“Democracy is Precious” by Ambassador Lynne M. Tracy

On January 20, 2021 just before 12:00pm in Washington, D.C., President Joseph R. Biden, Jr. took the oath of office to become the 46th President of the United States.  His Vice President, Kamala Harris, was also sworn in, becoming not only the first woman, but also the first Black and Indian American to hold the office.

In his inaugural address, President Biden said of the moment, “We’ve learned again that democracy is precious. Democracy is fragile. At this hour, my friends, democracy has prevailed.”  As we have seen over the last few weeks, and as President Biden emphasized, democracy cannot be taken for granted, even after nearly two and a half centuries in the United States.

Since Armenia’s independence, the United States has supported Armenia in its fight for democracy – not because we have perfected it ourselves, but because we know how much work it takes to protect and defend.  Critical to this task are building and maintaining strong democratic institutions and advancing the rule of law, providing economic opportunity for all, and broadening access to education.  It is a process that demands unity, resolve and perseverance, often in the face of enormous challenges.

As the United States begins a new chapter in our own country’s history, we renew our commitment to partnering with the Armenian people, Government, civil society, media, and the private sector to support the aspirations of the Armenian people who voiced their choice for meaningful, tangible reforms to strengthen the institutions of Armenia’s democratic institutions and for a more prosperous future.

Democracy and the rule of law are cornerstones of the U.S.-Armenia relationship, but we have an even broader common positive agenda.  Supporting sustainable and inclusive economic growth, expanding trade and investment, promoting energy security, managing environmental resources responsibly, fighting the COVID-19 pandemic, and investing in people through educational opportunities reflect a deep and wide U.S.-Armenia partnership that I am confident will continue to strengthen.

Above all, we recognize the urgent work to be done in moving forward following the devastating conflict over Nagorno-Karabakh.  The U.S. government has responded to Armenia’s critical needs by providing clothes, food, child-friendly safe-spaces, and shelter to displaced peoples.  The United States continues to call for the swift and safe return of the remaining detainees.  We condemn the acts of atrocities connected with the conflict.  Those responsible must be held to account.  And, while the fighting has stopped, the need for an enduring political solution on the status of Nagorno-Karabakh is essential for securing regional peace and stability.

As I look ahead to the upcoming year, I acknowledge the many challenges we still face.  But I am confident that, together, we are up to the task.  We will continue to support Armenia as it rebuilds in the years to come.  As President Biden said on Wednesday – “We have never ever, ever failed in America when we have acted together.”  That emphasis on togetherness transcends our borders – together with our Armenian friends and partners, we will tackle the challenges before us, uphold our shared values, and ensure that democracy and the rule of law prevail, leading to a brighter future for us all.

Armenian parliament restricts entry of media outlets and journalists – Media Advocate

The Armenian National Assembly (NA) restricts the entry of media outlets and journalists to the parliament, Media Advocate initiative said in a statement on Friday.

Below is the full text of the statement.

"Recently, an incident occurred between Yerevan.today news agency journalist Syuzy Badoyan and MP Hayk Sargsyan. The latter pulled Suzy Badoyan’s hand first, then, took the journalist’s microphone away and closed in his office. After that incident, Media Advocate initiative urged the My Step parliamentary fraction to reconsider the behavior of its deputies bringing them to order and excluding such incidents.

The My Step fraction, in its turn, not only did not take any measure, but a few days later it became clear that the staff of the National Assembly is engaged in hairsplitting: it ignores the misconduct of the deputy and tries to deprive the journalist Syuzy Badoyan of the NA accreditation.

In a conversation with Media Advocate initiative, Syuzy Badoyan noted that the parliament's staff offered to replace her with another journalist, after which the editorial office refused, insisting that they are the ones who decide their working policy.

In fact, the NA staff, not realizing that it has no right to interfere in the working and editorial policy of the news outlet, tries to abuse its powers.

Media Advocate initiative demands from the NA staff to stay within the framework of the law, not to restrict the journalist’s work.

This publication will be passed to international human rights organizations, embassies, as well as the Armenian Ombudsman’s Office."

Artak Beglaryan discussed a number of humanitarian programs with the Head of the ICRC mission

Chief of the Presidential Staff of the Artsakh Republic  Artak Beglaryan received on Friday the Head of the Stepanakert Office of the International Committee of the Red Cross (ICRC) Mission Bertrand Lamon, Information Department at the President's Office reported. 

Artak Beglaryan, considering the involvement of the ICRC mission in overcoming some of the existing humanitarian challenges as productive, was particularly interested in the ICRC's efforts to return the captives and find out the fate of the missings. Artak Beglaryan highlighted the important role of the organization in solving these vital problems. He stressed the imperative of comprehensive, active and practical pressure on Azerbaijan by the international community, taking into account the gross violations of international humanitarian law by that country even after the end of hostilities.

Bertrand Lamon presented the ongoing and planned work of the ICRC mission in Artsakh, emphasizing their readiness to support state institutions in resolving various humanitarian issues and developing local capacities.

The parties exchanged views on various issues on the cooperation agenda, reaching concrete agreements. They mutually highlighted the coordinated efforts in solving the existing humanitarian issues.

