Artsakh FM sends letters to international structures over Armenian POWs detained by Azerbaijan

STEPANAKERT, JANUARY 19, ARMENPRESS. Foreign Minister of Artsakh Davit Babayan has sent letters on January 19 to the specialized agencies of the United Nations and the Council of Europe, as well as the OSCE Minsk Group Co-Chairs and the Personal Representative of the OSCE Chairperson-in-Office over the current situation of the Armenian servicemen and civilians who are illegally held captive in Azerbaijan, the Artsakh foreign ministry told Armenpress.

The letters, in particular, state that Azerbaijan, by violating the November 9, 2020 trilateral statement signed by the leaders of Armenia, Russia and Azerbaijan, has attacked and occupied Khtsaberd and Hin Tagher villages of Artsakh’s Hadrut region in December 2020 and captured 64 servicemen of the Artsakh Defense Army. Then, the Azerbaijani authorities have announced their intention to launch criminal cases against the Armenian prisoners of war, which, Babayan said, is a gross violation of the international humanitarian law.

The letters also address that the international humanitarian law, in particular, the Geneva Conventions, continue to apply after the signing of the statement on ceasefire, therefore, the captured servicemen are prisoners of war according to the Article 4th of the Geneva Convention (III) on Prisoners of War, and they should be repatriated after the end of the military operations. Criminal prosecution against the POWs by Azerbaijan only for their participation to the military operations is a gross violation of the Third Geneva Convention.

In the letters the Artsakh FM also says that Azerbaijan is delaying the return of other servicemen and civilians who have been captured on September 27, 2020 during the armed aggression launched by Azerbaijan against Artsakh and after that. He notes that Azerbaijan’s such stance contradicts its commitments to fulfill the trilateral statement completely, which would help heal the wounds of the bloody conflict.

The Artsakh Foreign Minister has called on to take urgent measures to ensure Azerbaijan’s implementation of the Geneva Conventions and to require official Baku to fulfill its obligations to guarantee all of the rights afforded to both prisoners of war and civilians, being kept in detention by Azerbaijan.

 13:20,

YEREVAN, JANUARY 19, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan visited today the Ministry of Healthcare to introduce newly-appointed minister Anahit Avanesyan to the staff, the PM’s Office told Armenpress.

Pashinyan thanked former Minister of Healthcare Arsen Torosyan for his activities. “We should state that the ministry of health has been one of our most effective agencies during Mr. Torosyan’s tenure, and of course, in such condition, has received most of the criticism which is normal in some sense. Starting 2018 large-scale reforms have been carried out in the field. These reforms have been human-centered, in other words, the goal has been to expand the quality and framework of the healthcare services provided to the people, and we have already registered serious changes there”, the PM said.

Pashinyan said 2020 was a year of major experiments for the healthcare sector conditioned by the coronavirus pandemic and the war. He said that the government has tackled the COVID-19 with an honor and today the situation is manageable according to the international standards. Pashinyan expressed hope that the Cabinet will manage to keep this trend.

“Of course, the next biggest trial was the war and it continues to be so. Unfortunately, now we have a problem with the identification of bodies, we had some complications, but now we can praise the fact that this work has also received very acceptable course”, he added.

As for Anahit Avanesyan’s appointment as Minister of Health, Pashinyan reminded that prior to her appointment she has served as first deputy minister of health. “Not only she, but also the remaining deputy minister, who have been appointed in different times, have in fact acted as a team. The ongoing change has the following meaning that we continue to trust that team and in this case it will be headed by Mrs. Avanesyan. I wish you good luck in continuing these works. We hope the Ministry of Healthcare will continue its active operation and will not be afraid of criticism because work, normally, leads to criticism. Of course, it is necessary to be very attentive to criticism and try to take useful and rational information and recommendation”, the PM stated.

STEPANAKERT, JANUARY 19, ARMENPRESS. A new town will be built in Artsakh using the rubble stone excavated from the quarry of Martakert, the Artsakh presidential advisor Samvel Voskanyan told ARMENPRESS.

Voskanyan is also the manager of the G. Gabrielyants Future Generations Foundation, and this organization is implementing the project.

“We are actively cooperating with the authorized bodies regarding the location of the settlement and the layout of homes,” he said. “In terms of a timeframe, it is too early to say because not everything depends on us, but the work will commence not long after the launch of the quarry, probably in spring.”

Voskanyan said they are now carrying out preparation works in the Martakert quarry, where the excavation of rubble will begin.

He called the launch of this quarry “vital” because two other rubble stone quarries are lost since the territory went under Azeri control.

“We have already acquired the necessary modern equipment and machinery for excavating stone. At the initiative of our company’s founder Professor Gabrielyants, the Union of Armenians of Russia is cooperating with us in this matter,” Voskanyan said, also highlighting Artsakh government support.

He expressed hope that the logistic issues hindering exports of the excavated stone will be solved soon.

The company also carried out exploratory works in Artsakh, and the operations will continue this year.

Speaking about other programs of Future Generations, Voskanyan said they highlight cultural life, and they have already started the creation of a Visual Arts Museum in Artsakh.
