Opposition MP: Armenian authorities didn’t ‘wake up’ even after latest Azerbaijani aggression

The current Armenian authorities failed to “wake up” even after the latest Azerbaijani military aggression causing casualties and territorial losses, MP Tigran Abrahamyan from the opposition With Honor faction said on Tuesday.

“Even after the latest Azerbaijani aggression, as a result of which we suffered territorial losses, 6 casualties and have 32 prisoners of war, the authorities did not wake up. As soon as the situation stabilized, they again focused on strengthening their grip on power,” he wrote on Facebook.

“Their aim is not to prevent a new aggression, but to put the blame on someone in each case,” Abrahamyan said, adding the opposition is almost always held responsible for Azerbaijani aggression.

The lawmaker blamed the authorities for their failure to properly equip Armenian combat positions.

“No serious resources are used to properly equip and upgrade combat positions and to organize reliable protection, while there are always funds for information terror and the state machine of repression. This is the inglorious future they promised,” the MP said.

Armenia’s deputy defense minister refuses to answer questions about Ishkhanasar

Armenian Deputy Defense Minister Arman Sargsyan refused to answer journalists’ questions about the reported withdrawal of Azerbaijani troops from Ishkhanasar in Syunik Province.

During a briefing in the Armenian parliament on Tuesday, reporters asked the official to confirm or deny the reports. They also wanted to know whether there was an agreement with Azerbaijan.

However, Sargsyan left all questions unanswered. 

Armenian migration chief: 91,000 people, mostly women and children, displaced from Artsakh due to Azerbaijani aggression

2020 was a challenging year for Armenia not only due to the Covid-19 pandemic, but also the war unleashed against Artsakh (Nagorno-Karabakh) by Azerbaijan, Armen Ghazaryan, head of the Migration Service of Armenia, said on Monday, addressing the 112th session of the UN International Organization for Migration (IOM) Council.

He underlined that the war threatened the global peace and security, leading to regional humanitarian crisis and mass displacement, the Migration Service reported.

More than 91,000 Armenians, 88% of whom were women and children, were displaced from their homes in Artsakh as a result of Azerbaijan’s military aggression, Ghazaryan said.

He also spoke about the digitalization of the migration management system in Armenia, particularly the launch of a new platform for foreigners’ employment authorization.

“Recent experiences have shown the efficiency of inclusive policies that are built on cooperative models between governments, international partners, civil society and other stakeholders,” the migration chief said.

Anniversaries of Alexander Spendiaryan and Arno Babajanyan marked in London

A lecture and a concert dedicated to the 150th anniversary of Alexander Spendiaryan and the 100th anniversary of Arno Babajanyan organized by Klingen Choir and Cultural Association took place in St. Sarkis Armenian Church in London under the auspices of the Armenian Embassy to the United Kingdom on 27 November.

Director of Alexander Spendiaryan House-Museum Marine Otaryan presented Alexander Spendiaryan’s life and activity and the artistic director of Klingen Choir and the Klingen Chamber Orchestra Sipan Olah made a presentation of Arno Babajanyan’s life activity.

After the lecture, the composers’ works were performed by Klingen Choir and the Klingen Chamber Orchestra under the direction of artistic director and conductor Sipan Olah, the Armenian Embassy reported on Monday.

Armenia’s Ambassador to the UK Varuzhan Nersesyan addressed the audience with a welcoming speech, emphasizing the key role of culture in the development of relations between Armenia and the United Kingdom. He thanked the organizers and guests noting the importance of such events in presenting the rich Armenian musical culture and traditions to the people of the United Kingdom.

Arno Babajanyan’s jazz interpretations to be performed in the frames of "Yerevan Jazz Fest 2021"

The National Centre of Chamber Music and the Armenian Jazz Association organize a concert dedicated to the 100th anniversary of Armenian composer Arno Babajanyan. The concert will take place on December 2 at Aram Khachaturian Concert hall. 

The evening features National Chamber Orchestra of Armenia (Artistic Director and Principal Vahan Mardirossian) and Trio Vahagn Hayrapetyan. It will be conducted by Robert Mlkeyan. Bariton Mavr Mkrtchyan, soprano Sofya Sayadyan and trumpeter Daniel Melkonyan will perform during the evening. 

The concert will feature the jazz interpretations of Arno Babajanyan initiated by Vahagn Hayrapetyan. 

Europe and France must support the Armenian people in the face of Azerbaijani-Turkish aggression – French Senate

“France must show itself worthy of the hope it lit in the Armenian hearts,” the official Twitter account of the French Senate wrote on Tuesday. Reflecting on the event titled “Armenia, one year later” held under the high patronage of the Senate President last week and dedicated to the one-year anniversary of the Senate resolution on the recognition of the Artsakh Republic, the message read: “Europe and France must support the Armenian people in the face of Azerbaijani-Turkish aggression.” 

