The Minister of Finance of Armenia Tigran Khachatryan on December 1 received the Regional Manager of International Finance Corporation Ivana Fernandes Duarte, director of office of Armenia Arman Barkhudaryan and the manager of the programme “Economic growth in Armenia” Arsen Nazaryan.

As ARMENPRESS was informed from the Ministry of Finance of Armenia, greeting the guests, Minister Khachatryan highly appreciated the involvement of International Finance Corporation in investment programmes implemented in Armenia. As key directions the Minister singled out the development of capital market, programmes implemented with private sector, alternative energetics, state-private sector cooperation, SME development and field of high technologies.

Ivana Fernandes Duarte thanked the Minister for reception and mentioned that this is her first visit to Armenia in this position and currently the formats of possible participation of IFC in the reforms outlined by the Government of the Republic of Armenia are discussed. Duarte also gave importance to cooperation with the Government of Armenia, mentioning that the IFC considers steps to simplify financial sector, the field of sustainable energy and investment environment regulation in Armenia a priority.

During the meeting the interlocutors discussed a wide range of issues related to the process and prospects of Government of Armenia – International Finance Corporation cooperation.

23 countries report coronavirus Omicron variant

YEREVAN, DECEMBER 1, ARMENPRESS. A new coronavirus variant, Omicron, originally found in South Africa, has been found in at least 23 countries, ARMENPRESS reports Director General of the World Health Organization Tedros Ghebreyesus said at a briefing in Geneva.

“At least 23 countries have reported the discovery of the Omicron variant, and that number will undoubtedly increase”, he said.

YEREVAN, DECEMBER 1, ARMENPRESS. Deputy Speaker of the National Assembly of Armenia, member of the parliamentary delegation to the Parliamentary Assembly of the Collective Security Treaty Organization (CSTO PA) Hakob Arshakyan on December 1 took part in the online round table discussion organized on the occasion of the 15th anniversary of the CSTO PA.

The US Secretary of State and the Turkish FM discuss developments in the Caucasus

YEREVAN, DECEMBER 1, ARMENPRESS. US Secretary of State Antony Blinken discussed developments in the Caucasus with Turkish Foreign Minister Mevlüt Çavuşoğlu in the sidelines of the NATO Foreign Ministers’ Summit in Riga.

“”We both attach importance to comparing our views on various issues, including the situation in and around Ukraine, in the Western Balkans, as well as in the Caucasus, and in a number of other areas, with particular emphasis on US-Turkey collaboration and cooperation on various issues.” ARMENPRESS reports, Blinken said.

After the meeting, Çavuşoğlu made a note on his Twitter page, noting: “We discussed with Secretary Blinken the developments in Ethiopia, Ukraine, Syria and the Caucasus, as well as we talked about bilateral relations.”

International IDEA organization will support Ministry of Justice of Armenia in the process of Constitutional reforms

YEREVAN, DECEMBER 1, ARMENPRESS. Minister of Justice  of Armenia Karen Andreasyan received the representatives of the International Institute for Democracy and Electoral Assistance organization on December 1.

As ARMENPRESS was informed from the press service of the Ministry of Justice of Armenia, during the meeting, the parties discussed the implementation of the Constitutional reforms and the representation of the organization in the reform process.

Representatives of the International IDEA welcomed the efforts of the Ministry of Justice in the process of constitutional reform, emphasizing that the reforms are important, they must be acceptable for the people.

The Minister thanked the representatives of “International IDEA” for their support in the process of constitutional reform.

The representatives of the organization praised the work carried out by the ministry and expressed readiness to support the reforms in the field of justice․

YEREVAN, DECEMBER 1, ARMENPRESS. Russia continues to focus on efforts to resolve various regional conflicts, including the Karabakh conflict, ARMENPRESS reports Russian Foreign Minister Sergey Lavrov said at the Federation Council of the RF Federal Assembly on December 1.

“Russia has a clear contribution to the resolution of such crises. I am talking about our key role in defeating the terrorists, promoting political dialogue in Syria, as well as ending the bloodshed in Nagorno-Karabakh and finding lasting solutions to the disputed issues between Armenia and Azerbaijan”, he said.

Lavrov added that Russia is also actively involved in Afghanistan, Libya, Yemen, the Palestinian-Israeli conflict, the Korean Peninsula and other issues.