At the start of the Second Artsakh War, Artyom Arevikyan had already been serving as an army conscript for eight months. He recalls his comrades making jokes on their way to the frontline, in an attempt to overcome anxiety and fear. In the first few days of the war, he wondered whether this would be similar to the Four-Day War in April 2016. But on the fourth day, he realized the situation was much worse.

Artyom is currently undergoing treatment at the Homeland Defender’s Rehabilitation Center. He is certain that he will recover fully and continue his studies.

‘’If you think we have exhausted ourselves, let's go, hold parliamentary elections and see who has exhausted. Let’s sit down and together decide the terms so that you do not say later that the government decided the terms itself’’, Pashinyan said.

Minister of Defense visits Special Operations Forces

YEREVAN, JANUARY 21, ARMENPRESS. Minister of Defense Vagharshak Harutyunyan visited an Armenian Armed Forces Special Operations Forces military base on January 20 and toured the military facility where he was briefed by the command on the service and upcoming supplementations.

The ministry of defense did not disclose which base Harutyunyan visited.

He highlighted daily training and strengthening of combat readiness of the troops, namely the special forces.

The Minister of Defense drew special attention to the higher education factor in training of commanders, prioritizing education in the best military academies.

YEREVAN, JANUARY 21, ARMENPRESS. The ministry of emergency situations reports that some roads are closed in Armenia due to bad weather conditions.

The roads leading to Amberd Fortress and Lake Kari are closed.

The Vardenyats Pass and Berd-Chambarak highway are closed for all types of vehicles.

The Georgian side reports that the Stepantsminda-Lars highway is open only for passenger cars.

The ban on entry of foreigners to Georgia is still in force.

Drivers are urged to use snow tires.

Visits of European lawmakers to Artsakh will continue: EAFJD presents upcoming initiatives

YEREVAN, JANUARY 21, ARMENPRESS. The issue of Artsakh will be a priority in the activities of the European Armenian Federation for Justice and Democracy (EAFJD) in 2021.

Communication and PR manager at the EAFJD Harut Shirinian told Armenpress that the issue of the Armenian prisoners of war will be under their focus, adding that they will continue sending humanitarian aid to Armenia and Artsakh, will urge the EU to impose tough sanctions on Azerbaijan and Turkey and will continue to raise the issues of refugees, the war crimes. The EAFJD highlights the need of solving the issue of the status of Artsakh in the OSCE Minsk Group format, by respecting the Artsakh people’s right to self-determination.

“The evidence shows that all these further complicated the solution of the Artsakh conflict. Azerbaijan’s behavior is condemnable, we see that in fact only the Armenian side fulfills the point of the November 9 trilateral statement relating to the return of POWs. But Azerbaijan doesn’t fulfill it. We think that the January 11 statement was signed without any understanding, in case when we had no progress over the issue of POWs”, he said, stressing the need for active works to be carried out by the EU, France as a Co-Chair country, as well as human rights organizations. Harut Shirinian said in order to boost these works they are cooperating with the Offices of Ombudsmen of Armenia and Artsakh in order to send respective notes to the European political representatives, international organizations so that they will be more engaged on the issue.

“It’s time to be more active, make all efforts in the European Union so that the latter will play its role in the protection of human rights”, he said.

The EAFJD also condemns Azerbaijan’s actions aimed at damaging the Armenian cultural heritage in Artsakh. Shirinian said this issue should be brought to the agenda of the OSCE MG Co-Chairs and actions must be taken for the representatives of UNESCO, respective structures to have a concrete status to control the preservation process of the Armenian cultural heritage in the territories which have come under the Azerbaijani control.

Another important initiative of the EAFJD is the organization of the visit of European figures, lawmakers and journalists to Armenia and Artsakh. This initiative has been done both before and during the recent war. Mr. Shirinian stated that this initiative will continue as a visit of European lawmakers to Armenia and Artsakh is expected in February. The purpose of the visit is for the Europeans to see clearly what has happened.

Search operations for bodies of fallen troops resume, says Artsakh

STEPANAKERT, JANUARY 21, ARMENPRESS. The search operations for the bodies of fallen servicemen and missing in action have resumed in the battle zones on January 21, official of the State Emergency Service of Artsakh Hunan Tadevosyan told Armenpress.

“After yesterday’s pause the search operations have resumed today in the directions of Hadrut, Drakhtik and Jrakan (Jabrayil).

So far, a total of 1247 bodies of fallen servicemen and civilians have been found as a result of the search operations”, he said, adding that the parents of missing servicemen also participate in the search operations.

Cabinet accepts resignation of Shirak Governor Tigran Petrosyan

YEREVAN, JANUARY 21, ARMENPRESS. The Cabinet dismissed Tigran Petrosyan from the position of Governor of Shirak, 5 days after he tendered his resignation.

He served as Governor of Shirak since February 2019.

Petrosyan did not elaborate on the reasons behind his resignation but said he would do so after being officially relieved from office.

The Cabinet is also expected to appoint a new governor for the province during today's session.
