US Secretary of State, OSCE Chair discuss Karabakh peace process

Secretary of State Antony J. Blinken spoke with Sweden’s Minister for Foreign Affairs and OSCE Chairperson-in-Office Ann Linde to discuss how to address the ongoing post-election crisis in Belarus, and advance the Minsk Group Co-Chair process to help Armenia and Azerbaijan negotiate a lasting and sustainable political settlement, the State Department informs.

Secretary Blinken expressed U.S. support for Sweden’s OSCE Chairpersonship and its focus on achieving progress on the OSCE region’s protracted conflicts, strengthening climate security, and defending democratic principles. 

He thanked Foreign Minister Linde for Sweden’s strong commitment to defending OSCE principles.

Azerbaijani military regularly fire in the immediate vicinity of Armenian villages – Ombudsman

The Azerbaijani military fire from small and large-caliber weapons in the immediate vicinity of the villages of Chakaten, Nerkin Hand, Shikahogh, Yeghvard, Agarak, Uzhanis in the Syunik province of Armenia, Human Rights Defender Arman Tatoyan says.

Civilians and community bodies of all these villages have informed the Human Rights Defender that shootings take place regularly, both during the day and at night.

According to the alarms, the shootings are clearly heard in the villages, aimed at intimidating civilians and, first of all, children and women.

At the same time, the villagers observed that the Azerbaijani servicemen fire when they are drunk. The shooting is usually from large-caliber weapons and more intensive in these cases.

The delegation led by the Human Rights Defender was informed about these shootings on January 9, 2021 during their visits to Tshakaten and other villages of Kapan. At that time, it was directly reported that the shootings were causing tension in villages.

“These criminal, absolutely condemnable acts must be completely excluded. They have become a real threat to the rights to life and health, physical and psychological integrity and other rights of civilians of Armenia, recognized internationally and guaranteed by the Constitution of Armenia. These shooting grossly violate best interests of the children as well,” the Ombudsman says.

“The mentioned fact further reinforces the Human Rights Defender’s assessment that the presence of Azerbaijani armed forces in the immediate vicinity of Armenia’s civilian border communities, on inter-community and interstate roads is a real threat to the lives and other vital rights of civilians,” Tatoyan adds.

Reports on these facts will be sent to international organizations, including the OSCE, the UN and the Council of Europe. Separate reports will also be sent to special mechanisms of intergovernmental organizations.

Armenian, Russian, Azerbaijani Deputy PMs meet in Moscow

The meeting of Armenian Deputy Prime Minister Mher Grigoryan, Russian Deputy Prime Minister Alexei Overchuk and Azerbaijani Deputy Prime Minister Shahin Mustafayev was held in Moscow.

The participants of the tripartite working group decided to set up expert subgroups on railway, road, combined transport, security, border, customs, sanitary, veterinary, phytosanitary and other types of control.

The formation of the subgroups is scheduled to be completed by February 2, and the first session is to be held by February 5.

It was also decided to hold the next meeting of the trilateral working group in Moscow. The date will be agreed by the Co-Chairs on a working basis.

15 more bodies found during search operations in Karabakh war zone

The remains were retrieved from Martuni and Jrakan (Jabrayil) regions. One body of a killed serviceman was handed over to the Armenian side by Azeris. A forensic examination is set to be carried out to establish their identities, the service said. 

Search operations continue today in Hadrut region and former administrative area of Syunik province. 

So far, Artsakh rescue squads have recovered 1,344 bodies from the battle zones. 15 of them are said to be civilians who have been either murdered or fatally wounded during the hostilities. The 1,268 fallen troops also include volunteers and reservists. 

Turkish press: Turkey, Russia begin monitoring Karabakh truce

A joint Turkish and Russian center to monitor a cease-fire deal between Azerbaijan and Armenia has become operational in Upper Karabakh on Saturday.

Established in the Merzilli village of the Aghdam region, the center will monitor the implementation of the Russian-brokered agreement which was reached in November after six weeks of intense fighting.

Following the Nov. 10 truce, Turkey and Russia signed a memorandum of understanding to set up a joint center to monitor the peace deal on Azerbaijani territories liberated from Armenia’s occupation.

Azerbaijani Defense Minister Zakir Hasanov, Turkey’s Deputy Minister of National Defense Yunus Emre Karaosmanoglu, and Russian Deputy Defense Minister Alexander Fomin were in attendance of the opening ceremony of the center, where 60 Turkish and 60 Russian troops would be on duty.

Stressing the importance of the center in monitoring and implementing the peace deal, Karaosmanoglu praised the efforts of Turkish President Recep Tayyip Erdogan, Russian President Vladimir Putin, and Azerbaijani President Ilham Aliyev to bring peace and stability to the region.

Delivering a speech at the ceremony, Hasanov wished success for the Russian and Turkish staff of the center. Also addressing the event, Fomin said the center will serve peace and stability in the region.

Liberation of Karabakh

Relations between the former Soviet republics of Armenia and Azerbaijan had been tense since 1991, when the Armenian military occupied Nagorno-Karabakh, internationally recognized as an Azerbaijani territory, and seven adjacent regions.

When new clashes erupted on Sept. 27, 2020, the Armenian army launched attacks on civilians and Azerbaijani forces and violated several humanitarian cease-fire agreements.

During the 44-day conflict, Azerbaijan liberated several cities and nearly 300 settlements and villages from the nearly three-decade-long occupation.

Despite the Nov. 10 deal ending the conflict, the Armenian army several times violated the agreement and martyred several Azerbaijani soldiers and a civilian, according to the Azerbaijani Defense Ministry.

The truce is seen as a victory for Azerbaijan and a defeat for Armenia.