Russian, Armenian, Azeri Officials Hold More Talks On Transport Links

Russia -- A Russian-Armenian-Azerbaijani working group on cross-border transport 
issues meets in Moscow, January 30, 2021.
Senior Russian, Armenian and Azerbaijani officials were meeting in Moscow on 
Wednesday to try to hammer out final details of an anticipated agreement on 
restoring transport links between Armenia and Azerbaijan.
The meeting began less than a week after the leaders of the three states held 
talks in another Russian city, Sochi. They reported further progress towards 
opening the Armenian-Azerbaijani border to passenger and cargo traffic.
Russian President Vladimir Putin said a trilateral working group dealing with 
the matter will meet in Moscow in the coming days to announce “decisions which 
we agreed today.” He did not elaborate.
The session of the group co-headed by deputy prime ministers of Russia, Armenia 
and Azerbaijan began in the afternoon and was still not over late in the evening.
“I cannot give at this point details of the agenda of the trilateral working 
group,” a spokeswoman for Deputy Prime Minister Mher Grigorian said earlier in 
the day.
The Russian-brokered ceasefire that stopped last year’s war in Nagorno-Karabakh 
commits Armenia to opening rail and road links between Azerbaijan and its 
Nakhichevan exclave. Armenia should be able, for its part, to use Azerbaijani 
territory as a transit route for cargo shipments to Russia and Iran.
Azerbaijani President Ilham Aliyev has repeatedly claimed that the deal calls 
for a special “corridor” that will connect Nakhichevan to the rest of Azerbaijan 
via Armenia’s Syunik province. Commenting on the Sochi talks over the weekend, 
he declared that the “Zangezur corridor is becoming reality.”
The Armenian Foreign Ministry effectively denied that on Tuesday. Grigorian 
likewise insisted that the three leaders discussed conventional cross-border 
transport links, rather than “exterritorial roads” implied by Aliyev.
Armenia Steps Up Mandatory Testing For Unvaccinated Workers

The government introduced on Wednesday mandatory weekly testing for all 
unvaccinated workers as part of its efforts to boost Armenia’s low vaccination 
rates facilitating the spread of the coronavirus.
Public and private sector employees refusing vaccination have been required to 
take coronavirus tests twice a month at their own expense since October 1. They 
will now have to pay for such tests every week in accordance a directive issued 
by Health Minister Anahit Avanesian.
Hundreds of thousands of Armenians have gotten inoculated in the last two 
months. The government hopes that the new testing requirement will encourage 
many others to do the same.
Less than 20 percent of the country’s population has been vaccinated so far, a 
figure reflecting widespread vaccine hesitancy.
Davit Melik-Nubarian, a public health expert, welcomed Avanesian’s directive. 
But he said the authorities should find ways of motivating not only registered 
workers but also many other citizens such as pensioners and self-employed 
farmers.
“If we look at official statistics, [we will see that] employees, who can be 
influenced by us, make up a disproportionate percentage of vaccinated people,” 
Melik-Nubarian told RFE/RL’s Armenian Service.

The Armenian Ministry of Health is also looking forward to the introduction on 
January 1 of a mandatory coronavirus health pass for entry to cultural and 
leisure sites. Only those people who have been vaccinated against COVID-19 or 
have had a recent negative test will be allowed to visit bars, restaurants, 
theaters and other public venues.
The measure championed by Avanesian has been criticized by some restaurant 
owners concerned about a loss of their revenue. They have also complained that 
it is still not clear how the authorities plan to ensure compliance with the 
health pass.
Melik-Nubarian questioned the authorities’ ability to enforce it. “There is 
concern that it will prove impossible to verify compliance,” he said. “That 
would mean that the decision remains on paper and people will hear one thing but 
see another in real life.”
The daily number of officially confirmed coronavirus cases and deaths in Armenia 
began falling two weeks ago after several months of steady increase that 
overwhelmed the national healthcare system. The Ministry of Health recorded 502 
new cases and 43 deaths on Wednesday morning.
Karabakh War Veteran Arrested On Coup Charges

