 and January 11, 2021,” Zakharova said. “They pertain to the unblocking of economic and transport links in South Caucasus. A trilateral working group co-chaired by the deputy prime ministers of the three countries is dealing with these important issues. The entire complex of these issues was discussed with Russian Deputy Prime Minister Alexey Overchuk during his visits to Yerevan and Baku. We see good prospects for unblocking of communication, of course taking into account the balance of interests of all sides. We also proceed from the position that international transportations through the routes which will be reopened will be implemented based on international agreements and the national legislations of Armenia and Azerbaijan,” she said.

Speaker of Parliament of Armenia Alen Simonyan and chairman of the parliamentary standing committee on state-legal affairs Vladimir Vardanyan met today with Birgitte Ebbesen, Regional Director for Europe at the International Federation of Red Cross and Red Crescent Societies (IFRC) in St. Petersburg, Russia, on the sidelines of the international conference dedicated to healthcare services and sustainable development goals.

During the meeting the post-war humanitarian crisis in Artsakh and the organization’s role in solving these issues were discussed. Birgitte Ebbesen praised the legislation in Armenia relating to the Red Cross and Red Crescent. She informed that a similar CIS model law is being developed.

Speaker Simonyan highlighted the direct representation of international organizations in Artsakh.

The meeting also touched upon the upcoming visit of the IFRC Secretary General to Armenia. Speaker Alen Simonyan expressed readiness to host the Secretary General and discuss the agenda priorities.