Turkish press: Historian rejects ‘genocide’ in 1915 Armenian events

French historian Maxime Guan rejected the classification of 1915 events as “genocide” against Armenians and argued there were no systematic massacres.

In an interview with the New York-based Turkish-American Security Foundation, the French historian noted that displacements that occurred were based on “national security” reasons and that 350,000 Ottoman Armenians were exempted from deportations.

Guan began research on the events of 1915 in 2006-2007 in partial fulfillment of his Ph.D. program that was recently turned into a book, Relations between France and the Armenian Revolutionary Committees in the period from 1918 to 1923.

Guan said that among strong indications that no systematic genocide occurred were clear orders issued by the Ottoman government to protect Armenian citizens and punish those accused of being involved in events that occurred between 1915 and 1917.

-French parliament’s ‘shocking’ report

Guan described the “shocking” French parliament report legitimizing Armenian claims about the events of 1915.

“It is unacceptable to talk about the Armenian victims and ignore the Muslim victims,” he said.

He pointed to “false information” contained in the book, The Treatment of Armenians in the Ottoman Empire, known in Turkey as The Blue Book by Arnold Toynbee on which the French parliament report was based.

-French government’s ‘amnesia’

In reference to French President Emmanuel Macron’s participation in a banquet hosted by Ara Toranian, former leader of the Armenian Secret Army for the Liberation of Armenia (ASALA) terror group, Guan charged the French government from suffering from “amnesia” noting that in the 1980s French police carried out successful operations against the terror organization.

“About what Macron did, I prefer to say that this is a tragic amnesia at the top of the country’s administration. This situation is not related to the Armenian issue only,” said Guan.

The French historian cited several failed attempts that sought to submit bills to the French parliament that called for criminalization for denying Armenian allegations regarding the events of 1915.

Armenia and the Armenian lobbies around the world demand that Turkey recognize what happened during the deportations in 1915 as “genocide” for which they seek compensation.

The 1915 events took place during World War I when a portion of the Armenian population living in the Ottoman Empire sided with the invading Russians and revolted against the empire.

The Ottoman Empire relocated Armenians in eastern Anatolia following revolts and there were Armenian casualties during the process.

Turkey objects to the presentation of the incidents as “genocide” but describes the events as a tragedy in which both sides suffered casualties.

According to the 1948 Convention, adopted by the United Nations General Assembly regarding the prevention and punishment of the crime of genocide, the term “genocide” means the complete or partial destruction of a national, ethnic, racial, or religious group.

Ankara has repeatedly proposed the creation of a joint commission of historians from Turkey and Armenia, plus international experts, to examine the issue.

COVID-19: Armenia reports 173 new cases, 404 recoveries in one day

YEREVAN, JANUARY 30, ARMENPRESS. 173 new cases of the novel coronavirus (COVID-19) have been confirmed in Armenia in the past one day, bringing the total number of confirmed cases to 166,901, the ministry of healthcare said today.

404 more patients have recovered in one day. The total number of recoveries has reached 157,314.

2 more patients have died, raising the death toll to 3071.

1767 tests were conducted in the past one day.

The number of active cases is 5750.

The number of patients who had coronavirus but died from other disease has reached 766 (1 new such case).

Deputy PM Avinyan chairs consultation in Kapan summing up results of working visit to Syunik

Deputy Prime Minister of Armenia Tigran Avinyan visited on January 29 Syunik province where he chaired the meeting of the inter-agency working group formed for coordinating the works on revealing possible problems in the province as a result of the implementation of the November 9 trilateral statement, the deputy PM’s Office told Armenpress.

“Dear colleagues, today we are meeting in a difficult situation when the existing problems are not only of socio-economic, but also firstly of security nature. They need urgent solution, as well as a maximum accuracy. Our meetings and observations held during the day gave us more complete picture on what issues we have on the agenda, and we will now discuss them in details. But by using this chance, I want to reaffirm that the center government stands by Syunik with all means. Moreover, the government has already initiated concrete economic actions which will positively change the situation at the same time solving more urgent issues”, the deputy PM said.

Aviniyan has also visited Goris, Vorotan, Shurnukh and Kapan communities, got acquainted with the situation, the socio-economic and security conditions.

The deputy PM’s working visit summed up in Kapan where again the inter-agency working group held a meeting. Avinyan presented the results of the discussions held with the residents of Vorotan and Shurnukh communities, stating that new houses will be built for those families who have lost their homes. The works will launch already next week. A lump sum of 300,000 drams will be provided for each member of a family who remained without shelter.

The meeting also covered a number of issues relating to the security measures, the agricultural works and the protection of the residents.

Artsakh reports 4 new cases of COVID-19 over past day

STEPANAKERT, JANUARY 30, ARMENPRESS. 4 new cases of COVID-19 have been confirmed in Artsakh in the past 24 hours.

41 tests were conducted on January 27, the ministry of healthcare told Armenpress.

A total of 2326 cases of coronavirus have been confirmed in Artsakh.

The number of active cases is 25.

The death toll stands at 31.

The ministry of healthcare has again urged the citizens to follow all the rules to avoid new outbreaks and overcome the disease.

More bodies retrieved from battle zones as search operations continue, Artsakh authorities say

STEPANAKERT, JANUARY 30, ARMENPRESS. 15 more bodies of fallen servicemen have been found during the search operations in the battle zones on January 29, official of the State Emergency Service of Artsakh Hunan Tadevosyan told Armenpress.

13 of the bodies were found in Jrakan (Jabrayil) section, 1 in Martuni region. The other body has been transferred by the Azerbaijani side to the Armenian side.

Forensic examination will be carried out to identify them.

So far, a total of 1344 bodies of fallen servicemen and civilians have been found as a result of the search operations.

On January 30 the search operations will continue in Hadrut region and the territory near Armenia’s Syunik province.