A prominent war veteran highly critical of Armenia’s government was arrested on 
Wednesday one year after being charged with plotting to assassinate Prime 
Minister Nikol Pashinian.
Ashot Minasian was the commander of a volunteer militia from the southeastern 
town of Sisian that took part in the 1991-1994 and 2020 wars in Nagorno-Karabakh.
Minasian and three opposition figures were detained in November 2020 amid 
anti-government protests in Yerevan sparked by Armenia’s defeat in the six-week 
war with Azerbaijan stopped by a Russian-brokered ceasefire.
The National Security Service (NSS) charged them with plotting to kill Pashinian 
and overthrow his government. The NSS claimed to have found large quantities of 
weapons and ammunition in a property belonging to Minasian.
All four men rejected the charges as politically motivated before being freed by 
courts a few days later. One of them, Artur Vanetsian, headed the NSS from 
2018-2019. He is now a leader of one of the two opposition groups represented in 
the Armenian parliament.
Acting on prosecutors’ appeal, Armenia’s Court of Cassation ordered lower courts 
in October this year to hold fresh hearings on Minasian’s pretrial detention.
A Yerevan court of first instance afterwards refused to remand him in custody. 
The higher Court of Appeals overturned that ruling on Wednesday.
Minasian’s ensuing arrest was strongly condemned by opposition politicians and 
other critics of Pashinian’s government. Aram Vardevanian, a lawyer and lawmaker 
representing the main opposition Hayastan bloc, called it a further blow to 
judicial independence in Armenia.
Earlier this year, the Armenian Ministry of Justice asked the country’s judicial 
watchdog to take disciplinary action against a judge who refused to issue an 
arrest warrant for Minasian in November 2020. The judge, Arman Hovannisian, 
described the move as government retribution for his decision.

Belmont High School graduate Nairi Krafian has found a way to help poorly-treated stray dogs in Armenia. She founded a non-profit organization called Oknooshoon, a play on the Armenian word oknootyoon for assistance or help, and shoon, which means dog. Its mission is to train rescue dogs to become therapy dogs. This is the first program of its kind in Armenia.

In 2016 Krafian traveled to Armenia with her dance group and witnessed the how dogs are often shot and treated inhumanely, she said.

Drawing on her Armenian upbringing and memories her childhood dog, Krafian decided to explore ways to improve the relationship between dogs and the Armenian population by training strays to serve as therapy dogs.

“I think therapy animals are really underutilized, and starting to work them into our healthcare system or more is going to have huge benefits,” said Krafian. “And I think it’s really exciting if we can make Armenia be at the forefront of that because my homeland is so important to me.”

In 2017 Krafian came up with the idea of training shelter dogs to become therapy dogs and for the next couple of years, worked with various shelters in Armenia. However, much of the first couple of years was spent just taking care of the animals and making sure they were clean and up-to-date on vaccinations.

Eventually, Krafian decided to go all in and adopt shelter dogs to keep on a regular training schedule. When training dogs, her number one concern was always that both dog and person were benefitting from the therapy sessions, which she measured through hormone levels in the dogs and people. Krafian was forced to adopt out to families several of the dogs she had trained.

“Three out of the four dogs that failed, genuinely, just were not interested in doing that work. And I was not interested in forcing them to do that work,” said Krafian.

In 2019, Oknooshoon hired Hrach Asatryan, and helped him become Armenia’s first professional therapy dog handler certified by Pet Partners with adopted dog, Dobby. Oknooshoon board member Dr. Susan Higgins, an occupational therapist and therapy dog handler in the U.S. and director of clinical education at Quinnipiac University, oversaw Asatryan and Dobby’s Canine Assistance Intervention (CAI) team evaluation. 

According to Krafian, Asatryan and Dobby became Armenia’s first certified CAI team in 2019, and last year started their first sessions with the Friends of Warm Hearth group home for adults with disabilities.

“We only have Dobby as the one therapy dog right now. But I like to think of her as kind of an ambassador for rescue dogs in Armenia,” said Krafian.

Oknoshoon has expanded since its conception, building a small team in Armenia, as Krafian currently lives in the U.S.  Armenian native, Anna Dilanyan, is the executive director.

In addition to therapy sessions with Dobby, Oknooshoon also hosts presentations on service and therapy animals, acquainting Armenians with the concept. Krafian hopes to continue expanding Oknooshoon, increasing CAI teams and involving CAI in different types of therapy, and wishes to contribute more to the field through research.

“Overall, I want to make a big difference in the world, in how animals are used for the benefits that they can have in ways that we haven’t yet seen or haven’t been widespread enough,” said Krafian.

Krafian recently graduated Tufts University and plans to attend veterinary school.