Have Azerbaijanis retreated from Ishkhanasar hills of Armenia?

Deputy defense minister Arman Sargsyan on Tuesday left unanswered the questions about whether the Azerbaijanis have withdrawn from the Ishkhanasar hills of Syunik Province of Armenia.

“Let me roam in accordance with what you wrote last time; we will meet next time. You say I’m roaming. I’m really in a hurry today. Next time I will answer a number of questions,” Sargsyan said.

To the question, “Do you not deny that they [i.e., the Azerbaijanis] have retreated [from the Ishkhanasar hills]?” the deputy minister of defense only responded: “I did not say such a thing.”

Political scientist: Armenia PM will continue yielding to Azerbaijan

Armenian Prime Minister Nikol Pashinyan will continue to yield to Azerbaijan. Anzhela Elibegova, a political scientist and Azerbaijani Studies specialist, told this to a press conference Tuesday.

She explained that there are no “red lines” after which Azerbaijan will be ready to stop if it is not hindered.

Elibegova noted that during his last press conference PM Pashinyan did not clearly answer the questions as to whether the Azerbaijanis will leave the territory of Armenia, and did not give a clear answer to the questions about the possible handing over of some territories in Tavush Province and of Tigranashen village in Ararat Province to Azerbaijan.

“We do not know what he [i.e., Pashinyan] is secretly negotiating and what else we can lose,” the analyst emphasized.

According to her, the task of the Armenian side is to prevent and not allow the Azerbaijanis to advance.

“However, the inaction of the current Armenian authorities is beneficial to the Azerbaijanis, who say that if the corridor [to Nakhichevan] is not provided, it will be taken by force; that is, they are confident that they will get [it]. In such conditions, the Armenian soldier does not know whether or not there is a state behind him,” Elibegova said.

She added that by showing that they are not going to hand over a single centimeter of Armenian land, the leaders of the communities of Syunik Province, who ensured the security of Syunik and the reliable rear of Karabakh during the 44-day war last fall, are now defendants.

“We see that as long as they are arrested, the Azerbaijanis are occupying the strategically important territories of Armenia. These people have proved that they can resist the Azerbaijanis. A question arises: Why were they arrested in that case? These guys hinder the implementation of broader agreements which were reached verbally—behind the scenes. We saw part of those agreements in the document adopted during the meeting of the leaders of Armenia, Azerbaijan and Russia in Sochi,” the political scientist concluded.


Armenia health minister: Providing free medical services to country’s primary figures is matter of national security

Providing medical services to the primary figures of the country is an approach that is very necessary and correct. This is what Armenia’s Health Minister Anahit Avanesyan told reporters today, touching upon the question on how fair it is for the Prime Minister and President to have personal doctors and to not provide out-of-turn services for military servicemen.

Avanesyan urged to not view the facts of giving a negative conclusion to the bill on providing out-of-turn medical services to servicemen and the provision of personal doctors to the Prime Minister, President and parliamentary speaker through funds from the State Budget in one dimension.

“Our servicemen and their family members benefit from medical services under special conditions, and they can choose their preferred medical centers,” Avanesyan added.

As far as the free medical services for the country’s primary figures are concerned, Avanesyan said this is a matter of national security. “The primary figures, as well as high-ranking guests from foreign countries must be provided with free medical services as well. This is accepted, and it is the right practice,” she said.

PACE Committee calls on Yerevan, Baku and Tbilisi ‘to guarantee the right to hold Gay Pride marches’

The Committee on Equality and Non-Discrimination of the Parliamentary Assembly of the Council of Europe is concerned about the situation of LGBTI people in Armenia, Azerbaijan and Georgia, noting that “many infringements of these people’s human rights have been alleged or confirmed”.

Those countries, the Committee said, should adopt effective legislation and “policies to strengthen action against discrimination based on sexual orientation, gender identity, gender _expression_, and sexual characteristics”.

While welcoming the progress made by Georgia in combating discrimination, as well as the opportunities that arise with the current democratic transition process in Armenia, the parliamentarians called on Yerevan, Baku and Tbilisi “to guarantee the right to hold public events to support the rights of LGBTI people” such as Gay Pride marches, ensure that they can take place safely and “protect the participants from any violence”.

The adopted draft resolution, based on the report prepared by Christophe Lacroix (Belgium, SOC), calls for the adoption of codes of conduct for the media and members of parliament “prohibiting stigmatising and discriminatory comments and hate speech targeting LGBTI people”.

The parliamentarians also called on the three Southern Caucasus states “to improve access to sexual and reproductive health care and information and awareness-raising about sexually transmitted diseases; introduce procedures which allow transgender persons to change their name and sex on birth on documents; and to strengthen co-operation with civil society organisations working to protect human rights including those of LGBTI people, while guaranteeing their independence and protecting their safety and that of people working with them”.

The draft resolution will be debated at the next PACE plenary session (24-28 January 2022).
